In this study of symbolic power relations in a transnational merger, we suggest that the popular media can provide a significant arena for (re)constructing national identities and power in this kind of dramatic industrial restructuring, and are an under-utilized source of empirical data in research studies. Focusing on the press coverage of a recent Swedish-Finnish merger, we specify and illustrate a particular feature of discursive (re)construction of asymmetric power relations; superior (Swedish) and inferior (Finnish) national identities, which, we argue, are embedded in the history of colonization and domination between the two nations. The findings of the present study lead us to suggest that a lens taken from post-colonial theory is particularly useful in understanding the wider symbolic power implications of international industrial restructuring.

The present article about the high speed water tunnel facility at the Indian Institute of Science, Bangalore, provides a general description of the tunnel circuit, and brief reports on the performance of the facility and some typical results from investigations carried out in it. A unique aspect of the facility is that it has a horizontal resorber in the form of a large cylindrical tank located in the lower leg of the circuit. The facility has been used, among other things, for flow visualization studies, and investigations on marine propeller hydrodynamics and “synthetic cavitation”. The last topic has been primarily developed at the Indian Institute of Science and shows considerable promise for basic work in cavitation inception and noise.

The Indian Institute of Science at Bangalore is probably the oldest institute in India, established with a donation from the great industrial visionary Jamsetji Tata over eight decades ago. It has gradually become a key centre of scientific and engineering research and higher education. From its very inception the institute had an interdisciplinary approach to research and teaching.

The forces that cause deformation of western North America have been debated for decades. Recent studies, primarily based on analysis of crustal stresses in the western United States, have suggested that the deformation of the region is mainly controlled by gravitational potential energy (GPE) variations and boundary loads, with basal tractions due to mantle flow playing a relatively minor role. We address these issues by modelling the deviatoric stress field over western North America from a 3-D finite element mantle circulation model with lateral viscosity variations. Our approach takes into account the contribution from both topography and shallow lithosphere structure (GPE) as well as that from deeper mantle flow in one single model, as opposed to separate lithosphere and circulation models, as has been done so far. In addition to predicting the deviatoric stresses we also jointly fit the constraints of geoid, dynamic topography and plate motion both globally and over North America, in order to ensure that the forces that arise in our models are dynamically consistent. We examine the sensitivity of the dynamic models to different lateral viscosity variations. We find that circulation models that include upper mantle slabs yield a better fit to observed plate velocities. Our results indicate that a model of GPE variations coupled with mantle convection gives the best fit to the observational constraints. We argue that although GPE variations control a large part of the deformation of the western United States, deeper mantle tractions also play a significant role. The average deviatoric stress magnitudes in the western United States range 30-40 MPa. The cratonic region exhibits higher coupling to mantle flow than the rest of the continent. We find that a relatively strong San Andreas fault gives a better fit to the observational constraints, especially that of plate velocity in western North America.

On 17-20 July 2007, 45 experts on sea turtles, fisheries, conservation and finance from 10 countries convened at the Bellagio Sea Turtle Conservation Initiative workshop in Terengganu to focus on methods to save the imperiled Pacific leatherback from extinction. The group developed a strategic plan to guide the prioritization and long term financing of Pacific leatherback turtle conservation and recovery objectives. Participants identified critical conservation actions and agreed that a business plan is urgently needed to reverse the trajectory towards extinction of the Pacific leatherback. The conservation actions prioritized by the participants encompassed protecting nesting beaches including eggs and nesting females; reducing direct and indirect turtle take in coastal fisheries; and strengthening regional and sub-regional cooperation. The group committed to work together on fundraising and implementation of these urgent conservation actions. This report presents outputs and the plan that was produced from the workshop.

[EN]The present research work, based on some of the components of the Common Assessment Framework, sets to analyse the influence held by leadership in specific factors that constitute the organisational climate, and also the impact that these factors have on the quality of municipal public services. For the purposes of this study, we propose Likert’s exploitative autocratic and participative leadership styles to explain the genesis, structure and workflow. As far as the organisational climate is concerned, the variables used are motivation, satisfaction, empowerment, conflict and stress. The main conclusions that arose was that a participative leader confers higher relevance to the quality of service, through motivation, satisfaction, empowerment and human resources positive results, than an exploitative autocratic leader. Performed contributions are based on the empiric research hereby presented, and new research guidelines are proposed. The research methodology used was qualitative, based on the case study.

Pacific coastal bottlenose dolphins (Tursiops truncatus gilli) have apparently moved to Monterey Bay as a result of a shift north of their known range. Between 1983 and 1993, 417 sightings were reported off central California. Eighty-four boat-based surveys, between October 1990 and November 1993, resulted in the photo-identification of 68 uniquely marked individuals. School size ranged between 2 and 35 animals (mean = 16.60, S.D. = 7.72). Forty-three (63%) of the dolphins identified were previously photographed in the Southern California Bight before 1989. Jolly-Seber population estimates indicated an increase in the Monterey Bay population from 1990 to 1993. At least 13 of the photo-identified dolphins were present in Monterey Bay throughout the study period. All but two of the calculated coefficients of association were 0.35, indicating a strong bond among resident animals. The occurrence of an El Niño from January 1992 to the end of 1993 may have affected the number of animals present in the bay: mean school size was significantly greater during El Niño.

ENGLISH: The Convention between the United States of America and the Republic of Costa Rica for the establishment of an Inter-American Tropical Tuna Commission was signed May 31, 1949. Ratifications were exchanged on March 3, 1950, after arrival at understandings respecting the interpretation of certain provisions. The text of the Convention is appended to this report. Also appended are the enabling legislation passed by the United States Congress, giving effect to the Convention, and the Decree ratifying the Convention adopted by the Republic of Costa Rica. The most important provisions of the Convention may be summarized here, as the basis for the policy and actions of the Commission. SPANISH: La Convención entre los Estados Unidos de América y la República de Costa Rica para el establecimiento de la, Comisión Interamericana del Atún Tropical fué suscrita el 31 de Mayo de 1949. El cambio de ratificaciones, después de haber llegado a un entendimiento respecto de la interpretación de ciertas cláusulas, se efectuó el 3 de Marzo de 1950. El texto de la Convención se agrega a este informe. También se agrega la legislación correspondiente, emitida por el Congreso de los Estados Unidos para dar efectividad a la Convención, y el Decreto de Ratificación del Convenio promulgado por la República de Costa Rica. ENGLISH: The Governments of Costa Rica and the United States, being mutually interested in the conservation of the tropical tunas and of the bait-fishes required for capturing them, entered into a Convention in 1950 establishing the Inter-American Tropical Tuna Commission. The Convention provides that other governments having an interest in the tuna and tuna-bait resources may adhere to the Convention by a simple exchange of correspondence with the existing members. The Government of Panama adhered to the Convention in the fall of 1953. SPANISH: Los Gobiernos de Costa Rica y de los Estados Unidos, mutuamente interesados en la conservación de las especies tropicales de atún, así como en la de los peces que sirven de carnada para su pesca, suscribieron en 1950 una Convención por la que se estableció la Comisión Interamericana del Atún Tropical. La Convención permite que otros gobiernos interesados en los recursos del atún y los peces-carnada puedan adherirse a la misma mediante un simple intercambio de correspondencia con los Gobiernos Miembros. ENGLISH: The Inter-American Tropical Tuna Commission was created by a Convention between the Republic of Costa Rica and the United States of America. The Convention came into force in 1950. One of the provisions of the Convention was that other governments whose nationals participate in the fisheries covered by the Convention could adhere if they so desired and if the existing members agreed. Under this arrangement, the Republic of Panama adhered to the COl1vention in 1953. The Republic of Ecuador adhered in 1961. The Senate of the Republic of Mexico approved adherence in 1963; and the Republic of Colombia has indicated her desire to adhere. Full members during 1963 were Costa Rica, Ecuador, Panama, and the United States. SPANISH: La Comisión Interamericana del Atún Tropical fue creada en virtud de una Convención entre la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Una de las estipulaciones de la Convención, permite a los gobiernos de otros países cuyos habitantes participen en las pesquerías a que dicha Convención se refiere, adherirse a ella si así lo desean y si los Gobiernos Miembros están de acuerdo. Acogiéndose a esa estipulación, la República de Panamá se adhirió a la Convención en 1953. La República del Ecuador se adhirió en 1961. El Senado de la República de México aprobó la adhesión en 1963; y la República de Colombia ha manifestado su deseo de adherirse.
