As the Housing Credit Agency responsible for allocating Tax Credits in the State of Iowa, IFA must adopt a written Qualified Allocation Plan (QAP). The purpose of the QAP is to set forth the criteria that IFA will use in evaluating and monitoring Projects submitted to it by the Developer/Ownership Entity for consideration in making an allocation of Tax Credits. The Governor must approve the QAP after the public has had the opportunity to comment through a public hearing.

The outcome of the inductive decision -making process of the leading project management group (PMG) was the proposal to develop three modules, Human Resource Management and Knowledge Management, Quality Management and Intercultural management, each for 10 ECTS credits. As a result of the theoretical and organisational framework and analytical phase of the project, four strategies informed the development and implemen- tation of the modules: 1. Collaboration as a principle stemming from EU collaborative policy and receiving it’s expression on all implementation levels (designing the modules, modes of learning, delivering the modules, evaluation process). 2. Building on the Bologna process masters level framework to assure ap- propriate academic level of outputs. 3. Development of value -based leadership of students through transforma- tional learning in a cross -cultural setting and continual reflection of theory in practice. 4. Continual evaluation and feedback among teachers and students as a strategy to achieve a high quality programme. In the first phase of designing the modules the collaborative strategy in particular was applied, as each module was led by one university, but members from all other universities participated in the discussions and development of the mod- ules. The Bologna process masters level framework and related standards and guidelines informed the form and method of designing the modules.

Il presente lavoro vuole studiare la produzione cinematografica degli anni ’50, per molti versi peculiare, dal punto di vista della sceneggiatura e degli sceneggiatori. Il cinema negli anni’50 è stato a lungo considerato transitorio: separava il quinquennio neorealista (del quale viene considerato il traditore dei valori fondanti) dal cinema degli anni Sessanta. Sono gli anni della ricerca di un cinema che possa raggiungere un pubblico di massa e per questo motivo di profonda sperimentazione, sia sul piano cinematografico-narrativo sia nei modi di produzione. Già durante gli anni del Neorealismo, ma in maniera ancora più evidente durante gli anni ’50, si afferma il modello di scrittura che Villa chiama “botteghe di scrittura”, sottolineando al contempo il lavoro artigianale e collettivo al tavolo di elaborazione delle sceneggiature. Infatti, è riscontrabile dai lunghi elenchi di nomi nei credits come il lavoro di scrittura si creava attraverso la relazione fra gruppi di individui che condividevano (nei limiti del possibile) idee politiche e idee di cinema, facendo della discussione l’elemento fondante della creazione. Il lavoro vuole concentrarsi essenzialmente sui film a episodi. In particolare, il case study sarà Altri Tempi (1952) di Alessandro Blasetti. Il film verrà analizzato attraverso le fonti di archivio contenute nel Fondo Blasetti, scandagliando i documenti essenziali che ricostruiscono la genesi e lo sviluppo dal punto di vista della scrittura scenica. Si prediligeranno appunti del regista sulla sceneggiatura e corrispondenze con gli addetti ai lavori dei due film, ricercando se possibile di ricostruire l’apporto degli sceneggiatori all’interno dei singoli episodi e in relazione al regista. Faremo riferimento anche alle relazioni degli sceneggiatori presenti nel fondo e si procederà verso una mappatura quanto più accurata del lavoro di scrittura che ha avuto luogo.
