Las especies de aves ligadas a los sistemas tradicionales agrarios constituyen una de las poblaciones más amenazadas de la comunidad ornitológica europea. El territorio español alberga el 90% de las poblaciones europeas de ocho especies de aves recogidas en el EFBI (European Farmland Bird Index). Las medidas agroambientales en España deben respon- der pues a un importante reto de conservación ambiental que trasciende más allá de nuestras fronteras. El objetivo de este trabajo es evaluar el incentivo a participar y realizar un análisis comparativo de las medidas dirigidas a la protección de las aves esteparias en las comunidades autónomas de Aragón, Castilla La Mancha, Castilla y León, Cataluña y Extremadura. La caracterización y el análisis económico de los requisitos exigidos permite concluir que en la mayoría de las medidas analizadas, los costes más importantes son aquellos relacionados con el coste de oportunidad o lucro cesante. Finalmente, se establecen recomendaciones para incrementar el alcance de las medidas agroambientales en zonas extensivas. The rate of growth of world food demand will be much slower for 1990–2010 than it was for the prior three decades. The major factor determining the increase in food demand is population growth. Income growth has a much smaller effect. From 1960 to 1990, population growth accounted for approximately three fourths of the growth in demand or use of grain. For 1990–2010, it is anticipated that population growth will account for nearly all of the increase in world demand for grain. The rate of population growth from 1990 to 2020 is projected to be at an annual rate of 1.3% compared with 1.9% for 1960 to 1990—a decline of more than 30%. World per capita use of grain will increase very little—perhaps by 4%. The increase in grain use is projected to be 40% less than in 1960–1990. It is anticipated that real grain prices will decline during the period, although not nearly as much as the 40% decline in the previous three decades. Concern has been expressed concerning the deterioration of the quality and productivity of the world’s farmland. A study for China and Indonesia indicates that there has been no significant change in the productive capacity of the land over the past 50 years. Contrary to numerous claims, the depth of the topsoil has not changed, indicating that erosion has had little or no impact.

A metrópole de São Paulo é a maior e mais importante aglomeração urbana do Brasil e está entre as dez maiores áreas urbanas do mundo. No entanto, a forma como acessibilidade espacial ocorre gera um fardo para a população e para a atividade econômica. Este trabalho pretende contribuir para a discussão de como melhorar a acessibilidade na Região Metropolitana de São Paulo estudando as características e impactos de estruturas espaciais urbana, analisando criticamente a estrutura espacial da metrópole e proporcionando sugestões de melhorias a fim de proporcionar uma mobilidade mais sustentável. Os procedimentos metodológicos incluem uma revisão bibliográfica sobre o tema e uma caracterização da estrutura espacial da Região Metropolitana de São Paulo, considerando a alocação de população, alocação de empregos e os padrões de deslocamento para os modais individual, coletivo e não motorizado. Apresentamos um relato da evolução recente, com dados das pesquisas de origem e destino realizadas pelo Metrô em 1997 e 2007 e da pesquisa de mobilidade de 2012. Também realizamos uma caracterização mais aprofundada com os dados da pesquisa de 2007. As cidades se desenvolvem com base no trade-off entre proximidade e mobilidade: a fim de maximizar as possibilidades de interação, as pessoas e as empresas tendem a se localizar onde o deslocamento necessário para executar essas interações requer menos custos financeiros, perda de tempo e desconforto. Esse processo molda a alocação espacial de atividades, que define parcialmente os hábitos de transporte. A estrutura espacial urbana pode ser caracterizada por sua escala (padrões compacto ou disperso), arranjo de densidades (padrão disperso ou clusterizado) e arranjo de atividade (padrão monocêntrico ou policêntrico). Estruturas espaciais com padrão mais compacto apresentam menores distâncias de viagem, reduzindo o impacto ambiental das viagens e viabilizando o transporte não motorizado e coletivo, e levam a um uso mais eficiente da terra, menor custo de infraestrutura e maior equidade no acesso ao transporte. Já estruturas clusterizadas policêntricas são associadas com maior facilidade de acesso à terra. Existe um debate sobre a capacidade de estruturas policêntricas resultarem em uma aproximação generalizada de empregos e residências. A Região Metropolitana de São Paulo apresenta um padrão monocêntrico na escala metropolitana, com fortes movimentos pendulares da periferia para o centro expandido da iii capital. Durante o período de análise, foi observada uma realocação da população para áreas mais centrais da cidade e uma centralização dos empregos ainda mais forte, resultando no agravamento dos movimentos pendulares. Existe uma clara divisão modal por renda: as classes mais altas utilizam majoritariamente automóveis, enquanto as classes mais baixas utilizam majoritariamente transporte coletivo e não motorizado. Para o futuro, o novo plano diretor tem o mérito de caminhar na direção do desenvolvimento urbano orientado pelo transporte sustentável, porém os níveis de densidade máxima permitidos ainda são parecidos com o do plano anterior e a largura dos eixos de adensamento é restrita. Acreditamos ser vantajoso um aumento do adensamento em áreas próximas dos empregos; geração de polos de adensamento em áreas mais afastadas dos empregos, mas próximas das infraestruturas de transporte coletivo de alta velocidade, e desencorajamento do adensamento em áreas com baixa acessibilidade. Também é necessária uma gestão integrada dos transportes, provendo infraestrutura para viagens não motorizadas e viagens intermodais, e uma gestão dos impactos negativos do adensamento.

Os sistemas de proteção dos elementos da rede elétrica desempenham um papel de fundamental importância na segurança e confiabilidade dos sistemas de potência. A não atuação ou a atuação incorreta dos relés de proteção durante uma falta localizada em um componente da rede pode transformar-se em um evento sistêmico de grandes proporções (blecaute). Esses eventos trazem riscos e elevados prejuízos econômicos à sociedade. A proteção dos geradores síncronos, apesar do alto custo e complexidade deste tipo de equipamento, não recebe a mesma atenção na literatura que a dedicada à proteção de outros elementos da rede, como, por exemplo, a das linhas de transmissão. Isso decorre do menor número de geradores existentes na rede e também da ideia que as faltas neste tipo de equipamento são menos frequentes. Este trabalho aborda os principais aspectos envolvidos com o projeto de um sistema de proteção para geradores síncronos de grande porte. Incialmente, discutese os principais conceitos associados com os geradores, de interesse para a tarefa de proteção. Particular atenção é dedicada às formas de aterramento e aos critérios adotados para projeto do resistor de aterramento utilizado nesse equipamento. Em seguida, apresentam-se as principais funções de proteção aplicáveis aos geradores, particularmente aquelas voltadas para a detecção de faltas nos enrolamentos do estator. Discute-se também os critérios de ajustes dos parâmetros dessas funções. Descreve-se o uso de uma plataforma laboratorial, baseada em simulador de tempo real (RTDS), para ensaio e análise do sistema de proteção visando validar seu correto desempenho frente às possíveis condições operativas que podem ser encontradas em campo. Finalmente, utilizando os conceitos desenvolvidos ao longo do trabalho, desenvolve-se um estudo de caso, onde é realizado o projeto e implementação do sistema de proteção dos geradores de uma usina hidrelétrica hipotética. Para avaliar e analisar o desempenho do sistema de proteção dessa rede exemplo, parametrizou-se o IED G60 (GE) e realizou-se inúmeras simulações na plataforma de testes proposta.

This study analyses the effect of successional stage after farmland terrace abandonment on post-fire plant recovery in a Mediterranean landscape. Specific objectives of the study were to (1) compare fuel characteristics and fire severity in three successional stages after farmland abandonment – dry grassland, dense shrubland and pine stands; (2) analyse the effect of pre-fire successional stage and fire severity on vegetation recovery and (3) analyse the relative vulnerability (i.e. potential for ecosystem shift and soil degradation) to wildfires of the successional stages. We assessed 30 abandoned terraces (15 unburned and 15 burned), with diverse successional stages, on the Xortà Range (south-east Spain). Post-fire recovery was measured 1, 4 and 7 years after fire. The successional stages varied in aboveground biomass, litter amount, vertical structure and continuity of plant cover, and flammability. Dry grassland showed the lowest fire severity, whereas no differences in severity were found between shrubland and pine stands. One year after fire, plant cover was inversely related to fire severity; this relationship attenuated with time after fire. Post-fire recovery of pine stands and shrubland led in both cases to shrublands, contributing to landscape homogenisation. The pine stands showed the largest changes in composition due to fire and the lowest post-fire plant recovery – a sign of high vulnerability to fire.

With increased warming in the Arctic, permafrost thaw may induce localized physical disturbance of slopes. These disturbances, referred to as active layer detachments (ALDs), redistribute soil across the landscape, potentially releasing previously unavailable carbon (C). In 2007–2008, widespread ALD activity was reported at the Cape Bounty Arctic Watershed Observatory in Nunavut, Canada. Our study investigated organic matter (OM) composition in soil profiles from ALD-impacted and undisturbed areas. Solid-state 13C nuclear magnetic resonance (NMR) and solvent-extractable biomarkers were used to characterize soil OM. Throughout the disturbed upslope profile, where surface soils and vegetation had been removed, NMR revealed low O-alkyl C content and biomarker analysis revealed low concentrations of solvent-extractable compounds suggesting enhanced erosion of labile-rich OM by the ALD. In the disturbed downslope region, vegetation remained intact but displaced material from upslope produced lateral compression ridges at the surface. High O-alkyl content in the surface horizon was consistent with enrichment of carbohydrates and peptides, but low concentrations of labile biomarkers (i.e., sugars) suggested the presence of relatively unaltered labile-rich OM. Decreased O-alkyl content and biomarker concentrations below the surface contrasted with the undisturbed profile and may indicate the loss of well-established pre-ALD surface drainage with compression ridge formation. However, pre-ALD profile composition remains unknown and the observed decreases may result from nominal pre-ALD OM inputs. These results are the first to establish OM composition in ALD-impacted soil profiles, suggesting reallocation of permafrost-derived soil C to areas where degradation or erosion may contribute to increased C losses from disturbed Arctic soils.

The issue: The European Union's pre-crisis growth performance was disappointing enough, but the performance has been even more dismal since the onset of the crisis. Weak growth is undermining private and public deleveraging,and is fuelling continued banking fragility. Persistently high unemployment is eroding skills, discouraging labour market participation and undermining the EU’s long-term growth potential. Low overall growth is making it much tougher for the hard-hit economies in southern Europe to recover competitiveness and regain control of their public finances. Stagnation would reduce the attractiveness of Europe for investment. Under these conditions, Europe's social models are bound to prove unsustainable. Policy Challenge: The European Union's weak long-term growth potential and unsatisfactory recovery from the crisis represent a major policy challenge. Over and above the structural reform agenda, which vitally important, bold policy action is needed. The priority is to get bank credit going. Banking problems need to be assessed properly and bank resolution and recapitalisation should be pursued. Second, fostering the reallocation of factors to the most productive firms and the sectors that contribute to aggregate rebalancing is vital. Addressing intra-euro area competitiveness divergence is essential to support growth in southern Europe. Third, the speed of fiscal adjustment needs to be appropriate and EU funds should be front loaded to countries in deep recession, while the European Investment Bank should increase investment.

This paper analyses the main institutional factors affecting the rental and sales markets for agricultural land. Particular attention is paid to the effects of the common agricultural policy on land markets, and more specifically the underlying mechanism through which agricultural subsidies are capitalised into land values and farmland rents. This paper also provides a broad overview of the empirical studies that estimate the impact of agricultural support policies on land rents and land prices. Various other fundamental factors that affect agricultural land markets are discussed, such as land market institutions and regulations, transaction costs, credit market constraints and levels of profitability, the legal means of contract enforcement and land use alternatives.

Using data from individual transactions for the period 1994-2010 in the French NUTS2 region Brittany, the authors investigated how environmental regulations and transaction land regulations influence the price of sold plots. Regressions on three sub-samples of buyers were performed in order to assess whether different buyers have different attitudes or plans regarding the farmland purchased: a sub-sample including only farmer-buyers, a sub-sample including non-farmer individual buyers, and a sub-sample including non-farmer non-individual buyers. Estimations were performed ignoring and accounting for spatial interactions (model SARAR). Results indicate that the price of land decreases when buyers are farmers, that the nitrate surplus area zoning increases the price of land, even more so for farmer-buyers. Regarding land transaction regulations, there is a negative effect, on land price, of the purchaser being the current tenant or being the land regulating public body SAFER. Estimating the model on different sub-samples depending on the buyers’ type shed light on the factors that are more important for each buyer.

Sufficient cross‐border electricity transmission infrastructure is a pre‐requisite for a functioning European internal market for electricity. Also, the achievement of the EU’s energy policy objectives – sustainability, competitiveness and security of supply – critically depends on adequate investment in physical interconnections between the member states. Mainly focusing on the “regulatory path”, this paper assesses different ways to achieve a sufficient level of interconnector investment. In a first step, economic analysis identifies numerous impediments to interconnector investment adding up to an “interconnector investment failure”. Reflecting on the proper regulatory design of an EU framework able to overcome the interconnector investment failure, a number of recommendations are put forward:  All congestion rents should be channeled into interconnector building. Unused rents should be transferred to a European interconnector fund supervised by an EU agency.  Even though inherently sub‐optimal, merchant transmission investment can be used as a means to put pressure on regulated transmission system operators (TSO) that do not deliver. An EU agency should have exclusive competence on merchant interconnector exemptions.  A European TSO organization should be entrusted with supra‐national network planning, supervised by an EU agency.  The agency should decide on investment cost reallocation for interconnector projects that yield strong externalities. Payments could be settled via a European interconnector fund.  In case of non‐compliance with the supra‐national network plan, the EU agency should have the right to organize a tender – financed by the European interconnector fund – in order to get the “missing link” built. Assessing the existing EU regulatory framework, the efforts of the 2009 “third energy package” to fill the “regulatory gap” with new EU bodies – ACER and ENTSO‐E – are acknowledged. However, striking holes in regulatory framework are spotted, notably with regard to the use of congestion rents, interconnector cost allocation, and the distribution of decision making powers on new infrastructure exemptions A discussion of the TEN‐E interconnector funding scheme shows that massive funding can be an interim solution to the problem of insufficient interconnection capacities while overcoming the political deadlock on sensible regulatory topics such as interconnector cost allocation. The paper ends with policy recommendations.

This study, carried out in the context of the Factor Markets research project, investigates the impact of the SAPS (Single Area Payment Scheme) on farmland rental rates in the new EU member states. Using a unique set of farm level panel data with 20,930 observations for 2004 and 2005 we are able to control for important sources of endogeneity. According to our results, the SAPS has a positive and statistically significant impact on land rents in the EU. However, the estimated incidence is smaller than predicted theoretically. Land rents capture only 19 cents of the marginal SAPS euro, and around 10% of the SAPS benefit non-farming landowners through higher farmland rental prices. As the share of rented land is higher in corporate farms than individual ones, family farms benefit more from the SAPS than corporate farms do.

The labour force engaged in the agricultural sector is declining over time, and one can observe the reallocation of labour from family members to hired workers. Using farm-level data, this paper analyses the on-farm labour structure in Greece and assesses the factors driving its evolution over the period 1990-2008. The impact of agricultural policies and farm characteristics is examined in a dynamic panel analysis. Family and hired labour are found to be substitutes rather than complements, while agricultural support measures appear to negatively affect demand for both family and hired labour. Decoupled payments and subsidies on crops are found to have a significant impact on both sources of labour, as well as subsidies for rural development that do not favour on-farm labour use. The paper also finds that structural labour adjustments are the result of farm characteristics, such as farm size and location. The results are robust to various estimation techniques and specifications.

The vertebrate body is made by progressive addition of new tissue from progenitors at the posterior embryonic end. Axial extension involves different mechanisms that produce internal organs in the trunk but not in the tail. We show that Gdf11 signaling is a major coordinator of the trunk-to-tail transition. Without Gdf11 signaling, the switch from trunk to tail is significantly delayed, and its premature activation brings the hindlimbs and cloaca next to the forelimbs, leaving extremely short trunks. Gdf11 activity includes activation of Isl1 to promote formation of the hindlimbs and cloaca-associated mesoderm as the most posterior derivatives of lateral mesoderm progenitors. Gdf11 also coordinates reallocation of bipotent neuromesodermal progenitors from the anterior primitive streak to the tail bud, in part by reducing the retinoic acid available to the progenitors. Our findings provide a perspective to understand the evolution of the vertebrate body plan.
