我国的生物质能资源主要是农业废弃物、禽畜类便和林业废弃物。生物质能的利用方式有:直接燃烧、产生沼气等可燃气、发电、转化为液体燃料和加工成高密度的固体燃料。文中对几种利用方式进行了讨论。

Countries across the world are being challenged to decarbonise their energy systems in response to diminishing fossil fuel reserves, rising GHG emissions and the dangerous threat of climate change. There has been a renewed interest in energy efficiency, renewable energy and low carbon energy as policymakers seek to identify and put in place the most robust sustainable energy system that can address this challenge. This thesis seeks to improve the evidence base underpinning energy policy decisions in Ireland with a particular focus on natural gas, which in 2011 grew to have a 30% share of Ireland’s TPER. Natural gas is used in all sectors of the Irish economy and is seen by many as a transition fuel to a low-carbon energy system; it is also a uniquely excellent source of data for many aspects of energy consumption. A detailed decomposition analysis of natural gas consumption in the residential sector quantifies many of the structural drives of change, with activity (R2 = 0.97) and intensity (R2 = 0.69) being the best explainers of changing gas demand. The 2002 residential building regulations are subject to an ex-post evaluation, which using empirical data finds a 44 ±9.5% shortfall in expected energy savings as well as a 13±1.6% level of non-compliance. A detailed energy demand model of the entire Irish energy system is presented together with scenario analysis of a large number of energy efficiency policies, which show an aggregate reduction in TFC of 8.9% compared to a reference scenario. The role for natural gas as a transition fuel over a long time horizon (2005-2050) is analysed using an energy systems model and a decomposition analysis, which shows the contribution of fuel switching to natural gas to be worth 12 percentage points of an overall 80% reduction in CO2 emissions. Finally, an analysis of the potential for CCS in Ireland finds gas CCS to be more robust than coal CCS for changes in fuel prices, capital costs and emissions reduction and the cost optimal location for a gas CCS plant in Ireland is found to be in Cork with sequestration in the depleted gas field of Kinsale.

This paper outlines what we have learned about the impacts of the Deepwater Horizon (DWH) oil disaster from the economics discipline as well as what effect the DWH disaster has had on the economics discipline. It appears that what we know about the economic impact of the DWH spill today is limited, possibly because such analysis is tied up in the federal Natural Resource Damage Assessment (NRDA) process and other state-led efforts. There is evidence, however, that the NRDA process has changed over time to de-emphasize economic valuation of damages. There is also evidence that economists may be producing fewer outputs as a result of the DWH relative to scholars from other disciplines because of an apparent absence of funding for it. Of the research that has taken place, this paper provides a summary and highlights the main directions of future research. It appears that the most pressing topic is addressing the incentives and policies in place to promote a culture of safety in the offshore oil industry. Also, it appears that the most prominent, and challenging, direction of future research resulting from the DWH is the expansion of an ecosystems services approach to damage assessment and marine policy. A set of 13 US based experts in post-combustion and oxy-fuel combustion CO2 capture systems responded to an extensive questionnaire asking their views on the present status and future expected performance and costs for amine-based, chilled ammonia, and oxy-combustion retrofits of coal-fired power plants. This paper presents the experts' responses for technology maturity, ideal plant characteristics for early adopters, and the extent to which R&D and deployment incentives will impact costs. It also presents the best estimates and 95% confidence limits of the energy penalties associated with amine-based systems. The results show a general consensus that amine-based systems are closer to commercial application, but potential for improving performance and lowering costs is limited; chilled ammonia and oxy-combustion offer greater potential for cost reductions, but not without greater uncertainty regarding scale and technical feasibility. © 2011 Elsevier Ltd.

Economic analyses of climate change policies frequently focus on reductions of energy-related carbon dioxide emissions via market-based, economy-wide policies. The current course of environment and energy policy debate in the United States, however, suggests an alternative outcome: sector-based and/or inefficiently designed policies. This paper uses a collection of specialized, sector-based models in conjunction with a computable general equilibrium model of the economy to examine and compare these policies at an aggregate level. We examine the relative cost of different policies designed to achieve the same quantity of emission reductions. We find that excluding a limited number of sectors from an economy-wide policy does not significantly raise costs. Focusing policy solely on the electricity and transportation sectors doubles costs, however, and using non-market policies can raise cost by a factor of ten. These results are driven in part by, and are sensitive to, our modeling of pre-existing tax distortions. Copyright © 2006 by the IAEE. All rights reserved.

The public is typically in agreement with the renewable energy targets established in many national states and generally supports the idea of increased reliance on wind energy. Nevertheless, many specific wind power projects face significant local opposition. A key question for the wind energy sector is, therefore, how to better engage local people to foster support for specific projects. IEA Wind Task 28 on Social Acceptance of Wind Energy Projects aims to facilitate wind energy development by reviewing current practices, emerging ideas, and exchanging successful practices among the participating countries. It also aims to disseminate the insights of leading research to a nontechnical audience, including project developers, local planning officials, and the general public. The interdisciplinary approach adopted by Task 28 enables an in-depth understanding of the nature of opposition to wind projects and a critical assessment of emerging strategies for social acceptance. Task 28 has analyzed a range of key issues related to social acceptance of wind energy, including the impacts on landscapes and ecosystems, on standard of living and well-being, the implementation of energy policy and spatial planning, the distribution of costs and benefits, and procedural justice. It is clear that although wind energy has many benefits; however, specific projects do impact local communities. As such the concerns of the affected people have to be taken seriously. Moreover, as opposition is rarely without foundation, it is in the interests of developers and advocates to engage local people and to improve projects for the benefit of all.

Throughout the European Union there is an increasing amount of wind generation being dispatched-down due to the binding of power system operating constraints from high levels of wind generation. This paper examines the impact a system non-synchronous penetration limit has on the dispatch-down of wind and quantifies the significance of interconnector counter-trading to the priority dispatching of wind power. A fully coupled economic dispatch and security constrained unit commitment model of the Single Electricity Market of the Republic of Ireland and Northern Ireland and the British Electricity Trading and Transmission Arrangement was used in this study. The key finding was interconnector counter-trading reduces the impact the system non-synchronous penetration limit has on the dispatch-down of wind. The capability to counter-trade on the interconnectors and an increase in system non-synchronous penetration limit from 50% to 55% reduces the dispatch-down of wind by 311 GW h and decreases total electricity payments to the consumer by €1.72/MW h. In terms of the European Union electricity market integration, the results show the importance of developing individual electricity markets that allow system operators to counter-trade on interconnectors to ensure the priority dispatch of the increasing levels of wind generation.

Infraventus – Internationalizing a Renewables Business to Kenya Infraventus is a renewable energy development company, with a consolidated experience, since 1988, in developing, constructing and operating projects mainly in Portugal, but also in other countries: Spain, Poland, France, Australia, Finland and Panama, and is now regarding Kenya as a possible destiny. Kenya is the biggest economy of East Africa, with a growing GDP around 5% and a low level of electric grid coverage thru its territory, 33% of national access to electricity. Kenya energy policy is intended to promote the investment in renewables; wind and sun are existing resources in good measures. Kenya is an interesting destiny to Infraventus, but has many risks. The objective of this dissertation is to evaluate the possible advantages of this investment and risks and propose recommendations about how to mitigate them considering alternative entry mode

Com aproximadamente 1.2 mil milhões de habitantes, a Índia é o segundo país e a democracia mais populosa do mundo. Em termos energéticos, é o quarto maior consumidor de energia e o quarto maior importador mundial de petróleo. O desenvolvimento económico que se verificou na década de 90 fez acentuar um dos principais desafios com que a Índia se depara actualmente que é o de garantir fontes de energia para atender às necessidades da sua população. Para fazer face à dependência das importações do petróleo no Médio Oriente (62%) e fornecer energia segura às populações, as empresas indianas têm procurado diversificar as suas fontes de abastecimento no mercado externo. É neste contexto que a África-Subsariana passou a ter uma importância estratégica para a Índia, como uma região com capacidade de apoiar esta estratégia de diversificação de fontes de importação. O objecto de estudo desta dissertação é a relação entre a Índia e a África-Subsariana no sector da energia e dos seis objectivos definidos podemos referir, por exemplo, que pretendemos identificar os países da África-Subsariana com que a Índia tem vindo a investir no sector energético e quais as formas contratuais a que têm recorrido. Nesta perspectiva, procura-se apresentar as linhas gerais da política energética indiana, do passado ao presente, identificando os problemas e ineficiências que a levaram a investir no mercado dos países da África-Subsariana, sobre o papel que a política externa indiana desempenha, no domínio da energia, na relação Indo - África-Subsariana e ,por último, explicar o amadurecimento da relação entre a Índia e África ao longo dos anos. A escolha desta temática ganha pertinência na medida em que a energia é um tema que tem grande importância nos estudos das relações internacionais e no comércio internacional mas também porque o conceito de segurança energética tem ganho visibilidade nos últimos anos devido à crescente dependência dos países face aos recursos energéticos. Assim, a análise desta temática permitir-nos-á compreender de que forma é que a Índia tem feito chegar a energia, um bem essencial, à sua sociedade

En mai 2009, l’Ontario a adopté la Loi sur l’énergie verte et devint ainsi la première juridiction en Amérique du Nord à promouvoir l’énergie renouvelable par le biais de tarifs de rachat garantis. En novembre 2010, dans son Plan énergétique à long terme, la province s’est engagée à déployer 10,700 MW en capacité de production d’énergie renouvelable non-hydroélectrique par 2018. Il s’agit de la cible de déploiement la plus élevée dans ce secteur au Canada. Les infrastructures de production et de distribution d’électricité comprennent des coûts d’installation élevés, une faible rotation des investissements et de longs cycles de vie, facteurs qui servent habituellement à ancrer les politiques énergétiques dans une dynamique de dépendance au sentier. Depuis le début des années 2000, cependant, l’Ontario a commencé à diverger de sa traditionnelle dépendance aux grandes centrales hydroélectriques, aux centrales à charbon et aux centrales nucléaires par une série de petits changements graduels qui feront grimper la part d’énergie renouvelable dans le mix énergétique provincial à 15% par 2018. Le but de ce mémoire est d’élucider le mécanisme de causalité qui a sous-tendu l’évolution graduelle de l’Ontario vers la promotion de l’énergie renouvelable par le biais de tarifs de rachat garantis et d’une cible de déploiement élevée. Ce mémoire applique la théorie du changement institutionnel graduel de Mahoney et Thelen au cas du développement de politiques d’énergie renouvelable en Ontario afin de mieux comprendre les causes, les modes et les effets du changement institutionnel. Nous découvrons que le contexte canadien de la politique énergétique favorise la sédimentation institutionnelle, c’est-à-dire un mode changement caractérisé par de petits gains favorisant l’énergie renouvelable. Ces gains s’accumulent pourtant en transformation politique importante. En Ontario, la mise sur pied d’une vaste coalition pour l’énergie renouvelable fut à l’origine du changement. Les premiers revendicateurs de politiques favorisant l’énergie renouvelable – les environnementalistes et les premières entreprises d’approvisionnement et de service en technologies d’énergie renouvelable – ont dû mettre sur pied un vaste réseau d’appui, représentant la quasi-totalité de la société ontarienne, pour faire avancer leur cause. Ce réseau a fait pression sur le gouvernement provincial et, en tant que front commun, a revendiqué l’énergie renouvelable non seulement comme solution aux changements climatiques, mais aussi comme solution à maints autres défis pressants de santé publique et de développement économique. La convergence favorable d’un nombre de facteurs contextuels a certes contribué à la réussite du réseau ontarien pour l’énergie renouvelable. Cependant, le fait que ce réseau ait trouvé des alliés au sein de l’exécutif du gouvernement provincial s’est révélé d’importance cruciale quant à l’obtention de politiques favorisant l’énergie renouvelable. Au Canada, les gouvernements provinciaux détiennent l’ultime droit de veto sur la politique énergétique. Ce n’est qu’en trouvant des alliés aux plus hauts échelons du gouvernement que le réseau ontarien pour l’énergie renouvelable a pu réussir.

La política exterior energética rusa ha logrado direccionar de manera provechosa la producción y exportación de gas natural, de forma que le ha permitido posicionarse dentro del orden energético mundial como una potencia. Además ha construido fuertes relaciones con países dependientes del gas como Alemania, esto ha representado para Rusia la obtención de ganancias relativas en el ámbito político, permitiendo capacidad de interlocución con socios estratégicos dentro de la Unión Europea y en el ámbito económico, manteniendo una oferta estable de gas. El gas natural se configura como una herramienta de poder con importante valor geoestratégico puesto que le ha permitido a las naciones delinear sus políticas energéticas, defender el interés nacional y convertirse en jugadores estratégicos dentro de la estructura geopolítica.

Rusia sufrió grandes cambios tras la desintegración de la URSS en 1991. No obstante, con la llegada de Vladimir Putin al poder, los intereses geoestratégicos de Rusia sobre el espacio postsoviético revivieron con nuevo ímpetu debido a una mayor cantidad de recursos a disposición del Estado. La República de Moldavia es un claro ejemplo del resurgir de la política exterior rusa hacia el espacio postsoviético, siendo incluso, una región clave en la lucha de la Federación Rusa por recuperar su zona de influencia.

La búsqueda de los Estados por mitigar su dependencia energética de las fuentes fósiles, ha traído consigo la búsqueda de energías alternativas, desencadenando en el uso y producción de biocombustibles. A su vez, la producción de estos últimos a través de cultivos transgénicos ha ido cobrando importancia en el escenario internacional. Esta opción se ha considerado como una salida al dilema de utilización de tierras "Biocombustible vs. Alimentos". En este contexto, el caso de Argentina, como uno de los mayores productores de cultivos transgénicos del mundo, entre los cuales se destaca la soja, se analiza en esta investigación por ser importante para determinar cuál es el impacto de los biocombustibles producidos a través de cultivos transgénicos en la seguridad alimentaria de la población.

El propósito de la presente investigación es evaluar la incidencia regional de las iniciativas chinas a favor de la gestión del agua del Río Mekong como elementos que contribuyen en la construcción de la percepción favorable para el gigante asiático. Producto del conjunto de reformas aplicadas desde 1978, China fue objeto de un crecimiento económico exponencial que algunos académicos denominan milagroso; sin embargo, dicho proceso involucró un impacto negativo sobre el medio ambiente y en particular sobre el agua del Estado. El deterioro ambiental chino implicó, por un lado, el desarrollo de medidas internas que pretenden reversar los efectos descritos en el marco de las diferentes cumbres mundiales sobre medio ambiente y por otro, la participación en iniciativas de carácter subregional que denotan cierto grado de pro-actividad del gigante asiático en materia ambiental.
