The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Since 2011, the report has been published in conjunction with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and has tied in with the economic theme of the annual Ibero-American Summit organised by the Ibero- American governments and Ibero-American General Secretariat (SEGIB). In 2013, CAF – development bank of Latin America (CAF) joined the team of authors. This edition focuses on education, skills and innovation as key inputs for more inclusive growth in the region. It provides in-depth analysis of Latin America’s education systems and the region’s capacity to increase enrolment in good-quality education, and looks at the development of skills training to improve economic competitiveness and labour-market integration. These inputs are analysed in association with innovation policies in the production system.

Este trabalho investiga as Representações Sociais sobre o Igarapé da Rocinha, em Vigia de Nazaré, pelos alunos da 4ª. série do Ensino Fundamental de uma escola pública. O município de Vigia de Nazaré, a mais antiga cidade da Amazônia conta com um considerável patrimônio histórico-cultural e tem a pesca como a principal economia do município. Neste trabalho o Igarapé da Rocinha é estudado como patrimônio ambiental, porém, ele se encontra em nível avançado de assoreamento devido, principalmente, a ocupação desordenada às suas margens. A pesquisa está fundamentada na teoria das Representações Sociais, nos conceitos de Educação Ambiental e de Educação Patrimonial. A coleta de dados para análise consta de: a) realização de conversas reflexivas (diálogos) com os alunos, provocando discussão acerca de Educação Patrimonial Ambiental com foco no estado atual do Igarapé da Rocinha; b) aula-passeio dos alunos às margens do Igarapé; c) Seminário sobre as Memórias do Igarapé da Rocinha contada, aos alunos, por três moradores da cidade com idade de 75 anos, 50 anos e 37 anos; d) representação social do referido Igarapé em desenhos e textos escritos. Os resultados obtidos através das produções de desenhos e textos escritos dos estudantes evidenciaram a compreensão e o conhecimento sobre a problemática estudada e a elevação da consciência de si mesmos como pessoas capazes de transformarem o seu entorno. As representações em desenhos mostram a percepção do ambiente estudado como um bem a ser preservado, e também mostram os sentimentos de identidade cultural e de cidadania. A educação ambiental na perspectiva patrimonial nas séries iniciais é importante na formação da consciência crítica ecológica, e pode ser amplamente divulgada nos meios educacionais na expectativa de tratar a problemática sócio-ambiental.

The professional development of teachers to work with children with disabilities is a recurring theme in the literature, as it is one of the keys to effective educational inclusion. However, studies carried out so far have mainly focused on training elementary school teachers. Given this context, this study sought to investigate: the occurrence of articles whose main objective is professional development for teachers of early childhood education to work with children with disabilities; and the methodology used in the professional development programs assessed by those papers. Articles published from 1990 to 2012, in the following journals, were analyzed: Educação e Pesquisa (USP), Revista Psicologia Escolar e Educacional, Pro-Posições (Unicamp), Revista Brasileira de Educação Especial e Revista Educação Especial (UFSM). After selecting the journals, the titles of all articles published within the period considered were read. Articles deemed relevant articles were read in full, and analyzed, according to the purposes of this research. The results indicated that within the period considered, and based on the journals chosen for investigation, there were no specific articles on the subject directly, although there have been articles that touch on the issue. This literature review emphasizes the importance of expanding research on the subject, in order to widen knowledge in the area, especially knowledge aimed at contributing to early childhood education and the professional development of its teachers.

The research aims to propose a study of the central concepts of friendship among children of kindergarten and how such conceptions influence the interpersonal relationships within the school. We intend to observe the friendly relations between the kindergarten children, to examine how teachers of early childhood education business with the friendly relations between children and their conflicts and to propose alternatives to work with the theme friendship in the garden childhood, aiming at the socio-moral development of children. To do so, as the main theoretical basis the studies of Jean Piaget (1932/1994) on the development of moral reasoning in children. The methodology is based on Piaget's clinical method, which aims to understand how the subject thinks, analyze and resolve certain situations, presented as short stories. We hope that by doing so, we contribute to the debate on the educational work aimed at building the moral autonomy of the children, especially in kindergarten

This article presents a descriptive-qualitative study aimed at investigating the perception of seven teachers, 5 parents and 18 mothers about the sexual expression of children until 6 years old, through a questionnaire with semi-open questions for content analysis. The sexual behavior identified by adults at home or school refers mainly to gender issues and the discovery of the body: the children reproduce conceptions of masculine and feminine, they manipulate their own bodies or that of others, and they talk about dating, kissing in the mouth and sex. The teachers have a higher perception of the children’s sexual behaviors than their parents at home, because they are more explicit in school. Teachers report that the observed behaviors cause anxiety and discomfort, while the parents report that they usually talk with their children about the theme. In general, there are reports of little knowledge about how to deal with children’s sexual manifestations: for teachers, who have little academic training in the area of sexuality, and for the family, who show some personal and moral difficulties. It was concluded that participants understand children as having sexuality because they perceive different expressions of infant sexuality that are typical in the development. It is necessary to invest in teachers’ academic and continuing education in early childhood, and in a joint work with family and school, in search of a positive experience of an emancipatory sexual education for children.

For Estonia and its people social work is one of the vitally important fields that had to be built up from almost nothing since independence was regained in 1991. During Soviet times social work and social workers did not receive the necessary attention. Severe social problems were denied and kept hidden since according to official communist ideology, life in the Soviet Union was the best in the world and getting better all the time. Social workers did not receive specialised education and their functions were to be carried out by the workers of trade unions and the party, by teachers and by the workers of the personnel departments. In the 1990s big changes, having also an effect on social life, took place in the development of Estonian society. Concepts such as social work and social worker were rediscovered in Estonia. There are certain prerequisites for the success of any activity (including social work). One of the most important ones is being a professional, a worker with thorough preparation. Social work as an occupation requires specialised academic education, which is based on theoretical knowledge and practical skills that have been acquired through theoretical knowledge. Specialised knowledge is a foundation for attaining a specialised qualification. However, at the same time one has to keep in mind that social work as an occupation is constantly changing, there is no absolute knowledge - everything is relative, dynamic and changing (Tamm, 1998). The changing nature of the activity requires reflection by a social worker, who also has to be able to evaluate his/her work and its basis and learn from experiences. Academic specialised education implies also the development of a new professional identity and higher levels of competence. This underlines the necessity of specialised education.
