This research paper sets up a typology of libraries managed by cultural centres abroad. Nearly 2,200 libraries linked to a dozen of different cultural organizations provide not only traditional services such as loan and access to printed and audiovisual materials but they also approach local citizens, offering help and services in matters of education, literacy, cooperation, social issues or development. These actions may fit under the label of cultural diplomacy actions. This paper analyses the relevance of those cultural centres and offers a classification through a table including networks of institutions of the thirty most significant cultural centres worldwide.

Discusses the roles that subject librarians (or 'subject specialists') play in contemporary UK academic libraries. Argues that subject librarians, who still form a significant grouping of senior staff in most UK academic libraries, continue to have a significant role to play in the delivery of library services and that applies to both traditional and electronic library services. Discusses the traditional role of subject librarians and analyzes the way in which this role is changing. Those areas where the changing responsibilities are extensions of traditional roles into new areas are pinpointed, together with examples of where subject librarians are performing new roles and adopting new ways of working. Areas where the changing role of subject librarians can be specifically identified include: greater emphasis on liaison with users; advocacy of the collections; adopting new roles; dealing with user enquiries in new ways; working with technical staff; selecting electronic library materials; carrying out more information skills training; having a greater involvement in the implementation of educational technology; team working and project working. Presents practical examples based on experiences at Nottingham university and other UK research libraries. The redesign and relaunch of Nottingham University Library Web site is described to illustrate many of these points.

This chapter discusses the consequences of open-access (OA) publishing and dissemination for libraries in higher education institutions (HEIs). Key questions (which are addressed in this chapter) include: 1. How might OA help information provision? 2. What changes to library services will arise from OA developments (particularly if OA becomes widespread)? 3. How do these changes fit in with wider changes affecting the future role of libraries? 4. How can libraries and librarians help to address key practical issues associated with the implementation of OA (particularly transition issues)? This chapter will look at OA from the perspective of HE libraries and will make four key points: 1. Open access has the potential to bring benefits to the research community in particular and society in general by improving information provision. 2. If there is widespread open access to research content, there will be less need for library-based activity at the institution level, and more need for information management activity at the supra-institutional or national level. 3. Institutional libraries will, however, continue to have an important role to play in areas such as managing purchased or licensed content, curating institutional digital assets, and providing support in the use of content for teaching and research. 4. Libraries are well-placed to work with stakeholders within their institutions and beyond to help resolve current challenges associated with the implementation of OA policies and practices.

In Bogota, from 22 to 26 September 1980 a Seminar Workshop on Education and Training of Personnel in the organization and management of school libraries, sponsored by UNESCO, CERLAL, SECAB and the National Ministry of Colombia. The meeting reiterated that one of the weaknesses of library services is the lack of qualified personnel. As an immediate action is decided to set up a working group composed of experts from those agencies that have had experiences in the field of personnel training, such as Colombia, Venezuela and Costa Rica.

Costa Rica is a small country located in Central America, with an area of 51,100 square kilometers and a population of 2,192,410 inhabitants. The highest percentage of national budget, 26.73%, is dedicated to education. There are currently 360 kindergarten, schools and 317 colleges 3001, considering the different modes: academic, technical, agricultural, industrial, craft and art. These figures mean a huge effort for Costa Rican society is worth now the question what the country looks so large an investment? and what role school libraries are doing in achieving the goals of Education of Costa Rica? I believe unequivocally that those who lead us today reciprocated school libraries, we encourage the same spirit that is well expressed in the famous document UNESCO1. "Learning to Be".

This study examines the services provided by the bookmobile of SINABI-Public Libraries in rural communities visited Costa Rica during 2009 and 2010 according to the sample selected for the presentation of a proposed Mobile Library Network to Costa Rica.Each country has very heterogeneous populations and the populations in unfavorable geographical areas (rural or urban fringe areas) and areas without library service or cultural institution, they have specific information needs. By its terms can not exercise the right to information, while urban areas have greater influence and social advantage to have easy access to various information resources.The mobile library services are presented as an ideal tool to deliver library services to any population, mainly those remote communities and vulnerable state as rural areas. Bookmobile is defined as any means of transport (buses, trains, boats, motorcycles, boats, animals, etc.), which shifts documentary material.

Training in information competencies or information literacy is one of the current challenges of university libraries at the possibilities of access to vast information resources that facilitate digital media, which require a better understand and apply the selection and assessment criteria to retrieval the highest quality and relevance of information as needed. In this situation, Ibero-American university libraries (Latin-America, Spain and Portugal) have been slowly incorporating this training either from direct training programs, offered from the library or through collaborative work with teachers and schools in curricula of various universities as a whole or in specific disciplines. In this text, it was identified that, at present, from the information displayed on Web sites of universities-HEI in Costa Rica, a very small percentage of university libraries would find taking actions in a level 1 or 2 of incorporating information literacy, since a large most developed is still very focused programs and processes to the traditional user training, while another large majority, unfortunately, has no action-information about actions from the forming perspective that should be any library.

En base a los resultados obtenidos en investigaciones efectuadas por el grupo de investigación del Instituto de Investigaciones en Humanidades y Ciencias Sociales (UNLP-CONICET) sobre redes sociales en distintos tipos de bibliotecas (de investigación, universitarias y populares) en Argentina, se efectúa un balance sobre su uso en este tipo de instituciones y se proponen lineamientos para la formulación de una política comunicacional que las contemple y forme parte del plan de gestión de estas unidades de información. Los mismos apuntan a considerar cabalmente todos los aspectos vinculados a los alcances, limitaciones, usos, riesgos y demás que implica la adopción y la apropiación de diferentes redes sociales (tales como Facebook, Twitter, entre otras), su convivencia, gestión y sustentabilidad a lo largo del tiempo

A complete change of career forces a seismic shift in every aspect of your life. From day one, you have to face the loss of long held beliefs, behaviours, the known world of self, and security. We came from professions that themselves are poles apart, and many of the challenges we faced entering the profession were the same: juggling full-time work, part time study, and family commitmemts, taking a pay cut, and loss of social life. But over a short period of time we both transitioned to our new profession successfully. so what make our successful transition possible?

In May 2005, a research team began to investigate whether designing and implementing a whole-of-government information licensing framework was possible. This framework was needed to administer copyright in relation to information produced by the government and to deal properly with privately-owned copyright on which government works often rely. The outcome so far is the design of the Government Information Licensing Framework (GILF) and its gradual uptake within a number of Commonwealth and State government agencies. However, licensing is part of a larger issue in managing public sector information (PSI); and it has important parallels with the management of libraries and public archives. Among other things, managing the retention and supply of PSI requires an ability to search and locate information, ability to give public access to the information legally, and an ability to administer charges for supplying information wherever it is required by law. The aim here is to provide a summary overview of pricing principles as they relate to the supply of PSI.

In recent years concern has been expressed internationally about the future of the library and information services (LIS) profession: recruitment and retention, changing skill sets and declining numbers of people choosing librarianship as a career are all factors contributing to an uncertain future. One area yet explored in any depth is the topic of why LIS studies are not perceived, let alone promoted, as a good first professional qualification for high school graduates. This paper considers the professional literature that examines the uptake of librarianship as a first qualification by school leavers and discusses, in the context of the Australian library sector, the role of professional associations, library schools, National and State Libraries, as well as individual libraries and librarians. Examples of best practice are presented to highlight the opportunities for inspiring and motivating students through well structured and stimulating work experience programs. The topic is relevant to all librarians who are interested in the future of the LIS profession. It is argued that the focus of the present conference on ‘moving up’ and ‘moving on’ can only have real significance when the profession has a more complete understanding of the barriers to and the opportunities for ‘moving in’.

This essay--part of a special issue on the work of Gunther Kress--uses the idea of affordances and constraints to explore the (im)possibilities of new environments for engaging with literature written for children (see Kress, 2003). In particular, it examines a festival of children's literature from an Australian education context that occurs online. The festival is part of a technologically mediated library space designated by the term libr@ry (Kapitzke & Bruce, 2006). The @ symbol (French word "arobase") inserted into the word library indicates that technological mediation has a history, an established set of social practices, and a political economy, which even chatrooms with "real" authors may alter but not fully supplant.

Purpose – The paper aims to describe a workforce-planning model developed in-house in an Australian university library that is based on rigorous environmental scanning of an institution, the profession and the sector. Design/methodology/approach – The paper uses a case study that describes the stages of the planning process undertaken to develop the Library’s Workforce Plan and the documentation produced. Findings – While it has been found that the process has had successful and productive outcomes, workforce planning is an ongoing process. To remain effective, the workforce plan needs to be reviewed annually in the context of the library’s overall planning program. This is imperative if the plan is to remain current and to be regarded as a living document that will continue to guide library practice. Research limitations/implications – Although a single case study, the work has been contextualized within the wider research into workforce planning. Practical implications – The paper provides a model that can easily be deployed within a library without external or specialist consultant skills, and due to its scalability can be applied at department or wider level. Originality/value – The paper identifies the trends impacting on, and the emerging opportunities for, university libraries and provides a model for workforce planning that recognizes the context and culture of the organization as key drivers in determining workforce planning. One of the classic forms of intermediate representation used for communication between compiler front-ends and back-ends are those based on abstract stack machines. It is possible to compile the stack machine instructions into machine code by means of an interpretive code generator, or to simulate the stack machine at runtime using an interpreter. This paper describes an approach intermediate between these two extremes. The front-end for a commercial Modula 2 compiler was ported to the "industry standard PC", and a partially compiling back-end written. The object code runs with the assistance of an interpreter, but may be linked with libraries which are fully compiled. The intent was to provide a programming environment on the PC which is identical to that of the same compilers on 32-bit UNIX machines. This objective has been met, and the compiler is available to educational institutions as free-ware. The design basis of the new compiler is described, and the performance critically evaluated.
