The objectives of this report are twofold: The first is to provide an integrated overview of the governance of strategic minerals in the Latin American and Caribbean region, focused on sharing the economic-resource rent. The second objective is to provide a context for the policy proposal of the Chilean National Lithium Commission (NLC. The collected data, and information, on the various fiscal regimes can be used as a reference for further research. The objectives in this report are met by analyzing distinct aspects of strategic mineral governance, in three different parts. The lithium-industry serves as a case study for this report, as an example of a strategic mineral.

Using quarterly data on the Chilean economy from 1986 to 2009, this article looks at the effect of gradual implementation of an inflation-targeting regime on exchange rate pass-through to prices. Initially, the introduction of inflation-targeting contributes to substantial reductions in the pass-through coefficient. However, in the second phase of implementation, once the monetary authority extends the policy horizon and introduces greater flexibility into the exchange rate system, the pass-through coefficient rises sharply. The findings of this study show that exchange rate pass-through to prices, in addition to being sensitive to the inflationary environment, is closely tied to the rules of the game that shape the monetary policy framework.

O texto analisa sinteticamente o processo de transição à democracia no Chile e observa de que forma os elementos centrais desse processo apareceram no recente processo eleitoral vivido por aquele país. Por meio desse enfoque, analisa as condições que estiveram presentes na primeira eleição presidencial em dois turnos que se realizou no Chile, bem como as características e limites das duas principais candidaturas: Ricardo Lagos e Joaquín Lavín.

Temporary B deficiency can be triggered by liming of acid soils because of increased B adsorption at higher soil pH. Plants respond directly to the activity of B in soil solution and only indirectly to B adsorbed on soil constituents. Because the range between deficient and toxic B concentration is relatively narrow, this poses difficulty in maintaining appropriate B levels in soil solution. Thus, knowledge of the chemical behavior of B in the soil is particularly important. The present study investigated the effect of soil pH on B adsorption in four soils of Parana State, and to correlate these values with the physical and chemical properties of the soils. Surface samples were taken from a Rhodic Hapludox, Arenic Hapludalf, Arenic Hapludult, and one Typic Usthorthent. To evaluate the effect of pH on B adsorption, subsamples soil received the application of increasing rates of calcium carbonate. Boron adsorption was accomplished by shaking 2.0 g soil, for 24 h, with 20 mL of 0.01 mol L-1 NaCl solution containing different concentrations (0.0, 0.1, 0.2, 0.4, 0.8, 1.2, 1.6, 2.0, and 4.0 mg B L-1). Sorption was fitted to non-linear form of the Langmuir adsorption isotherm. Boron adsorption increased as concentration increased. Boron adsorption was dependent on soil pH, increasing as a function of pH in the range between 4.6 and 7.4, although the bonding energy has decreased. Maximum adsorption capacity (MAC) of B was observed in the Arenic Hapludalf (49.8 mg B kg(-1) soil) followed by Arenic Hapludult (22.5 mg kg(-1)), Rhodic Hapludox (17.4 mg kg(-1)), and Typic Usthorthent (7.0 mg kg(-1)). The organic matter content, clay content, and aluminum oxide content (Al2O3) were the soils properties that affecting the B adsorption on Parana soils.

A phylogenetic analysis based on nuclear ITS and plastid trnK intron sequences confirms that Dahlgrenodendron, Sinopora, Triadodaphne, and Yasunia are members of the Cryptocarya group, as expected from morphology. Dahlgrenodendron from South Africa is sister to Aspidostemon from Madagascar. Triadodaphne inaequitepala is nested within Endiandra (both from Australasia), and Yasunia from South America is nested among South American Beilschmiedia species. Sinopora is a member of the Beilschmiedia clade, but its precise position is still uncertain. Among large genera of the group, Cryptocarya is clearly monophyletic, and Endiandra appears to be as well, if T. inaequitepala is included. Beilschmiedia is paraphyletic with respect to (at least) Potameia and Yasunia. Most well-supported clades within genera are geographically homogeneous, except a clade including the Chilean Cryptocarya alba and two New Caledonian species. Both Beilschmiedia and Cryptocarya have reached the Americas more than once. Four-locular anthers are plesiomorphic in the Cryptocarya group; two-locular anthers have arisen by fusion of the two pollen sacs of a theca. In the plesiomorphic fruit type, the ovary is completely enclosed in receptacular tissue; a superior fruit, seated free on its pedicel, is a synapomorphy of the Beilschmiedia clade.

The presence of mulch on the soil surface after the mechanical harvesting of sugarcane (Saccharum officinarum L.) enhances the cycling of nutrients, especially K, which can decrease K fertilizer recommendations for the crop. The aim of this study was to evaluate the effect of K addition to an Oxisol, with an initial concentration 0.07 cmol(c) K kg(-1), in first and second ratoon (no-till) sugarcane cultures by a conservationist system, i.e. rational use of fertilizers, use of alternative inputs and especially the maintenance of residues in soil that was previously burned to facilitate cutting. The following K doses were tested: 0, 32.5, 65, 130, and 195 kg K2O ha(-1), arranged in a randomized block design with five replicates. Potassium content in the soil and in the plant, as well as the yield and the quality of stalks were evaluated. Soil K application increased K concentration in soil and plant, and was reflected in the prodUction of stalks, with higher production (87.5 and 107.5 t ha(-1)) with the use of 120 and 123 kg K2O ha(-1) in first and second ratoon sugarcane, respectively. At the first 2 yr it was not possible to reduce the K fertilization in ratoon. Therefore, with the introduction of the conservationist system there was an increase (20 t ha(-1)) at the second ratoon regarding the first one with the same applied rate.
