Over the last several years, lawmakers have been responding to several highly publicized child abduction, assault and murder cases. While such cases remain rare in Iowa, the public debates they have generated are having far-reaching effects. Policy makers are responsible for controlling the nature of such effects. Challenges they face stem from the need to avoid primarily politically-motivated responses and the desire to make informed decisions that recognize both the strengths and the limitations of the criminal justice system as a vehicle for promoting safe and healthy families and communities. Consensus was reached by the Task Force at its first meeting that one of its standing goals is to provide nonpartisan guidance to help avoid or fix problematic sex offense policies and practices. Setting this goal was a response to the concern over what can result from elected officials’ efforts to respond to the types of sex offender-related concerns that can easily become emotionally laden and politically charged due to the universally held abhorrence of sex crimes against children. The meetings of the Task Force and the various work groups it has formed have included some spirited and perhaps emotionally charged discussions, despite the above-stated ground rule. However, as is described in the report, the Task Force’s first set of recommendations and plans for further study were approved through consensus. It is hoped that in upcoming legislative deliberations, it will be remembered that the non-legislative members of the Task Force all agreed on the recommendations contained in this report. The topics discussed in this first report from the Task Force are limited to the study issues specifically named in H.F. 619, the Task Force’s enabling legislation. However, other topics of concern were discussed by the Task Force because of their immediacy or because of their possible relationships with one or more of the Task Force’s mandated study issues. For example, it has been reported by some probation/parole officers and others that the 2000 feet rule has had a negative influence on treatment participation and supervision compliance. While such concerns were noted, the Task Force did not take it upon itself to investigate them at this time and thus broaden the agenda it was given by the General Assembly last session. As a result, the recently reinstated 2000 feet rule, the new cohabitation/child endangerment law and other issues of interest to Task Force members but not within the scope of their charge are not discussed in the body of this report. An issue of perhaps the greatest interest to most Task Force members that was not a part of their charge was a belief in the benefit of viewing Iowa’s efforts to protect children from sex crimes with as comprehensive a platform as possible. It has been suggested that much more can be done to prevent child-victim sex crimes than would be accomplished by only concentrating on what to do with offenders after a crime has occurred. To prevent child victimization, H.F. 619 policy provisions rely largely on incapacitation and future deterrent effects of increased penalties, more restrictive supervision practices and greater public awareness of the risk presented by a segment of Iowa’s known sex offenders. For some offenders, these policies will no doubt prevent future sex crimes against children, and the Task Force has begun long-term studies to look for the desired results and for ways to improve such results through better supervision tools and more effective offender treatment. Unfortunately, much of the effects from the new policies may primarily influence persons who have already committed sex offenses against minors and who have already been caught doing so. Task Force members discussed the need for a range of preventive efforts and a need to think about sex crimes against children from other than just a “reaction- to-the-offender” perspective. While this topic is not addressed in the report that follows, it was suggested that some of the Task Force’s discussions could be briefly shared through these opening comments. Along with incapacitation and deterrence, comprehensive approaches to the prevention of child-victim sex crimes would also involve making sure parents have the tools they need to detect signs of adults with sex behavior problems, to help teach their children about warning signs and to find the support they need for healthy parenting. School, faithbased and other community organizations might benefit from stronger supports and better tools they can use to more effectively promote positive youth development and the learning of respect for others, respect for boundaries and healthy relationships. All of us who have children, or who live in communities where there are children, need to understand the limitations of our justice system and the importance of our own ability to play a role in preventing sexual abuse and protecting children from sex offenders, which are often the child’s own family members. Over 1,000 incidences of child sexual abuse are confirmed or founded each year in Iowa, and most such acts take place in the child’s home or the residence of the caretaker of the child. Efforts to prevent child sexual abuse and to provide for early interventions with children and families at risk could be strategically examined and strengthened. The Sex Offender Treatment and Supervision Task Force was established to provide assistance to the General Assembly. It will respond to legislative direction for adjusting its future plans as laid out in this report. Its plans could be adjusted to broaden or narrow its scope or to assign different priority levels of effort to its current areas of study. Also, further Task Force considerations of the recommendations it has already submitted could be called for. In the meantime, it is hoped that the information and recommendations submitted through this report prove helpful.

Se analiza la transposición de la Directiva Marco de Aguas 2000/60/CE al ordenamiento jurídico español, acotando la materia al régimen económico financiero de la obra pública hidráulica y en general del Dominio Público Hidráulico. A tal fin se estudian los principios rectores del régimen económico financiero comunitario del Dominio Público Hidráulico y su transposición al Ordenamiento Jurídico Español: a) Principio de recuperación de costes de los servicios relacionados con el agua y excepciones. El régimen tarifario del DPH (valor versus precio del agua). B) Principio de utilización eficiente de los recursos híbridos a través de una política de precios del agua que proporciona los incentivos adecuados a tal fin. c) Principio de contribución adecuada de los usos del agua desglosados, al menos, en industria, hogares y agricultura, basado en el análisis económico y en el principio del que contamina paga. d) Principio ambiental (creado por la OCDE): quien contamina paga (user-pays-principle). Finalmente también se analizan los costes de los servicios relacionados con el dominio público hidráulico

El fenómeno y/o la cuestión del conflicto en el escenario educativo es un temacomplejo pero a la vez muy relevante, para las diferentes problemáticas sociales,que afectan a los sistemas educativos actualmente. Este puede ser abordado desdediversas perspectivas y se le añade la dificultad para su identificación, análisis yvaloración para su adecuada resolución y/o gestión a través de las buenas praxis, yasea a través de la mediación o de otras intervenciones de naturaleza similar. Elconflicto en la Institución Educativa (IE) es inherente a las relaciones sociales,mantiene una estrecha relación con la convivencia entre todos los agentes socialesde la comunidad educativa (docentes, alumnos, familias, etc.). Y, en función de lagestión del conflicto, se podrán observar consecuencias en la salud, concretamenteen el bienestar o malestar de los implicados. Galtung (2003), entre otros autores,apuesta por una perspectiva positiva del conflicto, donde éste se convierte en lafuerza y el motivo por el cambio personal y social. Lederach (2000) asume que elconflicto supone una interacción entre dos adversarios que compiten por susintereses pero que necesitan de la cooperación para alcanzar acuerdos, y sirve parael crecimiento personal. Vinyamata (2005) nos dice que el conflicto es el motor y laexpresión de las relaciones humanas. Por tanto, podemos decir que se trata de una"vivencia subjetiva o una experiencia de los implicados en las relaciones humanasen un entorno determinado". Desde una perspectiva positiva el conflicto, puedeconvertirse en un motivo o un estímulo para el bienestar y la promoción de la salud,generando cambios sociales y personales que se correspondan con las aspiracioneslegítimas, pero también puede ser una fuente de malestar y de obstáculos para eldesarrollo de la labor educadora y de las relaciones humanas y profesionalessaludables...

Interventional paediatric and congenital cardiology is expanding at a rapid pace. Validated techniques (such as aortic or pulmonary valve dilatations and occlusion of persistent ductus arteriosus and atrial septal defects) are improving thanks to the use of smaller introducers and sheaths, low-profile balloons and novel devices. Moreover, catheter-based interventions have emerged as an attractive alternative to surgery in other fields: pulmonary valve replacement, balloon and stent implantation for native and recurrent coarctation, and percutaneous closure of ventricular septal defects. On the other hand, percutaneous interventions in the paediatric population may be limited by patient size or the anatomy of the defect. Hybrid approaches involving both cardiac interventionists and surgeons are being developed to overcome these limitations. Based on a better understanding of cardiac development, fetal cardiac interventions are being attempted in order to alter the history of severe obstructive lesions. Finally, some interventional procedures still carry a low success rate-for example, pulmonary vein stenosis, even with the use of conventional stents. Biodegradable stents and devices are being developed and may find an application in this setting as well as in others. The purpose of this review is to highlight the advances in paediatric interventional cardiology since the beginning of the third millennium.

The Swiss Haemophilia Registry of the Medical Committee of the Swiss Haemophilia Society started in 1996 but was set as an internet-based, double password-protected facility in the year 2000. With the inclusion of patients' data from two new centres in 2009, we assume a coverage rate of about 90% of all patients with inherited bleeding disorders in our country. Data concerning the phenotype and genotype of the disorder, its severity, its therapy, the prevalence of inhibitors are readily available to the registered users, allowing quality control of haemophilia therapy at a national level, but also rapid care of the patient visiting the emergency room of another treatment centre. Basing on the available data, about two thirds of the WFH global survey can be answered; the mortality statistics shows that bleeding remains a cause of death in haemophiliacs, also in the 21th century. The Registry allows for comparisons with international datasets, especially with respect to treatment (prophylaxis vs. on-demand therapy), factor consumption and costs.

Since 1978 when the Water Plan ’78 was published, there have been no truly comprehensive water planning efforts initiated. The ’85 Water Plan and the ’87 Groundwater Protection Strategy were significant efforts that resulted in real advancements in water resource protection but were not truly comprehensive in nature. Other efforts, such as the Section 208 (CWA) plans, the 2000 Nonpoint Source Management Plan, and various conservation and recreation planning efforts that involve various aspects of water have been completed but, like the ’85 Water Plan, were not comprehensive in nature.

Die Förderung des Präservativgebrauchs beim Geschlechtsverkehr gehört zu den zentralen Elementen der HIV/Aids-Präventionsstrategie in der Schweiz. Die Entwicklung des Zugangs zu Präservativen in der Schweiz wird seit 1986 von der Unité d'Evaluation de Programmes de Prévention des Instituts für Sozial- und Präventivmedizin in Lausanne untersucht. Diese Arbeit erfolgte zunächst im Rahmen der Evaluation der Nationalen HIV/Aids-Präventionsstrategie des BAG und ist seit 2000 Teil des Monitorings dieser Prävention.

Las Fuerzas Armadas (en adelante FAS) son el instrumento con el que los Estados están acometiendo las"Nuevas Guerras". Las FAS como instrumento de política exterior de los Estados, tienen que ejecutar diferentes operaciones (asistencia humanitaria, ayuda a la reconstrucción, entrenamiento de las fuerzas locales, mantenimiento de la paz, de combate, inteligencia, etc.) al mismo tiempo, más que secuencialmente. Por tanto, en el recién nacido siglo XXI estamos viendo nuevos aspectos de la guerra (Caforio, 2009). La guerra asimétrica ha cambiado muchas reglas del juego, imponiendo una profunda transformación en las FAS, no sólo táctica, sino también estructural, de preparación y mental.

To evaluate the in-hospital outcome of STEMI (ST elevation myocardial infarction) patients admitted to Swiss hospitals between 2000 and December 2007, and to identify the predictors of in-hospital mortality and major cardiac events. Data from the Swiss national registry AMIS Plus (Acute Myocardial Infarction and Unstable Angina in Switzerland) were used. All patients admitted between January 2000 and December 2007 with STEMI or a new LBBB (left bundle branch block) were included in the registry. We studied 12 026 STEMI patients admitted to 68 hospitals. The mean age was 64 +/- 13 years and 73% of the patients were male. Incidence of in-hospital death was 7.6% in 2000 and 6% in 2007. Reinfarction fell from 3.7% in 2000 to 0.9% in 2007. Thrombolysis decreased from 40.2% in 2000 to 2% in 2007. Clinical predictors of mortality were: age >65 years, Killips class III or IV, diabetes, Q wave myocardial infarction (at presentation). Patients undergoing percutaneous coronary intervention (PCI) had lower mortality and reinfarction rates (3.9% versus 11.2% and 1.1% versus 3.1% respectively, p <0.001) over time, although their numbers increased from 43% in 2000 to 85% in 2007. Patients admitted to hospitals with PCI facilities had lower mortality than patients hospitalised in hospitals without it, but the demographic characteristics differ widely between the two groups. Both in-hospital mortality and reinfarction decreased significantly over the time, parallel to an increased number of PCI. PCI was also the strongest predictor of survival. In-hospital mortality and reinfarction rate have decreased significantly in Swiss STEMI patients in the last seven years, parallel to a significant increase in the number of percutaneous coronary interventions in addition to medical therapy. Outcome is not related to the site of admission but to PCI access.

El estreno de la película Ágora de Alejandro Amenábar en octubre de 2009 puso nuevamente de moda la figura de la célebre filósofa y matemática Hipatia (a quien en rigor deberíamos llamar Hipacia) y generó la aparición de un gran número de monografías, novelas y artículos de todo tipo acerca de su figura. De entre toda esta producción destaca el libro de Clelia Martínez Maza, profesora titular de Historia Antigua de la Universidad de Málaga. Como pone de manifiesto su producción científica, la autora es una gran conocedora del fenómeno religioso y de los conflictos sociales vividos durante la Antigüedad tardía, algo que también puede observarse en la presente obra. Nos hallamos ante una monografía de divulgación culta, como manifiesta la abundante documentación que la autora maneja, aunque el libro carezca de notas tanto al final del volumen como a pie de página, algo normal en estos casos.
