In the 2009-10 year ten new degrees have begun to be taught at the UPM (Universidad Politécnica de Madrid), which is the first group of degrees that this University will offer within the framework of the EHEA (European Higher Education Area). One of these is the Building Engineering Degree, which was implemented in September 2009 in the EUATM (Escuela de Arquitectura Técnica de Madrid). It is heir to the former 'Arquitecto Técnico' degree that will become extinct as the new degree is successively implemented. This paper unveils the strategy that the EUATM management staff has designed and is developing, so that the complex process that involves the incorporation of our School into the model of 'Bologna', takes place smoothly and with guaranteed success

Over the past 20 years, the economic landscape has changed dramatically in Spain, undergoing a growth explosion and a subsequent decline which has led to the current economic crisis. This growth has led to heavy immigration from both developed and developing countries, which provided skilled and unskilled labour. This article aims to analyze the impact of immigrant students at the Polytechnic University of Madrid, pondering the effect that the economic crisis is having and will have on this group, and evaluating the implementation of new plans of Bologna. We analyze the enrolment at the UPM and particularize to the Civil Engineering school (previous EUITOP), crossing with the effect of the economic crisis on foreign students. The exponential increase of foreign students, most of them from Latin American and born in Spain, and students of European countries that have started to register considerably from 2002 and 2003, lead us to consider a renewal in certain areas of learning, and to exploit the possibility of interaction with other countries so successful through the acquisition of transversal skills, as well as to guide and improve, support and integrate these groups at our university Keywords: knowledge, learning, Bologna, academic record

Linked Data is not always published with a license. Sometimes a wrong license type is used, like a license for software, or it is not expressed in a standard, machine readable manner. Yet, Linked Data resources may be subject to intellectual property and database laws, may contain personal data subject to privacy restrictions or may even contain important trade secrets. The proper declaration of which rights are held, waived or licensed is a must for the lawful use of Linked Data at its different granularity levels, from the simple RDF statement to a dataset or a mapping. After comparing the current practice with the actual needs, six research questions are posed.

The declaration, handwritten in Latin and signed by members of the junior and sophomore classes (Harvard Classes of 1714 and 1715), promises that the undersigned will not use the vernacular but instead "whenever, at meals, at banquets,...in our rooms, in all our gatherings, wherever and whenever" will speak in Latin, Greek, or Hebrew through the next May. Additional Latin text appears on both the front and back of the document. The original is accompanied by a typed transcription and two partial handwritten translations. Since 1999, countries have voluntarily chosen to reform their higher education systems to join the European Higher Education Area. This paper compares Bologna Process implementation across four regions within the European Union. While there are 47 countries participating in the Bologna Process, this paper uses statistical analysis to consider 25 of the 28 EU Member States. The time period of analysis is 2000-2011, prior to Croatia’s accession to the EU on 1 July 2013. Across Europe there are inter-regional differences in how the Bologna Process has been implemented and in the political economy contexts that influence higher education reform for policy convergence. There are three explanatory variables in the political economy context: 1. competitive economic pressures and globalization 2. domestic politics at the national level 3. leadership from the supranational European Union that socially constructs regional norms Tertiary education attainment is the dependent variable of interest in this research. The objective of 40%, for 30-34 year olds, is Europe 2020 benchmark target. There are additional higher education reform criteria encompassed in the Bologna Process. These criteria concern Credit and Degree Structure, Quality Assurance, and Recognition of academic degrees among countries in the EHEA. This tertiary education attainment variable, which is of interest in this paper, does not capture the entire implementation process. Nevertheless, it is a measure of one important indicator of success in providing higher education access to populations within the context of democratic governance. This research finds that statistically GDP Per Capita is the most significant variable in relationship to tertiary education attainment across four regional areas in the European Union.
