El interés del presente estudio de caso es analizar la estrategia de securitización implementada por el Presidente de la Republica de Uzbekistán Islam Karimov sobre el Movimiento Islámico de Uzbekistán. Se describe y se explica cómo desde las lógicas históricas y étnicas acontecidas en Asia Central, se pueden comprender los alcances internacionales de la confrontación antagónica ejercida entre uzbekos al apoyar ideas de corte secular e islamista. Así, siguiendo los parámetros establecidos por Barry Buzan con respecto a la securitización, se puede llegar a identificar la creación de una agenda de seguridad uzbeka en la región de Asia Central, cuyos logros permitieron disminuir el riesgo de la amenaza insurgente.

La presente monografía pretende analizar en qué medida el co-liderazgo sino-ruso de la Organización de Cooperación de Shanghái puede condicionar la hegemonía estadounidense en Asia Central. Esta investigación defiende que los objetivos del co-liderazgo sino-ruso de la OCS - garantizar un orden multipolar del Sistema Internacional; obtener el acceso, control y explotación de los recursos (naturales, minerales e hídricos); disminuir la influencia política y militar de Estados Unidos en dicho pivote geopolítico - evidencian una contraposición al código geopolítico estadounidense en Asia Central, lo cual genera un limitante a su proyecto de hegemonía en la región. Para sustentar lo anterior se utilizan categorías analíticas propias de la Geopolítica de autores como Zbigniew Brzezinski, Saul Cohen y Peter Taylor, las cuales se contrastan con las estrategias de Rusia, China y Estados Unidos en Asia Central.

El autor destaca la importancia en términos de compromisos políticos del Ecuador hacia una relación más estrecha con los países del Asia-Pacífico. El nuevo gobierno debe diseñar sus políticas en correspondencia con el escenario impuesto por la democracia liberal y el libre mercado, considerar incentivos para el desarrollo del comercio exterior y atracci6n de inversiones y tomar en cuenta la importancia de la competitividad interna. El sector privado debe revertir el comportamiento irregular de la exportaciones hacia algunos países de Asia-Pacífico y el Ministerio de Relaciones Exteriores fortalecer los lazos a nivel político-diplomático. Finalmente, el autor enfatiza la necesidad de una rápida modernización del sector público.

The Qing emperors, who ruled over China from 1644-1911, managed to bring large parts of Inner Asia under their control and extended the territory of China to an unprecedented degree. This paper maintains that the political technique of patronage with its formalized language, its emphasis on gift exchange and expressions of courtesy is a useful concept for explaining the integration of Inner Asian confederations into the empire. By re-interpreting the obligations of gift exchange, the Qing transformed the network of personal relationships, which had to be reinforced and consolidated permanently into a system with clearly defined rules. In this process of formalization, the Lifanyuan, the Court for the Administration of the Outer Regions, played a key role. While in the early years of the dynasty, it was responsible for collecting and disseminating information concerning the various patronage relationships with Inner Asian leaders, over the course of the 17th and 18th centuries its efforts were directed at standardizing and streamlining the contacts between ethnic minorities and the state. Through the Lifanyuan, the rules and principles of patronage were maintained in a modified form even in the later part of the dynasty, when the Qing exercised control in the outer regions more directly. The paper provides an explanation for the longevity and cohesiveness of the multi-ethnic Qing empire. Based on recently published Manchu and Mongolian language archival material and the Maussian concept of gift exchange the study sheds new light on the changing self-conception of the Qing emperors.

This paper aims to explain the historical development of Australia's foreign economic policy by using an analytical framework called a 'state-society coalition' approach. This approach focuses on virtual coalitions of state and society actors that share 'belief systems' and hold similar policy ideas, goals and preferences, as basic units (policy subsystems) of policy making. Major policy changes occur when a dominant coalition is replaced by another. The paper argues that, in Australia, there have been three major state-society coalitions in the foreign economic policy issue area: 'protectionists', 'trade liberalisers' and 'optional bilateralists'. The rise and fall of these coalitions resulted in distinctive shifts of Australia's foreign economic policy in the 1980s towards unilateral and multilateral liberalisation and in the late 1990s towards bilateral trade and investment arrangements.

Against the background of closer diplomatic, political and security ties between Myanmar and China since 1988, their economic relations have also grown stronger throughout the 1990s and up to 2005. China is now a major supplier of consumer and capital goods to Myanmar, in particular through border trade. China also provides a large amount of economic cooperation in the areas of infrastructure, energy and state-owned economic enterprises. Nevertheless, Myanmar’s trade with China has failed to have a substantial impact on its broad-based economic and industrial development. China’s economic cooperation apparently supports the present regime, but its effects on the whole economy will be limited with an unfavorable macroeconomic environment and distorted incentives structure. As a conclusion, strengthened economic ties with China will be instrumental in regime survival, but will not be a powerful force affecting the process of economic development in Myanmar.
