Whether human capital increases or decreases wage uncertainty is an open question from an empirical standpoint. Yet, most policy prescriptions regarding human capital formation are based on models that impose riskiness on this type of investment. In a two period and finite type optimal income taxation problem we derive prescriptions that are robust to the risk characteristics of human capital: savings should be discouraged, human capital investments encouraged and both types of investment driven to an efficient level from an aggregate perspective. These prescriptions are also robust to the assumptions regarding what choices are observed, despite policy instruments being not.

This article describes some of the current transformations regarding the processes by which information and culture are generated, from the point of view of developing countries. In this brief analysis, the article discusses the role of projects such as Creative Commons for developing countries. It also discusses the idea of legal commons and social commons. While the idea of legal commons can be understood as the voluntary use of licenses such as Creative Commons in order to create a “commons”, the idea of social commons has to do with the tensions between legality and illegality in developing countries. These tensions appear prominently in the so-called global “peripheries”, and in many instances make the legal structure of intellectual property irrelevant, unfamiliar, or unenforceable, for various reasons. With the emergence of digital technology and the Internet, in many places and regions in developing countries (especially in the “peripheries”), technology ended up arriving earlier than the idea of intellectual property. Such a de facto situation propitiated the emergence of cultural industries that were not driven by intellectual property incentives. In these cultural businesses, the idea of “sharing” and of free dissemination of the content is intrinsic to the social circumstances taking place in these peripheries. Also, the appropriation of technology on the part of the “peripheries” ends up promoting autonomous forms of bridging the digital divide, such as the “LAN house” phenomenon discussed below. This paper proposes that many lessons can be learned from the business models emerging from social commons practices in developing countries. The tension between legality and illegality in “peripheral” areas in developing countries is not new. The work of Boaventura de Sousa Santos and others in the 1970s was paradigmatic for the discussion of legal pluralism regarding the occupation of land in Brazil. This paper aims to follow in that same pioneer tradition of studies about legal pluralism, and to apply those principles to the discussion of “intellectual property” rather than the ownership of land.

This paper proposes a simple macroeconomic model with staggered investment decisions. The model captures the dynamic coordination problem arising from demand externalities and fixed costs of investment. In times of low economic activity, a firm faces low demand and hence has less incentives for investing, which reinforces firms’ expectations of low demand. In the unique equilibrium of the model, demand expectations are pinned down by fundamentals and history. Owing to the beliefs that arise in equilibrium, there is no special reason for stimulus at times of low economic activity.

This paper presents the theoretical-methodological possibilities of the French philosopher and sociologist Henri Lefebvre, for the discipline of architecture and urbanism in an effort to overcome the fragmentation imposed by the institutionalization of science in general. From Du rural à l'urbain (Lefebvre, 1970) compilation, it brings the author's other works from the period between 1968 and 1974, indicating the conduits for reflection and their interrelationships with methods, types of analyses and other procedures to treat the space-time urban. The methodology involves a research on the author s 'today and yesterday' in the scientific field, a research and analysis of his procedures in highlight of philosophical, social, economic and political aspects, the historical context of his references and provides significant and possible elements for the study, research and extension in the area in question

This work supports the formalist education s improvement of the Brazilian architect and urban designer through a better application and systematization of the computer science s teaching potentialities. The research analyzes the discipline introduction in the Brazilian courses: Computer Science Applied to Architecture and Urbanism (InfoAU) in the Architecture and Urbanism Courses of Brazil (CAUs). It goes since the discipline was obligated by the MEC s Regulation nr. 1.770 from 1994 until the CNE/CES Resolution nr. 6 from 2006; it comprehends the discipline implantation, development and current context, in order to get more detailed, the research analyses three federal universities from the Northeast of the country: UFRN, UFPB and UFPE. Once identified the historical educational needs in the CAUs, the study focus on the computer science s increasing potential as an agent of integration, communication, development and knowledge/data management. It points out new social perspectives for a better use of this tool/mechanism, which adequately structuralized and integrated, creates propitious educational and professional performance/recycling conditions and a propeller instrument of research and extension activities. Among this work, it is suggested the aggregation of elements, which are complementary to the InfoAU discipline s reorganization, throughout a computerization s plan for the CAUs, extensive to the professional formation, generating a virtuous cycle in several activities of the academic, administrative and, research and extension s departments. Therefore, the InfoAU in the Brazilian CAUs context was analyzed; the main solutions and problems found were systemized; the possibilities of computer science s uses inside AU ware structuralized, InfoAU discipline s improvement plan was also defined, as well as strategies for the implementation of the computerization s plan for the CAUs, which would guarantee its maintenance in a continuity perspective

This work deals with teacher-student relationship (TSR), held in a very special moment: the semester of graduation of architecture and urbanism, where students prepare the final work called Graduation Final Work (GFW). That is the last stage to obtain the title of architect and urban planner in Brazil. The text discusses this problem in several ways, emphasing the relationship between graduated student and his/her mentors into the consolidation process of the student as an actor of the planning process, here defined as "autonomy". The work is focused on understanding the TSR in order to elucidate its importance for improvement of teaching bases on development of the GFW, more than the relation between curriculum and institution. Related with the exploratory characteristic of this master thesis, methodologically, the field work happened through: (i) observation of mentorship guidance, (ii) interviews, and (iii) application of questionnaires to teachers and students. Participated 10 pairs of student and mentors of two federal university of Northeast: 05 pairs of the Federal University of Ceará (UFC) and 05 pairs of the Federal University of Rio Grande do Norte (UFRN). The results presented the development of the GFW as a difficult process / fearful for students, highlighting the main problem situations: the difficulty in choosing the theme, the super-sizing of the process, students' insecurities, and parental relationship with the supervisor process. Summing up, the work indicates that the students has a limited autonomy on the GFW process, which calls for a revision in order to promote the consolidation of the student autonomy, which must be observed for some positions recognition of the role of each actor in the process of orientation

Eleven nests of Ectatomma opaciventre were collected from January to December, 1994, in Rio Claro, SP, southeastern Brazil. This species excavates their nests up to 68 cm deep, containing 3, 4 or 5 chambers. The hole of entrance has a chimney-like rigid structure, with up to 2/5 cm high. The most numerous colonies were found in January and February, with 47 and 62 adult ants, respectively. The quantity of individuals decreased from March, being observed colonies with only 9 adult ants in June and July. The colony population increased again since September. Reproductive forms (winged ants) were observed between October and February. We did not observed immature stages in July, but they were numerous between September and March. There was a significant correlation between the number of colony individuals and temperature, but not between the number of colony individuals and relative humidity and rainfall. E. opaciventre is a species of hunter ants which have not an efficient recruitment system for food collecting, consequently their colonies are small due to the scarcity of food resources during the colder and dry months.

Many water-supply systems in South America utilize the waters of the Guarani aquifer at least as part of their networks. However, there is little present knowledge in Brazil of the factors affecting Rn presence in the water supplied for end-users, despite the economic importance of Guarani aquifer. Rn-222 analyzes of 162 water samples were performed at 8 municipalities in São Paulo State, Brazil, with the aim of investigating the major factors affecting its presence in solution. The Rn-222 activity concentration ranged from 0.04 up to 204.9 Bq/L, with three samples exceeding the World Health Organization maximum limit of 100Bq/L. Aeration was confirmed as the most important factor for Rn release, as expected due to its gaseous nature. Accumulation in pipes and stratification in the water column were other significant factors explaining the data obtained in some circumstances. The Rn daughters Ph-214 and Bi-214 were also determined in a set of selected samples and their presence was directly related to the occurrence of Rn dissolved in water. (c) 2008 Elsevier Ltd. Architecture and relevance of several strongly adhered biofilms over a polyester imide (PEI) surface

Um estudo microscópico foi considerado para analisar a eventual adesão de fungos sobre uma superfície de poliéster-imida presente em fios de cobre esmaltados. A microscopia eletrônica de varredura, permitiu observar nestes biofilmes aderidos, uma alta quantidade de pigmentos, hifas e um arsenal enzimático possivelmente atuando na superfície desta macromolécula. Devido a natureza altamente aromática deste material e traços de derivados fenólicos usados como solventes - que se fazem ainda presentes no polímero já reticulado, uma certa atividade anti-fúngica poderia ser esperada, todavia não foram observadas alterações no crescimento dos microrganismos, bem como no processo de adesão dos fungos. Adicionalmente a este fato, os fios esmaltados revelaram total descaracterização de suas propriedades isolantes. Os estudos visam compreender e avaliar o grande potencial demonstrado pelos fungos que poderia em caráter vindouro, explorado em processos de biodeterioração e biodegradação

The routine methods for detecting Listeria sp. in foods are time consuming and involve using selective enrichments and plating on agars. In this study, the presence of Listeria sp. in 120 meat and meat product samples was investigated by two rapid immunoassays (TECRA Listeria Visual Immunoassay [VIA] and BioControl Visual Immunoprecipitate Assay [VIP] for Listeria) and a cultural procedure. The cultural method of detecting Listeria sp. followed Canada's Health Protection Branch Method, and the rapid tests followed the manufacturers' instructions. The agreement between the cultural and the rapid tests was established at a confidence limit of 95%. Seventy-nine samples (65.8%) were Listeria sp. positive in at least one of the three tests. There was no statistically significant difference between the cultural procedure and any of the rapid immunoassays. The agreement rates between the VIA and the cultural method and between the VIP and the cultural method were 87 and 84%, respectively. Both tests - the VIA and VIP - proved to be rapid, efficient and easy to perform.

Report some of the changes in production and consumption occurring in the state of São Paulo. through the restructuring in motion systems, logistics and standards and taxation, as well as the impacts on urban spaces through new economic dynamics, imposed by the demands of corporate, is the purpose of this article. The decentralization of production and consumption towards the interior was made possible by the combination of hierarchical and ordered some basic elements such as technological innovations (ways and means of transport) and organizational (logistics, standards and taxation) which optimized the flow territorial state São Paulo. It is noteworthy, therefore: 1) the improvement of logistics as a strategy, planning and management of transport, storage and communications (including the granting of public services to private), 2) the technological improvement and expansion of motion systems (infrastructure, means of transport) and 3) the systems of rules and regulations through taxation and deregulation affect the circulatory system of a given space. Thus, both systems aims to disentangle the economic flows (goods, services, information, capital and people) and provide a more fluid territorial. The impacts on the State of São Paulo, mainly through its economic dynamics, revert positively and negatively, by changing the way one thinks and performs planning.

Twelve nests of Ectatomma edentatum (Hymenoptera, Formicidae) were collected from January to December 1996, in Rio Claro, SP, southeastern Brazil. This species excavates their nests up to 1, 10m deep, containing 2, 3, or 4 chambers with an entrance hole of up to 5mm diameter. Colonies with 104, 79, and 82 adult ants respectively were found in February, October, and November. These numbers decreased from March. Colonies with 21 and 16 adult ants were observed in May and July. The colonies' populations increased again in August. Immature stages were not seen January, February, and July, but there were many between March-April and September-November. There was no significant correlation between the number of individuals per colony and temperature or between the number of colonies and relative humidity and rainfall.
