The objective of this thesis is to understand how a certain social condition becomes relevant enough to be regarded as an issue worthy of government action and how certain proposed initiatives prevail while others are discarded. More specifically, the goal is to discuss public policy for education and check whether the analytical models employed are significant enough to explain how the literacy issue became part of the policy agenda of the government of the State of Ceará in Brazil, and how the Literacy Program at the Right Age (PAIC) developed over time. From the empirical perspective about public policy for education in Brazil, this is a relevant case when one takes into account that, historically, the literacy policies are focused on teenagers and adults, implying a lack of specific initiatives towards children at the proper age of learning to read and write. In order to understand what drove this issue to the top of the state government agenda, this thesis is primarily based on the literature about public policy analysis, with focus on the agenda setting process and development of proposals. A hybrid approach is used, combining analytical tools from Kingdon’s Multiple Streams Model (1995), the Advocacy Coalition Framework by Sabatier and Jenkins Smith (1993) and the historical new institutionalism lens. The research method is qualitative and based on the single case study method. The data set was assembled from institutional PAIC-related documents, tachygraphy notes from sessions at Ceará’s State House of Representatives, press clippings, academic studies and interviews with key participants from several organizations. The conclusion of this thesis is that, given the complexity of the case in point, the combination of the three analytical methods is adequate and necessary to understanding the multiple drivers for this issue to have entered Ceará’s state government agenda and the design of the PAIC itself. Particularly relevant are the ideas and the policy entrepreneurs, the processes of problem recognition for the composition of a wide coalition and for the specification of alternatives, and the path dependence of the education policy in Ceará. This study adds, as a result, to a better understanding of the stages that make up the agenda setting in public policy, in particular in the field of education.

A par da globalização, surge o desenvolvimento constante do setor turístico, trazendo consigo, inevitavelmente, o progresso da hotelaria. A informação permitiu que houvesse alterações no perfil do consumidor, tornando-o mais exigente, dinâmico, informado e com motivações mais dispersas, obrigando as atividades turísticas a lutar pela diferenciação para sobreviver num mercado tão competitivo que é o turismo. O hotel deixou de ter apenas a capacidade de alojar pessoas, mas também a capacidade de fornecer espaços preparados para satisfazer as necessidades dos seus clientes com pequenos aspetos que os distinguem dentro do setor. Devido à alta competitividade, as atividades turísticas são obrigadas a seguir as tendências e, dada a tendência mundial para uma consciência ambiental, devido exatamente à informação, torna-se imprescindível adotar pequenas atividades ligadas à proteção do ambiente, que destaquem a unidade, tanto a nível de marketing, como no que diz respeito à sua preocupação com o cliente, que cada vez mais tem esse aspeto em conta na decisão de compra. Assim, a situação concorrencial do mercado atual aumenta exponencialmente a importância da valorização das tendências para atingir o sucesso desejável da atividade hoteleira. Quando uma política de sustentabilidade é bem implementada numa empresa e voltada para o negócio, as ações relacionadas são revertidas em lucro e redução de custos, a par de trazer impactos positivos na coletividade interna. Implementar uma política sustentável numa empresa é um processo que necessita de grande planeamento, sobretudo quando se enquadra num espaço onde a maioria dos colaboradores não têm formação e não se encontram a par da tendência que se quer implementar, o que é o caso do estado do Ceará, no Brasil. Assim, o objetivo deste trabalho foca-se na elaboração de um plano de sustentabilidade para um produto ou serviço turístico – Hotel Vila Galé Cumbuco, focando-se na importância deste empreendimento hoteleiro implementar um plano de reciclagem, que, indubitavelmente, trará vantagens competitivas e vá ao encontro da resolução dos seus principais problemas, concretamente à acumulação de grandes quantidades de lixo e constantes chamadas de atenção dos hóspedes para uma consciência ambiental.

This work is an ethnographic research with collectors women of Mangaba in the village of Ponta Negra in Natal - RN. This Women also known as Mangabeira's women reproduce a practice learned with their ancestors, collecting this fruit in the coastal tablelands forests and latter commercializing it in the local markets. This research uses the methodology of oral history and visual anthropology with presentation of collected images on board. It is intended to emphasize the botanical and environmental aspects of the Mangabeira plant, its ecosystem, territorial, economic and historical aspects of it, also the knowledge of this extractive practice of our immaterial culture.

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well
