Two-page handwritten essay written in English by Curtis Guild when he was an undergraduate at Harvard College. The essay is titled with a quote in Latin from Virgil, "Omnis in Ascanio cari stat cura parentis," that translates as, “All the fond Parent’s Care centers in Ascanio.” The essay begins, “The machinery of man is wonderful…” and discusses parental affection. The essay is signed “C Guild” and dated May 7, 1795.

This paper assesses the uses and misuses in the application of the European Arrest Warrant (EAW) system in the European Union. It examines the main quantitative results of this extradition system achieved between 2005 and 2011 on the basis of the existing statistical knowledge on its implementation at EU official levels. The EAW has been anchored in a high level of ‘mutual trust’ between the participating states’ criminal justice regimes and authorities. This reciprocal confidence, however, has been subject to an increasing number of challenges resulting from its practical application, presenting a dual conundrum: 1. Principle of proportionality: Who are the competent judicial authorities cooperating with each other and ensuring that there are sufficient impartial controls over the necessity and proportionality of the decisions on the issuing and execution of EAWs? 2. Principle of division of powers: How can criminal justice authorities be expected to handle different criminal judicial traditions in what is supposed to constitute a ‘serious’ or ‘minor’ crime in their respective legal settings and ‘who’ is ultimately to determine (divorced from political considerations) when is it duly justified to make the EAW system operational? It is argued that the next generation of the EU’s criminal justice cooperation and the EAW need to recognise and acknowledge that the mutual trust premise upon which the European system has been built so far is no longer viable without devising new EU policy stakeholders’ structures and evaluation mechanisms. These should allow for the recalibration of mutual trust and mistrust in EU justice systems in light of the experiences of the criminal justice actors and practitioners having a stake in putting the EAW into daily effect. Such a ‘bottom-up approach’ should be backed up with the best impartial and objective evaluation, an improved system of statistical collection and an independent qualitative assessment of its implementation. This should be placed as the central axis of a renewed EAW framework which should seek to better ensure the accountability, impartial (EU-led) scrutiny and transparency of member states’ application of the EAW in light of the general principles and fundamental rights constituting the foundations of the European system of criminal justice cooperation.

As seen by the launching of trade negotiations with Japan and the United States, the European Union has shifted gears in order to achieve amplified benefits in bilateral trade agreements. The entry into force of the Lisbon Treaty brought the European Parliament and the European External Action Service into the picture as new actors in trade negotiations. The question arises if the new framework of trade negotiations is better off than the pre-Lisbon era. By applying Veto Players theory to the Central American Association Agreement and Principal-Agent theory to the Ukrainian Association Agreement, two results were concluded. First, the participation of the European Parliament as a veto player has decreased the effectiveness of trade negotiation. Second, the participation of the European External Action Service has shown the contrary, namely an increase of effectiveness in trade negotiations.

Nonostante sia pubblicamente riconosciuto il potere dei media di influenzare e creare opinioni, pochi studi si sono occupati del loro ruolo in quanto possibili promotori di ideologie improntate al razzismo o, al contrario, ad una visione multiculturale della società. Se tuttavia, si analizzano i dati che fanno riferimento al modo in cui le minoranze etniche sono rappresentate dai media e alla posizione lavorativa che esse ricoprono nell'industria televisiva e cinematografica, si può evincere come siano determinanti i mezzi di comunicazione di massa, sia nella percezione di sé che acquisiscono le minoranze etniche stesse, sia nella considerazione che di loro ha la popolazione autoctona di un Paese. Questo studio cercherà di mettere in luce la situazione attuale in Gran Bretagna in cui, nonostante esistano programmi televisivi dedicati alle minoranze etniche e queste siano impiegate nei media, è necessario un maggiore impegno perché queste siano più equamente rappresentate. Verrà commentata e analizzata, inoltre, la proposta di sottotitolaggio del video “Race on Screen” realizzato dall'organizzazione britannica Runnymede Trust che tratta, appunto, il tema dei BAME nei media britannici.

In Europeanized policy domains, executive actors are considered especially powerful because they are directly responsible for international negotiations. However, in order to avoid failing in the ratification process, they are also highly dependent on the support of domestic, non-state actors. We argue that in Europeanized decision-making processes, state actors are not passively lobbied, but actively seek collaboration with - and support from - domestic actors. We apply stochastic actor-based modelling for network dynamics to collaboration data on two successive bilateral agreements on the free movement of persons between Switzerland and the European Union (EU). Results confirm our hypotheses that state actors are not passively lobbied, but actively look for collaboration with other actors, and especially with potential veto players and euro-sceptical actors from both the conservative Right and the Left.

The idea behind the reputational measure for assessing power of political actors is that actors involved in a decision-making process have the best view of their fellows' power. There has been, however, no systematic examination of why actors consider other actors as powerful. Consequently, it is unclear whether reputational power measures what it ought to. The paper analyzes the determinants of power attribution and distinguishes intended from unintended determinants in a data-set of power assessment covering 10 political decision-making processes in Switzerland. Results are overall reassuring, but nevertheless point toward self-promotion or misperception biases, as informants systematically attribute more power to actors with whom they collaborate.
