Conceptual Rapprochement and the Analysis of the Historical, Normative and Jurisprudential Treatment of the Rural Workers, as Regards the Need for Special Protection

This article aims to present an approach to the issue of farm or rural zone workers, including a labour law study of agrarian legal decisions, so as to demonstrate their importance in respect to social, economic and cultural rights in Colombia. The study will serve to illustrate through the history, the applicable law and the jurisprudence, the different ways in which farmers have been treated from the time of the origin until the arrival of modern systems of industrialization. It calls into question the effectiveness of existing laws and the role of the courts, in spite of globalization, to maintain the minimum rights and guarantees of farm workers who are considered to be a vulnerable population. In conclusion, this study seeks to illustrate the current role of the Labor law and the National Health Service in the area of demonstrating of the existence or absence of mechanisms to protect workers in rural areas and the need to create some mechanisms that involve social justice given its prime importance in the Constitution of 1991.

¿Punto final al limbo legal de las actividades de inteligencia en Colombia?

Los servicios de inteligencia en Colombia han operado durante casi sesenta años sin una regulación integral que demarque sus funciones y sus límites. Recientemente fue aprobado en el Congreso de la República, y en gran parte avalado por la Corte Constitucional, un proyecto de ley que pretende poner fin a esta omisión histórica. El presente artículo tiene como propósito revisar qué tan adecuada resulta la regulación que este proyecto de ley hace de dos aspectos relacionados con los servicios de inteligencia –el alcance del secreto y los controles a su funcionamiento– de cara a la protección de derechos como la intimidad, el acceso a la información y la verdad. La tesis que se defiende es que este proyecto de ley prevé aspectos positivos con relación a los dos temas mencionados, pero deja abiertos vacíos importantes que pueden llevar a que los servicios de inteligencia se aparten de sus funciones y sean utilizados para desconocer los derechos de las personas.

Students’ movement and participation in Latin-American psychology: historical and future perspectives

The historiographical paper presented is about the students’ activism and participation in the Latin American psychology. This aims are: 1) to provide a brief historic overview of the Latin American psychology; 2) to review on the students’ participation in the Latin American psychology; 3) to raise students’ future perspectives for the Latin American psychology. It is recognized that there is an extensive past of Latin American psychology and an emerging historiographical work that re fl ects that past.However, there are several historiographical gaps not covered yet by the investigations in the region. In this context, this paper wants to contribute to the study of the students’ activism and participation in the Latin American psychology construction. The historical perspective is supported by the renewed historiographical conception called instant history” which focuses on ancient and recent history at the same time. Indirect sources were used: articles, monographs and compiled editions.

Historical perspective of the Psychology of motivation

The psychology of motivation has a long tradition and history in psychology. In fact, we consider that, to a certain extent, understanding the history of the psychology of motivation is understanding great part of which has been psychology itself, since the main target of psychology was, and is, to try to explain behaviour, and the aim of psychology of motivation is to find out the causes of behaviour. In its long passage to the present time, there have been three perspectives that have monopolized most of the investigation: the biological, the behavioural and the cognitive. They are not excluding. Each one of them has been predominant in certain stages, although the same attention was paid to the other two. Nowadays, the biological and cognitive perspectives are those that receive greater attention from the investigators. The historical direction in the study of the psychology of motivation represents an important solution to know how the events that have given rise to the present consideration about the psychology of motivation were forged. To know the past helps us to understand the present, at the same time it allows us to hypothesise with great probability of success which will be the future in the study object.

Historical Development of Organochlorine Pesticides Legislation in Venezuela

Information about organochlorine pesticides legislation in Venezuela was recovered, using the search engine Google. Progress and setbacks was analyzed, with information about imports, exports, inventories, storage sites, controls and actions taken for disposal and participation in international conventions. The country appears to have adequate legislation, however, greater consistency of laws and decrees are required. Update the technical rule is necessary and increases the capacity to monitoring, identification and elimination of organochlorine pesticides.

Cooperación Sur-Sur entre Brasil y los Países Lusófonos Africanos (2003-2010)

La arquitectura de la Cooperación Internacional ha atravesado varios cambios. Entre ellos, el surgimiento de la Cooperación Sur-Sur dejó entrever el marcado interés de los países en desarrollo por hacer parte de la misma. En Brasil, el gobierno de Lula da Silva fue el gran promotor de esta cooperación, especialmente con aquellos países de habla portuguesa en África. En este contexto, la presente monografía pretende determinar de qué manera la construcción social de identidad incide en la dinámica de Cooperación Sur-Sur entre Brasil y los países lusófonos africanos. Mediante una perspectiva constructivista, se analiza el valor de diversos elementos sociales, culturales e históricos cuya interacción configuró determinadas percepciones entre Brasil y los países lusófonos africanos. Este proceso de interacción social permitió la consolidación de una identificación positiva entre ellos, fortaleciendo su acercamiento político y generando así un considerable aumento en el volumen y las temáticas de los proyectos de cooperación formulados de 2003 a 2010.
