Salt-water encroachment is undoubtedly the problem of most concern to users of ground water in Florida. This is a problem in many coastal areas where water levels are lowered excessively by heavy pumping. It is a problem also in some inland areas where the water-bearing formations contain salty water at relatively shallow depths. Among the coastal areas where wells have become contaminated with salt water are Pinellas County and the Miami area of Dade County. Inland areas where wells are likely to become contaminated with salt water include Seminole County and the southwestern part of Volusia County. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county with special emphasis on the problems associated with declining water levels and salt-water contamination. A large part of western Manatee County is devoted to the growing of winter vegetables and citrus fruits. As in most of peninsular Florida, rainfall in the county during the growing season is not sufficient for crop production and large quantites of artesian water are used for irrigation. The large withdrawals of artesian water for irrigation result in a considerable decline of the artesian head in the western part of the county. This seasonal decline of the artesian head has become larger as the withdrawal of artesian water has increased. The lowering of the fresh-water head in some coastal areas in the State has resulted in an infiltration of sea water into the water-bearing formations. The presence of salty water in the artesian aquifer in parts of the coastal area of Manatee County indicates that sea water may also have entered the waterbearing formations in this area as a result of the decline of artesian pressure during the growing season. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county, primarily to determine whether salt-water encroachment has occurred or is likely to occur in the coastal area. Because the Stuart area is, at times, surrounded on three sides by saline water, the underlying fresh-water aquifer is vulnerable to salt-water encroachment. With progressively larger withdrawals of ground water for public and private supplies, the possibility of salt-water contamination of freshwater supplies is increased. (PDF contains 51 pages.)

A detailed study of the geology and ground-water resources of the Ruskin area (fig. 1) was made during the period from 1950 to 1955, by the U. S. Geological Survey in cooperation with the Florida Geological Survey and the Board of County Commissioners of Hillsborough County. The results of this study are given in a report by Harry M. Peek entitled "The artesian water of the Ruskin area of Hillsborough County, Florida" and published by the Florida Geological Survey as Report of Investigations No. 21. This report contains tables of well records that were compiled from data collected during that investigation. The well-numbering system used in the tables is based on latitude and longitude. The Green Swamp area in central Florida is another area where man is developing agricultural land from marginal land. Though the area is by no means as extensive as that of the Everglades, the present efforts for its development are similar to the early efforts for developing the Everglades in that many miles of canals and ditches have been constructed to improve the drainage. Lest the early mistakes of the Everglades be repeated, the Florida Department of Water Resources considered that an appraisal of the physical and hydrologic features of the area was needed to determine the broad effects of draining and developing the swamp. This reconnaissance provides information required by the State of Florida for determining its responsibility and policy in regard to the Green Swamp area and for formulating future plans for water management of the area. Some of the features that have been determined are: the amount of rainfall on the area; the pattern of surfacewater drainage; the amount and direction of surface-water runoff; the direction of ground-water movement; the interrelationship of rainfall, surface water, and ground water; the effects of improved drainage facilities'; and the effects of the hydrologic environment on the chemical quality of water of the area.(PDF contains 106 pages.)

Practically all water for municipal and industrial use in the Fernandina area is supplied by artesian wells. In recent years, the use of artesian water in the area has increased to meet the needs of expanding industry and increasing population. The total industrial and municipal pumpage has increased from approximately 35 million gallons per day in 1941 to approximately 50 million gallons per day in 1959. Correlated with the increase in water use is the constant decline in the artesian pressure in the area. In many other areas in Florida, such a decline in artesian pressure has resulted in salt-water intrusion into the fresh-water supply.An intrusion of salt water in the Fernandina area would contaminate the existing fresh-water supply and would result in a hardship for the population and seriously injure the economy. Recognizing the threat to the fresh-water supplies of this area, the U. S. Geological Survey in cooperation with the Florida Geological Surveymade a reconnaissance to determineif there has been any intrusion of salt water into the fresh-water supply or if there is any danger of future intrusion. Command and control regulation programs, particularly input constraints, typically fail to achieve stated objectives, because fishermen may substitute unregulated for regulated inputs. It is, thus, essential to have an understanding of the internal structure of production technology. A primal formulation is used to estimate a translog production function at the vessels level that includes fishing effort and fisherman’s skill. The flexibility of the selected functional permits the analysis of the substitution possibilities among inputs by estimating the elasticity of substitution with no prior constraints. Particular attention is paid to the empirical validation of fishing effort as an aggregate input, which implies either, the acceptation of the joint hypothesis that inputs making up effort are weakly separable from the inputs out of the subgroup or considering that effort is an intermediate input produced by a non-separable two stage technology. Cross sectional data from the Spanish purse seine fleet operating in the VIII Division European anchovy fishery provide evidence of limited input substitution possibilities among the inputs making up the empirically validated fishing effort translog micro-production function.

This paper sets out to assess the workability of the regulation currently in force in the European anchovy fishery of the VIII division. Particular attention is paid to the importance of the institutional regime in the allocation of natural resources. The study uses a bio-economic approach and takes into account the fact that, not only the European Union and the individual countries involved, but also some of the resource users or appropriators intervene in its management. In order to compare the effectiveness of the rules which, at the various levels, have been set up to restrict exploitation of the resource, the anchovy fishery is simulated in two extreme situations: open access and sole ownership. The results obtained by effective management will then be contrasted with those obtained from the maximum and zero profit objectives related with the two above-mentioned scenarios. Thus, if the real data come close to those derived from the sole ownership model it will have to be acknowledged that the rules at present in force are optimal. If, on the other hand, the situation more closely approach the results obtained from the open access model, we will endeavour in our conclusions to provide suggestions for economic policy measures that might improve the situation in the fishery.

This report amplifies and refines some of the data already issued covering the water resources of Volusia County, which were published as Report of Investigations No. 21. The work in the report was accomplished as a cooperative program between the Department of Natural Resources, the U. S. Geological Survey and the Board of County Commissioners of Volusia County. Volusia County is almost totally dependent upon the water which falls upon the county and has a recharge area contained along the western portion and the central portions of the county. Excellent water is produced in the areal recharge and it is anticipated that this data will expand the existing knowledge of the water resources to permit the development of a great capacity for existing utilities and to offset and solve some of the problems now in the area. The term “fishery resources” is used in this book with a broad application. It includes the populations of the fishes and other organisms useful to men, the environment that makes life possible for them, the industry that exploits and utilizes them, and our knowledge about them by which we can conserve their productivity. This book aims to survey the present status of all these aspects of those fishery resources that are used or are available for use by United States anglers and commercial fishermen. It is planned primarily for the Congress, at its request, with the idea of giving to busy people, in condensed fashion, a perspective on its subject. (pdf contains 142 pages)

The Floridan aquifer was found to be principal source of ground water in the area, containing artesian water in the northern part of Columbia County, and being recharged in the southern part of the county. A few wells in the northern part of the county tap water present in sediments that lie above the Floridan aquifer. These shallow waters are generally high in iron and tannic acid. The details on the geology and hydrology necessary to conserve and utilize the water available to the residents of Columbia County are presented in this study. (PDF contains 86 pages)

The Oakland Park area obtains its water from the Biscayne aquifer, S composed of very permeable and porous, sandy limestones. The per- 3 meability of the aquifer increases with depth, and wells in the area <\ generally obtain water at depths ranging from 60 to 80 feet, or between S 100 and 200 feet, depending on the quantity of water desired. The data presented in this paper can be used for further development of water and wise management of resources in the area. Large quantities S of ground water are still available at Oakland Park, if salt-water encroachment can be controlled. The data in this study provide the necessary information to begin an effective water management program. (PDF has 49 pages)

This study was done to determine the amount and kinds of water being produced from the lower Hillsboro Canal Area in Palm Beach and Broward counties. All of the potable ground water being produced from the Biscayne aquifer is developed from the canal through infiltration. Rainfall in the area is the ultimate source for all of the water. Careful control and management will allow the development of large quantities of water from the canal toward Lake Okeechobee, but a fresh water head must be maintained along the contact of fresh water with sea water to prevent salt water intrusion. The overall goal of this study was to develop a new fishery resource product through open-water aquaculture for the west coast of Florida that would compete as a non-traditional product through market development. Specific objectives were as follows: I. To grow a minimum of 50, 000 juvenile scallops to a minimum market size of40 mm in a cage and float system in the off-shore waters of Crystal River, Florida. 2. To determine the growth rate, survival, and time to market size for the individuals in this system and area to other similar projects like Virginia. 3. To introduce local fishermen and the aquaculture students at Crystal River High School to the hatchery, nursery, and grow-out techniques. 4. To determine the economic and financial characteristics of bay scallop culture in Florida and assess the sensitivity of projected costs and earnings to changes in key technical, managerial, and market related parameters. 5. The importance of international markets as a source of live, ornamental “fish” supply is growing due to more stringent wild-harvest regulations in Florida. In addition, foreign markets are increasing in importance as a source of demand for Florida purveyors of live, ornamental “fish”. Florida plays an important role in this growing international market. Trends in imports and exports of live, ornamental “fish” are described for two primary data sets: U.S. Customs and U.S. Fish and Wildlife Service. These trends are described primarily for the 1994-98 period for Florida and the United States. Florida imports and exports are described for the two major ports: Miami and Tampa. The most important trading countries are also described. This information will help Florida purveyors of live, ornamental “fish” better understand the international markets upon which they have become more dependent. (PDF has 18 pages)
