A portion of the Oculina Bank located off eastern Florida is a marine protected area (MPA) preserved for its dense populations of the ivory tree coral (Oculina varicosa), which provides important habitat for fish. Surveys of fish assemblages and benthic habitat were conducted inside and outside the MPA in 2003 and 2005 by using remotely operated vehicle video transects and digital still imagery. Fish species composition, biodiversity, and grouper densities were used to determine whether O. varicosa forms an essential habitat compared to other structure-forming habitats and to examine the effectiveness of the MPA. Multivariate analyses indicated no differences in fish assemblages or biodiversity among hardbottom habitat types and grouper densities were highest among the most complex habitats; however the higher densities were not exclusive to coral habitat. Therefore, we conclude that O. varicosa was functionally equivalent to other hardbottom habitats. Even though fish assemblages were not different among management areas, biodiversity and grouper densities were higher inside the MPA compared to outside. The percentage of intact coral was also higher inside the MPA. These results provide initial evidence demonstrating effectiveness of the MPA for restoring reef fish and their habitat. This is the first study to compare reef fish populations on O. varicosa with other structure-forming reef habitats and also the first to examine the effectiveness of the MPA for restoring fish populations and live reef cover.

King mackerel (Scomberomorus cavalla) are ecologically and economically important scombrids that inhabit U.S. waters of the Gulf of Mexico (GOM) and Atlantic Ocean (Atlantic). Separate migratory groups, or stocks, migrate from eastern GOM and southeastern U.S. Atlantic to south Florida waters where the stocks mix during winter. Currently, all winter landings from a management-defined south Florida mixing zone are attributed to the GOM stock. In this study, the stock composition of winter landings across three south Florida sampling zones was estimated by using stock-specific otolith morphological variables and Fourier harmonics. The mean accuracies of the jackknifed classifications from stepwise linear discriminant function analysis of otolith shape variables ranged from 66−76% for sex-specific models. Estimates of the contribution of the Atlantic stock to winter landings, derived from maximum likelihood stock mixing models, indicated the contribution was highest off southeastern Florida (as high as 82.8% for females in winter 2001−02) and lowest off southwestern Florida (as low as 14.5% for females in winter 2002−03). Overall, results provided evidence that the Atlantic stock contributes a certain, and perhaps a significant (i.e., ≥50%), percentage of landings taken in the management-defined winter mixing zone off south Florida, and the practice of assigning all winter mixing zone landings to the GOM stock should

We documented depredation by bottlenose dolphins (Tursiops truncatus) in the Florida king mackerel (Scomberomorus cavalla) troll fishery. Between March and June 2003, we conducted 26 interviews of charter and commercial fishermen in Islamorada, Florida, and 23 along Florida’s east coast from Fort Pierce south to Lake Worth Inlet. All fishermen indicated they had observed bottlenose dolphins depredating bait or catch—king mackerel being the species most often taken by dolphins. During on-board observations of depredation between March and June 2003, we found that dolphins took 6% of king mackerel caught by charter fishermen and 20% of fish caught by commercial fishermen. We concluded that depredation by bottlenose dolphin occurs commonly in this fishery and has the potential to incur a significant economic cost to king mackerel fishermen. To address this concern, we conducted preliminary tests of a gear modification designed to reduce depredation in the king mackerel fishery between December 2003 and January 2004. The variability in the supply of pink shrimp (Farfantepenaeus duorarum) postlarvae and the transport mechanisms of planktonic stages were investigated with field data and simulations of transport. Postlarvae entering the nursery grounds of Florida Bay were collected for three consecutive years at channels that connect the Bay with the Gulf of Mexico, and in channels of the Middle Florida Keys that connect the southeastern margin of the Bay with the Atlantic Ocean. The influx of postlarvae in the Middle Florida Keys was low in magnitude and varied seasonally and among years. In contrast, the greater postlarval influx occurred at the northwestern border of the Bay, where there was a strong seasonal pattern with peaks in influx from July through September each year. Planktonic stages need to travel up to 150 km eastward between spawning grounds (northeast of Dry Tortugas) and nursery grounds (western Florida Bay) in about 30 days, the estimated time of planktonic development for this species. A Lagrangian trajectory model was developed to estimate the drift of planktonic stages across the SW Florida shelf. The model simulated the maximal distance traveled by planktonic stages under various assumptions of behavior. Simulation results indicated that larvae traveling with the instantaneous current and exhibiting a diel behavior travel up to 65 km and 75% of the larvae travel only 30 km. However, the eastward distance traveled increased substantially when a larval response to tides was added to the behavioral variable (distance increased to 200 km and 85% of larvae traveled 150 km). The question is, when during larval development, and where on the shallow SW Florida shelf, does the tidal response become incorporated into the behavior of pink shrimp.

Many modern stock assessment methods provide the machinery for determining the status of a stock in relation to certain reference points and for estimating how quickly a stock can be rebuilt. However, these methods typically require catch data, which are not always available. We introduce a model-based framework for estimating reference points, stock status, and recovery times in situations where catch data and other measures of absolute abundance are unavailable. The specif ic estimator developed is essentially an age-structured production model recast in terms relative to pre-exploitation levels. A Bayesian estimation scheme is adopted to allow the incorporation of pertinent auxiliary information such as might be obtained from meta-analyses of similar stocks or anecdotal observations. The approach is applied to the population of goliath grouper (Epinephelus itajara) off southern Florida, for which there are three indices of relative abundance but no reliable catch data. The results confirm anecdotal accounts of a marked decline in abundance during the 1980s followed by a substantial increase after the harvest of goliath grouper was banned in 1990. The ban appears to have reduced fishing pressure to between 10% and 50% of the levels observed during the 1980s. Nevertheless, the predicted fishing mortality rate under the ban appears to remain substantial, perhaps owing to illegal harvest and depth-related release mortality. As a result, the base model predicts that there is less than a 40% chance that the spawning biomass will recover to a level that would produce a 50% spawning potential ratio.

The bay scallop, Argopecten irradians, supported a small commercial fishery in Florida from the late 1920’s through the 1940’s; peak landings were in 1946 (214,366 lbs of meats), but it currently supports one of the most popular and family-oriented fisheries along the west coast of Florida. The primary habitat of the short-lived (18 months) bay scallop is seagrass beds. Peak spawning occurs in the fall. Human population growth and coastal development that caused habitat changes and reduced water quality probably are the main causes of a large decline in the scallop’s abundance. The marine life fishery in Florida is defined as the harvest of live marine specimens (fish and invertebrate species including plants, and also live rock, and live sand) for commercial use, primarily as ornamentals for the aquarium market. This paper summarizes the regulatory measures that have been implemented and the data collected on 318 species between 1990 and 1998. Regional analysis shows the primary collecting areas, and seasonal analysis shows when the majority of landings occur. Statistics on the number of participants provide insight into the size of the industry.

This paper uses an industrial organization approach to trace the impact on Madeira Beach, Fla., and surrounding areas of a 1-month closure of the grouper fishery from 15 February 2001 to 15 March 2001. A proposed 2-month closure is also evaluated. This approach identifies the economic relationships in the industry based on both product and place. The empirical analysis measures the losses in employment and income, information that enriches social and anthropological research on fishery-dependent communities. The 1-month closure is estimated to have reduced annual catches landed in Madeira Beach by 9.7–10.1% and annual revenues by 9.3–11.5%. These reductions are associated with a direct loss of about 33 full-time (annualized) jobs and personal income losses between $8 and 12 million in Madeira Beach and Pinellas County over a 10-year period. If the closure occurs for 2 months, annual landings and revenues will be reduced an estimated 17–21% and 20–23%, respectively.

Recreational creel survey data from 28,923 intercepts collected from Biscayne National Park, Florida and surrounding waters were analyzed for January 1976 through July 1991, prior to disruptions caused by Hurricane Andrew in 1992. A total of 261,268 fish and shellfish representing 170 species or higher taxa were recorded. The average trip landed 9.03 fish and/or shellfish. Mean annual landings per angler were 4.77 fish/angler/trip (from 3.8 in 1991 to 5.83 in 1981) and dropped significantly for each of the 2 years following Florida's adoption of mutiple new minimum size limits in 1985 and 1990. The relative contribution to total numerical landings by recreational party type were: skilled anglers (34.0%), food (19.8%), family (14.5%), novice (11.5%), spearfishing (10.3%), lobstering (9.6%), and other (0.3%). FIve species or higher taxa accounted for more than 50% of total landings by number: white grunt, Haemulon plumieri, 15.8%; spiny lobster, Panulirus argus, (10.6%; gray snapper, Lutjanus griseus, 10.6%; unidentified grunts, Haemulon spp., 7.3%; and dolphin, Coryphaena hippurus, 6.6%. An average of 4.39 fish or shellfish were reported released per trip. Five taxa accounted for 67% of all releases. Lobster divers reported the highest average release rate (5.73 per trip) and spearfishing the lowest (0.70 per trip). The ratio of releases to landings was 0.49:1 for all taxa, but ranged from 0.03:1 for dolphin to 1.19:1 for unidentified grunts. Spearfishing accounted for 12.0% of the total fishing trips sampled but only 10.3% of the total number organisms landed and 7.6% of all organisms caught. Hogfish, Lachnolaimus maximus, accounted for 49% if total spearfishing landings (13,286 of 27,015) and 84.3% of total 15,762 hogfish landed.

Sponges were used domestically by Key West, Fla., pioneers soon after the town was settled in 1822 (Collins, 1887). Fortunately, aroung 1852, it was discovered that Florida sponges were able to compete with imported sponges from the Mediterranean, and they soon became commercially successful (Moore, 1910). These Florida-caught sponges were shipped to markets in New York and sold for domestic cleaning and personal hygiene, as upholstery stuffing and packing material, and for cleaning military cannons.

An observer program of the shark drift gillnet fishery off the Atlantic coast of Florida and Georgia was begun in 1993 to define the fishery and estimate bycatch including bottlenose dolphin, Tursiops truncatus, and sea turtles. Boats in the fishery were 12.2-19.8 m long. Nets used were 275-1,800 m long and 3.2-4.1 m deep. Stretched-mesh sizes used were 12.7-29.9 cm. Fishing trips were usually <18 h and occurred within 30 n.mi. of port. Fishing with an observer aboard occurred between Savannah, Ga., and Jacksonville, Fla., and off Cape Canaveral, Fla. Nets were set at least 3 n.mi. offshore. Numbers of boats in the fishery increased from 5 in 1993 to 11 in 1995, but total trips decreased from 185 in 1994 to 149 in 1995. During 1993-95, 48 observer trips were completed and 52 net sets were observed. No marine mammals were caught and two loggerhead turtles, Caretta caretta, were caught and released alive. A total of 9,270 animals (12 shark, 21 teleost, 4 ray, and 1 sea turtle species) were captured. Blacknose, Carcharhinus acronotus; Atlantic sharpnose, Rhizoprionodon terraenovae; and blacktip shark, C. limbatus), were the dominant sharks caught. King mackerel, Scomberomorus cavalIa; little tunny, Euthynnus alleteratus; and cownose ray, Rhinoptera bonasus, were the dominant bycatch species. About 8.4% of the total catch was bycatch. Of the totals, 9.4% of the sharks and 37.3% ofthe bycatch were discarded.

Two species of halfbeaks, ballyhoo, Hemiramphus brasiliensis, and balao, H. balao, form the basis of a relatively small but valuable bait fishery in southeastern Florida. Halfbeak landings increased rapidly in the late 1960's but are now relatively stable (about 450,000 kg or 1 million lb annually), and their ex-vessel price is about $600,000. Fishing methods, which had changed in the late 1960's when landings increased, have changed little since the 1970's. Data from a fishery-dependent survey (1988-91) show that catch rates were highest from October to February, when catches were dominated by large ballyhoo (>200 mm or 8 inches fork length (FL)); rates were lowest from May to September, when catches contained both species in more equal numbers and the size range was greater (about 150-250 mm FL) than it was for winter landings. There was little bycatch, and only flyingfishes (Exocoetidae) and needlefishes (Belonidae) occurred consistently. Comparisons of the 1988-91 data with similar data reported from 1974 indicated that halfbeak populations have remained relatively stable.

The white shark, Carcharodon carcharias, is considered rare in the Gulf of Mexico; however, recent longline captures coupled with historical landings information suggest that the species occurs seasonally (winter-spring) within this region. We examined a total of seven adult and juvenile white sharks (185-472 em total length) captured in waters off the west coast of Florida. Commercial longline fisheries were monitored for white sharks during all months (1981-94), but this species was captured only from January to April. All white sharks were captured in continental shelf waters from 37 to 222 km off the west coast of Florida when sea surface temperatures ranged from 18.7° to 21.6°C. Depths at capture locations ranged from 20 to 164 m. Fishing gear typically used in Gulf of Mexico offshore fisheries may not be effective at capturing this species, and the apparent rarity of white sharks in this area may be, in part, a function of gear bias.

King mackerel, Scomberomorus cavalla, were tagged and released from eastern Florida between 1985 and 1993. Recapture trends from these studies indicate an increase in tag returns from areas north of the release sites, along with a decrease in recaptures from coastal waters in the Florida Keys and Gulf of Mexico, since earlier king mackerel tagging studies completed in the late 1970's. The data indicate that eastern Florida waters may maintain resident king mackerel. Cyclical tag return patterns were noted along eastern Florida and in North Carolina. The proportion of mixing of presently defined king mackerel stocks along eastern Florida may vary yearly. Comparison of king mackerel tags show internal anchor tags to have a higher percentage of return and lower percentage of tag loss than dorsal dart tags.

A complexidade na implantação de processos seguros para o manejo dos resíduos biológicos em diversas classes de riscos, conforme a Resolução RDC no. 306/2004 ANVISA, é um desafio para administrações públicas e Unidades de Serviços de Saúde (USS) do país. O objetivo deste trabalho é avaliar o atual manejo destes resíduos, em particular os da classe de risco A4. A pesquisa tem caráter exploratório e qualitativo consistindo de revisão bibliográfica do estado da arte sobre o tema e de levantamento de dados. A coleta das informações foi realizada em Unidades de Serviços de Saúde (USS); órgãos ambientais; nas visitas técnicas em empresas tratadoras de resíduos; em gerenciadores de aterros sanitários; e através de entrevistas com especialistas no assunto. A título de exemplo, dois casos sobre o manejo dos resíduos biológicos foram estudados: no Rio de Janeiro (RJ) e em Orlando (Flórida - USA). A relevância da pesquisa está na constatação das mudanças em andamento no setor de saneamento no país, como o passo importante que esta sendo dado com a aprovação da Política Nacional de Resíduos Sólidos (PNRS). Para se atingir melhores indicadores de saúde e meio ambiente, torna-se imprescindível o gerenciamento integrado dos resíduos com a incorporação de métodos, técnicas e abordagens atuais. Quanto aos resíduos biológicos, existe aqui uma tendência em se adotar o modelo americano, mais rígido, que considera vários resíduos, comuns para nós, como sendo infectantes, e não separa estes resíduos biológicos em classes, colocando-os todos no mesmo grau de risco. Para a realidade brasileira tal rigidez de conceitos aumenta o risco no manejo para todos os envolvidos na cadeia e o custo da operação como um todo, tornando-a impraticável na maior parte do país. No Brasil a gestão inadequada dos resíduos em muitas USS e a grande quantidade de lixões existentes, com a presença de catadores de materiais recicláveis, são processos inseguros e para melhorar este quadro, é fundamental a implementação da PNRS. Nossa legislação se mostra eficiente, mas necessitamos de maior monitoramento e avaliação, e uma consequente ação educativa. Em complemento deve haver maior determinação de responsabilidades, aplicação de punições e empreender reformas substanciais nas áreas de educação e saúde pública. Espera-se que este trabalho contribua com a construção de um modelo de manejo adequado dos resíduos biológicos, sobretudo os de classe A4, de forma mais sustentável e segura. Para estudos futuros, indica-se uma avaliação estratégica sobre a sustentabilidade técnica e econômica do modelo de gerenciamento destes resíduos a ser realizada em contexto mais amplo. Para tal, recomenda-se a extensão da pesquisa a outros estados da federação, assim como o acompanhamento das tendências mundiais para classificação dos riscos dos Resíduos de Serviços de Saúde e de sua destinação mais adequada, principalmente em países com realidades semelhantes à nossa.
