RESUMO: Este trabalho investiga o papel do diretor escolar como agente formador de uma cultura da escola. Investigaram-se os conceitos de cultura, cultura escolar, gestão escolar, ambos com foco na atuação do diretor. Como hipótese de investigação considera-se que a opinião pessoal, aspirações, atitudes, concepção de educação, modelo de gestão e compromisso ético-profissional assumido, enfim, aspectos idiossincráticos do diretor influenciam de maneira decisiva a cultura de uma escola, passando pela equipe gestora (direção, coordenação), professores, funcionários, e por fim chegando até os alunos e suas famílias. Imagina-se que isso se deva em grande parte à liderança e autoridade conectadas ao papel central que o diretor exerce na instituição escolar, bem como se relaciona com as dificuldades que a democratização dos processos de gestão escolar encontra para uma atuação efetiva. Entre os objetivos deste estudo estão levantar informações sobre o papel do gestor escolar; identificar características da gestão escolar que favorecem a formação de uma cultura da escola; comparar as concepções acerca da gestão escolar como promotora de uma cultura da escola a partir das concepções dos diretores e coordenadores envolvidos nesse processo de gestão. Este estudo procura contribuir para compreensão do papel do gestor na promoção de uma cultura da escola, no sentido em que entende a gestão escolar como motor para articulação de processos, e dos envolvidos – professores, funcionários, alunos e comunidade – na busca de um ambiente escolar que seja traduzido e reconhecido como sua cultura, definindo assim um jeito de ser escola, uma espécie de identidade da escola. Como resultados, verificamos que a gestão escolar assume um papel decisivo na formação de um ambiente onde se cria uma cultura de escola, quando compartilha a sua visão de direção com a equipe gestora e fornece um direcionamento claro para suas ações. Desse modo, o estudo realizado evidencia a necessidade de se investir na produção de contextos escolares que favoreçam a construção de práticas democráticas, onde a cultura da escola possa ser vivenciada por todos e a partir de todos. ABSTRACT: This study investigates the role of school principal as a formation agent of the school culture. Investigated the concepts of culture, school culture, school management, both focusing on the action director. As a research hypothesis, it is considered that personal beliefs, aspirations, attitudes, vision of education, management model and professional and ethical commitment made at last respects idiosyncratic director's influence decisively the culture of a school, passing by the team management (leadership, coordination), faculty, staff and finally reaching the students and their families. It is thought that this is due in large part to the leadership and authority connected to the central role that the director has in the school and how it relates to the difficulties that the democratization processes of school management to find an effective action. Among the objectives of this study are collect information on the role of the school manager, identify characteristics of school management that promotes the formation of a school culture; compare the conceptions of school administration as a promoter of a school culture based on conceptions of directors and engineers involved in the management process. This study seeks to contribute to both, and thus an emancipatory purpose in the sense that believes the school management as an engine for articulating and processes involved - faculty, staff, students and community - in search of a school environment that is translated and recognized as its culture, thus defining a way to be a school, a sort of school identity. As a result, we found that the school management plays a decisive role in shaping an environment where you create a culture of school, he shares his vision of leadership with the management team and provides a clear direction for their actions. Proposes to invest in the production of school contexts that promote the construction of democratic practices, where the school culture can be experienced by everyone and from everyone.

As organizações militares são sistemas constituídos com a finalidade de operacionalizar suas forças armadas para atuarem contra ameaças à integridade política do país. Dentro deste contexto é essencial que se tenha recursos humanos altamente qualificados, treinados, motivados e bem equipados para a preservação dos interesses vitais de uma nação. Desta forma analisar o clima organizacional do Comando de Fronteira Amapá é de fundamental importância para verificar aspectos que possam ocasionar deficiências no processo gerencial, bem como potencializar aspectos motivacionais inerentes à gestão de pessoas O trabalho realizado utilizou a pesquisa bibliográfica, de campo e documental na qual possibilitou o estudo de forma sistematizada, permitindo analisar o clima organizacional no Comando de Fronteira Amapá. A pesquisa foi realizada em caráter exploratório na qual empregou-se técnicas como o questionário e entrevistas com os militares da organização, na qual oportunizou-se a visualização de fatos através de observações na corporação.A análise da estrutura organizacional é primordial para a obtenção de fatores que possam prejudicar o clima organizacional e conseqüentemente a motivação dos militares, propondo estratégias a fim de melhorar o desempenho organizacional.

Conservation of crop wild relatives (CWRs) is a complex interdisciplinary process that is being addressed by various national and international initiatives, including two Global Environment Facility projects ('In situ Conservation of Crop Wild Relatives through Enhanced Information Management and Field Application' and 'Design, Testing and Evaluation of Best Practices for in situ Conservation of Economically Important Wild Species'), the European Community-funded project 'European Crop Wild Relative Diversity Assessment and Conservation Forum (PGR Forum)' and the European 'In situ and On Farm Network'. The key issues that have arisen are: (1) the definition of what constitutes a CWR, (2) the need for national and regional information systems and a global system, (3) development and application of priority-determining mechanisms, (4) the incorporation of the conservation of CWRs into existing national, regional and international PGR programmes, (5) assessment of the effectiveness of conservation actions, (6) awareness of the importance of CWRs in agricultural development at local, national and international levels both for the scientific and lay communities and (7) policy development and legal framework. The above issues are illustrated by work on the conservation of a group of legumes known as grasspea chicklings, vetchlings, and horticultural ornamental peas (Lathyrus spp.) in their European and Mediterranean centre of diversity. Procurement is one of major business operations in public service sector. The advance of information and communication technology (ICT) pushes this business operation to increase its efficiency and foster collaborations between the organization and its suppliers. This leads to a shift from the traditional procurement transactions to an e-procurement paradigm. Such change impacts on business process, information management and decision making. E-procurement involves various stakeholders who engage in activities based on different social and cultural practices. Therefore, a design of e-procurement system may involve complex situations analysis. This paper describes an approach of using the problem articulation method to support such analysis. This approach is applied to a case study from UAE.

Requirements analysis focuses on stakeholders concerns and their influence towards e-government systems. Some characteristics of stakeholders concerns clearly show the complexity and conflicts. This imposes a number of questions in the requirements analysis, such as how are they relevant to stakeholders? What are their needs? How conflicts among the different stakeholders can be resolved? And what coherent requirements can be methodologically produced? This paper describes the problem articulation method in organizational semiotics which can be used to conduct such complex requirements analysis. The outcomes of the analysis enable e-government systems development and management to meet userspsila needs. A case study of Yantai Citizen Card is chosen to illustrate a process of analysing stakeholders in the lifecycle of requirements analysis.

The study of information requirements for e-business systems reveals that the level of detail, granularity, format of presentation, and a broad range of information types are required for the applications. The provision of relevant information affects how e-business systems can efficiently support the business goals and processes. This paper presents an approach for determining information requirements for e-business systems (DIRES) which will allow the user to describe the core business processes, whose specification maps onto a business activity space. It further aids a configuration of information requirements into an information space. A case study of a logistics company in China demonstrates the use of DIRES techniques and assesses the validity of the research.

In the emerging digital economy, the management of information in aerospace and construction organisations is facing a particular challenge due to the ever-increasing volume of information and the extensive use of information and communication technologies (ICTs). This paper addresses the problems of information overload and the value of information in both industries by providing some cross-disciplinary insights. In particular it identifies major issues and challenges in the current information evaluation practice in these two industries. Interviews were conducted to get a spectrum of industrial perspectives (director/strategic, project management and ICT/document management) on these issues in particular to information storage and retrieval strategies and the contrasting approaches to knowledge and information management of personalisation and codification. Industry feedback was collected by a follow-up workshop to strengthen the findings of the research. An information-handling agenda is outlined for the development of a future Information Evaluation Methodology (IEM) which could facilitate the practice of the codification of high-value information in order to support through-life knowledge and information management (K&IM) practice.

There are a number of challenges associated with managing knowledge and information in construction organizations delivering major capital assets. These include the ever-increasing volumes of information, losing people because of retirement or competitors, the continuously changing nature of information, lack of methods on eliciting useful knowledge, development of new information technologies and changes in management and innovation practices. Existing tools and methodologies for valuing intangible assets in fields such as engineering, project management and financial, accounting, do not address fully the issues associated with the valuation of information and knowledge. Information is rarely recorded in a way that a document can be valued, when either produced or subsequently retrieved and re-used. In addition there is a wealth of tacit personal knowledge which, if codified into documentary information, may prove to be very valuable to operators of the finished asset or future designers. This paper addresses the problem of information overload and identifies the differences between data, information and knowledge. An exploratory study was conducted with a leading construction consultant examining three perspectives (business, project management and document management) by structured interviews and specifically how to value information in practical terms. Major challenges in information management are identified. An through-life Information Evaluation methodology (IEM) is presented to reduce information overload and to make the information more valuable in the future.

This paper investigates the relationship of the project management in Private Finance Initiative (PFI) and sustainability. A live PFI project is selected as a case study, where contract review and monitoring on project management are carried out to evaluate the sustainability of project management. The PFI procurement shows great advantages in increased contractual responsibilities of the contractor in sustainable construction, and also in practicing sustainability in project management. Six main sustainable attributes of the project management are selected to evaluate the sustainability of project management in the PFI project. The project management process in the case study is closely monitored in order to verify how the PFI project promotes sustainability in practice. The project management in the different stages of the PFI project, including tendering, design, construction and operation, contributes to the six sustainable attributes in different ways. The project management in PFI project paid more attention in sustainable development during its whole process. As the private sector is responsible to the whole life of the building project, the project manager has to consider the long-term benefits during the management process. The government should take advantages of PFI project management in practicing sustainability therefore to promote sustainable development of the national infrastructure services.
