This paper empirically investigates the firm-level relationship between the local input share and the number of used FTAs by employing the data on FTA utilization in Japanese affiliates in ASEAN. As a result, we do not find a robust linear relationship. However, affiliates using a large number of FTAs (seven or eight) have an extremely higher share of local inputs. This result might be interpreted as the first evidence of the “spaghetti bowl phenomenon”.

In this paper, we conducted an empirical investigation into the determinants of FTA utilization in exports from Taiwan to China. To do this, we first estimated the selection equation to see what kinds of products are included in the early harvest list. As a result, we found that Taiwan includes products with a medium magnitude of benefits from tariff removal in the early harvest list. Taiwan also includes products for which ASEAN countries have better access to the China market. We then estimated the equation for the determinants of FTA utilization by introducing an inverse of the Mills ratio estimated in the selection equation. The findings are that, as usual, the FTA rates are more likely to be utilized for products with a larger tariff margin. In addition, some rules of origin are found to be relatively restrictive in terms of discouraging trade.

In this paper, we examine the roles of firm size in the use of FTA schemes in exporting and importing. Also, it is investigated as to whether FTA users in importing (exporting) are more likely to use FTA schemes in exporting (importing). To do that, we employed a unique survey in which the detailed information on FTA use is available for Japanese affiliates in ASEAN. Our findings are summarized as follows. First, firm size matters in the use of FTA schemes only in exporting, not in importing. Second, the past experience of FTA use in exporting (importing) does not help firms use the FTA schemes in importing (exporting). Thus, it is necessary to assist firms to use FTA schemes in exporting even if they are already using FTA schemes in importing.

The international export and investment activities of firms have been widely studied by scholars. In particular, prior studies have focused on two main hypotheses about firms engaged in international activities such as exporting and investing abroad; namely, self-selection of more productive firms into international activities and learning-by-doing international activities. This paper is the first study that explores these hypotheses in regard to firms’ use of free trade agreements (FTAs). We first estimate the propensity score for firms’ use of FTA schemes, and find that larger firms are more likely to participate. Then, by conducting matching analysis using the propensity scores, we find that the use of FTA schemes does not change employment in firms, but does result in more local inputs used and increased exports.

In this study, we measure the utilization costs of free trade agreement (FTA) tariff schemes. To do that, we use shipment-level customs data on Thai imports, which identify not only firms, source country, and commodity but also tariff schemes. We propose several measures as a proxy for FTA utilization costs. The example includes the minimum amount of firm-level savings on tariff payments, i.e., trade values under FTA schemes multiplied by the tariff margin, in all transactions. Consequently, the median costs for FTA utilization in 2008, for example, are estimated to be approximately US$2,000 for exports from China, US$300 for exports from Australia, and US$1,000 for exports from Japan. We also found that FTA utilization costs differ by rule of origin and industry.

This study examines how the importing process time affects export patterns at an establishment level. We first theoretically discuss the effects of import time on not only exports but also export shipment frequency and exports per shipment. Then, we derive some propositions regarding those effects. Next, by employing highly detailed customs data for Thailand from 2007 to 2011, we empirically investigate those propositions. In this study, the time to import is measured at an establishment level using the difference between the dates on which import shipments arrived in ports and then were released from the container yard. Our main finding is that a longer time reduces total exports, particularly through decreasing export frequency. Significantly negative effects on exports per shipment appear in some specific cases. A longer time to import also reduces total imports, particularly through decreasing import frequency.

The preference utilization ratio, i.e., the share of imports under preferential tariff schemes out of total imports, has been a popular indicator for measuring the usage of preferential tariffs vis-à-vis tariffs on a most-favored-nation basis. A crucial shortcoming of this measure is the data requirements, particularly for import value data classified by tariff schemes, which are not available in most countries. This study proposes an alternative measure for preferential tariff utilization, termed the "tariff exemption ratio." This measure offers the unique advantage of needing only publicly available data, such as those provided by the World Development Indicators, for its computations. We can thus calculate this measure for most countries for an international comparison. Our finding is that tariff exemption ratios differ widely across countries, with a global average of approximately 50%.

One of the most important policy questions relating to the future impact of the Trans-Pacific Partnership on the global and regional economy is whether other countries in the region, particularly China, will join the partnership. While several commentators have made some observations regarding the future prospects of TPP expansion, little scholarly analysis has been conducted. To go beyond the speculation of a certain country's accession to TPP, we first attempt to generalize the issue before moving on to a specific question. We conduct a comparative analysis of a large number of regional trade agreements for a better understanding of the parameters of RTAs that are critical for membership expansion. This general framework enables us to conduct a systematic examination of specific membership expansion cases, such as China's membership in TPP. The paper also proposes a necessary "accession practice" that truly facilitates new members' participation.

This thesis continues a research line begun in 2006, focused on the study of new building solutions based on unbaked earth. With the aim to promote these construction techniques, it seeks the diffusion of the result obtained, for example eco-building systems. The use of unbaked earth as building system has great advantages such as low environmental impact, integrate ability into the landscape and lower energy consumption. In order to overcome the disadvantages of the use of earth as a building element and consolidate its value as possible building material, it is studied the properties of its durability and it is given guidelines for possible future standard. It has carried out an exhaustive analysis of international standards, studying the tests proposed by several International Organizations of Standards in order to characterize the durability of earth materials. Because of the great diversity and heterogeneity of the specifications found in the tests that are applied for the same purpose, we have developed devices versatile enough for the implementation of the proposed tests. The set of developed tests in this thesis has allowed developing a recommendation guideline for tests applied to unbaked earth materials. In addition, we have studied the differences of behavior of compressed earth blocks (CEB) manufactured in Spain, evaluating its viability as building material. This thesis helps to consolidate the role of unbaked earth in the scene of current building, solving the doubts of technicians about durability against rain and lack of standard. Therefore, the conclusions of durability tests in earth materials and the proposed improvements in some tests, serve as a reference for determining the durability of the materials based on raw earth. In the same way, it is also an objective of the thesis that the obtained results provide an overview of standards status of materials based on unbaked earth and useful information for the development documents recognized on earth in our country, supporting the standardization that is taking place at the subcommittee AENOR.

Evaluation is a new discipline and, whilst it has a long way to go, it has already made many advances. The growing importance of this field is exemplified in its increasing use in international organizations and public policies at a national, regional or local level, as well as in the exponential growth of evaluation societies around the world. The expansion of an ?evaluation culture? is explained by its significant utility by providing evidence to help decision-making and by providing a value system that establishes criteria and explicit standards by which to judge the interventions. These contributions have great relevance in the rural development field, thus, evaluation has become a great support for achieving sustainable development processes.

ABSTRACT Development projects in rural areas have changed in recent decades, from a technocratic and top-down approach, which proved insufficient, to another that gives a major role to local people. In this context, the new models of planning and management of development projects often include among their objectives the development of local capacities and leadership and engage billions of dollars annually. Both concepts are considered essential for enhancing the sustainability of the actions from an endogenous approach, generating great interest both from the scientific field and in the debates and objectives of international organizations. However there is no consensus on the conceptual framework of capacity development and on appropriate methodologies to evaluate it. Moreover, in the case of leadership development, most of the studies and research have focused on business environments, with few studies focusing on rural areas. In this context, the complexity is increased because often the authority and power of the leaders are not given for formal positions, but by social relationships and bonds of trust. This research presents an initial conceptual phase, which addresses the theoretical framework, analyzing and clarifying the concepts of capacity development, competencies and leadership in the context of rural development projects. Also, at this stage the main instruments to assess capacity development are classified so as to define the variables that shape the capacity construct. Besides the multidimensionality of the concept of capacity is determined and therefore the convenience of addressing it at an individual and colective level. Different leadership styles are also analyzed to propose a definition of capacity development and leadership adapted to the rural environment. The above theoretical framework allows to set, in a second research phase, the scientific basis of the proposed model: the model DCL of Capacity Development for Leadership in rural development projects. This model incorporates elements of the conceptual framework Working With People (Cazorla et al., 2013), the result of 25 years of experience in the field of project planning for rural development from the research group GESPLAN of the Technical University of Madrid. The DCL model integrates quantitative and qualitative methodologies and a double scale of analysis to promote and evaluate capacity development in the local population from three components: technical-entrepreneurial, relational and contextual. Besides the DCL model incorporates a methodological process to integrate monitoring and evaluation of capacities throughout the project cycle. Finally, in an application phase, DCL model validation is undertaken through the case study of a development project with an organization of women artisans of Aymara communities in Puno (Peru). This project, that incorporates the WWP conceptual framework, integrates 5 years of experience with Aymara communities from GESPLAN research group. The application shows how the DCL model allows to assess the development of capacities for leadership. Also, the incorporation of lessons learned after monitoring and evaluation of capacity development allows to redirect actions to improve project planning and management and produce a true empowerment and leadership of the local organization. This translates into increased project sustainability and social resilience of the organization.

ABSTRACT Economic growth has led to improvements in the standard of living of the population that often have negative environmental effects over the long term. Faced with this problem, at the enterprise-level, the need to be framed in a sustainable development model that combines the goals of economic growth with environmental protection arises. This situation may represent high costs for the Venezuelan petrochemical companies due to the high risk of their operations and to all the applicable legal regulations on environmental matters. Therefore, this research aims to propose a model for the environmental costs management of these companies based on eco-efficiency. A projective research was performed from a holistic approach. An univariate, contemporary cross-sectional and mixed source research design was used. It is univariate, because it focuses on environmental costs management as the single event to change. It is contemporary cross-sectional, because the event is currently studied and the data measurement is performed in a single moment. It relies on mixed source, because it combines a documentary design with a field design. A documentary design was used for the comparative analysis of the standards of registration and control of environmental costs proposed by international organizations, by applying an analysis matrix of emerging categories. For the diagnosis of the environmental costs management in the Venezuelan petrochemical industry, a field design was applied in the companies that operate in the Zulia region. A questionnaire with 100 items on a Likert scale and 6 multiple-choice questions was used. The questionnaire was validated by peer review and internal consistency reliability was determined using Cronbach's alpha coefficient. The results show that the main issues addressed in the analyzed regulations can be grouped into six themes: scope of environmental management accounting, classification, accounting, allocation, reporting of environmental costs and performance indicators. It was evident that implementation guides of environmental management accounting address all issues identified but there is no uniformity in the assumed criteria. Meanwhile, regulations in the financial accounting field mainly consider aspects related to the accounting treatment of environmental costs and their inclusion in the financial statements. Regarding the environmental costs management performed by Venezuelan petrochemical companies, its limitations were made evident by the low status of eco-efficiency criteria and insufficient application of management accounting tools, which hinder the identification and control of environmental costs. Based on the results, the model of eco-efficient environmental costs management (EECM) was designed. This model indicates how eco-efficiency criteria and tools of environmental management accounting for planning, coordination and control in the environmental costs management should be incorporated. It argues that these stages must be continually developed to ensure a continuous process improvement and its adaptation to technological and legal regulatory changes. The guidelines which the Venezuelan petrochemical companies should follow for the EECM model application have been emphasized. However, due to its generality and adaptation to the International Accounting Standards enforced in Venezuela, this model is applicable to various industries that require an improvement of their economic and environmental performance.

ABSTRACT The focus of this project lies on the research and analysis of sanitation and waste water treatment techniques able to provide solutions to small settlements which lack such basic services out of economic or underdevelopment reasons. The problems generated by the absence of access to basic sanitation services in underdevelopment contexts are well known, and many cases can be found where increase of water provision doesn’t involve installation of waste water treatment infrastructures. This situation has a direct impact on people’s health and also on the environment. Fortunately, there are International Organizations and Development Agencies which act directly on these matters. These problems don’t only occur in so called developing countries, as it has been confirmed that small settlements with scarce resources in the more developed world can also be affected. Many techniques have been successfully used in cooperation programs, but also some of them have failed due to loss of functionality, design mistakes, rapid material deterioration, or simply site inadequacy or lack of control and maintenance precautions. The solution to these incidents requires technological as well as management innovation, regarding for all cases the socioeconomic and cultural factors. The awareness of a good design, adapted to the site and population characteristics, would prevent from failures due to collapse, lack of maintenance, funding, etc. Furthermore, the implementation of education programs for improving hygienic habits and for transmitting the understanding of the infrastructures is considered necessary for allowing the aimed population to gain proper knowledge on their own infrastructure, its use, maintenance and preservation. The improvement of sanitation and waste water treatment techniques requires a continuous process of investigation, in order to adapt the existing infrastructure to the different situations that may come up, being able to ensure its long-term functioning. The so called non conventional techniques are characterized by being economic and sustainable solutions, requiring in some cases low maintenance, conducted even by non specialized personnel, that is, by the users themselves. In the present project a general overview of the already developed typologies has been carried out, taking into account the conventional as well as the non conven tional techniques and their possible application according to the aimed population, regarding especially the most underprivileged settlements. Thereupon, out of interest for the settlements with most socioeconomic difficulties, the non conventional sanitation and waste water techniques have been selected. A variety of situations in different countries and contexts has been examined, specifically in Nicaragua, Ecuador, India and Spain. The latest has proven easier for data collection and analysis, focusing finally on the existing infrastructure in the village of Fabara, province of Zaragoza, in the Bajo Aragón.
