The thesis puts forward historical, logical and efficiency arguments for the implementation of treaty-based legal protections for e-consumers transacting in global Business to Customer (B2C) e-commerce. It concludes, however, that the international political climate is such that the implementation by the international community of such protections is very unlikely in the near future.

This paper examines the matter of Ireland in Buckley’s two memoirs, Cutting Green Hay (1983) and Memory Ireland (1985), and the poems of The Pattern (1979), in order to revisit critically the ways in which he constructs himself as a diasporic Irish-Australian, a participant in the most remote Gaeltacht. It raises questions of victimhood, of similar and different experience of being at the mercy of the land, and of his re-engineering of the place of the political in poetry. It argues that Buckley’s agonized positioning as Ireland’s ‘guest/foreigner/son’ was a project that was doomed by its utopianism, and that, obsessed as he became with Ireland, the angst within had little to do with ‘the Ireland within’ or without. The paper suggests that the poet’s slow and unacknowledged abandonment in his Irish period of a key tenet of modernism, its distrust of propaganda and the political, is in itself a new formation which had some continuity with the radicalism of his thinking during the formative years of the revolutionary catholic apostolate he led both at the University of Melbourne and nationally. It also points to the deployment of an ancient medieval Irish trope, that of the ocean (rather than a landmass) linking a dispersed community, as one of the ways the poetry effects a resolution of the issues of being ‘Irish’ in a remote country.

Background

Grass pollen allergens are the most important cause of hay fever and allergic asthma during summer in cool temperate climates. Pollen counts provide a guide to hay fever sufferers. However, grass pollen, because of its size, has a low probability of entering the lower airways to trigger asthma. Yet, grass pollen allergens are known to be associated with atmospheric respirable particles.
Objective

We aimed (1) to determine the concentration of group 5 major allergens in (a) pollen grains of clinically important grass species and (b) atmospheric particles (respirable and nonrespirable) and (2) to compare the atmospheric allergen load with clinical data to assess different risk factors for asthma and hay fever.
Methods

We have performed a continuous 24 h sampling of atmospheric particles greater and lower than 7.2 μm in diameter during the grass pollen season of 1996 and 1997 (17 October 1996–16 January 1997) by means of a high volume cascade impactor at a height of about 15 m above ground in Melbourne. Using Western analysis, we assessed the reactivity of major timothy grass allergen Phl p 5 specific monoclonal antibody (MoAb) against selected pollen extracts. A MoAb-based ELISA was then employed to quantify Phl p 5 and cross-reactive allergens in pollen extracts and atmospheric particles larger and smaller than 7.2 μm.
Results

Phl p 5-specific MoAb detected group 5 allergens in tested grass pollen extracts, indicating that the ELISA employed here determines total group 5 allergen concentrations. On average, 0.05 ng of group 5 allergens were detectable per grass pollen grain. Atmospheric group 5 allergen concentrations in particles > 7.2 μm were significantly correlated with grass pollen counts (rs = 0.842, P < 0.001). On dry days, 37% of the total group 5 allergen load, whereas upon rainfall, 57% of the total load was detected in respirable particles. After rainfall, the number of starch granule equivalents increased up to 10-fold; starch granule equivalent is defined as a hypothetical potential number of airborne starch granules based on known pollen count data. This indicates that rainfall tended to wash out large particles and contributed to an increase in respirable particles containing group 5 allergens by bursting of pollen grains. Four day running means of group 5 allergens in respirable particles and of asthma attendances (delayed by 2 days) were shown to be significantly correlated (P < 0.001).
Conclusion

Here we present, for the first time, an estimation of the total group 5 allergen content in respirable and nonrespirable particles in the atmosphere of Melbourne. These results highlight the different environmental risk factors for hay fever and allergic asthma in patients, as on days of rainfall following high grass pollen count, the risk for asthma sufferers is far greater than on days of high pollen count with no associated rainfall. Moreover, rainfall may also contribute to the release of allergens from fungal spores and, along with the release of free allergen molecules from pollen grains, may be able to interact with other particles such as pollutants (i.e. diesel exhaust carbon particles) to trigger allergic asthma.

This volume in the Documents on Australian Foreign Policy series draws on unpublished records from the National Archives of Australia to document the negotiation of the Nuclear Non-Proliferation Treaty (NPT) from an Australian perspective. Commencing with early post-war efforts to control nuclear energy following the dropping of atomic bombs on Hiroshima and Nagasaki, the volumes traces Australia’s changing attitude to the issue of nuclear arms control and disarmament during the Cold War years of the 1950s and 1960s and its ambiguous approach to the acquisition of nuclear weapons in the subsequent negotiation of the NPT. Signed by the Gorton government in 1970 after considerable debate in the policymaking community in Canberra, the treaty was ratified by the Whitlam government in 1973 and has since formed a fundamental plank in Australian attitudes and policies towards international efforts to reduce and eventually eliminate nuclear weapons.

This qualitative study explored how tobacco control policies are influenced and provided recommendations on how to advance tobacco control policy to benefit population health.

 Thanks to the powerful internet, voices that speak about architecture increase every day. This super-populated architectural Speaker’s Corner, is so noisy that it’s even difficult to listen what each speaker is saying. The possibility of saying has turned up to be more important than the relevance of what is actually said. It´s no longer important who says each thing. Our hope is that among all this shouting and screaming we’ll be able to extract something intelligible and able to construct a discourse for architecture. Is this the new format of architectural critic? Transparency is the fundamental value that rules over information transmission in the new digital universe. Transparency that intends to minimise all negativity. By definition it’s positive, operational, flat and sameness. It offers undoubtable advantages in terms of speed, accessibility and amount of information. However, theoretical knowledge must, also by definition, include negativity. And negativity slowens, blocks and limits. The goal of theoretical critic is to segregate, separate and differentiate. It searches a certain truth that is neither transparent nor positive. It must also operate and define what is false. Simple accumulation of information and communication doesn't search or achieve a true conclusion. This paper outlines a taxonomy of the different voices speaking about architecture in the internet. Even though these architectural nano-discourses declare explicitly that they don’t want to replace traditional critic, the role they play particularly in architecture education, is very similar. And their unequivocal search for transparency based on freedom of speech and information, pulls them away from the capacities of traditional critic, of course in terms of format, but also for reason of much deeper importance.

O presente trabalho analisa a ditadura civil-militar uruguaia (1973-1984) a partir da perspectiva da política de Terror de Estado, mecanismo implementado para aplicar as premissas da Doutrina de Segurança Nacional e defender os interesses dos setores dominantes locais. Da mesma forma, possibilitou o disciplinamento da força de trabalho, exigência implícita nas novas demandas do capitalismo mundial, o que significou, na prática, a destruição do questionamento social e das manifestações por mudanças promovidas pelas distintas organizações populares nos anos 60 e 70. Este período, aliás, foi marcado, na América Latina, tanto pela efervescência produzida pela Revolução Cubana quanto pelo esforço dos EUA em disseminar as concepções contra-insurgentes e reforçar a pentagonização regional. Foi durante as administrações de Pacheco Areco e de Bordaberry (1968-1973), marcadas por acentuada guinada autoritária ainda em regime democrático, que começaram a ser aplicadas determinadas práticas repressivas de Terror de Estado, fato que se projetou, ampliou e consolidou posteriormente, com o regime de exceção. O objetivo norteador da pesquisa foi estudar o conceito de Terror de Estado e analisar sua aplicação na experiência concreta da ditadura uruguaia enquanto metodologia de atuação de um sistema repressivo complexo que abrangeu as múltiplas dimensões da sociedade Assim, procurou-se destacar a diversidade e articulação das diferentes modalidades de atuação implementadas: a interdição do Poder Legislativo; a subordinação do Poder Judiciário à Justiça Militar; a proibição de partidos políticos, sindicatos e organizações sociais; a intervenção no sistema de ensino; a imposição de uma política global de censura; a iniciativa de refundação societária; a subjugação e destruição do “inimigo interno”; a aplicação de ações contra-insurgentes (a tortura, o “grande encarceramento”, a política de “reféns” e os seqüestros seguidos de desaparecimentos forçados); etc. A participação ativa uruguaia na conexão repressiva internacional (Operação Condor) expressou o deslocamento da violência estatal da “guerra interna” contra os núcleos exilados nos países vizinhos. Em síntese, a dinâmica imposta caracterizou o Terror de Estado implementado no Uruguai como sendo abrangente, prolongado, indiscriminado, preventivo, retroativo e extraterritorial além de conter pretensões pedagógicas e ser gerador de seqüelas que se projetaram no período democrático posterior.

esta dissertação analisa aspectos relativos ao processo de etnogênese dos negros na Argentina, particularmente, em Buenos Aires. Trato de etnogênese dos afroargentinos no contexto mais amplo de transnacionalização dos movimentos sociais, fazendo uma apreciação dos debates atuais observados na Argentina sobre relações étnicas e raciais e as políticas reparatórias. Pretende-se compreender como fluxos e agentes transnacionais revitalizam a discussão sobre as descontinuidades entre o "étnico", o "racial" e o "nacional" nos debates sobre identidade nacional Argentina e reordenam noções e classificações raciais. Para tanto, observo os lugares em que transcorreram os debates e os agentes que participam diretamente dos fatos relativos a inserção no censo nacional de uma quantificação dos afrodescendentes na Argentina visando fundamentar as políticas reparatórias de Estado. Através da observação direta e de entrevistas abertas, este trabalho toma o episódio recente da modificação do censo como foco de uma situação exemplar prestando atençaõ às negociações e disputas entre diferntes atores (funcionários do governo local, agentes globais e ativistas). O censo está enquadrado numa problemática teóricamais ampla sobre composição étnica da nação e que expressa de modo mais claro um campo de tensões políticas. Dessa forma, explora-se como algumas das lideranças étnicas refletem sobre reconfiguração de sua identidade étnica e se vêem comprometidas, como mediadoras, com as políticas de Estado e as tendências internacionais Analiso depoimentos de líderes afrodescendentes na Argentina que estão despontando nas negociações com os atores globais, mostrando histórias pessoais de inserção em movimentos sociais mais longa e diversa do que poderíamos supor, que não veríamos se adotássemos as "suspeitas" que recaem sobre a instrumentalidade de seu envolvimento. Dessas trajetórias podemos conhecer algo a mais da reflexão contínua sobre identidade étnica e o modo como se fabrica no bojo das trajetórias militares bem como perceber a variedade de experiências que compõem e o modo como se reconfiguram frente a novos fluxos sociais.
