The Guidelines provide a special focus on information and knowledge sharing and its current and potential role in supporting implementation of the Code of Conduct for Responsible Fisheries. They expand on relevant principles and standards set forth in the Code and make practical suggestions about ways to ensure that this role can be enhanced. The issues involved in the flow of information between different stakeholder groups include topics as diverse as information policy frameworks and information and communication technology infrastructure, hence coverage is introductory. Some of the constraints involved in the cycle from the creation, production, dissemination and availability of information and knowledge to its effective use and sharing by the present generation as well as its preservation for the future are presented. The special circumstances and requirements of stakeholders in developing countries are recognized in accordance with Article 5 of the Code. A separate chapter on small-scale fisheries and aquaculture looks in more detail at the special situation and information needs of the sub-sector. The Guidelines aim to foster a better understanding of the issues involved to ensure that stakeholders obtain the essential information that they need and that they make available their own information and knowledge for the public good. In accordance with the recommendations of the Committee on Fisheries (COFI), FAO prepared the first draft of the technical guidelines in relation to Fishing Operations, which were submitted to the Technical Consultation on the Code of Conduct for Responsible Fishing, Rome, 26 September to 5 October 1994. The draft was prepared taking into account the Declaration of Cancún, Agenda 21 of United Nations Conference on Environment and Development (UNCED) and the Report of the Expert Consultation on Responsible Fishing Operations, Sidney, British Colombia, Canada, 6 -11 June 1994. Thereafter, the draft was revised taking into account, the negotiations at the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the elaboration of the Code as well as developments at the International Maritime Organization (IMO) with regard to the Protocol to the Torremolinos International Convention on Fishing Vessel Safety and the new International Convention on Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. Technical Guidelines are given in support of the implementation of the Code in relation to fishing operations. These are addressed to States, international organizations, fisheries management bodies, owners, managers and charterers of fishing vessels as well as fishers and their organizations. These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

These guidelines have been produced to support the implementation of the Code of Conduct for Responsible Fisheries particularly with regard to the need for responsibility in the post– harvest sector of the fish producing industry. The industry that produces fish for food has three major areas of responsibility: to the consumer of the food to ensure that it is safe to eat, is of expected quality and nutritional value, to the resource to ensure that it is not wasted and to the environment to ensure that negative impacts are minimized. In addition the industry has a responsibility to itself to ensure the continued ability of many millions of people throughout the world to earn a gainful living from working within the industry. Article 11.1 of the Code of Conduct for Responsible Fisheries and other related parts of the Code are concerned particularly with these responsibilities. This publication provides annotation to and guidance on these articles to assist those charged with implementation of the Code to identify possible courses of action necessary to ensure that the industry is conducted in a sustainable manner. Vom 27.-31. Mai 2001 fand in Espoo, Finnland, die 31. Jahrestagung der WEFTA (West European FishTechnologist’s Association) statt. 75 Teilnehmer aus15 europäischen Ländern, der FAO und der Europäischen Kommission sowie aus den USA und Kanadawaren der Einladung des VTT Biotechnology, eines großen finnischen Forschungsinstituts auf dem Gebiete der Biotechnologie und biologischer Materialien, zu dieser Tagung gefolgt. Die Durchführung in einemKongresszentrum in Espoo, nahe der finnische Hauptstadt Helsinki direkt am Bottnischen Meerbusen gelegen, ermöglichte einen straffen organisatorischen Ablauf und die Einhaltung des Zeitplanes der mit 41 Vorträgen und 18 Postern recht umfangreichen Veranstaltung, die in 7 Themenkomplexe gegliedert war. Nachfolgend werden wesentliche Ergebnisse der einzelnen Beiträge zusammengefasst

Based on a comprehensive compilation and evaluation of hitherto published revisions by international rajid systematists, the U.S. authors McEachran and Dunn (1998) published a summarizing revision on phylogenetic interrelationships within the family Rajidae. The family has been subdivided into the two subfamilies Rajinae and Arhynchobatinae comprising 15 and 11 rajid genera, respectively. Within the Rajinae, seven former subgenera of Raja and Gurgesiella have been newly elevated to generic rank, likewise two former subgenera of Raja within the Arhynchobatinae. As a consequence, generic names have changed for quite a number of mainly former Raja species not only in European and North Atlantic waters. Table 1 presents for comparison a selection of European skate species on the shelf with the former and new generic assignment, as well as their German names. As Fishery Conventions and Societies, as well as regional (e.g., ICES) and international organizations (e.g., FAO) are increasingly using the new scientific name combinations for fishery statistics and in relevant publications, all involved in fisheries should be aware of these nomenclatorial alterations.

The poor situation of fish stocks worldwide pointed out by FAO has led to a reconsideration of fishing concepts internationally. A brief outline of the world fishing situation is given, as well as that of the EU and Germany. Explanations of basic fishing parameters like catch, recruitment and fishing mortality are given and used to expound and graphically show the relation to overfishing and the new concept of the ”precautionary priciple” and ”precautionary approach” for the goal of a sustainable fishery. This leads to recommendations for research and actions in respect to selectivity, adjustment of fishing capacity and new concepts of utilisation.

Scientists from the Institute with the collaboration of Food and Agricultural Organisation (FAO), Rome designed and built a 10-m (LOA) shallow draft vessel. The prototype vessel was tried at Uta-Ewa, Ikot Abasi, Cross River State. The paper deals with the preliminary economic analysis of the performance of prototype vessel. An analysis of the annual return has shown that 43.66% of the annual gross income was paid to labour; 15.91% was spent on repairs and replacements; 7.76% on fuel and lubricants; 24.38% on maintenance costs and the return of investment, 6.2%. This low return of investment is attributable to high percentage of labour costs as well as low fishing intensity

ENGLISH: During 1961 the government of Ecuador, with the financial assistance of the Special Fund of the United Nations and the technical assistance of FAO experts, initiated an extensive program of fisheries research centered in a fisheries institute established in Guayaquil. In cooperation with this program, and in connection with Ecuador's adherence in 196l to the Convention for the Establishment of an Inter-American Tropical Tuna Commission, a two-and-a-half year investigation of the ecology of the Gulf of Guayaquil and adjacent waters was started by the Inter-American Tropical Tuna Commission. SPANISH: En 1961 el gobierno del Ecuador con el apoyo financiro del Fondo Especial de las Naciones Unidas y la asistencia tenica de los expertos de la FAO, inicio un programa extensivo de investigacion pesquera centralizado en el instituto de pesquerias establecido en Guayaquil. En cooperacion con este programa y en conexion con la adhesion del Ecuador en 1961 a la Convencion para el establecimiento de una Comision Interamericana del Atun Tropical, se comenzo por esta misma Comision una investigacion de dos anos y medio sobre la ecologia del Golfo de Guayaquil y las aguas adyacentes. Conventional aquaculture has been promoted in Nigeria for the past five decades with minimal impact on rural communities: from the findings of Maclearen (1949) where he popularized the use of culturable fish predators Lutjanus sp; Pomades sp; Tarpon adanticus; Chrysichthys nigrodigitatus in earthen ponds near Onikan-Lagos, Nigeria; to the finding of Zwilling, 1963, who reported common carp, Cyprinus carpio propagation and culture in Panyan Fish Farm, near Jos; to the findings of FAO, 1965, when the potential culture of marine mullets culture in brackish water ponds in Buguma, Rivers State was presented. The work of other researchers Sivalingam, (1970; 1973), Ezenwa (1976), development officers and extension officers contributed to the development of aquaculture in few rural areas of the country and informed on public and private owned fish farm infrastructures. Despite a moderate long history of aquaculture research and development in Nigeria, an annual production level of 25,000 metric tons was recorded in 1999. This situation calls for a more sustainable approach for a stronger link between aquaculture research and technology transfer for the development of rural communities of Nigeria. This paper therefore examines some of the issues involved in the continuous flow of the new aquaculture technology in the improvement of fish protein output, standard of living of rural farmers and prevention of urban migration by the youth

Nigeria with an estimated population of about 120 million people requires about 2.3 million metric tonnes of fish and fisheries product for good health at the recommended 19 kg/caput/year by FAO. Lake Chad fisheries resource of Borno State is a blessing in disguise to the Nigerian economy. It has potential to produce over 300,000 metric tonnes of fish protein annually, representing about 12.2% of the total fish demand of Nigerians. In spite of this laudable potential Lake Chad fisheries resources of Borno State declined in the past two decades due, largely, to lack of/or inadequate attention by the government, private and commercial organization, lack of social economics and infra-structural facilities for rational exploitations and management of its resources. This paper re-emphasizes the importance of Lake Chad Fisheries of Borno State in the Nigerian economy. The fisheries resources, the environment, the exploitation, the potential marketing, the role of law enforcement and foreign agencies, the constraints and potentials are discussed. Nigeria can derive a substantial proportion of its fish demand from Lake Chad fisheries of Borno State alone just with the adoption of some proffered strategies including combined efforts of the private and public sectors in the rational management of the fisheries resource of Lake Chad

Bei der Erweiterung der Europäischen Union nach Osten spielen nicht nur politische sondern auch wirtschaftliche Faktoren eine große Rolle. Die Europäische Kommission hat die Agenda 2000 aufgestellt, in der finanz- und wirtschaftspolitische Rahmenbedingungen der Europäischen Union für den Beitritt der zehn mittel- und osteuropäischen Länder (MOEL) dargelegt werden. Die allgemeine Wirtschaftssituation der jetzigen Union sowie der MOEL wurde anhand der Bruttoinlandsprodukte und der Bevölkerungsveränderung im vorigen Heft 3 der Informationen für die Fischwirtschaft dargestellt. Im Folgenden wird die Lage der Fischwirtschaft der einzelnen MOEL und ihre Bewertung aus Sicht der EU-Kommission - wie sie im Bulletin der Europäischen Union dargestellt ist - wiedergegeben. Außerdem werden für jedes Land die Beitrittsperspektiven, d.h. die notwendigen Anpassungsmaßnahmen und auch daraus entstehenden Schwierigkeiten aufgezeigt. Die zu jedem Land dargestellten Graphiken fußen unabhängig von der Darstellung der EU-Kommission auf Daten der FAO.

27 Jahre nach Durchführung der ersten Internationalen Konferenz über Fischinspektion, die von der FAO in Halifax, Kanada, 1969 veranstaltet wurde, war das Nationale Fischerei Institut der USA in Kooperation mit anderen Institutionen Sponsor und Organisator einer zweiten Konferenz über Fischinspektion und Qualitätskontrolle. Diese Konferenz fand vom 19. - 24. Mai 1996 in Arlington, Virginia, statt. An 3 Tagen war die Konferenz durch eine Ausstellung begleitet, auf der 26 Aussteller, Consulting-Firmen, Handelslaboratorien und Universitätsinstitute, ihr know how und ihre Dienste auf dem Gebiet der Fischinspektion und Qualitätskontrolle offerierten. Die Konferenzteilnehmer hatten während der Konferenzpausen auf diese Weise die Möglichkeit, sich über Neuheiten und Leistungsangebote zu informieren.

Total world fishery production 1995, including aquaculture, of fish, shellfish, frogs and turtles – reached a new record of 112.9 million tones live weight. Marine fishery had a share of 91,9 million tonnes (+ 0.4) and freshwater fishery 21.0 million tonnes (+ 2.0). Not included in these figures are seals, whales, crocodiles and algae. Marine mammals and crocodiles are listed by number of killed individuals, and not given by weight. Algae alone represent a biomass of 7.1 million tonnes, but are not included by the FAO in the nominal „total production of the world“ either. About two thirds of the marine fishery harvest was used for human consumption, one third for industrial purposes – mainly production of fish meal and fish oil.
