Tal vez las ideas dominantes no sean exactamente las de las clases dominantes, pero el trabajo parte de la idea de que las ideas dominantes en las clases tienen una gran influencia. Por ello se estudia la versión que se da del federalismo por parte de los autores más influyentes en el derecho público español desde el siglo XIX hasta nuestros días. Se concluye que del rechazo generalizado y del elogio del centralismo, tras la Constitución de 1978 se pasa a proponer el federalismo como la pauta más favorable para la evolución del Estado autonómico. Ahora bien, se propone la versión más centralizadora del federalismo, cual es la del federalismo cooperativo

Vint-i-sis desprès de la promulgació de la Constitució espanyola, l’autor fa balanç i arriba a un seguit de conclusions. Entre d’altres, que Espanya viu una etapa de clara partitocràcia que, juntament amb el poder desmesurat dels sindicats, lesiona la vida democràtica; que cal reduir la dualitat suposadament legitimadora entre el Parlament i el carrer; i que malgrat les lloances rebudes, la Constitució de 1976 no ha aconseguit una de les funcions essencials de tota constitució: la tasca integradora.

This paper is about the firm innovation process and the cooperation of the innovative firms with other firms and public institutions. A special attention is paid to the cooperation with universities. We use the Technological Innovation Survey (TIS) from the Instituto Nacional de Estadística (Spain) in order to obtain data for 4,159 innovative firms. Our results show that firm's cooperation activities are closely linked to the characteristics of the industry and the firm as well as to the origin of public funds for R&D activities. Treball de recerca realitzat per un alumne d’ensenyament secundari i guardonat amb un Premi CIRIT per fomentar l'esperit científic del Jovent l’any 2005. Estudi sobre l’ADN que té com a finalitat conèixer introductòriament l’utilització del càlcul matemàtic computacional en les investigacions sobre aquest. Els objectius de l’estudi són per una part, conèixer què és l'ADN i quins són els seus mecanismes de duplicació i de transmissió de la informació genètica, així com el paper d'altres molècules que intervenen en aquest procés ; també s’estudia quins han estat els processos de la cèl·lula que l'ésser humà ha estat capaç de copiar o imitar. A partir d’aquesta introducció, es vol conèixer què s'entén concretament per computació amb ADN i alguns dels problemes matemàtics que s'han resolt, així com algunes aplicacions de l'ADN en altres camps. La recerca ha permès arribar a diverses conclusions. Primerament que l'ADN és un excel·lent candidat per poder fer càlculs matemàtics. En segon lloc, tot i que en el present treball no se solucionen problemes computacionalment difícils es mostra la capacitat de les molècules d'ADN per resoldre problemes. En tercer lloc, l'interès mostrat per importants empreses dedicades a la informàtica fa més esperançador que en un futur hi pugui haver ordinadors que funcionin amb molècules d'ADN. Finalment, es demostra que les matemàtiques, la informàtica i la biologia són tres camps que estan interrelacionats. Per tal de trencar una mica amb la serietat del treball, s'acaba descrivint una manera de posar música a les cadenes d'ADN, i es mostren alguns resultats com són les músiques associades als 24 cromosomes humans, així com les corresponents a 29 proteïnes.

En este trabajo se analiza una vía alternativa en el debate de la convergencia regional en España: el estudio de la dinámica industrial de sus Comunidades Autónomas. Para ello se analizan los flujos de entrada y salida de establecimientos industriales en las manufacturas delas regiones españolas y se abordan los factores de carácter sectorial o regional que inciden sobre la movilidad industrial. Las specificaciones econométricas adoptan la estructura de un sistema de ecuaciones y cubren las tres hipótesis fundamentales que se han abordado en laliteratura (independencia, simetría y simultaneidad) a partir de un panel de datos construido con informaciones procedentes del Registro de Establecimientos Industriales y la Encuesta Industrial. Much of the research on industry dynamics focuses on the interdependence between the sectorial rates of entry and exit. This paper argues that the size of firms and the reaction-adjustment period are important conditions missed in this literature. I illustrate the effects of this omission using data from the Spanish manufacturing industries between 1994 and 2001. Estimates from systems of equations models provide evidence of a conical revolving door phenomenon and of partial adjustments in the replacement-displacement of large firms. El presente informe describe y cuantifica los principales mecanismos de cohesión social y territorial existentes en España, analiza su incidencia sobre la distribución regional de la renta y su contribución a la nivelación de la calidad de los servicios básicos, y propone algunos cambios en su diseño con el objetivo de mejorar sus propiedades de eficiencia y su adecuación a los principios constitucionales de igualdad, solidaridad y autonomía. La tesis central del tabajo es que el proceso de reformas autonómicas que ahora se inicia no debería en ningún caso suponer la ruptura de los mecanismos existentes de cohesión y debería aprovecharse para perfeccionarlos.

Many organizations suffer poor performance because its members fail to coordinate on efficient patterns of behavior. In previous research, we have shown that financial incentives can be used to find a way out of such performance traps. Here we examine the sensitivity of this result to the ability of people to observe others' choices. Our experiments are set in a corporate environment where subjects' payoffs depend on coordinating at high effort levels; the underlying game being played repeatedly by the employees of an experimental firm is a weak-link game. Treatments vary along two dimensions. First, subjects either start with low financial incentives for coordination, which typically leads to coordination failure, and then are switched to higher incentives or start with high incentives, which typically yield effective coordination, and are switched to low incentives. We use statistical techniques to quantify the effects of school attainment on individual wages, participation rates and employment probabilities in Spain, and to measure the contribution of education to labour productivity at the regional level. These estimates are then combined with data on private and public expenditure on education and with information on taxes and social benefits to construct measures of the private and social returns to schooling, to explore the effects of public policies on private incentives to invest in human capital, and to analyse the long-term effects of schooling on public finances. The results are used, together with estimates of the returns to alternative assets, to draw some tentative conclusions regarding the adequacy of the aggregate investment patterns observed in the regions of Spain, and to identify changes in the design of national and EU cohesion and growth policies that may help enhance their effectiveness.

Actual tax systems do not follow the normative recommendations of yhe theory of optimal taxation. There are two reasons for this. Firstly, the informational difficulties of knowing or estimating all relevant elasticities and parameters. Secondly, the political complexities that would arise if a new tax implementation would depart too much from current systems that are perceived as somewhat egalitarians. Hence an ex-novo overhaul of the tax system might just be non-viable. In contrast, a small marginal tax reform could be politically more palatable to accept and economically more simple to implement. The goal of this paper is to evaluate, as a step previous to any tax reform, the marginal welfare cost of the current tax system in Spain. We do this by using a computational general equilibrium model calibrated to a point-in-time micro database. The simulations results show that the Spanish tax system gives rise to a considerable marginal excess burden. Its order of magnitude is of about 0.50 money units for each additional money unit collected through taxes.

We use experiments to study the efficiency effects for a market as a whole of adding the possibility of forward contracting to a pre-existing spot market. We deal separately with the cases where spot market competition is in quantities and where it is in supply functions. In both cases we compare the effect of adding a contract market with the introduction of an additional competitor, changing the market structure from a triopoly to a quadropoly. We find that, as theory suggests, for both types of competition the introduction of a forward market significantly lowers prices. The combination of supply function competition with a forward market leads to high efficiency levels.

We analyse the effects of investment decisions and firms' internal organisation on the efficiency and stability of horizontal mergers. In our framework economies of scale are endogenous and there might be internal conflict within merged firms. We show that often stable mergers do not lead to more efficiency and may even lead to efficiency losses. These mergers lead to lower total welfare, suggesting that a regulator should be careful in assuming that possible efficiency gains of a merger will be effiectively realised. Moreover, the paper offers a possible explanation for merger failures.

The Bank of Spain uses a unique auction format to sell government bonds, which can be seen as a hybrid of a uniform and a discriminatory auction. For winning bids above the average winning bid, buyers are charged the average winning bid, otherwise they pay their respective bids. We report on an experiment that compares this auction format to the discriminatory format, used in most other countries, and to the uniform format. Our design is based on a common value model with multi-unit supply and two-unit demand. The results show significantly higher revenue with the Spanish and the uniform formats than with the discriminatory one, while volatility of prices over time is significantly lower in the discriminatory format than in the Spanish and uniform cases. Actual price dispersion is significantly larger in the discriminatory than in the Spanish. Our data also exhibit the use of bid-spreading strategies in all three designs.
