We study opinion dynamics in a population of interacting adaptive agents voting on a set of issues represented by vectors. We consider agents who can classify issues into one of two categories and can arrive at their opinions using an adaptive algorithm. Adaptation comes from learning and the information for the learning process comes from interacting with other neighboring agents and trying to change the internal state in order to concur with their opinions. The change in the internal state is driven by the information contained in the issue and in the opinion of the other agent. We present results in a simple yet rich context where each agent uses a Boolean perceptron to state their opinion. If the update occurs with information asynchronously exchanged among pairs of agents, then the typical case, if the number of issues is kept small, is the evolution into a society torn by the emergence of factions with extreme opposite beliefs. This occurs even when seeking consensus with agents with opposite opinions. If the number of issues is large, the dynamics becomes trapped, the society does not evolve into factions and a distribution of moderate opinions is observed. The synchronous case is technically simpler and is studied by formulating the problem in terms of differential equations that describe the evolution of order parameters that measure the consensus between pairs of agents. We show that for a large number of issues and unidirectional information flow, global consensus is a fixed point; however, the approach to this consensus is glassy for large societies.

Nowadays, the western societies are based on parliamentary democracy. Therefore, weak legislative power of the European Parliament is alleged for the democratic deficit in the EU. How it can be possible that the parliamentary democracy which is practiced on the national level can be achieved beyond the nation-states without diminishing the democracy at the nation-states? If not, how legitimacy can be obtained so that the continued existence and expansion of the EU should be justified? Since expectations for democratization of the EU are still unmet, finding answers to the actual questions is a great appeal. The thesis will explore the fundamental debates and arguments contributing to the democracy in the EU through the parliaments. I will try to reflect to the different ways of thinking and the prospects of establishing parliamentary democracy beyond the nation states.

Background: Although associated adverse pregnancy outcomes, no international or Swedish consensus exists that identifies a cut-off value or what screening method to use for definition of gestational diabetes mellitus. This study investigates the following: i) guidelines for screening of GDM; ii) background and risk factors for GDM and selection to OGTT; and iii) pregnancy outcomes in relation to GDM, screening regimes and levels of OGTT 2 hour glucose values. Methods: This cross-sectional and population-based study uses data from the Swedish Maternal Health Care Register (MHCR) (2011 and 2012) combined with guidelines for GDM screening (2011-2012) from each Maternal Health Care Area (MHCA) in Sweden. The sample consisted of 184, 183 women: 88, 140 in 2011 and 96,043 in 2012. Chi-square and two independent samples t-tests were used. Univariate and multivariate logistic regression analyses were performed. Results: Four screening regimes of oral glucose tolerance test (OGTT) (75 g of glucose) were used: A) universal screening with a 2-hour cut-off value of 10.0 mmol/L; B) selective screening with a 2-hour cut-off value of 8.9 mmol/L; C) selective screening with a 2-hour cut-off value of 10.0 mmol/L; and D) selective screening with a 2-hour cut-off value of 12.2 mmol/L. The highest prevalence of GDM (2.9%) was found with a 2-hour cut-off value of 8.9 mmol/L when selective screening was applied. Unemployment and low educational level were associated with an increased risk of GDM. The OR was 4.14 (CI 95%: 3.81-4.50) for GDM in obese women compared to women with BMI <30 kg/m(2). Women with non-Nordic origin presented a more than doubled risk for GDM compared to women with Nordic origin (OR = 2.24; CI 95%: 2.06-2.43). Increasing OGTT values were associated with increasing risks of adverse pregnancy outcomes. Conclusions: There was no consensus regarding screening regimes for GDM from 2011 through 2012 when four different regimes were applied in Sweden. Increasing levels of OGTT 2-hour glucose values were strongly associated with adverse pregnancy outcomes. Based on these findings, we suggest that Sweden adopts the recent recommendations of the International Association of Diabetes and Pregnancy Study Group (IADPSG) concerning the performance of OGTT and the diagnostic criteria for GDM.

o texto mostra um estudo de caso, de caráter qualitativo, sobre o desempenho do Conselho Municipal de Saúde do Recife/CMS-Recife, numa perspectiva democrática de gestão. Visa, prioritariamente, a identificar as condições sob as quais se torna possível obter consensos que sejam representativos das necessidades de saúde da população por ele abrangida. A partir de um tratamento conceitual sobre a tríade "democracia, descentralização e participação", descreve os processos que levam à definição - na carta constitucional de 1988 - do Sistema Único de SaúdeSUS, e à instituição formal do Conselho, no município estudado. Evidencia a possibilidade e pertinência da aplicação da teoria do agir comunicativo, do filósofo alemão Jürgen Habermas, no ponto em que estabelece a vinculação entre a identificação das necessidades de saúde e a definição de modelos de organização das práticas do setor, através dos conselhos municipais. Sob tal enfoque, com o recurso do método hermenêutico-dialético, investiga o material obtido nas pesquisas bibliográfica e documental, nas entrevistas e pela técnica da observação aplicada em reuniões realizadas pelo Conselho, em atividade a partir de agosto de 1993. Revela, para o momento atual, seu distanciamento em relação ao conceito de "situação de fala ideal", ao mesmo tempo em que, face os avanços obtidos, justifica sua valorização como instrumento de construção democrática e consolidação da cidadania.

O tema "controle social" nunca esteve tão em voga quanto atualmente. Trata-se de mais uma inovação produzida pelo estado democrático de direito, e que consiste, entre outros objetivos, na busca da legitimidade e da eficiência dos atos da administração pública, na redução das distâncias entre esta e a sociedade, na vinculação das demandas sociais às políticas públicas, e, é claro, no fortalecimento dos controles e da fiscalização. A premissa básica deste trabalho é a suposição de que há sinergia entre o controle social e o controle externo exercido pelos tribunais de contas, valendo-se para tal afirmação da avaliação das práticas do Tribunal de Contas do Estado do Tocantins no estímulo à participação cidadã. Assim, o objetivo deste trabalho de pesquisa é mostrar como o exercício do controle social, exercido pelo cidadão mediante mecanismos adequados criados pelos tribunais de contas, pode interagir com o controle externo de sua responsabilidade, com ganhos significativos para os controles da administração pública. Entre esses mecanismos, as ouvidorias dessas instituições estão entre as ações mais fortes que promovem o controle social. As ouvidorias nos tribunais de contas representam canais de controle da sociedade sobre a gestão pública, e abrem importante espaço para o debate e o consenso em tomo do objetivo comum dos tribunais e da sociedade: a correta aplicação dos recursos públicos que garanta eficiência, eficácia e efetividade. Para atingir seus objetivos, os tribunais de contas necessitam identificar e coibir as práticas contrárias ao interesse público presentes na formação social brasileira, tais como: a má gestão, a corrupção e a ineficiência. Assim, com vistas a identificá-Ias e coibi-Ias, é fundamental a participação da sociedade, que pode, deve e precisa contribuir neste sentido. Desta forma, apresentamos as práticas dos TCs do Brasil quanto ao tema, e, ainda, em detalhe, a ouvidoria do TCE-TO, e destacamos outras ações de estímulo ao controle social e à participação cidadã executadas por aquela Corte de Contas.

Purpose – This case study presents an impact assessment of Corporate Social Responsibility (CSR) programs of the TFM Company in order to understand how they contribute to the sustainable development of communities in areas in which they operate. Design/Methodology/Approach - Data for this study was collected using qualitative data methods that included semi-structured interviews and Focus Group Discussions most of them audio and video recorded. Documentary analysis and a field visit were also undertaken for the purpose of quality analysis of the CSR programs on the terrain. Data collected was analyzed using the Seven Questions to sustainability (7Qs) framework, an evaluation tool developed by the Mining, Minerals and Sustainable Development (MMSD) North America chapter. Content analysis method was on the other hand used to examine the interviews and FGDs of the study participants. Findings - Results shows that CSR programs of TFM SA do contribute to community development, as there have been notable changes in the communities’ living conditions. But whether they have contributed to sustainable development is not yet the case as programs that enhance the capacity of communities and other stakeholders to support these projects development beyond the implementation stage and the mines operation lifetime need to be considered and implemented. Originality/Value – In DRC, there is paucity of information of research studies that focus on impact assessment of CSR programs in general and specifically those of mining companies and their contribution to sustainable development of local communities. Many of the available studies cover issues of minerals and conflict or conflict minerals as mostly referred to. This study addressees this gap.

There is an urgent need to find consensus on screening, diagnosing and treating all degrees of DYSGLYCEMIA that may occur during pregnancies in Brazil, considering that many cases of DYSGLYCEMIA in pregnant women are currently not diagnosed, leading to maternal and fetal complications. For this reason the Brazilian Diabetes Society (SBD) and the Brazilian Federation of Gynecology and Obstetrics Societies (FEBRASGO), got together to introduce this proposal. We present here a joint consensus regarding the standardization of clinical management for pregnant women with any degree of Dysglycemia, on the basis of current information, to improve medical assistance and to avoid related complications of Dysglycemia in pregnancy to the mother and the fetus. This consensus aims to standardize the diagnosis among general practitioners, endocrinologists and obstetricians allowing the dissemination of information in basic health units, public and private services, that are responsible for screening, diagnosing and treating disglycemic pregnant patients.

Cet article est fondé sur le concept de société civile développé par le marxiste Antonio Gramsci et propose un dialogue critique avec les autres idées de la société civile qui, de nos jours, cherchent à s'affirmer dans le panorama politique et culturel. Nous nous fondons sur le fait d'être passé, au cours des dernières décennies, d'une idée de société civile prioritairement politique-publique, scène de luttes démocratiques et de nouvelles hégémonies, vers une image qui transforme la société civile soit en ressource de gestion un arrangement de la société destiné à rendre possible différents genres spécifiques de politiques publiques soit en un facteur de reconstruction étique et dialogique de la vie sociale. L'incorporation de l'idée de participation au langage de planification a déplacé la société civile de son champs principal (celui de l'organisation de nouvelles hégémonies) vers un espace de coopération et de gestion de la crise. Par ailleurs, l'expansion de l'activisme social, dans un cadre de crise politique de l'État et de la démocratie représentative a poussé vers la recherche d'une autre «place» à partir de laquelle il serait possible d'établir et de répandre de nouvelles postulations éthiques et de nouvelles procédures collectives. D'une phase où le marxisme était prépondérant et laissait sa marque, nous sommes entrés dans une phase dans laquelle la perspective libérale, affirmée de façon orthodoxe ou nuancée, prévaut et opère comme principale référence.

The Brazilian Consensus on Gastroesophageal Reflux Disease considers gastroesophageal reflux disease to be a chronic disorder related to the retrograde flow of gastroduodenal contents into the esophagus and/or adjacent organs, resulting in a variable spectrum of symptoms, with or without tissue damage. Considering the limitations of classifications currently in use, a new classification is proposed that combines three criteria - clinical, endoscopic, and pH-metric - providing a comprehensive and more complete characterization of the disease. The diagnosis begins with the presence of heartburn, acid regurgitation, and alarm manifestations (dysphagia, odynophagia, weight loss, GI bleeding, nausea and/or vomiting, and family history of cancer). Also, atypical esophageal, pulmonary, otorhinolaryngological, and oral symptoms may occur. Endoscopy is the first approach, particularly in patients over 40 yr of age and in those with alarm symptoms. Other exams are considered in particular cases, such as contrast radiological examination, scyntigraphy, manometry, and prolonged pH measurement. The clinical treatment encompasses behavioral modifications in lifestyle and pharmacological measures. Proton pump inhibitors in manufacturers' recommended doses are indicated, with doubling of the dose in more severe cases of esophagitis. The minimum time of administration is 6 wk. Patients who do not respond to medical treatment, including those with atypical manifestations, should be considered for surgical treatment. Of the complications of gastroesophageal reflux disease, Barrett's esophagus presents a potential development of adenocarcinoma; biopsies should be performed, independent of Barrett's esophagus extent or location. In this regard the designation short Barrett's is not important in terms of management and prognosis. © 2002 by Am. Coll. of Gastroenterology.

Foreword Throughout the preparatory process for the World Summit on Sustainable Development and at the Summit itself, which was held in Johannesburg, South Africa, from 26 August to 4 September 2002, discussions were dominated by one central concern: the need to define and reach consensus on concrete, quantitative goals, with fixed deadlines for implementation, which were to supplement the Millennium Development Goals and facilitate progress towards an effective transition to sustainable development. Participants at the Summit explicitly affirmed the need, as a matter of urgency, to identify the financial and technical resources whereby sustainable development would become a reality and benefit directly and particularly rural and urban communities in the developing countries. The document we are now presenting is the outcome of extensive discussions held at a high-level forum during the Johannesburg Summit. Led by representatives of the Government of Mexico, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Programme (UNDP) and the Andean Development Corporation, those discussions were based on the ECLAC/UNDP study entitled Financing for sustainable development in Latin America and the Caribbean: from Monterrey to Johannesburg, which considers the opportunities and challenges for improving prospects for investment and financing for sustainable development and underscores the need to establish a new balance between the market economy and public interest through joint public/private initiatives that combine market innovation, social responsibility and appropriate regulations. Other eminent persons attending the event included heads of State, such as Gustavo Noboa, then President of Ecuador; Enrique V. Iglesias, President of the Inter-American Development Bank (IDB); José María Figueres, Managing Director of the Global Agenda of the World Economic Forum and former President of Costa Rica; and Gro Harlem Brundtland, the legendary figure who pioneered sustainable development. Valuable contributions to the discussions were made by Yolanda Kakabadse, President of the World Conservation Union; Xóchitl Gálvez Ruiz, head of the Unit for the Development of Indigenous Peoples of the Office of the President of Mexico; Cecilia López, former Minister for the Environment of Colombia; and Juan Carlos Maqueda, then Vice President of Argentina. The views emerging from the forum as set forth in this document are designed to facilitate and promote application of the Plan of Implementation of the World Summit on Sustainable Development within the framework of the Millennium Development Goals and the commitments assumed at the International Conference on Financing for Development, which was held in Monterrey, Mexico. We also aspire to continue moving forward with the adoption of measures and policies to increase investment and financing for sustainable development as well as to foster partnerships between the public and private sectors and nongovernmental organizations. We recognize, in this context, the importance of strengthening and improving public and private institutions in order to meet the operational needs associated with the effort to achieve the Millennium Development Goals and pursue the Plan of Implementation formulated in Johannesburg. We trust that this document will contribute to in-depth discussions on the application of the Plan of Implementation in the relevant forums, in particular the United Nations Commission on Sustainable Development. The Plan of Implementation of the World Summit on Sustainable Development opens up new opportunities for Latin America and the Caribbean to renew and revive their own regional agenda -with emphasis on global and especially regional public goods- and to interweave it more cohesively with the global agenda in order to promote the common interests of Latin America and the Caribbean more forcefully in international development forums. The regional agenda and the global agenda cannot be separated in a contrived manner; indeed, to an increasing degree, what we are witnessing are global environmental processes which call for action at the local level. The achievement of sustainable development in Latin America and the Caribbean, where the necessary economic, social, environmental and geopolitical conditions are combined, requires a subtle balance between the market economy, the State and the citizen. Such a balance will result in the consolidation of democratic governance in the service of human development. The purpose of this paper is to establish criteria that could guide the diagnosis, prognosis and treatment of canine mammary neoplasias. It was elaborated during the Mammary Pathology Meeting: Diagnosis, Prognosis and Treatment of the Canine Mammary Neoplasm, held on November 6 th and 7 th, 2010 in Belo Horizonte - MG, Brazil, sponsored by the Laboratory of Comparative Pathology - UFMG, with the support of the Brazilian Association of Veterinary Pathology (ABPV) and Brazilian Association of Veterinary Oncology (ABROVET). Academics from several regions of Brazil were present and contributed to this work.
