A democracia e o socialismo foram dois eixos que nortearam a fundação do Partido dos Trabalhadores durante o processo de redemocratização. Nesse sentido, o interesse é investigar os sentidos atribuídos aos conceitos de democracia e socialismo nos discursos presidenciais de Luis Inácio Lula da Silva durante o primeiro mandato (2003-2006). Desse modo, o objetivo é analisar como o projeto petista e o seu principal protagonista dialogam com esse passado que se constitui como identidade do partido ao chegar ao poder tendo em vista a crescente moderação dos discursos, abandono progressivo de uma postura anticapitalista e enfraquecimento do vínculo com os movimentos sociais ao longo dos anos 90.Por outro lado, este trabalho pretende abordar as regularidades e objetos discursivos, dentro dos pronunciamentos de Lula, que consolidam o projeto petista como de integração nacional, um discurso de refundação da nação. Sendo assim, verificar qual a imagem construída dessa entidade social, as associações identitárias utilizadas e a ideia dos males da nação no discurso do presidente que se fundam no olhar presente, em um arquétipo de mudança por meio da utilização constante da expressão: "Nunca antes na História desse país".

Este estudo, de cunho histórico-social qualitativo, com abordagem na história do tempo presente, tem por objeto o processo de implantação do Curso de Especialização em Enfermagem Obstétrica na Modalidade de Residência da Secretaria Municipal de Saúde do Rio de Janeiro/Faculdade de Enfermagem da Universidade do Estado do Rio de Janeiro (UERJ) no período de 2004 a 2006, sendo o marco inicial o ano que a primeira turma começou o Curso, e o marco final o ano de conclusão da referida turma. Os objetivos da pesquisa são: descrever as circunstâncias de implantação do Curso de Especialização em Enfermagem Obstétrica na Modalidade de Residência na cidade do Rio de Janeiro; analisar as estratégias desenvolvidas pelos professores, preceptores e residentes para a implantação do curso na Faculdade de Enfermagem da UERJ e nos campos clínicos. O estudo foi pautado nos conceitos de poder simbólico, espaço social, campo social, capital, luta simbólica e habitus do sociólogo Pierre Bourdieu. O método utilizado foi história oral temática. A análise foi realizada mediante a ordenação, classificação e articulação dos documentos escritos e orais com o referencial teórico. Os resultados da pesquisa apontam que no período estudado havia um contexto favorável à implantação do curso de Especialização em Enfermagem Obstétrica na modalidade de Residência, pois houve, em 2005, a promulgação da lei que instituiu Residência em Área Profissional de Saúde, como modalidade de ensino de pós-graduação lato sensu, voltada para a educação em serviço e destinada às categorias profissionais que integram a área de saúde, excetuada a médica. Desse modo, essa modalidade de ensino constitui-se em um programa de cooperação intersetorial para favorecer a inserção qualificada dos jovens profissionais da saúde no mercado de trabalho, particularmente em áreas prioritárias do Sistema Único de Saúde, como era o caso da área da saúde da mulher. Assim, os professores que estavam envolvidos com o direcionamento político pedagógico do Curso escolheram estrategicamente os campos de prática que tivessem enfermeiras obstétricas inseridas no cuidado ao parto e nascimento e sustentaram as disciplinas de História da Obstetrícia; Gênero, Sexualidade e Enfermagem, e Enfermagem Obstétrica como norteadoras conceituais do projeto político-pedagógico, a fim de atualizar o habitus dos residentes. As preceptoras diretamente inseridas no campo clínico contribuíram para garantir a presença contínua de uma supervisora enfermeira nos setores de realização das práticas pelos residentes, visando a reprodução do modelo humanizado, além de contribuir também com a complementação do conteúdo teórico. Seguindo o direcionamento político-pedagógico do curso, a principal estratégia desenvolvida pelos residentes foi a busca pela ampliação do capital científico com intuito de adquirir maior poder no campo. Conclui-se que as estratégias utilizadas por todos os agentes implantaram o Curso de Especialização em Enfermagem Obstétrica na Modalidade de Residência. Esse curso, reconfigurou o ensino da enfermagem obstétrica na Faculdade de Enfermagem da UERJ, pois aproximou a academia com os serviços, gerando uma corresponsabilidade dos agentes envolvidos na formação. Essa corresponsabilidade, por sua vez, facilitou a inserção dos egressos nos campos obstétricos do Sistema Único de Saúde.

This is the Restormel Fish Counter, Annual Report 2006 produced by the Environment Agency South West Region on March 2007. The report presents the upstream counts of migratory salmonids recorded on the River Fowey at Restormel weir fish counting station (SX 107 613) over the period March 2006 to February 2007 inclusive. Data contained within this report covers the period of the commercial migratory salmonid net buy-back scheme and the National Spring Salmon Byelaws (2 March- 15 June inclusive). The minimum upstream salmon estimate for 2005 (1046), over the period July 2005 to February 2006, was 20% lower than that recorded over the same period in 2004 (1301). However, this is the second highest count recorded over the past 11 years. The total sea trout count (10448) was 8% higher than 2004 (9608). The number of salmon and large sea trout was lower than average in 2005. However, the overall numbers of adult salmon and sea trout returning have been increasing year on year since 1997. This overall increase in the salmon and sea trout counts, together with the consistency of the numbers of fish returning over recent years suggests that measures designed to protect salmonid stocks in the River Fowey are working.

Esta pesquisa analisa as perspectivas adotadas para uma educação integral implementadas pela cidade de Nova Iguaçu no período de 2006 a 2013, mais especificamente tendo em tela a implementação do Programa Bairro-Escola (2006 a 2010) e o Programa Mais Educação (2008 a 2013) oriundo do governo federal. A partir do conceito de educação integral como uma perspectiva de aprendizagem/apreensão de experiências e conhecimentos complementares fundamentados no social, em um contexto de relações histórico-sociais foi possível revisitar os Programas Bairro-Escola e o Programa Mais Educação. Foram consideradas as concepções de tempo integral e educação integral dos autores Coelho (1997, 2009, 2012), Cavaliere (2002, 2007, 2009, 2010) e Algebaile (2004, 2009, 2013). A metodologia adotada considerou a pesquisa qualitativa valendo-se de pesquisa documental, analisando a legislação das esferas governamentais, manuais e orientações municipais, utilizando o Ciclo de Políticas de Ball & Bowe (1992), baseado nos estudos de Mainardes (2006). A luz das reflexões permeadas pelas concepções sócio historicamente referenciada e a de proteção social, em suas especificidades, pode-se considerar os aspectos da apropriação da cultura e da ciência acumuladas historicamente, como condição para atuação protagonizadora à reorganização crítica de tal cultura e ciência, como também a visão considerada como acolhimento e integração social, atendendo primordialmente, a missões sociais de apoio à criança. O resultado do estudo remete a constatação de que a iniciativa do Programa Bairro-Escola diferentemente da proposta de uma educação integral em tempo integral do Programa Mais Educação, constituiu-se em um programa ousado e significativo e caracterizou-se em uma visão moderna de acordo com seus propósitos de educação integral. O Programa Bairro-Escola em sua formulação apresenta tendência de uma educação integral com vistas a uma formação socialmente partícipe, contextualizada no momento histórico e ofertada a todos, já o Programa Mais Educação apresenta tendências de uma rede de proteção social limitando-se ao atendimento de crianças e adolescentes em situações de vulnerabilidade social.

Results of recent seabird bycatch studies in the International Commission for the Conservation of Atlantic Tunas Convention Area were combined to estimate total seabird bycatch of pelagic longline fishing in the Atlantic Ocean, and bycatch per selected species. Available studies do not apply to the full spatial and temporal extent of the fishing effort, so assumptions were made to account for missing information. Over the 4 years from 2003 to 2006 the total seabird bycatch estimate was 48,500. Results indicate that about 57% of the pelagic longline seabird bycatch was albatrosses (Diomedea, Phoebastria, Thalassarche, Phoebetria spp.). This mortality is at a level to cause concern for the smaller and more vulnerable albatross populations in the region. Variation in annual seabird bycatch was caused by variation in total fishing effort, and movement of effort away from areas of higher seabird bycatch rates.

NOAA's Biogeograpy Branch, the National Park Service (NPS), US Geological Survey, and the University of the Virgin Islands (UVI) are using acoustice telemetry to quantify spatial patterns and habitat affinities of reef fishes in the US Virgin Islands (USVI). The objective of the study is to define the movements of reef fishes among habitats within and between the Virgin Islands Coral Reef Nationla Monument (VICRNM), adjacent to Virgin Islands National Park (VIIS), and USVI Territorial waters. In order to better understand species habitat utilization patterns and movement of fishes among management regimes and areas open to fishing around St. John, we deployed an array of hydroacoutstic receivers and acoustically tagged reef fishes. A total of 150 fishes, representing 18 species and 10 families were acoustically tagged along the south shore of St. John from July 2006 to June 2008. Thirty six receivers with a detection range of approximately 300m each were deployed in shallow nearshore bays and across the shelf to depths of approximately 30m. Receivers were located within reefs and adjacent to reefs in seagrass, algal beds, or sand habitats. Example results include the movement of lane snappers and blue striped grunts that demonstrated diel movement from reef habitats during daytime hours to offshore seagrass beds at night. Fish associated with reefs that did not have adjacent seagrass beds made more extensive movements than those fishes associated with reefs that had adjacent seagrass habitats. The array comprised of both nearshore and cross shelf location of receives provides information on fine to broad scale fish movement patterns across habitats and among management units to examine the strength of ecological connectivity between management areas and habitats. To demonstrate the utility of distributional surveys for assessing relative abundance and trends in counts for a discrete area of coastline, aerial survey data from Sarasota County, Florida, USA, were analyzed for the years 1987 to 2006. The study area was divided into 3 regions: the Sarasota Bay Region (SBR; N = 353 surveys), Lemon Bay (N = 368), and the Myakka River (N = 209). Manatee counts varied significantly across seasons (p < 0.0001) for all 3 regions. Manatees within Sarasota County utilized open bays primarily in the warmer months. Such usage may have been influenced by resource availability. Conversely, usage of the Myakka River peaked in winter months when manatees seek warm-water refugia such as Warm Mineral Spring. Marginal means for yearly counts within Lemon Bay and the SBR increased significantly, beginning midway through the survey period (1996) until the early 2000s. In contrast, mean yearly counts within the Myakka River decreased over this time period. After record lows in 2003 for Lemon Bay and the Myakka River, and a considerable decline in 2004 for the SBR, mean yearly counts for all 3 regions showed an increasing trend over the remaining 2 yr of the study. Greater protection of manatee habitat and availability of forage coincided with the increase in numbers of manatees using Sarasota County waters during the 1990s, and the subsequent decline in numbers may be indicative of the increase in mortality in recent years due to watercraft collisions and severe red tide events.

In May 2006, the NOAA National Ocean Service (NOS), in conjunction with the EPA National Health and Environmental Effects Laboratory (NHEERL), conducted an assessment of the status of ecological condition of soft-bottom habitat and overlying waters throughout the mid-Atlantic Bight (MAB) portion of the eastern U.S. continental shelf. The study area encompassed the region from Cape Cod, MA and Nantucket Shoals in the northeast to Cape Hatteras in the south, and was defined using a one nautical mile buffer of the shoreline extended seaward to the shelf break (~100-m depth contour). A total of 50 stations were targeted for sampling using standard methods and indicators applied in prior NOAA coastal studies and EPA’s Environmental Monitoring and Assessment Program (EMAP) and National Coastal Assessment (NCA). A key feature adopted from these studies was the incorporation of a random probabilistic sampling design. Such a design provides a basis for making unbiased statistical estimates of the spatial extent of ecological condition relative to various measured indicators and corresponding thresholds of concern. Indicators included multiple measures of water quality, sediment quality, and biological condition (benthic fauna). Through coordination with the NOAA Fisheries Service/Northeast Fisheries Science Center (NFS/NEFSC), samples of summer flounder (Paralichthys dentatus) also were obtained from 30 winter 2007 bottom-trawl survey stations in overlapping portions of the study area and used for analysis of chemical-contaminant body burdens.

We assess the application of the second-generation Environmental Sample Processor (ESP) for the detection of harmful algal bloom (HAB) species in field and laboratory settings using two molecular probe techniques: a sandwich hybridization assay (SHA) and fluorescent in situ hybridization (FISH). During spring 2006, the first time this new instrument was deployed, the ESP successfully automated application of DNA probe arrays for various HAB species and other planktonic taxa, but non-specific background binding on the SHA probe array support made results interpretation problematic. Following 2006, the DNA array support membrane that we were using was replaced with a different membrane, and the SHA chemistry was adjusted. The sensitivity and dynamic range of these modifications were assessed using 96-well plate and ESP array SHA formats for several HAB species found commonly in Monterey Bay over a range of concentrations; responses were significantly correlated (p < 0.01). Modified arrays were deployed in 2007. Compared to 2006, probe arrays showed improved signal:noise, and remote detection of various HAB species was demonstrated. We confirmed that the ESP and affiliated assays can detect HAB populations at levels below those posing human health concerns, and results can be related to prevailing environmental conditions in near real-time.

This report is a result of long-term fish monitoring studies supported by the National Park Service (NPS) at the Virgin Islands National Park since 1988 and is now a joint NPS and NOAA collaboration. Reef fish monitoring data collected from 1988 to 2006 within Virgin Islands National Park (VINP) and adjacent reefs around St. John, U.S. Virgin Islands (USVI) were analyzed to provide information on the status of reef fishes during the monitoring period. Monitoring projects were initiated by the National Park Service (NPS) in the 1980s to provide useful data for evaluation of resources and for development of a long-term monitoring program. Monthly monitoring was conducted at two reef sites (Yawzi Point and Cocoloba Cay) starting in November 1988 for 2.5 years to document the monthly/seasonal variability in reef fish assemblages. Hurricane Hugo (a powerful Category 4 storm) struck the USVI in September 1989 resulting in considerable damage to the reefs around St. John. Abundance of fishes was lower at both sites following the storm, however, a greater effect was observed at Yawzi Point, which experienced a more direct impact from the hurricane. The storm affected species differently, with some showing only small, short-term declines in abundance, and others, such as the numerically abundant blue chromis (Chromis cyanea), a planktivorous damselfish, exhibiting a larger and longer recovery period. This report provides: 1) an evaluation of sampling methods, sample size, and methods used during the sampling period, 2) an evaluation of the spatial and temporal variability in reef fish assemblages at selected reef sites inside and outside of VINP, and 3) an evaluation of trends over 17 years of monitoring at the four reference sites. Comparisons of methods were conducted to standardize assessments among years. Several methods were used to evaluate sample size requirements for reef fish monitoring and the results provided a statistically robust justification for sample allocation.
