A mixed splicing procedure for economic time series

This note develops a flexible methodology for splicing economic time series that avoids the extreme assumptions implicit in the procedures most commonly used in the literature. It allows the user to split the required correction to the older of the series being linked between its levels and growth rates on the basis what he knows or conjectures about the persistence of the factors that account for the discrepancy between the two series that emerges at their linking point. The time profile of the correction is derived from the assumption that the error in the older series reflects the inadequate coverage of emerging sectors or activities that grow faster than the aggregate.

Testing, not modelling, the impact of cohesion support: a theoretical framework and some preliminary results for the Spanish regions

This paper develops a simple model that can be used to estimate the effectiveness of Cohesion expenditure relative to similar but unsubsidized projects, thereby making it possible to explicitly test an important assumption that is often implicit in estimates of the impact of Cohesion policies. Some preliminary results are reported for the case of infrastructure investment in the Spanish regions.

¿Está bien calculado el cupo?

En este trabajo se analizan las relaciones financieras entre el Estado y las Haciendas territoriales vascas desde la perspectiva de su adecuación a la ley del Concierto de 2002. Su principal conclusión es que la contribución del País Vasco a la Hacienda estatal es muy inferior a lo que debería ser de acuerdo con la legislación básica actualmente en vigor. El origen del desajuste está en las leyes quinquenales del Cupo, donde los principios y procedimientos de valoración establecidos en la ley del Concierto se concretan de una forma muy discutible. Los problemas fundamentales que se detectan son dos. Primero, la valoración de las cargas estatales no asumidas por el País Vasco que se recoge en los anexos de las leyes quinquenales está fuertemente sesgada a la baja. Y segundo, el ajuste por IVA se realiza utilizando valores desfasados de los coeficientes que recogen el peso del País Vasco en el consumo nacional y en la base del impuesto. El efecto conjunto de ambos factores ha sido el de rebajar la contribución vasca a los gastos del Estado en 2.800 millones de euros en 2002 y en casi 4.500 millones en 2007.

Mobile termination, network externalities, and consumer expectations

We re-examine the literature on mobile termination in the presence of network externalities. Externalities arise when firms discriminate between on- and off-net calls or when subscription demand is elastic. This literature predicts that profit decreases and consumer surplus increases in termination charge in a neighborhood of termination cost. This creates a puzzle since in reality we see regulators worldwide pushing termination rates down while being opposed by network operators. We show that this puzzle is resolved when consumers' expectations are assumed passive but required to be fulfilled in equilibrium (as defined by Katz and Shapiro, AER 1985), instead of being rationally responsive to non-equilibrium prices, as assumed until now.

El concepto de sana laicidad de Benedicto XVI en la democracia de Tocqueville

Davant els canvis polítics de la Modernitat, l’Església catòlica ha desenvolupat una extensa doctrina en matèria política, que l’actual papa, Benet XVI, continua actualitzant i ampliant. A partir de les afirmacions del Sant Pare, existiria la possibilitat de preguntar-se fins a quin punt l’Església ha mantingut una única línia en el seu magisteri polític al llarg dels segles, i, en concret, entre la doctrina anterior i la posterior al Concili Vaticà II. Aquest treball té per objectiu, en primer lloc, aclarir la continuïtat o discontinuïtat de la doctrina de l’Església postconciliar respecte de l’anterior e il•lustrar les principals línies del magisteri político-social de Benet XVI. Així mateix, hom es podria preguntar en quina mesura la proposta de Benet XVI és realitzable en el context polític actual. Per donar resposta a aquesta segona qüestió, es recorrerà al anàlisis que Alexis de Tocqueville va fer de la democràcia americana i que és extrapolable a la resta de democràcies d’Occident. Mitjançant la contraposició de la doctrina política de Benet XVI i l’anàlisi que fa Tocqueville del paper de la religió en les democràcies, es tractarà d’esclarir fins a quin punt el magisteri de Benet XVI sobre qüestions polítiques és compatible amb la racionalitat política.

El present treball vol ser un anàlisi del pensament de Lipovetsky, no només des d’un punt de vista cronològic sinó més aviat global, tot analitzant els principals camps d’estudi de l’autor i veient com aquests interaccionen o evolucionen al llarg del temps. El narcisisme, l’hiperconsum i el nou paradigma antropològic de l’individu es perfilen com els grans temes d’anàlisi del sociòleg francès. A més a més, veurem alguns dels punts dèbils de l’enfocament de l’autor així com les paradoxes i les contradiccions dels seus estudis.

Projecte pilot d’anàlisi de la coordinació entre la Guia de Carrers digital de l’AMB i el Mapa de Carrers d’OpenStreetMap (OSM)

La Mancomunitat de Municipis de l’Àrea Metropolitana de Barcelona (MMAMB) i Logisim en col•laboració amb el Departament de Geografia de la Universitat Autònoma de Barcelona (UAB) i el Laboratori de Càlcul de la Facultat de Informàtica de Barcelona (LCFIB), porten a terme la migració de la guia de carrers dels municipis de l’AMB al format de cartografia mundial lliure de OpenStreetMap (OSM), creant un servidor de dades geoespacials propi que contindrà els mateixos components i eines que l’estructura original de OSM, permetent l’edició, sincronització i actualització d’aquestes dades per part de diferents usuaris dels ajuntaments.

Diseño, Desarrollo e Implementación de una aplicación WEB-MAP para la visualización y consulta de los proyectos ejecutados por AudingIntraesa

Consiste en el desarrollo de una aplicación WEB-MAP para la visualización y consulta de los proyectos ejecutados por AudingIntraesa. La tecnología utilizada fue MySQL como sistema de gestión de bases de datos, HTTP Apache como servidor web y Adobe Flex como entorno de desarrollo. Se creó una base de datos. Se diseñó una interfaz de usuario intuitiva, eficiente y atractiva. Se desarrollaron rutinas en AS3 para dotar de funcionalidades a la aplicación. Incluyen la consulta y actualización en tiempo de ejecución, descarga de ficheros externos, la fácil navegación por el mapa con capacidades de zoom, pan, cambio de mapas.

El nuevo sistema de financiación regional: Un análisis crítico y proyecciones para 2009

The central and regional governments of Spain have recently reached an agreement to reform the regional financing system. This paper describes the structure of the new system and provides preliminary estimates of its initial financial results. It also identifies some shortcomings of the new model.

Immigrants'assimilation process in a segmented labor market

While much of the literature on immigrants' assimilation has focused on countries with a large tradition of receiving immigrants and with flexible labor markets, very little is known on how immigrants adjust to other types of host economies. With its severe dual labor market, and an unprecedented immigration boom, Spain presents a quite unique experience to analyze immigrations' assimilation process. Using data from the 2000 to 2008 Labor Force Survey, we find that immigrants are more occupationally mobile than natives, and that much of this greater flexibility is explained by immigrants' assimilation process soon after arrival. However, we find little evidence of convergence, especially among women and high skilled immigrants. This suggests that instead of integrating, immigrants occupationally segregate, providing evidence consistent with both imperfect substitutability and immigrants' human capital being under-valued. Additional evidence on the assimilation of earnings and the incidence of permanent employment by different skill levels also supports the hypothesis of segmented labor markets.

Infrastructures and productivity: an updated survey

The relationship between infrastructures and productivity has been the subject of an ongoing debate during the last two decades. The available empirical evidence is inconclusive and its interpretation is complicated by econometric problems that have not been fully solved. This paper surveys the relevant literature, focusing on studies that estimate aggregate production functions or growth regressions, and extracts some tentative conclusions. On the whole, my reading of the evidence is that there are sufficient indications that public infrastructure investment contributes significantly to productivity growth, at least for countries where a saturation point has not been reached. The returns to such investment are probably quite high in early stages, when infrastructures are scarce and basic networks have not been completed, but fall sharply thereafter. Hence, appropriate infrastructure provision is probably a key input for development policy, even if it does not hold the key to rapid productivity growth in advanced countries where transportation and communications needs are already adequately served.

EU cohesion aid to Spain: a data set. Part I: 2000-06 planning period

In this paper we construct a data set on EU cohesion aid to Spain during the planning period 2000-06. The data are disaggregated by region, year and function and attempt to approximate the timing of actual executed expenditure on assisted projects.

Series enlazadas de empleo asalariado y rentas del trabajo regionales (RegDat versión 2.2)

I construct "homogeneous" series of salaried employment, employee compensation and total labor income for Spain and its regions covering the period 1955-2008. I also estimate labor's share in regional and national GVA and construct an indicator of the average cost of labor including both employees and non-salaried workers.
