O presente estudo investiga a história política de Sobral no período entre 1963-1996. Ao longo dessas décadas, o executivo municipal esteve sob a liderança dos grupos políticos Prado e Barreto que se revezaram na direção do poder local na vigência do Regime Militar no Brasil, sobrevivendo ainda uma década do fim da ditadura. Para alguns analistas, foram três décadas de estagnação econômica e política, mas para outros, foi um período de importantes investimentos infraestruturais, com resultados positivos ainda hoje. O objetivo desta tese é compreender as mudanças e permanências ocorridas na cidade de Sobral ao longo da gestão desses administradores. A investigação está balizada pelo referencial teórico-metodológico da Nova História Política que, embora não tenha a pretensão de afirmar que tudo é político, compreende que o político é o lugar para onde conflui a maioria das atividades humanas. O conceito de cultura política, pensada como conjunto coerente de elementos que permite definir uma forma de identidade do indivíduo que dela se reclama; é aqui o instrumento de análise do objeto proposto. As fontes analisadas foram documentos do Poder Executivo, do Poder Legislativo e do Judiciário, além de periódicos, peça de teatro, fotografias, vídeos, depoimentos, entre muitos outros materiais que permitiram elucidar as questões propostas a esta investigação.

A tese propõe uma linha de interpretação acerca da história do conceito de povo no debate político luso-brasileiro entre a segunda metade do século XVIII e últimas décadas do século XIX, sob uma perspectiva teórica que busca compreender o processo de historicização das linguagens e conceitos políticos como marca do mundo moderno. Procuramos traçar o processo de abalo e desmantelamento dos significados e usos tradicionais e a incorporação crescente da temporalidade histórica na semântica conceitual, fenômeno ocorrido em meio aos conflitos e debates políticos durante a formação, consolidação e crise do estado imperial brasileiro. Acreditamos que nestes anos houve uma acentuada historicizaçao do conceito de povo, processo que teve como marca seu crescente contingenciamento, isto é, sua maior fundamentação em diagnósticos da situação histórica presente, e também sua maior inserção em visões processuais e futuristas da história.

A problemática central dessa pesquisa consiste na análise dos Grupos dos Onze Companheiros ou Comandos Nacionalistas. Esses grupos foram um movimento de esquerda organizado pelo então deputado federal do estado da Guanabara, Leonel de Moura Brizola em outubro de 1963 e tinham o objetivo de pressionar o presidente João Goulart para a realização das Reformas de Base. No final de 1963 o Brasil estava mergulhado numa forte crise política e econômica, e, é nesse momento de instabilidade que o país vivia e de intensas transformações na sociedade brasileira, que o deputado Brizola numa ação extraparlamentar, conclama o povo, através da Rádio Mayrink Veiga a formarem os Grupos dos Onze Companheiros. Nesse período Brizola e João Goulart representavam o expoente máximo do trabalhismo nacional, o que alimentou o imaginário conservador da sociedade que caracterizou a organização brizolista como comunista, no entanto, verificamos em nossa pesquisa que, seus integrantes, tratavam-se de simples trabalhadores urbanos, que, logo após o golpe civil/militar, foram perseguidos, presos e torturados pela ditadura militar.

John Otterbein Snyder (1867–1943) was an early student of David Starr Jordan at Stanford University and subsequently rose to become an assistant professor there. During his 34 years with the university he taught a wide variety of courses in various branches of zoology and advised numerous students. He eventually mentored 8 M.A. and 4 Ph.D. students to completion at Stanford. He also assisted in the collection of tens of thousands of fish specimens from the western Pacific, central Pacific, and the West Coast of North America, part of the time while stationed as “Naturalist” aboard the U.S. Fish Commission’s Steamer Albatross (1902–06). Although his early publications dealt mainly with fish groups and descriptions (often as a junior author with Jordan), after 1910 he became more autonomous and eventually rose to become one of the Pacific salmon, Oncorhynchus spp., experts on the West Coast. Throughout his career, he was especially esteemed by colleagues as “a stimulating teacher,” “an excellent biologist,” and “a fine man.

Charles Henry Gilbert (1859-1928) was a pioneering ichthyologist who made major contributions to the study of fishes of the American West. As chairman of the Department ofZoology at Leland Stanford Junior University in Palo Alto, Calif., during 1891-1925, Gilbert was extremely devoted to his work and showed little patience with those ofa different mindset. While serving as Naturalist-in-Charge of the U.S. Fish Commission Steamer Albatross during her exploratory expedition to the Hawaiian Islands in 1902, Gilbert engaged in an acrimonious feud with the ship's captain, Chauncey Thomas, Jr. (1850-1919), U.S.N., over what Gilbert perceived to be an inadequate effort by the captain. This essay focuses on the conflict between two strong figures, each operatingf rom different world views, and each vying for authority. Despite the difficulties these two men faced, the voyage of the Albatross in 1902 must be considered a success, as reflected by the extensive biological samples collected, the many new species of animals discovered, and the resulting publication of important scientific papers.

Fishery science pioneers often faced challenges in their field work that are mostly unknown to modern biologists. Some of the travails faced by ichthyologist and, later, fishery biologist Charles Henry Gilbert (1859-1928) during his service as Naturalist-in-Charge of the North Pacific cruise ofthe U.S. Bureau of Fisheries Steamer Albatross in 1906, are described here, as are accomplishments of the cruise. The vessel left San Francisco, Calif., on 3 May 1906, just after the great San Francisco earthquake, for scientific exploration of waters of the Aleutian islands, Bering Sea, Kamchatka, Sakhalin, and Japan, returning to San Francisco in December. Because the expedition occurred just after the war between Japan and Russia of 1904-05 floating derelict mines in Japanese waters were often a menace. Major storms caused havoc in the region, and the captain of the Albatross, Lieutenant Commander LeRoy Mason Garrett (1857-1906), U.S.N., was lost at sea, apparently thrown from the vessel during a sudden storm on the return leg of the cruise. Despite such obstacles, Gilbert and the Albatross successfully completed their assigned chores. They occupied 339 dredging and 48 hydrographic stations, and discovered over 180 new species of fishes and many new species of invertebrates. The expedition's extensive biological collections spawned over 30 descriptive publications, some of which remain today as standards of knowledge.

Este trabalho tem por objetivo compreender o processo que levou ao fim da escravidão no Ceará entre os anos de 1870 e 1888 partindo dos discursos dos políticos cearenses na Assembleia Legislativa Provincial do Ceará e na Câmara Geral dos Deputados. Tomar-se-ão por base, aqui, os anais da citada Assembleia Legislativa e os Anais da Câmara dos Deputados, observando, nas discussões do Parlamento Imperial, os posicionamentos da bancada cearense. A ideia da pesquisa é identificar e analisar os projetos elaborados com o objetivo de resolver o problema da escravidão no Brasil, atentando para os argumentos utilizados pelos políticos cearenses e identificando os fundamentos explicativos para a necessidade de pôr fim à escravidão no Ceará. A análise desses discursos permitirá uma melhor compreensão da forma como a movimentação abolicionista/emancipacionista no Ceará foi percebida pelos políticos e ajudará a entender a construção do Ceará como exemplo de patriotismo, o que ocorre paralelamente a um processo de justificação do fim da escravidão que, em última instância, construiu uma determinada representação sobre o Ceará e os cearenses.

This is the twelfth Annual report of the Cumberland River Board on information of its activities and responsibilities on river management in its area between the beginning of April 1962, to the end of March 1963. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes information on the completion of gauging stations, abstraction of water and rainfall. The section on land drainage looks at work on improvement schemes, floods and information on maintenance work carried out on rivers including Wampool, Waver, Wiza, Ellen, Cocker, Greta, Marron, Ehen, Keekle, Esk, Bleng, Mite, Annas, Eden, Caldew and Petteril. The fisheries section covers 5 districts of the River Eden, Esk, Derwent, Ellen and South West Cumberland. It includes angling information and a general report for salmon and sea trout, brown trout and freshwater fish. Fish disease and fish hatchery are also covered as well as Byelaws and fisheries protection. The fourth section on pollution covers water quality and information on sewage and trade effluents. The River Boards preceded the Environment Agency which came into existence in 1996.

This is the second River Dart Scale Reading Investigation Report on the 1963 season by the Devon River Board. The object of this investigation is to examine, by means of scale-reading, the general biology of the salmon population of the River Dart. It reviews the methods used for the collection of scales and examination of the materials. It shows the results of the survey and number of scales studied from each of the various sea-age classes, time of running with distribution of the sea-age groups throughout the season, fish sizes and smolt ages at migration. All are summarized in tables, and figures are alo included plotting weight distributions for each age classes and frequency distributions. The report also remarks the similarity of the results with those for 1962.

This is the River Teign Fisheries Survey from 1963 by the Devon River Authority. The principal object of the survey is to examine the distribution and relative abundance of salmonid fish in the river system in order to assess the possibility of increasing the salmon population by artificial propagation. A secondary object is to examine the condition of the river downstream of the Rookery Brook confluence, which was affected by the pollution and fish mortality in 1962 to assess the advisability of restocking the length with brown trout. The report contains a brief introduction of the general aspects of the catchment, chemistry, pollution, biology and fisheries in the river, methodology that looks at the selected transects and techniques for sampling and results. In the appendix, it is explained why the Board have decided to proceed with the artificial propagation and the required procedure. Maps with survey sections and fish indices along with tables with size distributions and totals of salmonids found are attached.

Sex ratio data of two species of penaeid prawns Metapenaues kutchensis George, George and Rao, 1963 and Parapenaeopsis sculptilis (Heller, 1862), occurring in the Gulf of Kachchh, were statistically analysed. A preponderance of females was observed in both the species and the ratio of male to female for both years combined for M. kutchensis and P. sculptilis was found to be 1:15 and 1:2.7, respectively. Chi-square analysis revealed significant difference in the sex ratio of the two species.
