Durante os governos militares (1964-1985), a Amazônia foi foco de projetos de intervenção espacial sustentados pelo discurso da modernização. A ação do Estado nacional foi marcada pela seleção de áreas que passaram a concentrar capital e infraestrutura. O município de Barcarena (PA) destacou-se pela instalação dos projetos Albras e Alunorte, destinados ao beneficiamento e à exportação de alumínio. Eles voltaram a figurar como prioridade para o desenvolvimento regional nos planos de governo dos presidentes FHC e Lula. No que diz respeito às relações sociais de trabalho, nos anos 90, a indústria do alumínio passou a atuar com base na “flexibilização” produtiva. No discurso, defendia-se a maior qualidade do serviço; na prática, houve redução dos postos de trabalho e perda de garantias salariais e previdenciárias, como resultado das mudanças na gestão.

O texto aborda o interesse de sindicatos e centrais sindicais pela criação e gestão de fundos de pensão no Brasil, durante o governo Lula, apontando as justificativas e crenças criadas pelos sindicalistas engajados nessa estratégia. Conclui que até o momento atual (fim do governo Lula), os fundos sindicais não foram efetivamente consolidados pelo governo, mas que sindicalistas ocupam postoschaves no mercado financeiro e na gestão de fundos de pensão de patrocínio público, tais como Previ e Petros, infl uenciando direta e indiretamente nas configurações precisas do capitalismo contemporâneo brasileiro.

This article focuses on the financial crisis beginning in 2008. Drawing on the work of Lebaron (2010; 2011) and (Grün 2010), the study seeks to grasp the cognitive dimension of the crisis through the discourses produced (and reproduced) by members of the Brazilian government involved in controlling the crisis and by the pension fund sector and its strategies. The method was based on analysis of documents produced by the pension fund sector and the Lula Administration in 2008 and the spinoffs of the discourses and strategies. The text indicates the construction of a discourse emphasizing the importance of state regulation (as opposed to market self-regulation) and the central role of pension funds during the process, since they partially abandoned government bonds and migrated to productive investment, in alliance with the private equity sector, especially in financing construction works under the Growth Acceleration Program.

It has become evident that policies aimed at mitigating the growing water resources and water use conflicts in Brazil are crucial. The municipality of Extrema in Minas Gerais state in Brazil pioneered the first Brazilian municipal PES initiative (Conservador das Aguas program), based on the relationship between forests and the benefits they provide. This study aimed to assess soil loss in the Posses sub-basin, where the Conservador das Aguas program began. Additionally, we aimed to determine the potential that this PES initiative has for soil conservation, as well as to minimize the soil losses as a function of forest area size and location in order to propose a technical approach for implementing PES. In this sense, considering the prescribed conservation practices, land use situation, and soil cover in the Posses sub-basin, we analyzed the effectiveness of the Conservador das Aguas program before and after implementation in relation to reduced soil loss under 36 different land use and soil cover scenarios. We used a geographic information system (GIS) for spatializing and producing different information plans and the Revised Universal Soil Loss Equation (RUSLE) for estimating soil loss. As a result, we found that minimization of soil loss may be obtained by adopting pasture conservation practices. Additionally the expected average soil loss in the Posses sub-basin under conditions of land use and soil cover, before and after implementing the water conservation program was 30.63 and 7.06 Mg ha(-1) year(-1), respectively. This study evaluated the effect of environmental stimuli and selective pressures in different geographical areas along a latitudinal gradient, on the juvenile recruitment, population structure, and sex ratio of the speckled swimming crab Arenaeus cribrarius. Samples were collected monthly during 1 year in three locations along the Brazilian coast: Macaé, state of Rio de Janeiro (MAC, 22°47′ S, 41°45′ W); Ubatuba, São Paulo (UBA, 23°27′ S, 44°58′ W); and São Francisco do Sul, Santa Catarina (SFS, 26°08′ S, 48°34′ W). The specimens of A. cribrarius were identified, counted, sexed, and measured for maximum carapace width (CW). The largest juvenile found was in UBA (47.7 ± 1.36 mm); and the largest adult females and males in MAC (74.26 ± 0.93 and 77.04 ± 0.79 mm, respectively). Recruitment in MAC was continuous, whereas in UBA and SFS, recruitment showed seasonal characteristics. The sex ratio was skewed toward females only in UBA; in MAC and SFS, males and females were present in equal proportions. These results indicate that geographical variations can cause differences in the recruitment and population structure of A. cribrarius. These regional differences call attention to the necessity for improved management plans and control of shrimp fishing, which can affect population patterns such as juvenile recruitment, population structure and life history of the target species and species that are caught in bycatch from shrimping, such as the swimming crab A. cribrarius.

This research focused on identifying a series of successful practices relating to administrative talent management within the higher education setting. The field study included a thorough examination of seven small to mid-size private colleges and universities that have incorporated employee development strategies. These strategies were aimed at growing future leaders from within the organization in order to achieve continuity and support institutional priorities. Specifically, several focus areas were investigated including presidential vision, leadership commitment, talent management’s place among institutional priorities, program characteristics, and program evaluation. Among the commonalities that were gathered included support at the senior officer level who serve as advocates, mentors, and program facilitators, a strong connection between talent management and the institutions’ strategic plans, and a holistic approach to developing talent at all levels of the organizations. In addition, both coaching and opportunities for growth in the work environment were evident within several of the institutions. Also, academic leadership development was considered to be a part of the talent management strategy within three of the colleges and universities. The key differentiators included the incorporation of organizational and leadership competencies to provide focus toward the performance development process at two institutions, the implementation of a succession planning model at another institution, and the location of human resource generalists in departments across two of the institutions to identify learning opportunities for both individuals and work teams. Based on both the findings from the field study and the literature review, a comprehensive procedural model is introduced that serves to support human resource departments and higher education professionals, in general, who are looking to either begin or broaden their own talent management approach. However, despite the progress that has been made across several institutions noted throughout the research study, much more must be learned in terms of how the time and resources invested in talent management translates to institutional success. Background Mental and physical disorders are associated with total disability, but their effects on days with partial disability (i.e. the ability to perform some, but not full-role, functioning in daily life) are not well understood. Aims To estimate individual (i.e. the consequences for an individual with a disorder) and societal effects (i.e. the avoidable partial disability in the society due to disorders) of mental and physical disorders on days with partial disability around the world. Method Respondents from 26 nationally representative samples (n=61 259, age 18+) were interviewed regarding mental and physical disorders, and day-to-day functioning. The Composite International Diagnostic Interview, version 3.0 (CIDI 3.0) was used to assess mental disorders; partial disability (expressed in full day equivalents) was assessed with the World Health Organization Disability Assessment Schedule in the CIDI 3.0. Results Respondents with disorders reported about 1.58 additional disability days per month compared with respondents without disorders. At the individual level, mental disorders (especially post-traumatic stress disorder, depression and bipolar disorder) yielded a higher number of days with disability than physical disorders. At the societal level, the population attributable risk proportion due to physical and mental disorders was 49% and 15% respectively. Conclusions Mental and physical disorders have a considerable impact on partial disability, at both the individual and at the societal level. Physical disorders yielded higher effects on partial disability than mental disorders.

Two concomitant movements occur in the first decade of the XXI century within the private and public dental services in Brazil: the entrance of oral health on the agenda of political priorities of the federal government and the vigorous growth of additional dental care. We analyzed the occurrence of these phenomena in the city of Sao Paulo, by seeking information in official documents and electronic databases in the Municipality of Sao Paulo, the Ministry of Health and National Health Agency (ANS), and also in scientific literature. During the studied period - January 2000 to December 2009 - and with basis on indicators such as coverage of First Consultation Program and Dental coverage Population Potential, percentages were found that characterize low public assistance and a situation far short of the constitutional principle of universal access to dental care. The growing number of beneficiaries of additional services through exclusively dental coverage insurance plans and other types of private insurance plans in the same period was significant, accounting for a major expansion of population coverage in this mode of care. It was found that, compared to the overall national framework, the city of Sao Paulo offers poor access to public dental care, with reduced supply of services to adults and aged people. Furthermore, considering the limitations of market additional services to provide dental care to all Brazilians, it reinforces the need for continuity and expansion of Brasil Sorridente, which is the programmatic expression of the National Oral Health Politics.

This qualitative study examines the social relationships between the Community Health Agents (CHAs) and the Family Health team (FH), highlighting cooperative interventions and interactions among workers. A total of 23 participant observations and 11 semi-structured interviews were conducted with an FH team in a city in the interior of Sao Paulo, Brazil. The results revealed that CHAs function as a link in the development of operational actions to expedite teamwork. These professionals, while creating bonds, articulate connections of teamwork and interact with other workers, developing common care plans and bringing the team and community together, as well as adapting care interventions to meet the real needs of people. In communication practice, when talking about themselves they talk about the community itself because they are the community's representatives and spokespersons on the team. The conclusion is that the CHA may be a strategic worker if his/her actions include more political and social dimensions of work in healthcare.

The 1992 Rio Earth Summit was of paramount importance in the consolidation and international dissemination of environmental impact assessment, officially recognized as a tool for informed decision-making towards sustainable development (Principle 17, Rio Declaration) and for protection of biodiversity (Article 14, Convention on Biological Diversity). A significant development afterwards was the strengthening of strategic environmental assessment in the design of policies, plans and programs. Both forms of impact assessment can establish the necessary connections between one goal of the Rio+20 Conference - reaching an agreement on the transition to a green economy - and the underpinning decision making processes. Although the Rio+20 Summit has faced challenges to acknowledge its potential, impact assessment should be strengthened in support of both government and business decisions.

This study has investigated the question of relation between literacy practices in and out of school in rural Tanzania. By using the perspective of linguistic anthropology, literacy practices in five villages in Karagwe district in the northwest of Tanzania have been analysed. The outcome may be used as a basis for educational planning and literacy programs. The analysis has revealed an intimate relation between language, literacy and power. In Karagwe, traditional élites have drawn on literacy to construct and reconstruct their authority, while new élites, such as individual women and some young people have been able to use literacy as one tool to get access to power. The study has also revealed a high level of bilingualism and a high emphasis on education in the area, which prove a potential for future education in the area. At the same time discontinuity in language use, mainly caused by stigmatisation of what is perceived as local and traditional, such as the mother-tongue of the majority of the children, and the high status accrued to all that is perceived as Western, has turned out to constitute a great obstacle for pupils’ learning. The use of ethnographic perspectives has enabled comparisons between interactional patterns in schools and outside school. This has revealed communicative patterns in school that hinder pupils’ learning, while the same patterns in other discourses reinforce learning. By using ethnography, relations between explicit and implicit language ideologies and their impact in educational contexts may be revealed. This knowledge may then be used to make educational plans and literacy programmes more relevant and efficient, not only in poor post-colonial settings such as Tanzania, but also elsewhere, such as in Western settings.

La tesi si articola in tre capitoli. Il primo dà conto del dibattito sorto attorno alla problematica dell’inquadramento della previdenza complementare nel sistema costituzionale dell’art. 38 Cost. che ha diviso la dottrina tra quanti hanno voluto ricondurre tale fenomeno al principio di libertà della previdenza privata di cui all’ art. 38, comma 5, Cost. e quanti lo hanno invece collocato al 2° comma della stessa norma, sulla base di una ritenuta identità di funzioni tra previdenza pubblica e previdenza complementare. Tale ultima ricostruzione in particolare dopo la c.d. Riforma “Amato” è culminata nella giurisprudenza della Corte Costituzionale, che ha avuto modo di pronunciarsi sulla questione con una serie di pronunce sulla vicenda del c.d. “contributo sul contributo” e su quella della subordinazione dei requisiti di accesso alle prestazioni pensionistiche complementari alla maturazione dei requisiti previsti dal sistema obbligatorio. Il capitolo successivo si occupa della verifica della attualità e della coerenza dell’impostazione della Corte Costituzionale alla luce dell’evoluzione della disciplina dei fondi pensione. Nel terzo capitolo, infine, vengono affrontate alcune questioni aperte in relazione ai c.d. fondi pensione “preesistenti” suscettibili di sollevare preoccupazioni circa la necessità di garantire le aspettative e i diritti dei soggetti iscritti.
