Iowa Communications Network Fiscal Year 2009 Annual Report

On behalf of the Iowa Telecommunications and Technology Commission (ITTC) overseeing the Iowa Communications Network, I am pleased to submit the Fiscal Year 2009 Annual Report. Throughout the report you will find stories and examples that demonstrate the many ways in which ICN video, voice, Internet, and data services have touched the lives of Iowans across our state. The ITTC strongly supports the IJOBS initiative and has enthusiastically accepted its responsibilities as stated in SF376 bill passed during the 2009 legislative session. Through the collaboration of the Iowa Utilities Board, Iowa Department of Economic Development and ITTC, a talented governing board is bringing together the interests of many public and private stakeholders to strengthen our telecommunications infrastructure and make broadband access a reality for every Iowan.

Report of Savings by Using Video Conferencing Through Iowa Communications Network to the Iowa General Assembly, Fiscal Year 2009

Introduction and summary Iowa Code § 8D.10 requires certain state agencies prepare an annual report to the General Assembly certifying the identified savings associated with that state agency’s use of the Iowa Communications Network (ICN). This report covers estimated cost savings related to video conferencing via ICN for the Iowa Department of Transportation (DOT). In FY 2009, the DOT did not conduct any sessions utilizing ICN’s video conferencing system. Therefore, no cost savings were calculated for this report. Final Report Energy Efficiency Plans and Programs Study Committee, February 2009

The Legislative Council created the Energy Efficiency Plans and Programs Study Committee for the 2008 Legislative Interim pursuant to the passage of S.F. 2386 during the 2008 Legislative Session, which provided, in Section 8: The Legislative Council is requested to establish an interim study committee to examine the existence and effectiveness of energy efficiency plans and programs implemented by gas and electric public utilities, with an emphasis on results achieved by current plans and programs from the demand, or customer, perspective, and to make recommendations for additional requirements applicable to energy efficiency plans and programs that would improve such results. In conducting the study and developing recommendations, the Committee shall consider testimony from the Iowa Utilities Board, rate and nonrate-regulated gas and electric utilities, the Consumer Advocate, state agencies involved with energy efficiency program administration, environmental groups and associations, and consumers.
