Durante el decenio de los años 1980, muchas de las economías latinoamericanas se encontraron en una situación de profunda crisis, tipificada por altas tasas de inflación, un alto endeudamiento y tasas de crecimiento económico bajas, nulas o negativas. Problemas de esa naturaleza habían ocurrido antes, por ejemplo, en los años 1930, y en aquellos momentos la reacción de las autoridades a cargo de las políticas macroeconómicas condujo a un aumento en el papel del Estado, proteger la producción doméstica de la competencia extranjera y reglamentar la economía. Frecuentemente, la intervención del Estado alcanzó al sector transporte urbano, mediante, por ejemplo, el control férreo de las tarifas de los sistemas de tranvías, muchas veces operados por empresas de capital extranjero. El control tarifario condujo al debilitamiento financiero de las empresas, las que cayeron en los brazos abiertos de los gobiernos nacionales o municipales.

La creciente utilización del comercio electrónico y la necesidad de generar soluciones eficaces a problemas como la congestión vehicular y la distribución física de mercaderías, están generando un nuevo escenario para el transporte, principalmente para el urbano. Es por ello que la incorporación de las nuevas tecnologías de información y telecomunicaciones no sólo representa un reto estratégico para aprovechar las ventajas de la desregulación de los mercados y apertura de las economías, sino que es una necesidad perentoria para el sector.La presente edición del Boletín se basa en un estudio relacionado con la aplicación de las tecnologías de información y telecomunicaciones en el transporte urbano y vial, que viene desarrollando la Unidad de Transporte de la CEPAL. Aún cuando el estudio se centra en el impacto de dichas tecnologías en las áreas urbana y vial, sus reflexiones, análisis y conclusiones son también aplicables en otras áreas del sector transporte.

Analisa a problemática dos transportes urbanos, no contexto da Região Amazônica. O estudo tem o objetivo de descrever e analisar o transporte de moto-táxi nas cidades de Castanhal, no estado do Pará, e Tefé, no estado do Amazonas, como uma amostra de uma realidade dessa Região, frente às necessidades da produção (indústria privada de motocicleta) e da reprodução (grupo de pessoas). O estudo foi: a) exploratório, porque há pouco conhecimento acumulado e sistematizado sobre o tema; b) explanatório, em razão da busca de relações entre as variáveis; e c) descritivo, pelo motivo de que se estimou freqüências de elementos com determinada propriedade ou característica quantitativa. A pesquisa empírica obedece a um plano amostral. A busca por conhecimento sobre o transporte alternativo se deu por meio da pesquisa bibliográfica. A conclusão desta exposição científica é que a ausência de políticas públicas de transporte urbano em um contexto de desestruturação do mercado de trabalho contribui para o surgimento de serviços de transportes inadequados. Esses serviços têm se constituído, muitas vezes, numa única alternativa de transporte urbano, inadequado pela perspectiva da segurança, e também numa única oportunidade de trabalho, porém excludente do rol de benefícios capaz de reduzir os riscos sociais dos trabalhadores. Neste sentido, aceita-se a hipótese de que a crescente necessidade por transporte alternativo tem se justificado pela ausência de adequadas políticas públicas de transporte e emprego.

Esse trabalho tem por objetivo, mostrar a evolução do sistema de transporte coletivo intermunicipal do Estado de São Paulo. Nesse sentido, partimos do processo de industrialização e nacionalização da indústria automobilística. Procuramos também mostrar a evolução do Departamento de Estradas e Rodagem [DER], no papel de direcionador e gerenciador do sistema. Nesse processo, detalhamos o papel de todos os governos do Estado de São Paulo, na implantação de sistema viário estadual [1950-2006]. Também procuramos demonstrar o surgimento dos principais grupos que monopolizam cada vez mais o setor dos transportes coletivo intermunicipal. Assim, vamos comprovar a tese de que as empresas do transporte coletivo intermunicipal estão utilizando as linhas suburbanas para fazer frente ao grande avanço do transporte clandestino intermunicipal no Estado de São Paulo.

In the last few decades, Brazil has experienced an accelerated urbanization process in which many cities have grown in a disorderly way occupying environmentally fragile areas unsuitable for habitation. Anthropogenic actions such as high levels of impermeable soil, structural changes in watercourses, lack of riparian vegetation, illegal presence of trash and rubbish along the river banks added to irregular settlements in floodplains result in the rise of high risk areas. When accompanied by intense and prolonged rainfall phenomena, those areas have been the scenery of serious accidents such as floods. This study aims to classify the level of the risk of floods in the neighborhood of Jardim Inocoop, in the town of Rio Claro, São Paulo countryside, Brazil. One of the main technical support to tackle this issue is the identification and classification of the risks. In order to classify the risk level of flood in this case study, the methodology adopted was developed by the Ministry of Cities and Technology Research Institute, and take into account the arrangement of the hydrological scenario, vulnerability of households and dangerous process according to the distance of the houses from the axis of drainage. Therefore, the risk levels adopted to classify are listed below: very high (MA), high risk (A), moderate (M) and low risk (B). In conclusion, it is imperative to develop prevention plans in order to avoid or to minimize the damages caused by natural disasters. Therefore, the zoning of the risk sceneries remains as an important issue once it helps to identify the areas with high level risk of flood. Consequently, the occupation must be regulated where there is low or absent risk and it must be often forbidden where the high risk of flood is detected. The research aims to propose grants for development of Municipal Plan for the Management of Organic Solid Waste generated in the municipality of Rio Claro. The research universe was composed of organic waste generators establishments (markets and grocers). From the registry of commercial establishments provided by the municipal government were identified who presented this typology, which totaled 38 establishments. In this universe the interview was conducted in 15 establishments obtained by directed sampling based on the characteristics of size, type and location. The data collected were the amount generated, disposal of waste, waste separation, collection frequency, reasons for the disposal of waste, frequency of purchase of products. From the data obtained in the field, we estimated the total generation of organic waste in this segment for the municipality. Then, the estimated costs for implementation and operation of a composting center, a way to subsidize the implementation of the management plan was carried out. We opted for the aerobic composting process by the simplicity of operation and because it is a technique already known. The average waste generation was established by tracks (size) with: stores up to 4 boxes (classified as small) generate on average 1511 kg / month, 40% of organic waste, the 5-9 boxes (small/midsize) generate on average 4338 kg / month, 35% organic and the 10 to 19 boxes (midsize) generate on average 7647 kg / month with 32% organic. In total establishments generate 105 t/ month of waste, with 35t / month of organics. 94% of establishments are in font segregation of waste into recyclable, organic and waste, indicating that the proposed management of organic waste is amenable to application without many changes in existing routine in stores. The disordered occupation in several cities in Brazil, is very common, especially during the rainy season, there are numerous cases of gravitational mass movements, with deads of human and builds destruction. The main objective of this work was to identify and map areas to mass movements, through the geo, the municipality of Várzea Paulista, the state of Sao Paulo. For the purpose, were prepared thematic maps of slope, geology, pedology, geomorphology and land use and occupation, which were overlaid using ArcGIS GIS Multicriteria Analysis. Each subject received a weight of influence to the outbreak of such processes and the final result was obtained map of susceptibility to mass movements of the city of Várzea Paulista. This survey found that there are many occupied areas within the city that require monitoring of the Government, especially in the rainy months, because they are in very fragile in terms of geological and geomorphological features. Considering that the data on the physical and natural aspects are scarce in the literature for this region, the results obtained in this study as well as the gathering of information of the physical and cartographic products developed, will greatly contribute to the administration of the municipality, subsidies they provide for the proper use planning and land tenure, pointing out the weak areas of the city geotechnical point of view

This study aimed to survey and analyze the geomorphological aspects of watershed stream Wenzel in Rio Claro, as well as anthropogenic incidents about which he eventually causing serious environmental impacts. All these changes in the natural environment are generated from the constant development of the urban environment, which ends up leaving aside factors relevant to the natural order and that over time they become problems to humans. As various forms of environmental degradation occurring on some form of relief, geomorphology can make a major contribution in this field, since the analysis of the hydrographic network can lead to understanding and explanation of numerous geomorphological issues because the waterways are process morphogenetic the most active in the terrestrial landscape sculpture. The research with a systems approach and vision interrelated aspects in question may even serve as a basis for practical planning and urban management, in addition to detailed study of the area, which is of paramount importance to the local society
