O objetivo do presente trabalho é elaborar uma reflexão sobre os processos de construção e os usos políticos da memória na favela do Borel. Para o alcance dessa finalidade, serão analisados o livro “As lutas do povo do Borel”, de autoria de Manoel Gomes, ex-morador local e ex-militante comunista, já falecido, e o projeto Condutores de Memória, realizado por moradoras das favelas do Borel e da Casa Branca em parceria com a Agenda Social Rio. Desse modo, pretende-se pensar as características da articulação de diferentes atores na elaboração de suportes de memória de moradores de favelas, a partir do caso do Borel, bem como a forma como diferentes contextos históricos podem interferir na instrumentalização da memória como forma de reivindicação política.

A dissertação procura analisar o conceito de poder numa perspectiva de questionamento da Psicologia Social notadamente com respeito à relevância de seus achados para a sociedade e à vinculação de suas formulações com a estrutura social vigente. Verifica-se a polissemia do conceito, pertencente a diferentes níveis do conhecimento e possuindo um referencial empírico ampliado, o que por sua vez gera divergências em sua conceituação. Tendo seu lugar de demarcação nas relações interpessoais, intra e intergrupais, organizacionais e de classe, seu significado mescla-se ao de termos como influência, controle, autoridade, dominação, que são muitas vezes intercambiáveis num determinado texto. Seu exercício caracteriza a relação de dominação-subordinação e é visto como decorrente da posse de recursos, implicando em resistência por parte dos subordinados e em sua percepção como beneficiador unicamente de seu detentor. Entende-se como um esforço da Psicologia Social em prol da manutenção da ordem social seus trabalhos visando elaborar novas formas de manipulação dos conflitos consequentes ao exercício do poder. Enquanto a visão desta disciplina é eminentemente psicológica, desvinculada do contexto social, em Ciências Políticas e Sociologia o conceito insere-se numa reflexão sobre a macro-estrutura sem, contudo, dispensar a utilização de variáveis psicológicas. Motivações e habilidades do detentor do poder e valores, percepções e expectativas do elemento subordinado são fatores presentes nas diferentes reflexões analisadas, tanto nas oriundas da Psicologia quanto na integracionista, na elitista, na pluralista e na da troca, ausentando-se somente da marxista que recorta o conceito de poder no campo das lutas de classe.

Os desafios advindos da redefinição do papel do Estado e da busca pela eficiência na prestação dos serviços públicos fundamentam a realização do presente estudo. Diante disso, abordou-se a realidade dos Gerentes das Agencias da Previdência Social do Instituto Nacional do Seguro Social, pessoas-chave na implantação de um modelo de Administração Pública que atenda às demandas sociais. Buscou-se identificar as percepções sobre o desenvolvimento da liderança, explicitando as relações de gênero vivenciadas no exercício desses cargos. A abordagem de gênero baseou-se no expressivo contingente de mulheres existente no serviço público. Assim, entende-se que as questões de liderança nesse setor são permeadas pelas relações de gênero. Nesse aspecto, foi realizada a contextualização da trajetória e lutas das mulheres por emancipação e da situação delas nos cargos de destaque na Administração Pública. Contextualizando o presente estudo, realizou-se a construção histórica e a apresentação dos conceitos relacionados à modernização do Estado, à Gestão Pública e à prestação dos serviços públicos no Brasil, isso conduziu à discussão de temas relacionados à cidadania e direitos sociais. Quanto aos aspectos metodológicos, trata-se de um estudo de caso, com abordagem qualitativa, de caráter descritivo. A pesquisa de campo viabilizou os meios para a coleta dos dados, com a aplicação de questionário e entrevista semiestrurada associada à construção de desenhos. Adotou-se a análise de conteúdo para o tratamento dos dados. Foi realizada a caracterização do perfil sócio-profissional dos servidores que ocupam cargos de gerente no nível operacional do INSS e abordados os dilemas decorrentes do exercício de cargos de chefia e da busca pela liderança no desenvolvimento das competências necessárias à gestão das Agências. No âmbito das relações de gênero, foram correlacionados os significados, a partir da elaboração das vivências, enquanto homens e mulheres, no desempenho do papel de gerente nesses locais de trabalho. Importantes resultados foram observados na análise das entrevistas com a aplicação da técnica de construção de desenhos. Em geral, os gerentes demonstraram gostar e ter orgulho do que fazem, contudo, há desgastes e tensionamentos decorrentes das deficiências de infraestrutura, entre outras. Apesar disso, os gerentes demonstram capacidade de aprendizagem com essas situações e sobressaem muitos sentimentos positivos, entre eles, envolvimento, compromisso e colaboração. Os resultados da pesquisa levantam questões e recomendações que serão colocadas à disposição da organização, com elementos e reflexões no intuito de contribuir com os processos educacionais na gestão de pessoas.

This study aimed to map the key positions regarding the constitutionality of the Maria da Penha Law (Law 11.340/2006) in the Brazilian judicial system. The law, the result of political struggles by the Brazilian feminist movement, has been the subject of discussions in the public sphere and actions aimed at consolidating its constitutionality before the Federal Supreme Court. We examined and discussed the arguments used in the Courts, intending to show that the creation of law is not limited to the legislative moment, but rather that its social meaning is also constituted through disputes within the Judiciary.

A presente tese pretende analisar a ação política dos trabalhadores rurais e têxteis do municí-pio de Magé, Estado do Rio de Janeiro, entre os anos de 1956 e 1973, com destaque para as atuações dessas duas categorias em parceria, bem como as suas formas de organização e lutas. Ao considerarmos este município como um cenário privilegiado para se investigar as conexões entre o rural e urbano – tendo em vista que a cidade foi uma pródiga produtora de alimentos e tornou-se um polo industrial têxtil – nosso intuito será mapear a participação dos diversos partidos políticos, lideranças, grupos e instituições que dialogavam com esses trabalhadores para além do mito da “foice o e martelo”. Deste modo, buscamos contribuir com os estudos sobre história do trabalho, enfatizando a articulação entre as lutas coletivas e as ferramentas de ação política utilizadas por esses tecelões e lavradores, analisados de forma conjunta nesta pesquisa.

Since the international financial and food crisis that started in 2008, strong emphasis has been made on the importance of Genetically Modified Organisms (GMOs) (or “transgenics”) under the claim that they could contribute to increase food productivity at a global level, as the world population is predicted to reach 9.1 billion in the year 2050 and food demand is predicted to increase by as much as 50% by 2030. GMOs are now at the forefront of the debates and struggles of different actors. Within civil society actors, it is possible to observe multiple, and sometime, conflicting roles. The role of international social movements and international NGOs in the GMO field of struggle is increasingly relevant. However, while many of these international civil society actors oppose this type of technological developments (alleging, for instance, environmental, health and even social harms), others have been reportedly cooperating with multinational corporations, retailers, and the biotechnology industry to promote GMOs. In this thesis research, I focus on analysing the role of “international civil society” in the GMO field of struggle by asking: “what are the organizing strategies of international civil society actors, such as NGOs and social movements, in GMO governance as a field of struggle?” To do so, I adopt a neo-Gramscian discourse approach based on the studies of Laclau and Mouffe. This theoretical approach affirms that in a particular hegemonic regime there are contingent alliances and forces that overpass the spheres of the state and the economy, while civil society actors can be seen as a “glue” to the way hegemony functions. Civil society is then the site where hegemony is consented, reproduced, sustained, channelled, but also where counter-hegemonic and emancipatory forces can emerge. Considering the importance of civil society actors in the construction of hegemony, I also discuss some important theories around them. The research combines, on the one hand, 36 in-depth interviews with a range of key civil society actors and scientists representing the GMO field of struggle in Brazil (19) and the UK (17), and, on the other hand, direct observations of two events: Rio+20 in Rio de Janeiro in 2012, and the first March Against Monsanto in London in 2013. A brief overview of the GMO field of struggle, from its beginning and especially focusing in the 1990s when the process of hegemonic formation became clearer, serves as the basis to map who are the main actors in this field, how resource mobilization works, how political opportunities (“historical contingencies”) are discovered and exploited, which are the main discourses (“science” and “sustainability” - articulated by “biodiversity preservation”, “food security” and “ecological agriculture”) articulated among the actors to construct a collective identity in order to attract new potential allies around “GMOs” (“nodal point”), and which are the institutions and international regulations within these processes that enable hegemony to emerge in meaningful and durable hegemonic links. This mapping indicates that that the main strategies applied by the international civil society actors are influenced by two central historical contingencies in the GMO field of struggle: 1) First Multi-stakeholder Historical Contingency; and 2) “Supposed” Hegemony Stability. These two types of historical contingency in the GMO field of struggle encompass deeper hegemonic articulations and, because of that, they induce international civil society actors to rethink the way they articulate and position themselves within the field. Therefore, depending on one of those moments, they will apply one specific strategy of discourse articulation, such as: introducing a new discourse in hegemony articulation to capture the attention of the public and of institutions; endorsing new plural demands; increasing collective visibility; facilitating material articulations; sharing a common enemy identity; or spreading new ideological elements among the actors in the field of struggle.
Are all new market entry strategic dimensions equally relevant?: insights from some chilean experts?

This thesis looks into the strategic dimensions that Multi-National Companies (MNC) consider when they start the operation in a new country in Latin America and if all have the same weight or relevance when doing the strategic decisions as a guide to land onto a new country. Understanding the weight that MNCs gives to them can prompt to understand the reasons behind the success stories, the struggles - and even failures - that some companies had in the aforementioned region. The approach was via an initial analysis of the scholar bibliography in order to define three main dimensions in the models or frameworks that deal with the strategy used to land. After this, and through interviews, was found out how relevant are each of them for their companies, how they weight them and if there were other dimensions considered. The question that this thesis contributes to understand is if all new market strategic dimensions are equally relevant for a MNC when arriving to Latin America. The results show a predominance of the cultural aspect and in second place, the considered entry strategy (alliances, speed, size, etc.).

Mesmo após trinta anos de consolidação democrática no Brasil o tema da justiça de transição ainda faz parte do nosso debate jurídico. Atualmente vive-se uma insegurança jurídica quanto à validade da lei de anistia brasileira, uma vez que o Supremo Tribunal Federal (STF) e a Corte Interamericana de Direitos Humanos (CorteIDH) julgaram a questão em sentidos opostos. Almejando contribuir para esse debate, tendo como objeto a decisão da CorteIDH, o presente artigo busca responder aos seguintes questionamentos: Ao julgar caso Gomes Lund e outros vs Brasil, quais foram os principais temas abordados pela CorteIDH que fez com que ela chegasse à conclusão de que a lei de anistia brasileira é inválida? Como se deu sua construção argumentativa, e quais foram suas principais fontes de embasamento normativo e jurisprudencial? Em suma, qual foi a racionalidade jurídica da Corte no julgamento desse caso? Para responder a essas perguntas de pesquisa buscou-se levantar indutivamente as principais questões abordadas na sentença e problematizar a responsabilidade do Brasil em relação ao Sistema Interamericano de Direitos Humanos.

Starting from the perspective of heterodox Keynesian-Minskyian-Kindlebergian financial economics, this paper begins by highlighting a number of mechanisms that contributed to the current financial crisis. These include excess liquidity, income polarisation, conflicts between financial and productive capital, lack of intelligent regulation, asymmetric information, principal-agent dilemmas and bounded rationalities. However, the paper then proceeds to argue that perhaps more than ever the ‘macroeconomics’ that led to this crisis only makes analytical sense if examined within the framework of the political settlements and distributional outcomes in which it had operated. Taking the perspective of critical social theories the paper concludes that, ultimately, the current financial crisis is the outcome of something much more systemic, namely an attempt to use neo-liberalism (or, in US terms, neo-conservatism) as a new technology of power to help transform capitalism into a rentiers’ delight. And in particular, into a system without much ‘compulsion’ on big business; i.e., one that imposes only minimal pressures on big agents to engage in competitive struggles in the real economy (while inflicting exactly the opposite fate on workers and small firms). A key component in the effectiveness of this new technology of power was its ability to transform the state into a major facilitator of the ever-increasing rent-seeking practices of oligopolistic capital. The architects of this experiment include some capitalist groups (in particular rentiers from the financial sector as well as capitalists from the ‘mature’ and most polluting industries of the preceding techno-economic paradigm), some political groups, as well as intellectual networks with their allies – including most economists and the ‘new’ left. Although rentiers did succeed in their attempt to get rid of practically all fetters on their greed, in the end the crisis materialised when ‘markets’ took their inevitable revenge on the rentiers by calling their (blatant) bluff.

O presente trabalho apresenta a experiência das escolas comunitárias da favela da Rocinha, durante o período de 1968 a 1986, e a analisa a partir de duas vertentes: - a questão urbana - a escola comunitária enquanto uma forma de organização popular, que aliada aos outros grupos comunitários da Rocinha, questiona a alocação desigual de recursos públicos e luta pela melhoria das condições de vida na favela. A questão educacional - a prática pedagógica dessas escolas junto às crianças, jovens e adultos; a busca de uma metodologia e de conteúdos que partam da realidade dos alunos e dos objetivos do trabalho comunitário. O estudo de caso foi elaborado a partir de entrevistas (realizadas junto a lideranças, educadores, pais, alunos, agentes externos e técnicos), de fontes documentais e da participação da autora no trabalho comunitário da favela, iniciada em 1976. Procurou-se apreender a origem dessa experiência junto à precariedade/ineficácia do sistema oficial de ensino e ao processo de reorganização das classes populares, e perceber também a relação entre as diferentes conjunturas e a configuração que as escolas comunitárias foram assumindo ao longo dessa trajetória.

The 1980s, at UFRN represented a moment of resumption of student struggles. The major goals of the student movement in this period was the fight against the authoritarian regime and for the democracy within and outside the university. In this context, events, activities, artistic and cultural productions were organized in order to make a critical policy for the procedure, trying to establish a dialogue between the university community and the population. Our work has made a research on cultural practices of the student movement in the 1980s. We did an analysis on the process of democratic transition in Brazil, the political participation of youth, their cultural practices in the country, society and politics in the RN, the student movement at UFRN and its cultural practices. We also discussed the concept of culture and cultural practices, but also pointed each of the the main activities and cultural productions organized by students of UFRN in that period. As methodological resource, were used the oral sources, the academic literature on the subject and newspaper pieces, newsletters and advertisement material of the students

This work aims to analyze the interpretations about Evo Morales' government in Bolivia. For such, it proposes a theoretical reclaim of Marxism in Latin America, as well as of Bolivian political history since the 1952 Revolution, going through the crisis in Pacted Democracy intensified in the five-year conjuncture of struggles started in 2000 up to the election and reelection of Morales. It departs from an empirical prior conjecture taken from a qualitative analysis and a broad literature review to analyze the different interpretations of the Bolivian political process from Marxist theoretical matrices. After this historical recovery and this reading of contemporary Bolivia, it concludes with a consideration about the formation of a possible new block of power in the country, with the retaking of nationalism and Indianism as revolutionary reasons

The Caldeirão is a site located in the city of Crato, in the south of Ceará, belonged to priest Cícero Romão Batista. There, was created a religious community led by blessed José Lourenço, who marked the life of thousands of Northeast country people in 1930s, for represent to them a space of religious conviviality, work and devotion. The Caldeirão s population was about three thousand of people, originated from states of Pernambuco, Alagoas, Paraíba, Maranhão, Piauí, Ceará and Rio Grande do Norte, who share the community s daily activities. The misery caused by the dryness and exploration of these country people by the landlords are indicated as the motivator elements of this migratory flux by the greater number of works published about the Caldeirão, turning the community into a primitive experience of class struggles. This present study proposes other comprehension of this migratory movement by the religious speech of salvation taken to country people by the counselor Severino Tavares. Was used as analysis camp the remaining norte-rio-grandenses that migrated to the Caldeirão, and as theoretical and methodological references the understanding model of investigation, the cultural history and the remaining memorial speech analysis. The work follows that pointing the phenomenon of Caldeirão as an campestral revolt is try to impose to this people the aspirations or wishes of others, besides of deny to them the right and the dignity of act by their believes and their own dreams.

This research studies the tradition of epiphany in the community of Cipó de Baixo, which belongs to the city of Pedro II, in the state of Piauí. Readings were made seeeking to emphasize the processivity of the play that navigates between permanence and change. The study starts with a social context of the community, in dialogue with the life history of the owner of the epiphany, Raimundo Milú: strong figure who, along with his family networks, as well as networks of patronage and friendship, struggles for the resistence of the play. The description of the ceremony of Kings, with its constituent parts, punctuates the remarkable character of Cipó community epiphany. This detailed understanding of the play favors the understanding of some of the social vines that serve as the basis for the warp of this cultural practice: modernization vine, where we explore the general motivation of Cipó community epiphany transformations - modernity; family and community exchange vine, which describes the scheme that holds the permanence of the play; masculinity vine, explains the strong gender system that crosses Cipó community epiphany; reinvented tradition vine, where we locate the uniqueness of Cipó community epiphany tradition and its dialogues with modern dynamism; conflict between generation vine, depicts the differences between generations and how they contribute to the dialogue between the traditional and the new; theatrical spectacle vine, describes the play as a performative activity. Thus, we build a social scheme that analyzes the play of Kings of Cipó community as a whole, where change and continuity plan a cultural plot on their own

mongst the trends in Mathematics Education, which have as their object a more significant and criticallearning, is the Ethnomathematics. This field of knowledge, still very recent amongst us, besides analyzing an externalist history of the sciences in a search for a relationship between the development of the scientific disciplines and the socio-cultural context, goes beyond this externalism, for it also approaches the intimate relationships betwe_n cognition and culture. In fact, the Ethnomathematics proposes an alternative epistemological approach associated with a wider historiography. It struggles to understand the reality and come to the pedagogical action by means of a cognitive approach with strong cultural basis. But the difficulty of inserting the Ethnomathematics into the educational context is met by resistance from some mathematics educators who seem indifferent to the influence of the culture on the understanding of the mathematics ideas. It was with such concerns in mind that I started this paper that had as object to develop a curricular reorientation pedagogical proposal in mathematics education, at the levei of the 5th grade of the Ensino Fundamental (Elementary School), built from the mathematical knowledge of a vegetable farmers community, 30 km away from the center of Natal/RN, but in accordance with the teaching dimensions of mathematics of the 1 st and 2nd cycles proposed by the Parâmetros Curriculares Nacionais - PCN: Numbers and Operations, Space and Form, Units and Measures, and Information Treatment. To achieve that, I developed pedagogical activities from the mathematical concepts of the vegetable farmers of that community, explained in my dissertation research in the period 2000 through 2002. The pedagogical process was developed from August through Oecember 2007 with 24 students of the 5th Grade of the Ensino Fundamental (Elementary School) of the school of that community. The qualitative analysis of the data was conducted taking into account three categories of students: one made up of students that helped their parents in the work with vegetables. Another one by students whose parents and relatives worked with vegetables, though they did not participate directly of this working process and one third category of students that never worked with vegetables, not to mention their parents, but lived adjacent to that community. From the analyses and results of the data gathered by these three distinct categories of students, I concluded that those students that assisted their parents with the daily work with vegetables solved the problem-situations with understanding, and, sometimes, with enriching contributions to the proposed problems. The other categories of students, in spite of the various field researches to the gardens of that community, before and during the pedagogical activities, did not show the same results as those students/vegetable farmers, but showed interest and motivation in ali activities of the pedagogical process in that period
