Base excision repair (BER) proteins has been associated with functions beyond DNA repair. Apurynic/apyrimidinic endonuclease 1 (APE1) is a multifunctional protein involved in a plethora of cellular activities, such as redox activation of transcription factors, RNA processing and DNA repair. Some studies have described the action of the protein 8-oxoguanine (OGG1) in correcting oxidized lesions in promoters as a step in the transcription of pro-inflammatory cytokines. Despite being especially important in redox activation of transcription factors such as nuclear factor κB (NF-κB) and AP- 1, the repair activity of APE1 has not yet been associated with the inflammatory response. In this study, experimental and bioinformatic analysis approaches have been used to investigate the relationship between inhibition of the repair of abasic sites in DNA by MX, a synthetic molecule designed to inhibt the repair activity of APE1, and the modulation of the inflammatory response. The results showed that treatment of monocytes with lipopolysaccharide (LPS) and MX reduced the expression of cytokines, chemokines and toll-like receptors, and negatively regulated biological immune processes, as macrophages activation, and NF-κB and tumor necrosis factor (TNF-α) and interferon pathways, without inducing cell death. The transcriptomic analysis suggests that LPS/MX treatment induces mitochondrial dysfunction, endoplasmic reticulum stress and activation of autophagy pathways, probably activated by impairment of cellular energy and/or the accumulation of nuclear and mitochondria DNA damage. Additionally, it is proposed that the repair activity of APE1 is required for transcription of inflammatory genes by interaction with abasic sites at specific promoters and recruitment of transcriptional complexes during inflammatory signaling. This work presents a new perspective on the interactions between the BER activity and the modulation of inflammatory response, and suggests a new activity for APE1 protein as modulator of the immune response in a redox-independent manner.

This study aimed to analyze the Paraguayan War's impact on public education in the province of São Paulo in the period that lasted the conflict (1864-1870). Between 1864 and 1870 the area now known as South America experienced its greatest armed conflict. Brazil, Argentina and Uruguay declared war against Paraguay. Brazilian governors began to conceive the Empire as superior to the Paraguayan nation, which for them, was a non-civilized country. They understood that to maintain civilization and follow the progress, they needed to develop their education. The Empire mobilized men of any part of its territory. Some left for the war voluntarily and others were forced. Along that current War, the recruitment had become increasingly difficult, leading entire families moving, teachers and students to leave the school and the city. The paulistas teachers have been turning to the patriotic past of the province in which he was proclaimed the independence of the Empire. Civilization and progress, present at the leaders speeches were reflected in the São Paulo social practices that culminate in the notion of patriotism, also reflected in the education of children and youth of the period.

The artifi cial eutrophication is one of the biggest t h reat for the quality of aquatic ecosystems in the whole world. The expectations for the future climatic scenarios in arid and semi - arid regions are intense and frequent droughts enhancing the risk of eutrophicati on and cyanobacterial blooms. Restoration techniques of eutrophic lakes were proposed to reduce nutrient loading and improve the water quality. A successful technique used in temperate regions is the biomanipulation by benthivorous fish removal . Our hypoth esis is that the benthivorous fish removal reduces phytoplankton total biomass and change the composition of phytoplankton functional groups, improving water quality. The aim of the study was evaluate the impact of biomanipulation on phytoplankton function al groups and in the water quality. We applied the technique of biomanipulation in the artificial lake ESEC, in a semi - arid region of Brazil and analyzed the physical and chemical variables and the dynamic of phytoplankton functional groups monthly during November 2012 to August 2013. With the removal of benthivorous fish we observed a significant increase of the euphotic depth, phytoplankton richness and the recruitment of green algae (groups F and J ), indicators of good water quality. However, we did not observe significant differences on total phosphorous concentration and on phytoplankton biomass and diversity. The drought effect in the region during the study was evident , promoting a drastic reduction on water level which influenced the availability of resource and affected phytoplankton community before the biomanipulation. To evaluate the effect of severe drought on the dynamic of phytoplankton functional groups and test if the drought periods are favorable to dominance of cyanobacterial groups, we stu died two artificial neighbors lakes (ESEC and Pocinhos) in a semi - arid tropical region during May 2012 to February 2013. We observed a temporal differentiation of biotic and abiotic variables caused by drought. Both lakes presented reduction of 2 meters of water level and increase on conductivity, turbidity, nutrients concentration and a reduction on water transparency, during the severe drought. The deeper lake (Pocinhos) increased phytoplankton total biomass and presented cyanobacterial functional group d ominance (group S N ) and the shallower lake (ESEC) reduced phytoplankton total biomass and presented dominance of mixotrophic and flagellate functional groups (groups W 1 e W 2 ). Summarizing, the knowledge of the effects of benthivorous fish removal in semi - a rid tropical lakes still unknown and this study had limitations caused by the impact of drought. Thus, it is necessary a long term monitoring to investigate the real effects of biomanipulation on the functioning of the studied ecosystems. Otherwise, period s of drought could have opposite effects (increase or reduction) on total biomass and composition of phytoplankton functional groups. Drought not always leads to dominance of cyanobacterial groups.

Introduction: This study aimed to investigate the effects of the two peptide NOP partial agonists (UFP-113 and [F/G]N/OFQ(1-13)NH2) and the non peptide NOP partial agonist (AT-090) in the mouse emotional behavior as well as in the intracellular transduction pathways following the receptor binding. Methods: Male Swiss or CD-1 mice were used in this study together with NOP(+/+) and NOP(-/-) mice. The elevated plus maze (EPM) was used to evaluate the effects of compounds on anxiety-like behaviors. Diazepam and the NOP agonists, N/OFQ and Ro 65-6570, were used as positive controls in the EPM. NOP(+/+) and NOP(-/-) mice were used to evaluate the selectivity of those compounds that induced anxiolytic-like behaviors. The forced swim test (FST) was used to evaluate the effects of compounds on depressive-like behaviors. Nortriptyline and the NOP antagonists, UFP-101 and SB-612111, were used as positive controls in the FST. The effects of N/OFQ, UFP-101, SB-612111, UFP-113, [F/G]N/OFQ(1-13)NH2, and AT-090 were assessed in the methylphenidate-induced hyperlocomotion (MIH) test; in this assay valproate was used as positive control. The G protein and β-arrestin 2 transduction pathways of NOP receptor agonists (N/OFQ and Ro 65-6570), antagonist (UFP-101), and partial agonists (UFP-113, [F/G]N/OFQ(1-13)NH2, and AT-090) were also evaluated using an innovative assay that measures a bioluminescence resonance energy transfer process. For this, cell lines permanently co-expressing the NOP receptor coupled to luciferase (energy donor), and green fluorescent protein (energy acceptor) coupled to one of the effector proteins (G protein or β-arrestin 2) were used. Results: Diazepam (1 mg/kg), N/OFQ (1 nmol), Ro 65-6570 (0.1 mg/kg), and AT-090 (0.01 mg/kg) induced anxiolytic-like effect in mice in the EPM. The effects of Ro 65-6570 and AT-090 were selective to NOP receptor. UFP-113 (0.01-1 nmol) and [F/G]N/OFQ(1-13)NH2 (0.1-3 nmol) were inactive in the EPM. In the FST, nortriptyline (30 mg/kg), UFP-101 (10 nmol), SB-612111 (10 mg/kg), UFP-113 (0.01 and 0.1 nmol), and [F/G]N/OFQ(1-13)NH2 (0.3 and 1 nmol) induced antidepressant-like effects, while AT-090 (0.001-0.1 mg/kg) was inactive in this assay. The effects of UFP-113 and [F/G]N/OFQ(1-13)NH2 were selective to NOP receptor. Valproate (400 mg/kg) counteracted methylphenidate (MPH, 10 mg/kg)-induced hyperlocomotion in mice in the open field. N/OFQ (1 nmol), UFP-113 (0.01-0.1 nmol), and [F/G]N/OFQ(1-13)NH2 (1 nmol) were also able to reduce the MPH-induced hyperlocomotion, without changing the locomotor activity per se. The effect of UFP-113 was selective to NOP receptor. The UFP-101 (10 nmol), SB-612111 (10 mg/kg), and AT-090 (0.001-0.03 mg/kg) did not change the hyperlocomotor effect of methylphenidate. In vitro, N/OFQ and Ro 65-6570 behaved as NOP full agonists for G-protein and β-arrestin 2 pathways. AT-090 behaved as NOP receptor partial agonist for both transduction pathways, while UFP-113 and [F/G]N/OFQ(1-13)NH2 behaved as partial agonists and antagonists of NOP receptor for NOP/G protein and NOP/β-arrestin 2, respectively. UFP-101 behaved as NOP receptor antagonist for both transduction pathways. Conclusion: NOP ligands producing same effects on NOP/G protein interaction (partial agonism), but with opposite effects on β-arrestin 2 recruitment (partial agonism vs antagonism), can promote different in vivo effects on anxiety and mood as it was observed in the behavioral tests. This work corroborates the potential of NOP receptor as an innovative pharmacological target for the treatment of emotional disorders.

Snakebites are a serious public health problem in tropical and subtropical countries and Bothrops genus is responsible for the accidents in Brazil and throughout Latin America (90% of cases). The local effects (pain, edema, hemorrhage and myonecrosis) and systemic (cardiovascular alterations, shock and blood clotting disorders) caused by the venom of Bothrops are due to the numerous protein and non-protein components, which are part of the constitution of the poison. The only form of therapy is scientifically validated antivenom serum therapy which, however, is not effective with respect to local effects produced, risk of immunological reactions, high cost and difficult access in some regions. Thus, the search for new alternatives to serum therapy becomes important, and in this context, many medicinal plants have been highlighted by the popular use as antiophidic. Among these plants, we can mention the species Jatropha mollissima (Euphorbiaceae) which has popular use in traditional medicine as antiophidic, anti-inflammatory, antimicrobial and antipyretic. Therefore, this study aims to evaluate the neutralizing potential of local effects induced by the venom of Bothrops erythromelas and Bothrops jararaca with the aqueous extract of the leaves of J. mollissima. The leaf extracts were prepared by decoction, fractionated (by liquid-liquid partition) and characterized by thin layer chromatography (TLC) and High Performance Liquid Chromatography (HPLC). Antiophidic activity of the extract was evaluated in model of paw edema, peritonitis, bleeding and myotoxicity induced by venoms of B. jararaca and B. erythromelas. In all models, the extract was evaluated by intraperitoneal route at the doses of 50, 100 and 200 mg/kg, administered 30 minutes prior to injection of the venom (pretreatment protocol). Stains suggestive of the presence of flavonoids: apigenin, luteolin, orientin, isoorientin, vitexin and vitexin-2-O-rhamnoside were detected in the extract by co-CCD. By means of HPLC were identified isoorientin, orientin, vitexin and isovitexin. All tested doses of J. mollissima extract reduced the paw edema induced by the venom with intensity similar to dexamethasone. The aqueous extract of J. mollissima leaves on all evaluated doses, inhibited cell migration induced by B. jararaca and B. erythromelas promoting inhibition of recruitment of mononuclear cells and the polymorphonuclear cells. Local bleeding induced by B. jararaca venom was significantly inhibited by the extract. Both venoms were inhibited by the extract in myotoxic activity. These results indicate that the aqueous extract of J. mollissima leaves have snakebite potential, particularly with respect to local effects, which may justify the use of this plant in traditional medicine and complementary therapy as anti-venom serum.

Background: The inspiratory muscle training (IMT) has been considered an option in reversing or preventing decrease in respiratory muscle strength, however, little is known about the adaptations of these muscles arising from the training with charge. Objectives: To investigate the effect of IMT on the diaphragmatic muscle strength and function neural and structural adjustment of diaphragm in sedentary young people, compare the effects of low intensity IMT with moderate intensity IMT on the thickness, mobility and electrical activity of diaphragm and in inspiratory muscles strength and establish a protocol for conducting a systematic review to evaluate the effects of respiratory muscle training in children and adults with neuromuscular diseases. Materials and Methods: A randomized, double-blind, parallel-group, controlled trial, sample of 28 healthy, both sexes, and sedentary young people, divided into two groups: 14 in the low load training group (G10%) and 14 in the moderate load training group (G55%). The volunteers performed for 9 weeks a home IMT protocol with POWERbreathe®. The G55% trained with 55% of maximal inspiratory pressure (MIP) and the G10% used a charge of 10% of MIP. The training was conducted in sessions of 30 repetitions, twice a day, six days per week. Every two weeks was evaluated MIP and adjusted the load. Volunteers were submitted by ultrasound, surface electromyography, spirometry and manometer before and after IMT. Data were analyzed by SPSS 20.0. Were performed Student's t-test for paired samples to compare diaphragmatic thickness, MIP and MEP before and after IMT protocol and Wilcoxon to compare the RMS (root mean square) and median frequency (MedF) values also before and after training protocol. They were then performed the Student t test for independent samples to compare mobility and diaphragm thickness, MIP and MEP between two groups and the Mann-Whitney test to compare the RMS and MedF values also between the two groups. Parallel to experimental study, we developed a protocol with support from the Cochrane Collaboration on IMT in people with neuromuscular diseases. Results: There was, in both groups, increased inspiratory muscle strength (P <0.05) and expiratory in G10% (P = 0.009) increase in RMS and thickness of relaxed muscle in G55% (P = 0.005; P = 0.026) and there was no change in the MedF (P> 0.05). The comparison between two groups showed a difference in RMS (P = 0.04) and no difference in diaphragm thickness and diaphragm mobility and respiratory muscle strength. Conclusions: It was identified increased neural activity and diagrammatic structure with consequent increase in respiratory muscle strength after the IMT with moderate load. IMT with load of 10% of MIP cannot be considered as a placebo dose, it increases the inspiratory muscle strength and IMT with moderate intensity is able to enhance the recruitment of muscle fibers of diaphragm and promote their hypertrophy. Skeletal muscle consists of muscle fiber types that have different physiological and biochemical characteristics. Basically, the muscle fiber can be classified into type I and type II, presenting, among other features, contraction speed and sensitivity to fatigue different for each type of muscle fiber. These fibers coexist in the skeletal muscles and their relative proportions are modulated according to the muscle functionality and the stimulus that is submitted. To identify the different proportions of fiber types in the muscle composition, many studies use biopsy as standard procedure. As the surface electromyography (EMGs) allows to extract information about the recruitment of different motor units, this study is based on the assumption that it is possible to use the EMG to identify different proportions of fiber types in a muscle. The goal of this study was to identify the characteristics of the EMG signals which are able to distinguish, more precisely, different proportions of fiber types. Also was investigated the combination of characteristics using appropriate mathematical models. To achieve the proposed objective, simulated signals were developed with different proportions of motor units recruited and with different signal-to-noise ratios. Thirteen characteristics in function of time and the frequency were extracted from emulated signals. The results for each extracted feature of the signals were submitted to the clustering algorithm k-means to separate the different proportions of motor units recruited on the emulated signals. Mathematical techniques (confusion matrix and analysis of capability) were implemented to select the characteristics able to identify different proportions of muscle fiber types. As a result, the average frequency and median frequency were selected as able to distinguish, with more precision, the proportions of different muscle fiber types. Posteriorly, the features considered most able were analyzed in an associated way through principal component analysis. Were found two principal components of the signals emulated without noise (CP1 and CP2) and two principal components of the noisy signals (CP1 and CP2 ). The first principal components (CP1 and CP1 ) were identified as being able to distinguish different proportions of muscle fiber types. The selected characteristics (median frequency, mean frequency, CP1 and CP1 ) were used to analyze real EMGs signals, comparing sedentary people with physically active people who practice strength training (weight training). The results obtained with the different groups of volunteers show that the physically active people obtained higher values of mean frequency, median frequency and principal components compared with the sedentary people. Moreover, these values decreased with increasing power level for both groups, however, the decline was more accented for the group of physically active people. Based on these results, it is assumed that the volunteers of the physically active group have higher proportions of type II fibers than sedentary people. Finally, based on these results, we can conclude that the selected characteristics were able to distinguish different proportions of muscle fiber types, both for the emulated signals as to the real signals. These characteristics can be used in several studies, for example, to evaluate the progress of people with myopathy and neuromyopathy due to the physiotherapy, and also to analyze the development of athletes to improve their muscle capacity according to their sport. In both cases, the extraction of these characteristics from the surface electromyography signals provides a feedback to the physiotherapist and the coach physical, who can analyze the increase in the proportion of a given type of fiber, as desired in each case.

Anos de investigação têm vindo a evidenciar relevantes progressos no que respeita à forma de caracterizar e conceituar um indivíduo inteligente. Com efeito, no contexto profissional, sempre foi atribuído o prestígio aos colaboradores cuja sua qualificação e competência técnica se destacava dos demais. Porém, a evolução das investigações no âmbito da Psicologia Organizacional têm vindo a atribuir, também, especial ênfase ao valor incontornável que a inteligência emocional (IE) acrescenta às organizações. De facto, os colaboradores emocionalmente inteligentes têm a capacidade de se autoconhecer, de conhecer emocionalmente o outro, de gerir e lidar com as mais diversas manifestações emocionais nos mais diversos contextos. Esta capacidade promove agradáveis interações entre colegas, fomenta o espírito e o trabalho em equipa e proporciona um melhor ambiente de trabalho. Reúnem-se, portanto, um conjunto de fatores que apelam à concretização dos objetivos finais da organização. Assim, a qualificação de um colaborador não está somente condicionada à componente prática, mas também à componente emocional. Dada a elevada relevância da IE em contexto empresarial, esta investigação tem como objetivo determinar o seu efeito nos comportamentos e atitudes dos colaboradores. Especificamente, pretende-se analisar em que medida esta diminui os comportamentos contraprodutivos (CCP), fomenta o desempenho individual (DI) e o empenhamento afetivo (EA). Noutra perspetiva, os indivíduos que colaboram com a respetiva empresa por opção própria, e não por obrigação, estabelecem uma relação afetiva com esta, fomentando o sentimento de pertença. Neste sentido, serão estudadas as relações entre o EA e os CCP e o EA e o DI. Em particular, pretendem-se analisar as seguintes hipóteses de investigação: 1) A IE relaciona-se negativamente com os CCP; 2) A IE relaciona-se positivamente com EA; 3) A IE relaciona-se positivamente com o DI; 4) O EA relaciona-se negativamente com os CCP; 5) O EA relaciona-se positivamente com o DI. Apesar de as variáveis em estudo terem sido estudadas anteriormente, estas não foram reunidas num único modelo de investigação. Portanto, o específico conjunto de hipóteses em análise clarifica o contributo inovador deste estudo. Para tal, foi recolhida uma amostra por conveniência composta por 146 indivíduos que operam em vários setores e que trabalham por conta de outrem. Para a análise de dados recorreu-se a correlações e a regressões lineares. Os resultados indicam que a IE está negativa e significativamente relacionada com os CCP e positiva e significativamente relacionada com o EA e o DI. O EA está negativa e significativamente relacionado com os CCP e positiva e significativamente relacionado com o DI. Todas as hipóteses foram confirmadas. As ilações obtidas nesta investigação permitem apelar aos atuais departamentos de recursos humanos a introdução de novas técnicas de recrutamento e seleção baseadas em questões de caráter emocional.

As transformações ocorridas nos últimos anos no sistema educativo despertaram a necessidade de melhorar os níveis de aprendizagem e sucesso escolar dos alunos, orientando as políticas para reformas que abrangessem a qualidade dos professores e do ensino. O sistema de avaliação do desempenho desenvolvido nos últimos anos tem como objetivos principais a melhoria da qualidade do ensino bem como a valorização e o desenvolvimento pessoal e profissional dos docentes. O nosso estudo tem como finalidade averiguar se a avaliação do desempenho docente tem influência na satisfação profissional dos professores do ensino público. Para a sua concretização realizou-se um estudo numa abordagem quantitativa, junto de 80 professores contratados e do quadro, posicionados em diferentes escalões da carreira docente e a exercerem funções em diferentes níveis de ensino e em diferentes grupos de recrutamento em 10 agrupamentos de escolas. O estudo permitiu concluir que para a maior parte dos docentes inquiridos a avaliação do desempenho docente não teve influência na sua satisfação profissional.

Esta investigação debruça-se sobre a análise do Combate ao Analfabetismo em Angola e o processo de alfabetização levado a cabo pelo Estado e os Parceiros Sociais no meio rural, desde o Acordo de paz em 2002, e especificamente, sobre dos Programas, Estratégias e Planos de Alfabetização do Estado, no contexto do Sistema de Educação, preconizados nesse período. Em Angola a maior parte das ações de alfabetização são asseguradas pelos parceiros sociais do Estado, pelo que procedemos à identificação das Organizações, Associações Nacionais e Organizações Internacionais em processos de Alfabetização e aos Métodos de Alfabetização associados ao Plano Estratégico para a Revitalização da Alfabetização (2012). Os constrangimentos ao processo de alfabetização no meio rural foram analisados em três vertentes: do acesso à educação e alfabetização de jovens e adultos; dos professores e alfabetizadores, sua formação, recrutamento e fixação, e o da utilização da Língua Oficial e das Línguas Nacionais. A investigação teve por base uma metodologia do tipo qualitativo assente na recolha e análise bibliográfica e documental, constituindo um estudo interpretativo fruto de uma Revisão Bibliográfica Narrativa. A gratuitidade, a equidade e a qualidade do ensino em Angola, enquanto objetivos primordiais dos principais documentos reitores do Sistema de Educação, não estão a ser asseguradas ou cumpridas com a amplitude e a eficácia pretendidas. Não obstante as estratégias, os programas e os planos de alfabetização concebidos após 2002, a sua implementação não tem conseguido materializar-se enquanto instrumento facilitador de uma “segunda oportunidade” educativa para jovens e adultos analfabetos. Perpetuam-se problemas no acesso ao ensino no meio rural, particularmente no que respeita à gratuidade, aos fracos apoios e incentivos financeiros do Estado e à insuficiente aplicação de políticas de ação social escolar. Persistem também a escassez de professores e alfabetizadores, as suas dificuldades de caracter formativo e profissional, a limitação de recursos de que dispõem e de incentivos que os levem a fixar-se. A utilização das línguas maternas não se efetiva no processo ensino-aprendizagem, onde a sua pertinência é maior devido à identidade bantu das populações. Estes constrangimentos repercutem-se no insucesso escolar dos alunos e no aumento das taxas de abandono/desistência e comprometem o direito à educação. Apesar do esforço nacional, a afetação de recursos do orçamento destinado ao sector da educação, ao combate ao analfabetismo e à alfabetização de jovens e adultos é ainda inferior a metade do recomendado internacionalmente nesta área. / This study focuses on the analysis of the struggle against Illiteracy in Angola and on the literacy process undertaken by the State and the Social Partners in the rural areas, since the Peace Agreement in 2002, and specifically on the Programs, Strategies and Plans of Literacy of the State in the context of the Education System proclaimed on that period. In Angola most literacy actions are ensured by the social partners of the State, therefore we proceed to identify the Organizations, National Associations and International Organizations in processes of Literacy and the Methods of Literacy associated to the Strategic Plan for the Revitalization of Literacy(2012). The constraints on the process of literacy in rural areas were analyzed in three strands: the access to education and literacy for young people and adults; the teachers and literacy teachers, their school formation, recruitment and fixation, and the use of the Official Language and the National Languages. The study used a qualitative methodology based on bibliographic and documentary collection and analysis, constituting an interpretative study, which is the result of a bibliographic narrative review. Free, equal and quality education in Angola as primary objectives of the main guiding documents of the Education System, are not being provided or accomplished with the scope and effectiveness required. Despite the Strategies, the Programs and the Literacy Plans designed after 2002, its implementation has not been able to be materialized as a facilitator of a "second chance" education for young people and adult illiterates. Problems remain in the access to education in rural areas, particularly, as far as free education, weak support and financial incentives from the State and inadequate implementation of the policies of school social work are concerned. The shortage of teachers and literacy teachers, the difficulties related to their training and their profession, the limited resources available and incentives that lead them to settle down also persist. The use of the mother tongues is not effective in the teaching-learning process, where its pertinence is greater due to the bantu identity of the populations. These constraints have repercussions on the students' school failure and on the abandonment rates increase and compromise the right to education. Despite the national effort, the allocation of budget resources intended for the education sector, to fight illiteracy and to improve young people and adults’ literacy, is still less than half of the recommended internationally in this area.

O presente trabalho tem como objetivo geral estudar a gestão de recursos humanos (GRH) no terceiro setor, focando-se especificamente nas Instituições Particulares de Solidariedade Social (IPSS). Estas organizações têm vindo a demonstrar um papel cada vez mais relevante nas comunidades em que se inserem, pela sua missão em prestar serviços de cariz social e pela atual relevância como entidades empregadoras. A diversidade presente nas IPSS ao nível da estrutura, funcionamento, dimensão, organização e dinâmicas internas, proporciona o estudo e reflexão das especificidades na GRH. Para isso, abordam-se um conjunto de aspetos: i) diferenças entre meio empresarial e terceiro setor na GRH; ii) implicações da diversidade de respostas sociais e suas especificidades na gestão de pessoas; iii) o papel do Instituto de Segurança Social e as implicações legais na gestão de pessoas; iv) a localização geográfica e acesso a recursos humanos qualificados; v) a perspetiva das IPSS sobre os recursos humanos; vi) o perfil profissional dos colaboradores das IPSS; vii) práticas quotidianas na gestão de recursos humanos nas IPSS; viii) características da GRH nas IPSS (administrativa ou estratégica); ix) responsáveis pela GRH nas IPSS; x) o papel dos órgãos sociais na GRH; xi) profissionalização versus voluntariado; xii) a GRH, certificação e qualidade; xiii) as tendências do terceiro setor na gestão de pessoas. Foi utilizada uma metodologia qualitativa e aplicada a técnica de entrevista para recolher o conhecimento, experiências e perspetivas de diferentes interlocutores do terceiro setor, dirigentes, técnicos superiores, diretores de serviço, investigadores e representantes nacionais e distritais das IPSS. Da sistematização e análise dos dados recolhidos retiraram-se várias conclusões. As pessoas são consideradas o recurso mais importante para estas organizações, pela natureza social e humana das atividades desenvolvidas, prestadas por pessoas e destinadas a pessoas. Neste sentido, é demonstrada a importância do potencial humano aquando do recrutamento e seleção, pela primazia de requisitos como o relacionamento interpessoal em detrimento das qualificações. O perfil profissional característico das IPSS reconhece a importância da polivalência, disponibilidade, comprometimento, confiança, proximidade afetiva, voluntarismo e sentido de missão dos colaboradores, os quais tendem a ser são vistos como investimento tanto quanto reúnam estes aspetos; caso contrário podem ser encarados como custo. Quanto à acessibilidade a recursos humanos, surgem diferentes modalidades, consoante fatores de localização, dimensão, formação e estrutura organizacional, bem como o fenómeno da fuga de mão de obra, indício da dificuldade em captar e reter recursos humanos. O modelo de GRH nas IPSS é de cariz tradicional, caracterizado por uma gestão porimproviso com diferentes níveis de sensibilidade e capacidade das IPSS, no que concerne à implementação de processos de GRH, tais como sistemas de progressão na carreira, recrutamento interno e sistemas de avaliação de desempenho. Quanto aos aspetos da motivação e satisfação profissional, é assumida a importância da proximidade e apoio aos colaboradores, indicativos de um sistema de recompensas informal. É percetível a resistência na aplicação de técnicas de desenvolvimento organizacional, comprovada pela limitação na formação dos quadros de colaboradores. No entanto as IPSS são confrontadas com a rigidez dos instrumentos legais. A responsabilidade pela GRH é mais ou menos partilhada entre a direção técnica e os órgãos sociais, condicionada pelo estilo de liderança e relação de confiança entre si, em norma, pouco clara quanto aos papéis e funções desempenhadas. Por fim, é percebida a necessidade de coexistência de uma gestão profissionalizada e de direções voluntárias mais capacitadas e sensibilizadas para o desenvolvimento de metodologias e estratégias de gestão de pessoas, adaptadas às especificidades das IPSS. Este trabalho pretende contribuir com um espaço de reflexão para a elaboração de respostas mais eficazes e inovadoras que proporcionem o desenvolvimento organizacional, face às necessidades e transformações do terceiro setor. / This work main objective is the study of human resource management (HRM) in the third sector. It is focused specifically on Instituições Particulares de Solidariedade Social [Private Institutions for Social Solidarity] (IPSS). These kind of organizations have demonstrated an increased value in the communities they are inserted in, by providing social care services and by generating new jobs in the local communities. The study and reflection of HRM specificities is based on the variety in the structure, the purpose, the size, the internal organization and the dynamics of the different IPSS. For this purpose we explored the following aspects : i) the differences between business community and the third sector in HRM; ii) the implications of social responses diversity in people management; iii) the role of the National Insurance Institute and the legal impact on people management; iv) the geographic location and the IPSS access to skilled human resources; v) the understanding of IPSS on human resources; vi) the professional profile of IPSS employees; vii) the daily practices in human resource management on the IPSS; viii) the characteristics of HRM in IPSS (managerial or strategic); ix) who is responsible for HRM in IPSS; x) the role of executive board in HRM; xi) professionalization versus voluntary work; xii) HRM, quality and certification; xiii) the third sector trends in people management. The qualitative method and the interview technique were applied in order to gather knowledge, experiences and perspectives from several sources such as, different partners of the third sector, managers, service directors, technicians, researchers and national and local IPSS representatives. The results indicate several conclusions. Firstly the human resources are the most important resource of IPSS organizations due to the social nature of the services provided by them but also the importance of, the individual and social, skills required for these activities that are provided by people and are directed to people. This demonstrates the importance of interpersonal skills over professional qualifications during recruitment and selection. The IPSS recognize in their professionals the importance of versatility, availability, commitment, confidence, emotional proximity, voluntarism and sense of mission. If an employee fulfills these requirements, is considered an investment; otherwise might be seen as a cost. Regarding the accessibility of IPSS to qualified human resources, we consider different models, depending on location, size and training and organizational structure as well as the phenomenon run of hand labor, defined as the index of difficulty in capturing and retaining human resources. The model of HRM in IPSS is traditional in its nature and is characterized by management based on improvisation at different levels, regarding the implementation ofHRM processes such as career advancement systems, internal recruitment and performance evaluation. In regards to motivation and job satisfaction, it is valued the proximity and the support to the employees, showing therefore an informal system of rewards. There is a noticeable resistance to the application of organizational techniques which is demonstrated by controlling the formation of employees. However the IPSS are required to face the rigidity of legal instruments. The responsibility for HRM is shared between the technical direction and the management bodies, which depends on leadership style and mutual trust, and is generally unclear about the roles and duties performed. Finally, it becomes evident the need for coexistence between a professional management and a voluntary management, more capable and more sensible to the development of methods and strategies for people management, specifically adapted to each IPSS. This paper aims to contribute with space for reflection in the development of more effective and innovative responses for the organizational development, given the needs and transformations of the third sector.
