The theme of solid waste is in high evidence today, a fact noted by the recent implementation of the European directive, and in Brazil, by the National Solid Waste Policy. Understanding the impact of this policy on the national scientific production is essential to plan new directions and research trends. Through a bibliometric and scientometric studied, this research analyzed the national and global context of the last 20 years and found areas in which research progressed, as municipal solid waste, and essentials gaps to develop more the national state-of-the-art, as solid waste of transport. So, the results of this study are a plausible tool to justify for further research on this topic.

The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions. This policy has, besides other things, goals of residues reduction and inclusion of waste pickers in the mechanism of selective collect and recycling. However, this and other public policies created for residue management are benefic only for cooperated waste pickers. That could negatively affect most of this class, since 90% are waste pickers working in a precarious way on the country's streets. This study has for objective show that most of waste pickers that work in a precarious way on the brazilian territory has a huge potential for the solid residues recycling chain and how they should be valued for the environmental services they provide, so they can be included with dignity on the society, ensuring economic and social benefits for this workers. The methodology adopted was based on the amount of residue collected by the 44 cooperated members of the Rio Claro‟s waste pickers cooperative to estimate the potential of collect and recycling did by 210 autonomous waste pickers who are active on city streets. It was observed that the cooperative collects the equivalent of 10.2% of all recyclable residues generated by city population. However, with the potential that these autonomous waste pickers have, which together could contribute 465 tonnes of solid residues per month, or 5,570 tons a year...

A existência de problemas ambientais em função do acelerado processo de mudanças pelo qual o planeta passa, traz consigo uma preocupação mais acentuada com o meio ambiente, principalmente no que tange a sua degradação. Este artigo tem o propósito de analisar como a Universidade ALFA (nome fictício) está gerindo seus resíduos sólidos e de que forma estão se adequando para atender a Política Nacional de Resíduos Sólidos, bem como: identificar os tipos de resíduos gerados na Universidade ALFA; classificar os resíduos identificados; e verificar a destinação dada aos resíduos em uma universidade, comparando com a legislação sobre resíduos sólidos urbanos. A pesquisa caracteriza-se como sendo do tipo exploratória, utilizando-se do método de pesquisa-ação. Os resultados obtidos demonstram que as ações mais visíveis, servem de sensibilização da comunidade acadêmica, que já percebe mudanças, as quais vão ao encontro da gestão ambiental na instituição, que segue visa a perfeita adequação à legislação.

The integrated management of municipal solid waste in Brazil is held legally responsible by the city council administration. This is done since the year 2010 with the publication of the National Solid Waste Policy term. According to the policy and law, each city must encourage the implementation of selective collection and the participation of waste picker´s entities aiming social inclusion. However, these actions haven’t yet reached its legal aims. These workers are considered regarding collection actions but are stripped of certain basic labor rights not in conformation with the Decent Work concept. This type of work, according to International Labour Organization, must be seen as work that is properly paid for and must be done regarding conditions of freedom, equity, security and able to provide workers with a dignified life conditions. Thus, this work aims to investigate the implementation process regarding the Solid Waste National Policy in Natal-Rio Grande do Norte in Brazil. This is done considering socio-productive insertion of recyclable material collectors. The research is substantiated by a qualitative approach as well as documental and bibliographical research. A field research considering the cooperatives as well “in locco" observation and semi-structured interviews were carried out between the time span of 2013 and 2014. In order to investigate decent daily working conditions the research emphasized municipal management actions in Natal towards social inclusion that aim to reflect on the progress and difficulties experimented. It is seen that even when these cooperatives receive government support there are still important struggles that need to be overcome. The worker´s tasks are risky, the work environment in not safe or is adequate in terms of health issues. There is the stigma of it being considered an occupational task, the low individual income distancing the activity regarding parameters of the Green Employment and Decent Work concept. On the other hand, the survey showed potential as the relentless pursuit on behalf of the cooperatives that still search better work condition improvement.

Nowadays the rapid growth of urban centers, the accumulation of social and environmental demands, the relationship between public policy and increasingly complex problems accentuates the feeling that cities undergo an urban crisis. This crisis is especially characterized by its multidimensionality, which goes through economic, cultural, ethical, environmental and, above all, political issues. In order to study the core of this crisis that is manifested by the urbanization process and has in its exacerbation on the metropolitan areas was conducted conceptual and theoretical study of the meaning of sustainable development applied to the everyday reality of cities, extracting from this debate concepts, such as: sustainable territorial development, administrative sustainability and political sustainability. Looking forward to test this the practical applicability of these theoretical concepts studied, an empirical study was done on the reality of metropolitan solid waste in Natal, Rio Grande do Norte, Brasil. According to the recent theoretical debate, the waste comprises a sector of the urban environmental crisis that best represents the relationship between man and environment. Ensuring the multidimensionality of environmental issues through the “Saber Ambietal” (LEFF, 2005), was made a extensive qualitative study correlating the concepts of sustainable territorial development, metropolitan governance and “Saber Ambiental” applied on solid waste. The results point to the real challenges of municipal government in understanding the real situation, take action and change the inertia in which have operated in recent decades. The results also showed the importance of transforming environmental issues in political, in other words, struggle for ideas, ideological and ethical references.

O presente estudo teve por objetivo estimar um percentual do quanto seria necessário aumentar o repasse do ICMS, para se tornar um incentivo verde, motivando os governos municipais a cumprirem a lei n° 12.305/101 (que instituiu a Política Nacional de Resíduos Sólidos - PNRS), abordando em âmbito nacional (macrorregiões), com breve comparativo entre outros países, referenciando também o COREDE Sul e os municípios que o compõem (um a um), no que tange o tratamento desses resíduos sólidos no Brasil, mostrando entre eles a disposição desses dejetos e alguns incentivos econômicos, com sugestão de política pública fiscal. A metodológica utilizada tem inspiração na escola austríaca que emprega uma mistura de procedimentos, sendo assim, este trabalho utilizou-se do método dedutivo exploratório e para a valoração do serviço do tratamento dos resíduos utilizou-se o Método de Valoração Contingente (MVC), que é um método econômico utilizado para valorar o meio ambiente, que envolve perguntar diretamente as pessoas (pesquisa), o quanto estariam dispostas a pagar ou a receber por serviços ambientais específicos.

O desenvolvimento sócio-econômico e os hábitos de vida geram um consumo excessivo, que conduz à lapidação de recursos e à geração de grande quantidade de resíduos.Este trabalho e tem como objetivo relatar como se iniciou a promoção da Educação Ambiental (EA) em escolas públicas de Araguari-MG por meio da implantação de um modelo de compostagem de resíduos sólidos orgânicos, contribuindo para a gestão de resíduos destas e amenizando os impactos no meio ambiente e na saúde, acarretados pela geração e inadequada disposição destes. A metodologia deste trabalho constitui em primeiro lugar na caracterização dos resíduos sólidos urbanos da cidade de Araguari-MG, sensibilização e discussões em relação a problemas ambientais e a importância de amenizar os impactos ambientais gerados pela utilização inadequada dos recursos naturais. Para solucionar a problemática que envolve os resíduos sólidos, é necessário que os municípios adotem o gerenciamento integrado de resíduos sólidos, dando a este uma nova utilidade, contribuindo para amenizar seus impactos no meio ambiente, na saúde, bem como na gestão adequada de seus resíduos e implantação de cidades verdadeiramente sustentáveis.

O objetivo desse trabalho é identificar a contribuição social e ambiental das cooperativas de reciclagem para os canais reversos de resíduos sólidos pós-consumo. Trata-se de uma pesquisa exploratória e qualitativa, desenvolvida por meio de estudos de casos múltiplos realizados em quatro Centrais de Triagem do Programa de Coleta Seletiva no município de São Paulo. As fontes de evidências utilizadas foram entrevistas, observação direta e pesquisa documental. A pesquisa mostrou que as cooperativas têm papel importante no canal reverso dos resíduos sólidos urbanos e na consequente mitigação do impacto ambiental provocado por resíduos. Destacam-se: o aumento da vida útil dos aterros sanitários; a diminuição da disposição incorreta desses resíduos; a redução do gasto de energia; e diminuição da extração de matéria-prima virgem, além da melhoria das condições de trabalho dos cooperados.
