Amongst thematic networks, strategic laboratories and master and doctorate scholarships awarded by the National Program of Nanotechnology, an actor of great relevance can be distinguished due to its relative absence: the lay people, once more relegated to a secondary agent in Brazilian democracy, although citizens’ views have been increasingly recognized all over the world as an indispensable factor to the science and technology public policies which are intended to be democratic. Whereas Europe and United States have incorporated public values and feelings in the policy planning, Brazil is still waiting for opportunities of public participation in the definition of research guidelines. This paper examines contemporaneous demands of science communication to the strengthening of citizenship, aiming to offer contributions to a debate directed to question the present arrangement — of antidemocratic indifference towards the public — adopted in the formulation of public policies in Brazil.

A abordagem territorial do desenvolvimento tornou-se um referencial importante para a elaboração de políticas públicas de desenvolvimento rural. No Brasil, a Secretaria de Desenvolvimento Territorial, criada em 2003 e vinculada ao Ministério do Desenvolvimento Agrário, o adotou estrategicamente. O Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (Pronat), lançado em 2003, prevê a execução de um conjunto de ações voltadas a municípios rurais articulados territorialmente. Em 2008, ocorreu a implantação do Programa Territórios da Cidadania, desdobramento do Pronat e política de desenvolvimento rural para dinamizar territórios economicamente deprimidos. A gestão decisória compartilhada entre Estado e sociedade é uma das premissas e objetivos do Programa. No estado do Paraná, o Projeto de Inclusão Social e Desenvolvimento Rural Sustentável converge com as políticas territoriais estabelecidas na esfera federal, tanto em termos de conteúdo como de procedimentos. A análise da constituição do Território Integração Norte Pioneiro (PR) fundamenta o argumento de que a formulação do Pronat, e do Programa Territórios da Cidadania, tem como um de seus objetivos centrais a constituição de uma esfera decisória microrregional que atue nas questões rurais, priorizando-se a descentralização das atribuições no que concerne ao desenvolvimento rural.

The books are part of the school routine in the course of our lives, currently, we are the gateway to the processes of social literacy that begins with the presentation of these objects for babies and children in early childhood education (EI). This research has the main question: to know how are the libraries or reading rooms in Early Childhood Education Centres (CEI) of Botucatu. Thus, the overall goal is to understand, characterize and analyze the CEIs libraries Botucatu. What implies: investigate and analyze the existing legislation on school libraries, their approach to the reality of the CEIs and the official documents of early childhood education; To investigate the relationship between the child and the playful objects (books, toys etc.) and finally discover and describe the reality of School Libraries in CEIs studied. The research is qualitative orientation, more precisely a Case Study. The space, proper equipment and support provide a rich learning that will serve as the basis for school achievements. However, the offering of School Libraries and Reading Rooms in many cases it is not a reality. The survey took into account which of the schools have assets, how is the organization of space, the playful activities with learners users and which functions, training and professional responsibilities designated as responsible for School Library/Reading Room. It is noteworthy to say the official documents as a basis and motive of this research as well as the fulfillment of established targets and carried out by the municipal, state and national governments on the implementation of School Libraries in schools, with the help of programs like National Fund Development of Education (ENDF), National School Library program (PNBE) and the National Book and Reading Plan (PNLL)

No Brasil, iniciativas de Humanização no atendimento em saúde são identificadas desde os anos 1990, mas ganharam vulto por meio do Programa Nacional de Humanização da Assistência Hospitalar (PNHAH), ampliado pela Política Nacional de Humanização (PNH). O objetivo deste artigo é identificar a percepção sobre Humanização por parte de alguns jornalistas que escrevem sobre Saúde em importantes publicações paulistas, e no que se constitui, na opinião deles, um atendimento humanizado. A análise do material coletado foi feita segundo referenciais teóricos da Bioética, sob o enfoque de autores como Pellegrino e Thomasma (Ética das Virtudes e Beneficência) e Beauchamp e Childress (Principialismo). Resultados: Os pesquisados ainda associam a Humanização às primeiras iniciativas de Humanização, vinculadas a assistência ao parto e pré-natal, além do voluntariado, mas desconhecem a existência de uma política estruturada sobre o tema: nenhum sequer mencionou a PNH; consideram o médico como figura essencial à Humanização da assistência e que, portanto, deveria ser virtuoso; e desejam que o atendimento tenha caráter integral (holístico).

Discussions about the new meaning of citizenship, valuing differences and respecting knowledge diversity bring the question of how public policies can be locally rooted to ensure access to diversity. This is evident when we deal with health policies, where the interaction between implementers and beneficiaries is essential to understand the results of the policy. The Family Health Program (FHP) has tried to change the relationship between state and society, bringing health professionals with the daily experienced by the users where there is (re) production of the components that lead to insecurity, poor health and disease. To analyse this kind of policy we must take into account the interaction processes and the practices of the actors involved in the FHP implementation. This article aims to analyze the role of Health Communitarian Agents (HCA) as FHP implementers. Through ethnographic research followed the practices of ACS in different cities, we seek to understand how they deal with their different knowledge, enable and disable referrals and adapt action to enact the program. We want to understand how they use mediations and interactions in their practices and built policies locally rooted, constructing alternative ways to implement these policies.

Trypanosoma cruzi, the agent of Chagas disease, is a complex of genetically diverse isolates highly phylogenetically related to T. cruzi-like species, Trypanosoma cruzi marinkellei and Trypanosoma dionisii, all sharing morphology of blood and culture forms and development within cells. However, they differ in hosts, vectors and pathogenicity: T. cruzi is a human pathogen infective to virtually all mammals whilst the other two species are non-pathogenic and bat restricted. Previous studies suggest that variations in expression levels and genetic diversity of cruzipain, the major isoform of cathepsin L-like (CATL) enzymes of T. cruzi, correlate with levels of cellular invasion, differentiation, virulence and pathogenicity of distinct strains. In this study, we compared 80 sequences of genes encoding cruzipain from 25 T. cruzi isolates representative of all discrete typing units (DTUs TcI-TcVI) and the new genotype Tcbat and 10 sequences of homologous genes from other species. The catalytic domain repertoires diverged according to DTUs and trypanosome species. Relatively homogeneous sequences are found within and among isolates of the same DTU except TcV and TcVI, which displayed sequences unique or identical to those of TcII and TcIII, supporting their origin from the hybridization between these two DTUs. In network genealogies, sequences from T. cruzi clustered tightly together and closer to T. c. marinkellei than to T. dionisii and largely differed from homologues of T. rangeli and T. b. brucei. Here, analysis of isolates representative of the overall biological and genetic diversity of T. cruzi and closest T. cruzi-like species evidenced DTU- and species-specific polymorphisms corroborating phylogenetic relationships inferred with other genes. Comparison of both phylogenetically close and distant trypanosomes is valuable to understand host-parasite interactions, virulence and pathogenicity. Our findings corroborate cruzipain as valuable target for drugs, vaccine, diagnostic and genotyping approaches.

Políticas públicas de educação ambiental no Brasil estimulam o envolvimento de educadores em processos de políticas públicas mediados pelo diálogo. Isso demanda o desvelamento do conceito de diálogo, objetivo deste trabalho. Os resultados do levantamento bibliográfico estabelecem a relação entre o diálogo, as políticas públicas de educação ambiental e seus pressupostos epistemológicos, trazem a fundamentação filosófica e abordam a teoria operacional para o diálogo. Por fim, indicam obstáculos a sua ocorrência e sugerem a formação de espaços de diálogo para contorná-los.

As discussões sobre o novo significado de cidadania, valorização da diferença e respeito à diversidade de saberes trazem a questão de como as políticas públicas podem ser localmente enraizadas para garantir que essa diversidade seja contemplada em seus processos. Esta incorporação é ainda mais relevante quando tratamos de políticas de saúde, onde a interação entre implementadores e beneficiários é essencial para compreender os resultados da política. O Programa Saúde da Família (PSF) tem tentado mudar as relações entre Estado e beneficiários, aproximando profissionais da saúde dos cotidiano vividos pelos beneficiários onde, muitas vezes, há (re)produção dos componentes que levam às situações de insegurança, insalubridade e doença. No caso desse programa, a análise das políticas públicas deve levar em conta os processos de interação e a ação dos atores envolvidos na implementação do PSF. Este artigo tem como objetivo analisar o papel dos Agentes Comunitários de Saúde enquanto implementadores do PSF. Através de pesquisas etnográficas acompanhando as atividades dos ACS em diferentes municípios, buscamos compreender como eles lidam com seus múltiplos saberes, ativam e desativam referências e adaptam ação para colocar em prática o Programa. A partir de análises de 24 Agentes Comunitários de diferentes municípios, avanlaos na compreensão de como se dão as mediações e as interações em suas práticas e como constroem as políticas públicas enraizando ações a partir dos cotidianos locais, construindo formas alternativas de implementação dessas políticas.

An agency is accountable to a legislative body in the implementation of public policy. It has a responsibility to ensure that the implementation of that policy is consistent with its statutory objectives.^ The analysis of the effectiveness of implementation of the Vendor Drug Program proceeded in the following manner. The federal and state roles and statutes pursuant to the formulation of the Vendor Drug Program were reviewed to determine statutory intent and formal provisions. The translation of these into programmatic details was examined focusing on the factors impacting the implementation process. Lastly, the six conditions outlined by Mazmanian and Sabatier as criteria for effective implementation, were applied to the implementation of the Vendor Drug Program to determine if the implementation was effective in relation to consistency with statutory objectives.^ The implementation of the statutes clearly met four of the six conditions for effective implementation: (1) clear and consistent objectives; (2) a valid causal theory; (3) structured the process to maximize agency and target compliance with the objectives; and (4) had continued support of constituency groups and sovereigns.^ The implementation was basically consistent with the statutory objectives, although the determination of vendor reimbursement has had and continues to have problems. ^

El presente no es un proyecto de investigación, sino de gestión y desarrollo de herramientas para la toma de decisiones. Su objetivo es colaborar dentro del marco de la "Red Nacional de Ordenamiento y Desarrollo Territorial" (Poder Ejecutivo Nacional, 2004) propuesta por el Gobierno Nacional, con los gobiernos provinciales y otros organismos en la planificación del uso de los recursos del territorio, procurando un manejo sostenible de los mismos, a fin de reducir en forma progresiva los desequilibrios espaciales, contribuyendo a elevar la calidad de vida de todos los habitantes del país. En las últimas décadas, ante la existencia de una creciente presión antrópica sobre el medio natural y, paralelamente, un mayor grado de conocimiento de las causas y efectos de los diferentes riesgos, éstos han comenzado a tener mayor influencia en la determinación de políticas y prioridades para inversiones o emprendimientos económicos en general y en la fijación de pautas de ocupación del territorio. La planificación aparece como una herramienta adecuada para orientar y organizar el desarrollo equitativo y sustentable de un territorio y la población que lo ocupa. El Ordenamiento Territorial (OT) significa disponer, con orden, la ocupación y usos del territorio según la mayor o menor aptitud de sus diferentes elementos constitutivos. Este proyecto se considera estratégico para el Programa Nacional Ecoregiones del INTA (PNECO), ya que encara los problemas territoriales desde un punto de vista global (aspectos económicos, sociales, productivos, culturales y ambientales), tradicionalmente tratados de forma sectorial, plantea directivas a mediano y largo plazo (escenarios) y guía la planificación regional y local. El enfoque central del OT es la visión participativa, acordando intereses contrapuestos (trade-offs1) y sinérgicos, transformando amenazas en oportunidades. Es este punto central el que permitirá vincular el PNECO con todos sus Proyecto Específicos (PE), considerando el marco de políticas públicas vinculadas al medio ambiente y la producción en cada ecoregión del país, asociado al Programa Nacional de Territorios del INTA

Este estudio se realizó en el departamento de Malargüe, al sur de la provincia de Mendoza, con el fin de determinar el grado de efectividad del Programa Nacional de Infecciones Respiratorias Agudas Bajas, en niños de 0 a 5 años, que ingresaron al Hospital Malargüe en el primer semestre del año 2011. La investigación, de tipo cualitativa, permitió conocer el grado de conocimiento, opiniones y actitudes del personal de enfermería y padres. Los principales objetivos fueron: identificar las infecciones más comunes por IRAs bajas; determinar el grado de adhesión del personal de enfermería al programa; determinar el grado de conocimiento de la comunidad en torno al programa de internación abreviada; determinar si las internaciones prolongadas disminuyeron a partir de la implementación del programa de infecciones respiratorias bajas.
