Insecticide treated bed nets and indoor residual spraying are the most widely used vector control methods in Africa. The World Health Organization now recommends four classes of insecticides for use against adult mosquitoes in public health programs. Of these four classes of insecticides, pyrethroids have become the insecticides of choice in treating mosquito bed nets and in the use of indoor spraying to prevent malaria transmission. Pyrethroids are not only used in malaria control but also in agriculture to protect against pest insects. This concurrent use of pyrethroids in vector control and protection of crops from pests in agriculture may exert selection pressure on mosquito larval population and induce resistance to this class of insecticides. The main objective of our study was to explore the role of agricultural chemicals and the response of mosquitoes to pyrethroids in an area of high malaria transmission.

We used a cross-sectional study design. This was a two-step study involving both mosquitoes and human subjects. In this study, we collected larvae growing in breeding sites affected by different agricultural practices. We used purposive sampling to identify active mosquito breeding sites and then interviewed households adjacent to those breeding sites to learn about their agricultural practices that might influence the response of mosquitoes to pyrethroids. We also performed secondary analysis of larval data from a previous case-control study by Obala et al.

Schistosomiasis is a major neglected tropical disease that afflicts more than 240 million people, including many children and young adults, in the tropics and subtropics. The disease is characterized by chronic infections with significant residual morbidity and is of considerable public health importance, with substantial socioeconomic impacts on impoverished communities. Morbidity reduction and eventual elimination through integrated intervention measures are the focuses of current schistosomiasis control programs. Precise diagnosis of schistosome infections, in both mammalian and snail intermediate hosts, will play a pivotal role in achieving these goals. Nevertheless, despite extensive efforts over several decades, the search for sensitive and specific diagnostics for schistosomiasis is ongoing. Here we review the area, paying attention to earlier approaches but emphasizing recent developments in the search for new diagnostics for schistosomiasis with practical applications in the research laboratory, the clinic, and the field. Careful and rigorous validation of these assays and their cost-effectiveness will be needed, however, prior to their adoption in support of policy decisions for national public health programs aimed at the control and elimination of schistosomiasis.

The 86.4 percent safety-belt usage rate in 2004 (an increase of 13 percent since 1994) reflects active enforcement and education efforts that have occurred in Iowa over the course of the last decade. Through continuing education of the public with programs in the school and communities, the “Click it or Ticket” campaign, an active “Life Toll” campaign, year-long safety belt enforcement, and other cooperative efforts between state and local law enforcement, Iowa will strive to increase the use of safety belts and save more lives on Iowa roadways.

During the spring and summer of 2005, two surveys were taken of motor vehicle drivers’ and passengers’ seat belt usage. These surveys are before and after parts of the “Click it or Ticket” education and enforcement campaign. The whole project starts with a pre-campaign survey followed by the four-week public information, education and enforcement campaign. Finally, the postcampaign survey is taken to test the effectiveness of the education and enforcement campaign. In the pre-campaign survey of seat belt usage, the usage/non-usage of 15,444 front seat occupants of cars, vans, SUVs and pickups were observed at 100 locations. In the post-campaign survey of seat belt usage, 15,731 observations were made of front seat occupants of cars, vans, SUVs and pickups. The day of the week and time of day the observations took place were selected for each site using a random number generation computer program.

La libertad de expresión, entendido como el derecho de informar y ser informado son parte esencial de nuestros derechos humanos. Cualquier circunstancia que limite esos derechos atropella la dignidad humana. Existe una abundante y explícita normativa de derechos humanos que buscan garantizar el libre ejercicio de la comunicación: instrumentos internacionales y regionales y una reiterada jurisprudencia. El derecho humano de libertad de expresión es entendido como el derecho a expresarse, buscar y recibir información. Censurar o limitar ciertas publicaciones o establecer mecanismos que restringen el acceso a información pública son formas sutiles de atropellar esos derechos. El recurrir a figuras penales como el desacato o insulto a funcionarios o delitos contra el honor podrían activarse y tornarse amenazantes para el que ejerce el periodismo. Esta sería una forma de silenciar cualquier cuestionamiento a figuras públicas en detrimento de un principio fundamental de toda democracia. Suerte parecida corre el derecho de reconocer el secreto profesional del periodista y la expresión del pluralismo. De hecho que al igual que en otros campos como el laboral, salud, alimentación, el derecho a un ejercicio digno de la comunicación también es susceptible de verse amenazado. Abstract An essential aspect of our human rights is that we have freedom to express ourselves and to be informed. There are wide and specific human rights regulations, which seek to guarantee the freedom of expression: international and national instruments and reiterative jurisprudence. Two main principles that set the foundation for freedom of expression are liberty to express oneself and liberty to obtain and search for information. Censuring or limiting certain publications, as well as setting up mechanisms to restrict people’s access to public information, are subtle ways of threatening these rights.

This article reports a unique analysis of private engagements by an activist fund. It is based on data made available to us by Hermes, the fund manager owned by the British Telecom Pension Scheme, on engagements with management in companies targeted by its UK Focus Fund. In contrast with most previous studies of activism, we report that the fund executes shareholder activism predominantly through private interventions that would be unobservable in studies purely relying on public information. The fund substantially outperforms benchmarks and we estimate that abnormal returns are largely associated with engagements rather than stock picking. © The Author 2008.

Considering the need of communication between public management and society and its citizens, in a way which is more effective and transparent, the aim of this research was to analyze the transparency of public information presented by the managers of the portals of southern Brazil’s Federal Institutes. It is a qualitative and quantitative research, applied as its purpose, and exploratory as its aim. In order to explain the issue from the theoretical frameworks published, it will be used as a procedure the bibliographic research and the further study field research in the six southern Brazil’s Federal Institutes. Therefore, the theoretical framework approaches aspects about public transparency, concepts of information and communication in the public sector, and it presents measurement indexes of public transparency. The data collection with the Institutes sought to measure – in the portals – the level of transparency of the information presented by the managers, applying a search tool which provided the transparency index of eleven categories of the researched items, besides verifying the presence of the required items by Access to Information Law. In the sequence, it sought to verify the Institutes managers’ perception of the aspects which composes the proposed theme, for the purpose of observing how the process of communication between public agencies and the citizen is happening. The main results obtained emphasize, in a general way, a low level of public information propagation, with a lower average of propagation to the information about social, environmental and economic responsibility, and a greater average to the information related to the institution’s general data – from its management structure to its ordinance. It was also observed that no institution which was researched fully comply with the demands of the Access of Information Law. The results about the manager perceptio demonstrate a tendency in publishing the produced information, however, elements such disorganization of information in the portals, lack of standardization of the virtual structure and type of language to use, and lack of procedures of popular participation and interaction in the portals are determiners to bring problems in the access and in the communication with the public. Besides, the short time of institutions’ creation and the short time of the managers assuming their functions must be considered as a reflex of the found results. Therewith, the present study highlighted the importance of Public Transparency theme and it reached a positive result to a scientific and social contribution.

There is still a lack of an engineering approach for building Web systems, and the field of measuring the Web is not yet mature. In particular, there is an uncertainty in the selection of evaluation methods, and there are risks of standardizing inadequate evaluation practices. It is important to know whether we are evaluating the Web or specific website(s). We need a new categorization system, a different focus on evaluation methods, and an in-depth analysis that reveals the strengths and weaknesses of each method. As a contribution to the field of Web evaluation, this study proposes a novel approach to view and select evaluation methods based on the purpose and platforms of the evaluation. It has been shown that the choice of the appropriate evaluation method(s) depends greatly on the purpose of the evaluation.
