Genital human papillomavirus (HPV) is of public health concern because persistent infection with certain HPV types can cause cervical cancer. In response to a nationwide push for cervical cancer legislation, Texas Governor Rick Perry bypassed the traditional legislative process and issued an executive order mandating compulsory HPV vaccinations for all female public school students prior to their entrance in the sixth grade. By bypassing the legislative process Governor Perry did not effectively mitigate the risk perception issues that arose around the need for and usefulness of the vaccine mandate. This policy paper uses a social policy paradigm to identify perception as the key intervening factor on how the public responds to risk information. To demonstrate how the HPV mandate failed, it analyzes four factors, economics, politics, knowledge and culture, that shape perception and influence the public's response. By understanding the factors that influence the public's perception, public health practitioners and policy makers can more effectively create preventive health policy at the state level. ^

This study was conducted under the auspices of the Subcommittee on Risk Communication and Education of the Committee to Coordinate Environmental Health and Related Programs (CCEHRP) to determine how Public Health Service (PHS) agencies are communicating information about health risk, what factors contributed to effective communication efforts, and what specific principles, strategies, and practices best promote more effective health risk communication outcomes.^ Member agencies of the Subcommittee submitted examples of health risk communication activities or decisions they perceived to be effective and some examples of cases they thought had not been as effective as desired. Of the 10 case studies received, 7 were submitted as examples of effective health risk communication, and 3, as examples of less effective communication.^ Information contained in the 10 case studies describing the respective agencies' health risk communication strategies and practices was compared with EPA's Seven Cardinal Rules of Risk Communication, since similar rules were not found in any PHS agency. EPA's rules are: (1) Accept and involve the public as a legitimate partner. (2) Plan carefully and evaluate your efforts. (3) Listen to the public's specific concerns. (4) Be honest, frank, and open. (5) Coordinate and collaborate with other credible sources. (6) Meet the needs of the media. (7) Speak clearly and with compassion.^ On the basis of case studies analysis, the Subcommittee, in their attempts to design and implement effective health risk communication campaigns, identified a number of areas for improvement among the agencies. First, PHS agencies should consider developing a focus specific to health risk communication (i.e., office or specialty resource). Second, create a set of generally accepted practices and guidelines for effective implementation and evaluation of PHS health risk communication activities and products. Third, organize interagency initiatives aimed at increasing awareness and visibility of health risk communication issues and trends within and between PHS agencies.^ PHS agencies identified some specific implementation strategies the CCEHRP might consider pursuing to address the major recommendations. Implementation strategies common to PHS agencies emerged in the following five areas: (1) program development, (2) building partnerships, (3) developing training, (4) expanding information technologies, and (5) conducting research and evaluation. ^

En este trabajo se muestra la cocina de una investigación, es decir cómo se construyen los momentos que la componen y cómo se relacionan entre sí. Esta experiencia tuvo como objetivo analizar el proceso de construcción de políticas públicas en las organizaciones hospitalarias de la Provincia de Buenos Aires, haciendo foco en las acciones informales desarrolladas en su interior. Luego de una introducción para ubicar al lector en la temática, se explica la selección del marco teórico y la discusión acerca de los elementos conceptuales que aporta cada disciplina para repensar la informalidad. Cuando se inició el trabajo para obtener el título de doctora, el proyecto era acerca de la financiación público privada de los clubes deportivos madrileños. El punto uno de ese primer índice, versaba sobre el origen del club deportivo en la Comunidad de Madrid (en este sentido, es preciso tener en cuenta que el territorio sufrió modificaciones, lo que antes eran pueblos hoy son distritos y lo que antes era provincia hoy es Comunidad Autónoma de Madrid, nuestro ámbito territorial de estudio). Al leer la doctrina autorizada que coincidía en su totalidad en que los primeros clubes deportivos fueron de origen inglés (el Recreativo de Huelva en el año1889 era considerado el primer club de España) y recordar dudas e inquietudes al respecto que surgieron durante la licenciatura, la investigación se tornó incómoda, por no decir temeraria. ¿Por qué había que limitarse a recoger las ideas de una doctrina, sin duda hoy y entonces prestigiosa, cuando se pensaba que aquella teoría del origen británico no podía ser, aunque fuera dentro de un marco teórico? No parecía tener sentido que no hubiera habido asociacionismo en España antes de la llegada de las compañías inglesas, pero sobre todo en Madrid, siempre bulliciosa en cuanto a participación ciudadana, por varios motivos: existían juegos y deportes populares autóctonos antes de que llegara el fútbol. ¿No se asociaban los madrileños para poder competir con otros?, ¿Se equivocó Goya al pintar estampas de juegos populares?, ¿Por qué existía entonces una Ley de Asociaciones de 1887, evidentemente anterior al Recreativo de Huelva (1889)? Las leyes se elaboran en respuesta a una necesidad social o a una costumbre anterior, o a las dos cosas. ¿Nadie pensó en la costumbre, siendo fuente del Derecho junto con la Ley y los principios generales?, ¿Nadie, estando tan cerca?, ¿Nadie, figurando en el artículo 1 del Código Civil? De esta forma, la justificación y objetivos cambiaron, la investigación se volvió otra, se tenía necesidad de probar la lógica o nada. Sólo hacían falta las pruebas documentales que aportaran luz y fueran tangibles para la argumentación jurídica. Así, entre las reglas del juego de la norma jurídica, la jurisprudencia y la doctrina, se desenvuelve el marco teórico de este trabajo. Es necesario para ello conocer cómo funciona la legislación que afecta a los clubes deportivos en la actualidad para entender las similitudes con los clubes pioneros. Es preciso comprender que una Ley nunca se encuentra aislada de otras, que todas están relacionadas, que los cruces son inevitablemente ilimitados y los resultados inmensos. Se ha realizado un análisis de una realidad compleja que trasciende de lo jurídico y lo deportivo. Respecto al material y método, no se encontraban referencias de estudios comparados, desde el punto de vista jurídico, de los Estatutos de los primeros clubes deportivos madrileños, ni nombrarlos hasta que a principios del año 2013 digitalizamos en la Biblioteca Nacional el Reglamento del Instituto de Gimnástica, Equitación y Esgrima (Villalobos, 1842); la prueba documental que se buscaba para apoyar la teoría ya era tangible. Luego se encontrarían otros para añadir a la muestra y también documentación probatoria complementaria. Tampoco había trabajos sobre la documentación emanada de la Administración Pública, por lo que se han estudiado Expedientes administrativos así como su comparativa con la legislación coetánea y la actual, lo que ha permitido concretar más la forma y tipología de las primeras formas jurídicas deportivas. Para la búsqueda de documentación se ha recurrido a bibliotecas, archivos e incluso depósitos que tenían legajos sin clasificar, habían sufrido las inundaciones y carcoma que azotaron a los sótanos de Madrid e incluso a alguno el fuego le miró de reojo. La documentación encontrada ha permitido convivir con los personajes que habitaron los clubes pioneros en los primeros domicilios sociales; historias reales con banda sonora propia. Y es que el nacimiento del asociacionismo deportivo madrileño no se podría haber gestado en mejor momento; durante el Romanticismo, ni en mejor lugar, en las encrucijadas de las callejuelas estrechas cercanas a las grandes arterias de la Capital; un paseo por las calles Libertad, Barbieri, Minas, Hortaleza y Montera. Los resultados de la investigación confirman la teoría de que el primer club deportivo madrileño nada tuvo que ver con los clubes que posteriormente vinieron en los equipajes de las compañías inglesas. Ni en tiempo, son anteriores; ni en lugar, Madrid; ni en forma, la comparativa con un club británico de la época denota diferencias o mejor, deficiencias, pero más que nada en el fondo. Los clubes madrileños tenían una naturaleza que reflejaba el sentir de los primeros socios y el espíritu de la Capital: beneficencia, espectáculo, participación ciudadana y trabajo en equipo. También se demuestra, tanto en los resultados como en la discusión, las particularidades de los primeros clubes madrileños en cuanto a su relación con la imprenta, la docencia, la prensa, las instalaciones deportivas siempre compartidas con la cultura como la terminología y las equipaciones, pero sobre todo la especial relación con el inherente derecho de reunión. Difícil pensar en un principio que la prueba de la costumbre se encontrara en la cartelería teatral, y que un programa de una competición deportiva escondiera unos Estatutos durante siglos. ABSTRACT When work for a doctorate degree began, the project was about public-private financing of sports clubs Madrid. At point one of the first index, concerned the origin of the sports club in Madrid ( Keep in mind that the territory was modified, which were towns before today are districts and what was once the province is now Community Autonomous of Madrid, our territorial area of study). When reading the authoritative doctrine which coincided entirely in the first sports clubs were of English origin (Huelva Recreation Club, 1889) and remember about questions and concerns raised during the undergraduate research became awkward, if not reckless. Why it had to be limited to collecting the ideas of a doctrine certainly prestigious now and then, when it was thought that this theory could not be British origin, albeit within a framework? It did not seem to make sense that there had been associations in Spain before the arrival of British companies, but especially in Madrid, always busy in terms of citizen participation, for several reasons; and indigenous games were popular sports before the football do the locals are not associated to compete with other?, Goya was wrong to paint pictures of popular games?, Why then was no Associations Act, 1887, clearly previous Huelva Recreation Club (1889)? The laws are developed in response to a social need or a past practice, or both. No one thought of being a source of law practice with the law and the general principles? No, being so close? No one appearing in Article 1 of the Civil? Thus the rationale and objectives of the research turned back, it was necessary to try logic or anything. Only documentary evidence was needed that provide light and were tangible to the legal arguments. Thus, among the rules of the legal rule, jurisprudence and doctrine, the theoretical framework of this work develops, we need to know how legislation affects sports clubs at present to understand the similarities with clubs works pioneers, we must understand that a law is never isolated from others, they are all related, intersections are inevitably unlimited and the immense results. It has made an analysis of a complex reality that transcends the legal and sports. Regarding the material and method, no references to studies were compared, from the legal point of view, of the Statute of the first Madrid sports clubs, or name them until early 2013 digitized at the National Library of the Institute of Regulation Gymnastics, Riding and Fencing (Villalobos, 1842); the documentary evidence that was sought to support the theory was already tangible. Then they find others to add to the sample and further supporting documentation. There was also no work on the documentation issued by the Public Administration, which have been studied administrative records and their comparison with the contemporary legislation and the current, allowing more concrete form and type of the first sports legal forms. Search for documentation we have turned to libraries, archives and even deposits that were not rated bundles, had suffered flooding and decay in the basement of Madrid and even fire some looked askance. The found documents have enabled us to live with the characters that inhabited the early clubs in the first addresses; real stories with its own soundtrack. And the birth of the Madrid sports associations could not have been gestated at a better time ; during the Romantic period , or in a better place ; at the crossroads of the nearby narrow streets of the great arteries of the Capital; a walk along the Libertad, Barbieri, Minas, Hortaleza and Montera. The research results confirm the theory that the first Madrid sports club had nothing to do with the clubs that later came in the luggage of British companies, nor in time; They predate, or rather; Madrid, or in the form; the comparison with a British club denotes the time differences or rather shortcomings, but more than anything in the background; the Madrid club had a nature that reflect the sentiments of the first members and the spirit of the Capital; charity, show, citizen participation and teamwork. It is also shown in the results and discussion the particularities of the first locals clubs in their relationship with the press, teaching, media, sports facilities always shared with the culture and terminology and the kits, but all the special relationship with the inherent right of assembly; hard to think at first that the test of habit were in the theater posters, and a program of a sports competition hide Statutes for centuries.

Essa pesquisa objetiva a análise da relação entre religião e política, em perspectiva de gênero considerando a atuação de parlamentares evangélicos/as na 54ª Legislatura (de 2011 a 2014) e a forma de intervenção desses atores no espaço político brasileiro quanto à promulgação de leis e ao desenvolvimento de políticas públicas que contemplem, dentre outras, a regulamentação do aborto, a criminalização da homofobia, a união estável entre pessoas do mesmo sexo e os desafios oriundos dessa posição para o Estado Brasileiro que se posiciona como laico. Ora, se laico remete à ideia de neutralidade estatal em matéria religiosa, legislar legitimado por determinados princípios fundamentados em doutrinas religiosas, pode sugerir a supressão da liberdade e da igualdade, o não reconhecimento da diversidade e da pluralidade e a ausência de limites entre os interesses públicos / coletivos e privados / particulares. Os procedimentos metodológicos para o desenvolvimento dessa pesquisa fundamentam-se na análise e interpretação bibliográfica visando estabelecer a relação entre religião e política, a conceituação, qualificação e tipificação do fenômeno da laicidade; levantamento documental; análise dos discursos de parlamentares evangélicos/as divulgados pela mídia, proferidos no plenário e adotados para embasar projetos de leis; pesquisa qualitativa com a realização de entrevistas e observações das posturas públicas adotadas pelos/as parlamentares integrantes da Frente Parlamentar Evangélica - FPE. Porquanto, os postulados das Ciências da Religião devidamente correlacionados com a interpretação do conjunto de dados obtidos no campo de pesquisa podem identificar o lugar do religioso na sociedade de forma interativa com as interfaces da laicidade visando aprofundar a compreensão sobre a democracia, sobre o lugar da religião nas sociedades contemporâneas e sobre os direitos difusos, coletivos e individuais das pessoas.

The object of this doctoral thesis is the analysis of the political and administrative purpose that is given to the reform process of a vital sector of State powers within the framework of delegate democracy, such as the administration of Justice. The object is also to analyze if State reform in a diminished or non-liberal surrounding increase or improve conditions of democracy in a given situation, based on the constitutional “what should be”, or if what occurs is a process of “seizure” of the functions of State, which becomes an institutional risk. Finally, we will examine the real and effective existence of a horizontal accountability process through the use of institutional resources, which would evidence the existence of an incomplete model of democracy. This analysis implies the relationship between two institutions within public administration: State Reform, as an act of change in State structure in order to improve qualitatively the outcomes and outputs of public policies, and in sum, to make the system work better. This, as it will be examined later, is the case of Latin America as a response of the State to three processes in crisis: fiscal, as in government intervention or in the form of bureaucratic administration. In that scheme of things, this thesis examines the present state of the art in public administration science of this process to prove that in delegate democracy, this type of instruments disregard the constitutive elements of democracy and serve, especially in critical areas of the administration, allowing for Power to dismiss Law. This research seeks to contribute towards an area seldom analyzed regarding public administration doctrine under the light of the theory of law, which is the connection between previous conditions or principal inputs of an execution process of a democracy and, on the other hand, regarding the effects of introducing a reform within models of a changing democracy and new concepts of the rule of law. While reviewing writings regarding State reform, it is clear that no approximations have been previously made in reference to prior conditions of the political system in order to begin operating a reform which respects fundamental rights as an object of this procedure. Furthermore, no analysis has been found regarding structural change of strategic areas in State services as to the effect caused on democratic exercise and the outcome in an open society...

The present paper aims to determine the level of implementation of innovations in Spanish local government as well as to identify which types of innovations are most common. The paper also considers the link between innovative behavior and organizational size. However, since innovations cannot occur as isolated phenomena but rather as a part of corporate strategy, the study compares the innovative behavior of the local governments analyzed with their typologies or strategic profiles. In order to achieve the aforementioned aims, the paper uses a survey of the Human Resource Managers of Town Halls in the largest Spanish municipalities. The results of this survey show that the most frequent innovations in the local governments analyzed are collaborative; the largest town halls show more propensities to innovate and they focus on external relationships which are collaborative and on the basis on Information and Communication Technologies. The study reconfirms that town halls with a prospective profile are the most innovative.

European public sectors are particularly affected by the demographic challenge and an ageing and shrinking workforce. According to OECD statistics, over 30% of public employees of central government in 13 countries will leave during the next 15 years. Moreover, the public sector has as compared to the private sector to rely on a much older workforce, who will have to work longer in future. Against this background, European governments need to react and re-think major elements of current HR and organisational management in the public sector. Particularly the skills in age management should be improved in order to also maintain in future a highly productive, competent and efficient public sector and to ensure that public employees stay longer ‘employable’, ‘healthy’, ‘fit for the job’ and ‘up to the task’. The survey suggests some solutions by investing more in three priority areas in the field of HRM.

After coming to power in September 2009, the Alliance for European Integration (AIE)1 coalition began implementing a wide-ranging programme of reforms, with a view to bringing Moldova closer to the European Union, and ultimately to ensure the country’s full membership of the EU. Today, Moldova is considered a clear leader in European integration among the members of the EU’s Eastern Partnership programme. This, however, has less to do with the concrete reforms introduced by the Moldovan government, and more to do with, on the one hand, Chișinău’s excellent public relations with Brussels, achieved through effective diplomacy; and on the other hand, the growing disillusionment with the lack of progress in other Eastern Partnership countries, particularly in Ukraine. Attempts to evaluate Moldova’s reforms have proven rather problematic. On the one hand, the ruling coalition has managed to make significant progress in the areas of civil liberties, human rights and electoral reform. The government has also successfully implemented regulations which have brought Moldova closer to signing a Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU, and it has made headway in talks on visa liberalisation with Brussels. On the other hand, Chișinău has still not carried out the structural and economic reforms without which real change in the country will be impossible. No reforms have been introduced in the Ministry of the Interior, the Moldovan police force, or the judiciary. The AIE has also failed to decentralise governance and has had no real success in reducing corruption; its attempts to rebuild the country’s financial institutions have proved equally unsuccessful. The main reasons for this poor performance include mutual mistrust and conflicting interests among the coalition members, a shortage of financial resources, strong resistance to change by public administration staff, and significant pressure from those political and business groups whose interests could suffer as a result of the proposed reforms. It should also be noted that since the AIE took power, the international context of the reform efforts has undergone significant changes. On the one hand, the EU has been facing an economic crisis, which has had a negative impact on Moldovan exports and contributed to the worsening of the economic situation in the country; and on the other hand, Moldova has been offered membership of the Customs Union as a viable alternative to EU membership.

For more than 20 years, the United States and the European Union have engaged in often-contentious negotiations over access to government procurement. The EU is dissatisfied with the level of procurement that the US has opened under the WTO Government Procurement Agreement and, as a consequence, it does not give the US its most comprehensive coverage. The US has been constrained in responding to the EU’s requests for greater access, especially to state procurement, by both its federal structure of government and by domestic purchasing requirements. At the current time, neither party has proposed a way to break the impasse. This paper reviews the current state of affairs between the US and the EU on government procurement, examining the procurement that they open to one another and the procurement that they withhold. It then proposes a strategy for the two sides to use the TTIP negotiations to move forward. This strategy includes both steps to expand their current commitments in the TTIP, as well as to develop a longer-term approach by making the TTIP a ‘living agreement’. This strategy suggests that the EU and the US could find a way to expand their access to government procurement contracts and at least partially defuse the issue.

Trade negotiations involving international public procurement rules are on the rise, stimulating a growing interest in having a clear picture of the economic stakes involved, including the current level of international openness. A recent paper published by the European Centre for International Political Economy (Messerlin, 2016) made an attempt to provide a range of estimates for the EU and the US and found relatively low rates of import penetration. This analytical approach, however, looked only at the ‘tip of the procurement iceberg’, as the data used covered primarily only one modality of international procurement (direct cross-border), which is not the main avenue for international government procurement. Other modalities, such as procurement from foreign subsidiaries established in Europe, account for much more. Such an approach therefore ignores the main modalities through which foreign firms win EU contracts. Once these other main procurement modalities are taken into account, EU openness in procurement is much higher. Comparable data across all modalities do not yet exist for the US, but we do have clear evidence that the US has introduced the largest number of protectionist procurement measures since 2008 affecting all modalities for international procurement. Against this background, this Policy Brief makes four basic points: i. Public procurement is a key area of trade negotiations, and TTIP is no exception to this rule. ii. The existing levels of openness in procurement markets need to be assessed across all three main procurement modalities and not based only on direct cross-border procurement, which is not the main procurement avenue. According to this comprehensive metric, the EU market already has a high foreign participation rate, including by US companies. iii. Unfortunately, similar data do not exist for the US market. But there is growing evidence of discriminatory measures introduced in recent years, which impede the ability of EU firms to compete on a level-playing field in US procurement markets. iv. The importance of procurement as a key negotiating area requires better data and a greater analytical engagement.
