Thousands of hectares of native plants and shallow open water habitat have been displaced in Lake Okeechobee’s marsh by the invasive exotic species torpedograss ( Panicum repens L.). The rate of torpedograss expansion, it’s areal distribution and the efficacy of herbicide treatments used to control torpedograss in the lake’s marsh were quantified using aerial color infra red (IR) photography.(PDF has 6 pages.)

We derive a relationship between the initial unloading slope, contact depth, and the instantaneous relaxation modulus for displacement-controlled indentation in linear viscoelastic solids by a rigid indenter with an arbitrary axisymmetric smooth profile. While the same expression is well known for indentation in elastic and in elastic-plastic solids, we show that it is also true for indentation in linear viscoelastic solids, provided that the unloading rate is sufficiently fast. When the unloading rate is slow, a "hold" period between loading and unloading can be used to provide a correction term for the initial unloading slope equation. Finite element calculations are used to illustrate the methods of fast unloading and "hold-at-the-maximum-indenter-displacement" for determining the instantaneous modulus using spherical indenters.

In this paper, common criterions about residual strength evaluation at home and abroad are generalized and seven methods are acquired, namely ASME-B31G, DM, Wes-2805-97, CVDA-84, Burdekin, Irwin and J integral methods. BP neural network are Combined with Genetic Algorithm (GA) named by modified BP-GA methods to successfully predict residual strength and critical pressure of injecting water, corrosion pipelines. Examples are shown that calculation results of every kind of method have great difference and calculating values of Wes-2805-97 criterion, ASME-B31G criterion, CVDA-84 criterion and Irwin fracture mechanics model are conservative and higher than, those of J integral methods while calculating values of Burdiken model and DM fracture mechanics model are dangerous and less than those of J integral methods and calculating values of modified BP-GA methods are close and moderate to those of J integral methods. Therefore modified BP-GA methods and J integral methods are considered better methods to calculate residual strength and critical pressure of injecting water corrosion pipelines

This document describes the analytical methods used to quantify core organic chemicals in tissue and sediment collected as part of NOAA’s National Status and Trends Program (NS&T) for the years 2000-2006. Organic contaminat analytical methods used during the early years of the program are described in NOAA Technical Memoranda NOS ORCA 71 and 130 (Lauenstein and Cantillo, 1993; Lauenstein and Cantillo, 1998) for the years 1984-1992 and 1993-1996, respectively. These reports are available from our website (http://www.ccma.nos.gov) The methods detailed in this document were utilized by the Mussel Watch Project and Bioeffects Project, which are both part of the NS&T program. The Mussel Watch Project has been monitoring contaminants in bivalves and sediments since 1986 and is the longest active national contaminant monitoring program operating in U.S. costal waters. Approximately 280 Mussel Watch sites are sampled on a biennial and decadal timescale for bivalve tissue and sediment respectively. Similarly, the Bioeffects Assessment Project began in 1986 to characterize estuaries and near coastal environs. Using the sediment quality triad approach that measures; (1) levels of contaminants in sediments, (2) incidence and severity of toxicity, and (3) benthic macrofaunal conmmunities, the Bioeffects Project describes the spatial extent of sediment toxicity. Contaminant assessment is a core function of both projects. These methods, while discussed here in the context of sediment and bivalve tissue, were also used with other matricies including: fish fillet, fish liver, nepheloid layer, and suspended particulate matter. The methods described herein are for the core organic contaminants monitored in the NS&T Program and include polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), butyltins, and organochlorines that have been analyzed consistently over the past 15-20 years. Organic contaminants such as dioxins, perfluoro compounds and polybrominated biphenyl ethers (PBDEs) were analyzed periodically in special studies of the NS&T Program and will be described in another document. All of the analytical techniques described in this document were used by B&B Laboratories, Inc, an affiliate of TDI-Brook International, Inc. in College Station, Texas under contract to NOAA. The NS&T Program uses a performance-based system approach to obtain the best possible data quality and comparability, and requires laboratories to demonstrate precision, accuracy, and sensitivity to ensure results-based performance goals and measures. ENGLISH: The staff of the Inter-American Tropical Tuna Commission is collecting and analyzing catch statistics of the Eastern Pacific fishery for yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) in order to provide the factual information required for maintaining the catch of these species at maximum sustainable levels (Shimada and Schaefer, 1956). Careful, systematic and continued studies of the population structure, life history, and ecology of these species are needed for a proper and adequate interpretation of the catch statistics so that a sound conservation program may be achieved (Schaefer, 1956). SPANISH: El personal científico de la Comisión Interamericana del Atún Tropical cumple, entre sus tareas, la de reunir y analizar las estadísticas de pesca del atún aleta amarilla (Neothunnus macropterus) y del barrilete (Katsuwonus pelamis) de la pesquería del Pacífico Oriental, a fin de adquirir la información necesaria para mantener la pesca de estas especies a niveles de producción máxima sostenible (Shimada y Schaefer, 1956). Estudios cuidadosos, sistemáticos y continuos de la estructura de la población y ciclo de vida y ecología de estas especies, son necesarios para lograr una interpretación adecuada de las estadísticas de pesca, de modo que éstas, a su vez, permitan realizar un programa conservacionista serio (Schaefer, 1956). Water hyacinth (Eichhornia crassipes) has been subject of three control methods since its arrival into the Nigerian freshwater lagoon system in 1984 - mechanical, chemical and biological. An assessment of these three methods seems to suggest that mechanical and chemical control methods, both of which being costly, must be applied either solely or integrated to combat the present level of considerable infestation in Nigeria. The biological control methods are advisable for slow, sustained control and can only cope with low levels of infestation. It is thus concluded that the preliminary control method should be mechanical or chemical to effectively abate the nuisance plant, followed by biological control once infestation levels have been sufficiently reduced

Co-management is a system or a process in which responsibility and authority for the management of common resources is shared between the state, local users of the resources as well as other stakeholders, and where they have the legal authority to administer the resource jointly. Co-management has received increasing attention in recent years as a potential strategy for managing fisheries. This paper presents and discusses results of a survey undertaken in the Kenyan part of Lake Victoria to assess the conditions - behaviour, attitude and characteristics of resource users, as well as community institutions - that can support co-management. It analyses the results of this survey with respect to a series of parameters, identified by Pinkerton (1989), as necessary preconditions for the successful inclusion of communities involvement in resource management. The survey was implemented through a two-stage stratified random sampling technique based on district and beach size strata. A total of 405 fishers, drawn from 25 fish landing beaches, were interviewed using a structured questionnaire. The paper concludes that while Kenya's lake Victoria fishery would appear to qualify for a number of these preconditions, it would appear that it fails to qualify in others. Preconditions in this latter category include the definition of boundaries in fishing grounds, community members' rights to the resource, delegation and legislation of local responsibility and authority. Additional work is required to further elaborate and understand these shortcomings

According to the Millennium Ecosystem Assessment’s chapter “Coastal Systems” (Agardy and Alder 2005), 40% of the world population falls within 100 km of the coast. Agardy and Alder report that population densities in coastal regions are three times those of inland regions and demographic forecasts suggest a continued rise in coastal populations. These high population levels can be partially traced to the abundance of ecosystem services provided in the coastal zone. While populations benefit from an abundance of services, population pressure also degrades existing services and leads to increased susceptibility of property and human life to natural hazards. In the face of these challenges, environmental administrators on the coast must pursue agendas which reflect the difficult balance between private and public interests. These decisions include maintaining economic prosperity and personal freedoms, protecting or enhancing the existing flow of ecosystem services to society, and mitigating potential losses from natural hazards. Deference to committees in Congress has been a much studied phenomena for close to 100 years. This deference can be characterized as the unwillingness of a potentially winning coalition on the House floor to impose its will on a small minority, a standing committee. The congressional scholar is then faced with two problems: observing such deference to committees, and explaining it. Shepsle and Weingast have proposed the existence of an ex-post veto for standing committees as an explanation of committee deference. They claim that as conference reports in the House and Senate are considered under a rule that does not allow amendments, the conferees enjoy agenda-setting power. In this paper I describe a test of such a hypothesis (along with competing hypotheses regarding the effects of the conference procedure). A random-utility model is utilized to estimate legislators' ideal points on appropriations bills from 1973 through 1980. I prove two things: 1) that committee deference can not be said to be a result of the conference procedure; and moreover 2) that committee deference does not appear to exist at all.
