The report documents the development and installation of an instrumented pavement on I-80 in Iowa for the purposes of demonstration and answering current pavement questions. Its two primary objectives include documentation of the installation and verification of existing design procedures through monitoring of the continuous traffic stream reactions in the pavement. Some 120 instruments were installed in a forty foot segment of reconstructed pavement. The instruments included concrete strain gages, weldable strain gages on dowels, LVDT-deflection gages and temperature sensors in the concrete and base material. Five tubes were placed under three joints and two midslabs to measure the relative moisture and density at the interface between the pavement and base with atomic equipment. The instruments were placed ahead of the paving and over 92% of the instruments responded after paving. Planning requirements, problems encountered and costs of installation are presented. The site will use piezoelectric cables in a weigh-in-motion arrangement to trigger the data collection, a microcomputer controlled data acquisition system to analyze multiple sensors simultaneously, and telemetry to monitor the site remotely. Details provide the first time user of instrumentation with valuable information on the planning, problems, costs and coordination required to establish and operate such a site.

A linear programming model is used to optimally assign highway segments to highway maintenance garages using existing facilities. The model is also used to determine possible operational savings or losses associated with four alternatives for expanding, closing and/or relocating some of the garages in a study area. The study area contains 16 highway maintenance garages and 139 highway segments. The study recommends alternative No. 3 (close Tama and Blairstown garages and relocate new garage at Jct. U.S. 30 and Iowa 21) at an annual operational savings of approximately $16,250. These operational savings, however, are only the guidelines for decisionmakers and are subject to the required assumptions of the model used and limitations of the study.

Due to the hazardous nature of chemical asphalt extraction agents, nuclear gauges have become an increasingly popular method of determining the asphalt content of a bituminous mix. This report details the results of comparisons made between intended, tank stick, extracted, and nuclear asphalt content determinations. A total of 315 sets of comparisons were made on samples that represented 110 individual mix designs and 99 paving projects. All samples were taken from 1987 construction projects. In addition to the comparisons made, seventeen asphalt cement samples were recovered for determination of penetration and viscosity. Results were compared to similar tests performed on the asphalt assurance samples in an attempt to determine the amount of asphalt hardening that can be expected due to the hot mix process. Conclusions of the report are: 1. Compared to the reflux extraction procedure, nuclear asphalt content gauges determine asphalt content of bituminous mixes with much greater accuracy and comparable precision. 2. As a means for determining asphalt content, the nuclear procedure should be used as an alternate to chemical extractions whenever possible. 3. Based on penetration and viscosity results, softer grade asphalts undergo a greater degree 'of hardening due to hot mix processing than do harder grades, and asphalt viscosity changes caused by the mixing process are subject to much more variability than are changes in penetration. 4. Based on changes in penetration and viscosity, the Thin Film Oven Test provides a reasonable means of estimating how much asphalt hardening can be anticipated due to exposure to the hot mix processing environment.

The Iowa Department of Transportation has overlaid 446 bridge decks with low slump dense concrete from 1964 through October 1978. The overall performance of these decks has been satisfactory. Nineteen bridges that were resurfaced with either low slump dense concrete (LSDC) or latex-modified concrete were analyzed for chloride content, electrical corrosion potential, delaminations or debonding, and deck surface condition. The resurfacing ages of these bridges range from 5 to 13 years. None of the bridges showed any evidence of surface distress and the chloride penetration into the resurfacing concrete is relatively low. There are delaminations in the original decks below the resurfacing on the majority of bridges examined. The delaminations are concluded to be caused by either (A) reinforcing steel corrosion, (B) not removing all delaminated concrete prior to placing the resurfacing concrete, or (C) creating an incipient fracture in the top surf ace of the original deck through the use of scarification equipment. The active corrosion of the reinforcing steel is predominately in the gutter line on the majority of bridges evaluated. Recommendations for future deck repairs include removal of concrete to the top layer of reinforcing steel in areas where an electrical corrosion potential of -0.35V or more is detected, providing more positive methods of locating delaminated concrete, and treating the curb and gutter line to reduce the potential damage from salt water.

Der vorliegende Bericht versucht, zusammenfassend den Fortgang der Präventionsarbeit in ausgewählten Kantonen bis November 1988 nachzuvollziehen und nach bestimmten Kriterien analytisch zu beurteilen. Die Studie lehnt sich an die von 1987, "Kantonale Aktivitäten der AIDS-Prävention", an. Es wird bei dieser Untersuchung aber nicht darum gehen, einen Katalog der Massnahmen, welche in den ausgewählten Kantonen getrooffen wurden, zu erstellen. Vielmehr wird der Prozess, der sich auf kantonaler Ebene im Bereich der Aidsprophylaxe abspielt, im Mittelpunkt der Aufmerksamkeit stehen. Im Verlaufe der Etablierung und Institutionalisierung der AIDS-Prävention werden auf Konzepte und Strategien entwickelt, die aufeinander abgestimmt werden müssen. Dem Zusammenspiel zwischen den verschiedenen, an der AIDS-Prävention und -Bekämpfung beteiligten Akteuren und der Koordination ihrer je einzelnen Konzepte und Strategien wird deshalb besondere Aufmerksamkeit geschenkt. Die Prozess der Institutionalisierung der AIDS-Prävention auf kantonaler Ebene, eventuelle Formen der Planifikation der Gesundheitsvorsorge, bilden einen weiteren Teil des Untersuchungsinteresses.

Desde 1980 hasta 2010, la población penitenciaria no dejó de crecer. Sin embargo, desde 2010 esta tasa se está reduciendo. En este trabajo se trata de buscar una serie de explicaciones para este aumento, y para la posterior reducción. Se pone especialatención en la entrada en vigor de la Ley Orgánica 5/2010, que supuso una extensa reforma del Código Penal. Con esta Ley Orgánica, se introdujo la posibilidad de reducir en un grado ciertas conductas contra la salud pública, en forma de subtipo atenuado.Esto puede haber supuesto un efecto considerable sobre la reducción de las tasas de encarcelamiento. Para estudiar el efecto de este nuevo subtipo, se realiza una pequeña investigación cuantitativa sobre una muestra de sentencias por delitos contra la saludpública. Después, se muestran los resultados y se proponen nuevas líneas de investigación.
