The Birth of the Minority State Church Development of the legal relationship between the state of Finland and the Finnish Orthodox Church 1917 1922 Mika Nokelainen, University of Helsinki, Finland. The present research seeks to explain how the legal relationship developed between the state of Finland and the Orthodox Church of Finland. The main focus is on three statutes: 1) the Statute of the Orthodox Church in Finland as stated by Prime Minister J. K. Paasikivi s cabinet in November 1918, 2) The Republican Constitution of July 1919 and 3) The Freedom of Religion Act of 1923. This study examines how different political goals influenced the three statutes mentioned above. Another important factor that is taken into account is the attitude of the Lutheran Church of Finland, the church of the national majority, towards the Orthodox minority and its judicial position in the country. Finland became independent in December 1917, in the aftermath of the November Revolution in Russia. The Orthodox Church already had hundreds of years of history in Finland. In the 19th century, several statutes by emperors of Russia had made the Orthodox Church an official state church of Finland. Due to the long history of the Orthodox Church in Finland, Prime Minister Paasikivi s cabinet made the decision to support the church in the spring of 1918. Furthermore, the cabinet s goal to occupy East Karelia increased its willingness to support the church. The Finnish-national Orthodox Church was needed to educate the East-Karelians. A new statute on the Orthodox Church in Finland came into force in November 1918, reorganising the administration, economy and legal relationship between the church and state in Finland. With this statue, the cabinet gained some authority over the church. Sections of this statute made possible, for example, the cabinet s interference in the internal affairs of the church. The Republican Constitution of 1919 included the principle of freedom of religion. The state, which previously had been Lutheran, now became non-denominational. However, the Republican Constitution explicitly mentioned the Lutheran as well as the Orthodox Church, which indirectly confirmed the position of the Orthodox Church as the second state church of Finland. This position was finally confirmed by the Freedom of Religion Act in 1923. In general, the Lutheran Church of Finland did not resist the judicial position of the Orthodox Church. However, some Lutherans regarded the Orthodox Church with suspicion because of its intimate connection with Russia.

The violation of the Svetlichny's inequality (SI) [Phys. Rev. D 35, 3066 (1987)] is sufficient but not necessary for genuine tripartite nonlocal correlations. Here we quantify the relationship between tripartite entanglement and the maximum expectation value of the Svetlichny operator (which is bounded from above by the inequality) for the two inequivalent subclasses of pure three-qubit states: the Greenberger-Horne-Zeilinger (GHZ) class and the W class. We show that the maximum for the GHZ-class states reduces to Mermin's inequality [Phys. Rev. Lett. 65, 1838 (1990)] modulo a constant factor, and although it is a function of the three tangle and the residual concurrence, large numbers of states do not violate the inequality. We further show that by design SI is more suitable as a measure of genuine tripartite nonlocality between the three qubits in the W-class states,and the maximum is a certain function of the bipartite entanglement (the concurrence) of the three reduced states, and only when their sum attains a certain threshold value do they violate the inequality.

Resgata pequena parte da história do anarquismo, que praticamente desapareceu do cenário político brasileiro. Utilizando o método de análise historiográfica, e compulsando os registros de sessões ocorridas, analisa a participação da Câmara dos Deputados nas políticas relacionadas à repressão dos anarquistas nas greves ocorridas em 1917. Ao final da pesquisa, chega-se à conclusão da existência de razoáveis indícios de participação da Câmara dos Deputados nas ações de repressão ao movimento anarquista.

ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, Guatemala in 2000, Peru in 2002, Spain in 2003, the Republic of Korea in 2005, and Colombia in 2007. Canada withdrew from the IATTC in 1984. The IATTC's responsibilities are met with two programs, the Tuna-Billfish Program and the Tuna- Dolphin Program. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de una convención suscrita originalmente por Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacífico oriental (OPO). Bajo esta estipulación, la República de Panamá se afilió en 1953, Ecuador en 1961, México en 1964, Canadá en 1968, Japón en 1970, Francia y Nicaragua en 1973, Vanuatu en 1990, Venezuela en 1992, El Salvador en 1997, Guatemala en 2000, Perú en 2002, España en 2003, la República de Corea en 2005, y Colombia en 2007. Canadá se retiró de la CIAT en 1984. La CIAT cumple su mandato mediante dos programas, el Programa Atún-Picudo y el Programa Atún-Delfín.

A presente dissertação destina-se a analisar o processo de emergência da identidade sul-americana, cuja primeira manifestação remonta à década de 1990, acentuando-se após a I Reunião de Presidentes da América do Sul (2000). A imersão histórica de longa duração do primeiro capítulo, que nos remete à segunda década do século XIX, oferece-nos um instrumental analítico complementar ao arcabouço teórico utilizado, de modo a apresentar a identidade latino-americana principal concorrente da sul-americana como elemento criado a partir de estímulos vinculados a uma conjuntura específica. Desconstruídas supostas naturalidades identitárias, o segundo capítulo concentra-se na análise das principais iniciativas da diplomacia brasileira para a edificação dos diversos modelos de regionalismo no âmbito sul-americano, destacando-se a reunião proposta por Fernando Henrique Cardoso. Ato contínuo, o terceiro capítulo busca verificar as principais ações da gestão Lula da Silva para a região, tendo em vista que esta última foi alçada à condição de prioridade da política externa durante seu governo. Nesse sentido, levantamos os argumentos que embasam e estruturam a identidade sul-americana na virada do século XX para o XXI, trazendo à tona divergências paradigmáticas atinentes às agremiações partidárias que polarizam o cenário político nacional e, por conseguinte, apresentam convicções distintas no que tange ao aprofundamento dessa nova vertente identitária.

Em anos recentes, a temática energética vem sendo objeto de barganhas políticas e econômicas na América do Sul. O presente trabalho visou a trazer tal temática para as Relações Internacionais, no âmbito da Integração Regional, com ênfase no papel do Brasil em suas relações internacionais com os vizinhos sul-americanos, no recorte temporal 2000-2010. Argumentou-se que o Brasil vem buscando a integração energética relacionada à infraestrutura na América do Sul com vistas à promoção do seu desenvolvimento. O desenvolvimento regional está conectado com o nacional. O Brasil também teve como objetivo garantir a estabilidade regional. Trabalhou-se com o conceito de integração energética definido como a constituição de ativos comuns permanentes entre os países. Ademais, as iniciativas dos processos integracionistas em energia foram analisadas com foco na IIRSA, iniciativa até então inédita. Posteriormente, a IIRSA foi reestruturada e incorporada à UNASUL e um novo e exclusivo Conselho para assuntos energéticos foi criado. A OLADE e o MERCOSUL também entraram no debate, de forma breve, a fim de contextualizar a energia como fator vital para o desenvolvimento regional antes dos anos 2000. Os setores potenciais para a integração energética sul-americana foram os de gás natural e hidroeletricidade com base na definição proposta na presente pesquisa.

This paper focuses on the analysis of the relationship between maritime trade and transport cost in Latin America. The analysis is based on disaggregated (SITC 5 digit level) trade data for intra Latin maritime trade routes over the period 1999-2004. The research contributes to the literature by disentangling the effects of transport costs on the range of traded goods (extensive margin) and the traded volumes of goods (intensive margin) of international trade in order to test some of the predictions of the trade theories that introduce firm heterogeneity in productivity, as well as fixed costs of exporting. Recent investigations show that spatial frictions (distance) reduce trade mainly by trimming the number of shipments and that most firms ship only to geographically proximate customers, instead of shipping to many destinations in quantities that decrease in distance. Our analyses confirm these findings and show that the opposite pattern is observed for ad-valorem freight rates that reduce aggregate trade values mainly by reducing the volume of imported goods (intensive margin).
