Undesirable void formation during the injection phase of the liquid composite moulding process can be understood as a consequence of the non-uniformity of the flow front progression, caused by the dual porosity of the fibre perform. Therefore the best examination of the void formation physics can be provided by a mesolevel analysis, where the characteristic dimension is given by the fibre tow diameter. In mesolevel analysis, liquid impregnation along two different scales; inside fibre tows and within the open spaces between them; must be considered and the coupling between these flow regimes must be addressed. In such case, it is extremely important to account correctly for the surface tension effects, which can be modelled as capillary pressure applied at the flow front. Numerical implementation of such boundary conditions leads to ill-posing of the problem, in terms of the weak classical as well as stabilized formulation. As a consequence, there is an error in mass conservation accumulated especially along the free flow front. This contribution presents a numerical procedure, which was formulated and implemented in the existing Free Boundary Program in order to significantly reduce this error.

Neste trabalho faz-se uma pesquisa e análise dos conceitos associados à navegação inercial para estimar a distância percorrida por uma pessoa. Foi desenvolvida uma plataforma de hardware para implementar os algoritmos de navegação inercial e estudar a marcha humana. Os testes efetuados permitiram adaptar os algoritmos de navegação inercial para humanos e testar várias técnicas para reduzir o erro na estimativa da distância percorrida. O sistema desenvolvido é um sistema modular que permite estudar o efeito da inserção de novos sensores. Desta forma foram adaptados os algoritmos de navegação para permitir a utilização da informação dos sensores de força colocados na planta do pé do utilizador. A partir desta arquitetura foram efetuadas duas abordagens para o cálculo da distância percorrida por uma pessoa. A primeira abordagem estima a distância percorrida considerando o número de passos. A segunda abordagem faz uma estimação da distância percorrida com base nos algoritmos de navegação inercial. Foram realizados um conjunto de testes para comparar os erros na estimativa da distância percorrida pelas abordagens efetuadas. A primeira abordagem obteve um erro médio de 4,103% em várias cadências de passo. Este erro foi obtido após sintonia para o utilizador em questão. A segunda abordagem obteve um erro de 9,423%. De forma a reduzir o erro recorreu-se ao filtro de Kalman o que levou a uma redução do erro para 9,192%. Por fim, recorreu-se aos sensores de força que permitiram uma redução para 8,172%. A segunda abordagem apesar de ter um erro maior não depende do utilizador pois não necessita de sintonia dos parâmetros para estimar a distância para cada pessoa. Os testes efetuados permitiram, através dos sensores de força, testar a importância da força sentida pela planta do pé para aferir a fase do ciclo de marcha. Esta capacidade permite reduzir os erros na estimativa da distância percorrida e obter uma maior robustez neste tipo de sistemas.

A presente dissertação apresenta o estudo de previsão do diagrama de carga de subestações da Rede Elétrica Nacional (REN) utilizando redes neuronais, com o intuito de verificar a viabilidade do método utilizado, em estudos futuros. Atualmente, a energia elétrica é um bem essencial e desempenha um papel fundamental, tanto a nível económico do país, como a nível de conforto e satisfação individual. Com o desenvolvimento do setor elétrico e o aumento dos produtores torna-se importante a realização da previsão de diagramas de carga, contribuindo para a eficiência das empresas. Esta dissertação tem como objetivo a utilização do modelo das redes neuronais artificiais (RNA) para criar uma rede capaz de realizar a previsão de diagramas de carga, com a finalidade de oferecer a possibilidade de redução de custos e gastos, e a melhoria de qualidade e fiabilidade. Ao longo do trabalho são utilizados dados da carga (em MW), obtidos da REN, da subestação da Prelada e dados como a temperatura, humidade, vento e luminosidade, entre outros. Os dados foram devidamente tratados com a ajuda do software Excel. Com o software MATLAB são realizados treinos com redes neuronais, através da ferramenta Neural Network Fitting Tool, com o objetivo de obter uma rede que forneça os melhores resultados e posteriormente utiliza-la na previsão de novos dados. No processo de previsão, utilizando dados reais das subestações da Prelada e Ermesinde referentes a Março de 2015, comprova-se que com a utilização de RNA é possível obter dados de previsão credíveis, apesar de não ser uma previsão exata. Deste modo, no que diz respeito à previsão de diagramas de carga, as RNA são um bom método a utilizar, uma vez que fornecem, à parte interessada, uma boa previsão do consumo e comportamento das cargas elétricas. Com a finalização deste estudo os resultados obtidos são no mínimo satisfatórios. Consegue-se alcançar através das RNA resultados próximos aos valores que eram esperados, embora não exatamente iguais devido à existência de uma margem de erro na aprendizagem da rede neuronal.

RESUMO: As Análises Clínicas são um precioso elemento entre os meios complementares de diagnóstico e terapêutica permitindo uma enorme panóplia de informações sobre o estado de saúde de determinado utente. O objetivo do laboratório é fornecer informação analítica sobre as amostras biológicas, sendo esta caracterizada pela sua fiabilidade, relevância e facultada em tempo útil. Assim, tratando-se de saúde, e mediante o propósito do laboratório, é notória a sua importância, bem como, a dos fatores associados para o cumprimento do mesmo. O bom desenrolar do ciclo laboratorial, compreendido pelas fases pré-analítica, analítica e pós-analítica é crucial para que o objetivo do laboratório seja cumprido com rigor e rapidez. O presente trabalho “O Erro na Fase Pré-Analítica: Amostras Não Conformes versus Procedimentos”, enquadrado no mestrado de Qualidade e Organização no Laboratório de Análises Clínicas, pretendeu enfatizar a importância da fase pré- analítica, sendo ela apontada como a primordial em erros que acabam por atrasar a saída de resultados ou por permitir que os mesmos não sejam fidedignos como se deseja, podendo acarretar falsos diagnósticos e decisões clínicas erradas. Esta fase, iniciada no pedido médico e finalizada com a chegada das amostras biológicas ao laboratório está entregue a uma diversidade de procedimentos que acarretam, por si só, uma grande diversidade de intervenientes, para além de uma variabilidade de factores que influenciam a amostra e seus resultados. Estes fatores, que podem alterar de algum modo a “veracidade” dos resultados analíticos, devem ser identificados e tidos em consideração para que estejamos convitos que os resultados auxiliam diagnósticos precisos e uma avaliação correta do estado do utente. As colheitas que por quaisquer divergências não originam amostras que cumpram o objectivo da sua recolha, não estando por isso em conformidade com o pretendido, constituem uma importante fonte de erro para esta fase pré-analítica. Neste estudo foram consultados os dados relativos a amostras de sangue e urina não conformes detetadas no laboratório, em estudo, durante o 1º trimestre de 2012, para permitir conhecer o tipo de falhas que acontecem e a sua frequência. Aos Técnicos de Análises Clínicas, colaboradores do laboratório, foi-lhes pedido que respondessem a um questionário sobre os seus procedimentos quotidianos e constituíssem, assim, a população desta 2ª parte do projeto. Preenchido e devolvido de forma anónima, este questionário pretendeu conhecer os procedimentos na tarefa de executar colheitas e, hipoteticamente, confrontá-los com as amostras não conformes verificadas. No 1ºsemestre de 2012 e num total de 25319 utentes registaram-se 146 colheitas que necessitaram de repetição por se verificarem não conformes. A “amostra não colhida” foi a não conformidade mais frequente (50%) versus a “má identificação” que registou somente 1 acontecimento. Houve ainda não conformidades que não se registaram como “preparação inadequada” e “amostra mal acondicionada”. Os técnicos revelaram-se profissionais competentes, conhecedores das tarefas a desempenhar e preocupados em executá-las com qualidade. Eliminar o erro não estará, seguramente, ao nosso alcance porém admitir a sua presença, detetá-lo e avaliar a sua frequência fará com que possamos diminuir a sua existência e melhorar a qualidade na fase pré-analítica, atribuindo-lhe a relevância que desempenha no processo laboratorial.-----------ABSTRACT:Clinical analyses are a precious element among diagnostic and therapeutic tests as they allow an enormous variety of information on the state of health of a user. The aim of the laboratory is to supply reliable, relevant and timely analytical information on biological samples. In health-related matters, in accordance with the objective of the laboratory, their importance is vital, as is the assurance that all the tools are in place for the fulfillment of its purpose. A good laboratory cycle, which includes the pre-analytical, analytical and post-analytical phases, is crucial in fulfilling the laboratory’s mission rapidly and efficiently. The present work - "Error in the pre-analytical phase: non-compliant samples versus procedures”, as part of the Master’s in Quality and Organization in the Clinical Analyses Laboratory, wishes to emphasize the importance of the pre-analytical phase, as the phase containing most errors which eventually lead to delays in the issue of results, or the one which enables those results not to be as reliable as desired, which can lead to false diagnosis and wrong clinical decisions. This phase, which starts with the medical request and ends with the arrival of the biological samples to the laboratory, entails a variety of procedures, which require the intervention of different players, not to mention a great number of factors, which influence the sample and the results. These factors, capable of somehow altering the “truth” of the analytical results, must be identified and taken into consideration so that we may ensure that the results help to make precise diagnoses and a correct evaluation of the user’s condition. Those collections which, due to any type of differences, do not originate samples capable of fulfilling their purpose, and are therefore not compliant with the objective, constitute an important source of error in this pre-analytical phase. In the present study, we consulted data from non-compliant blood and urine samples, detected at the laboratory during the 1st quarter of 2012, to find out the type of faults that happen and their frequency. The clinical analysis technicians working at the laboratory were asked to fill out a questionnaire regarding their daily procedures, forming in this way the population for this second part of the project. Completed and returned anonymously, this questionnaire intended to investigate the procedures for collections and, hypothetically, confront them with the verified non-compliant samples. In the first semester of 2012, and out of a total of 25319 users, 146 collections had to be repeated due to non-compliance. The “uncollected sample” was the most frequent non-compliance (>50%) versus “incorrect identification” which had only one occurrence. There were also unregistered non-compliance issues such as “inadequate preparation” and “inappropriately packaged sample”. The technicians proved to be competent professionals, with knowledge of the tasks they have to perform and eager to carry them out efficiently. We will certainly not be able to eliminate error, but recognizing its presence, detecting it and evaluating its frequency will help to decrease its occurrence and improve quality in the pre-analytical phase, giving it the relevance it has within the laboratory process.

RESUMO - O problema do erro de medicação tem vindo a adquirir uma importância e um interesse crescentes nos últimos anos. As consequências directas no doente que condicionam frequentemente o prolongamento do internamento, a necessidade de utilização adicional de recursos e a diminuição de satisfação por parte dos doentes, são alguns dos aspectos que importa analisar no sentido de se aumentar a segurança do doente. No circuito do medicamento em meio hospitalar estão envolvidos diversos profissionais, estando o enfermeiro no final da cadeia quando administra a medicação ao doente. Na bibliografia internacional, são referidas incidências elevadas de eventos adversos relacionados com o medicamento. Em Portugal, não existem estudos disponíveis que nos permitam conhecer, nem o tipo de incidentes, nem a dimensão do problema do erro de medicação. Efectuamos um estudo descritivo, prospectivo, exploratório, utilizando a técnica de observação não participante, da administração de medicamentos. Os objectivos são, por um lado, determinar a frequência de incidentes na administração de medicação num Serviço de Medicina Interna e, por outro, caracterizar o tipo de incidentes na administração da medicação e identificar as suas possíveis causas. A população em estudo foi constituída pelos enfermeiros que administraram medicamentos aos doentes internados no Serviço de Medicina Interna seleccionado, durante os meses de junho a agosto de 2012, sendo observadas 1521 administrações. Foi utilizada uma grelha de observação, que incluiu os seguintes elementos: doente certo; medicamento certo; dose certa; hora certa; via certa; técnica de administração correcta (assépsia); tempo de infusão; monitorização correcta. Constatou-se que em 43% das doses administradas apresentavam pelo menos um erro, num total de 764 erros. Não foi observado nenhum erro de doente, de medicamento, de dose extra, de via, de forma farmacêutica, nem a administração de medicamento não prescrito. Detectaram-se 0,19% de erros na preparação, 0,72% de erros de dose, 1,7% erros de omissão, 1,97% de erros de administração, 13,52% de erros de monitorização, 28,73% de erros de v horário. O tempo de infusão da terapêutica parentérica não foi cumprida em 27,69% das oportunidades, tendo sido sempre administrado em tempo inferior ao preconizado. Não encontramos relação entre as interrupções durante a administração de terapêutica e os erros. Pelo contrário constatou-se haver relação entre o número de doses com erro e o turno em que ocorreram, sendo mais frequentes no turno da noite. Constatamos também que aos fins de semana os erros eram mais frequentes e o risco da ocorrência de um erro na administração de medicação aumenta 1,5 vezes quando o número de enfermeiros é insuficiente.

In the last few years, we have observed an exponential increasing of the information systems, and parking information is one more example of them. The needs of obtaining reliable and updated information of parking slots availability are very important in the goal of traffic reduction. Also parking slot prediction is a new topic that has already started to be applied. San Francisco in America and Santander in Spain are examples of such projects carried out to obtain this kind of information. The aim of this thesis is the study and evaluation of methodologies for parking slot prediction and the integration in a web application, where all kind of users will be able to know the current parking status and also future status according to parking model predictions. The source of the data is ancillary in this work but it needs to be understood anyway to understand the parking behaviour. Actually, there are many modelling techniques used for this purpose such as time series analysis, decision trees, neural networks and clustering. In this work, the author explains the best techniques at this work, analyzes the result and points out the advantages and disadvantages of each one. The model will learn the periodic and seasonal patterns of the parking status behaviour, and with this knowledge it can predict future status values given a date. The data used comes from the Smart Park Ontinyent and it is about parking occupancy status together with timestamps and it is stored in a database. After data acquisition, data analysis and pre-processing was needed for model implementations. The first test done was with the boosting ensemble classifier, employed over a set of decision trees, created with C5.0 algorithm from a set of training samples, to assign a prediction value to each object. In addition to the predictions, this work has got measurements error that indicates the reliability of the outcome predictions being correct. The second test was done using the function fitting seasonal exponential smoothing tbats model. Finally as the last test, it has been tried a model that is actually a combination of the previous two models, just to see the result of this combination. The results were quite good for all of them, having error averages of 6.2, 6.6 and 5.4 in vacancies predictions for the three models respectively. This means from a parking of 47 places a 10% average error in parking slot predictions. This result could be even better with longer data available. In order to make this kind of information visible and reachable from everyone having a device with internet connection, a web application was made for this purpose. Beside the data displaying, this application also offers different functions to improve the task of searching for parking. The new functions, apart from parking prediction, were: - Park distances from user location. It provides all the distances to user current location to the different parks in the city. - Geocoding. The service for matching a literal description or an address to a concrete location. - Geolocation. The service for positioning the user. - Parking list panel. This is not a service neither a function, is just a better visualization and better handling of the information.

Modern telecommunication equipment requires components that operate in many different frequency bands and support multiple communication standards, to cope with the growing demand for higher data rate. Also, a growing number of standards are adopting the use of spectrum efficient digital modulations, such as quadrature amplitude modulation (QAM) and orthogonal frequency division multiplexing (OFDM). These modulation schemes require accurate quadrature oscillators, which makes the quadrature oscillator a key block in modern radio frequency (RF) transceivers. The wide tuning range characteristics of inductorless quadrature oscillators make them natural candidates, despite their higher phase noise, in comparison with LC-oscillators. This thesis presents a detailed study of inductorless sinusoidal quadrature oscillators. Three quadrature oscillators are investigated: the active coupling RC-oscillator, the novel capacitive coupling RCoscillator, and the two-integrator oscillator. The thesis includes a detailed analysis of the Van der Pol oscillator (VDPO). This is used as a base model oscillator for the analysis of the coupled oscillators. Hence, the three oscillators are approximated by the VDPO. From the nonlinear Van der Pol equations, the oscillators’ key parameters are obtained. It is analysed first the case without component mismatches and then the case with mismatches. The research is focused on determining the impact of the components’ mismatches on the oscillator key parameters: frequency, amplitude-, and quadrature-errors. Furthermore, the minimization of the errors by adjusting the circuit parameters is addressed. A novel quadrature RC-oscillator using capacitive coupling is proposed. The advantages of using the capacitive coupling are that it is noiseless, requires a small area, and has low power dissipation. The equations of the oscillation amplitude, frequency, quadrature-error, and amplitude mismatch are derived. The theoretical results are confirmed by simulation and by measurement of two prototypes fabricated in 130 nm standard complementary metal-oxide-semiconductor (CMOS) technology. The measurements reveal that the power increase due to the coupling is marginal, leading to a figure-of-merit of -154.8 dBc/Hz. These results are consistent with the noiseless feature of this coupling and are comparable to those of the best state-of-the-art RC-oscillators, in the GHz range, but with the lowest power consumption (about 9 mW). The results for the three oscillators show that the amplitude- and the quadrature-errors are proportional to the component mismatches and inversely proportional to the coupling strength. Thus, increasing the coupling strength decreases both the amplitude- and quadrature-errors. With proper coupling strength, a quadrature error below 1° and amplitude imbalance below 1% are obtained. Furthermore, the simulations show that increasing the coupling strength reduces the phase noise. Hence, there is no trade-off between phase noise and quadrature error. In the twointegrator oscillator study, it was found that the quadrature error can be eliminated by adjusting the transconductances to compensate the capacitance mismatch. However, to obtain outputs in perfect quadrature one must allow some amplitude error.

The issues concerning Crisis Situations under the scope of police activity, raised after incidents considered critical, has emerged with greater intensity during the most recent decades, posing a major challenge for police forces around the world. These are situations or events of crucial importance, involving hostage taken or barricaded individuals, in which inevitably human lives are at risk, requiring from law enforcement agencies a specific response capability, i.e., a type of intervention not framed under the parameters considered as routine, in order to obtain solutions to minimize the possibility of casualties. Because this is about impacting situations of extreme gravity, where the preservation of human lives is concerned and, in many cases, the very Rule of Law as well, we understand the need for police forces to adapt to new procedures and working methods. Such procedures are an enormously complex task that requires the coordination and articulation of several components, including not infrequently the performance of different police forces, as well as organizations and entities with varied powers and duties, which implies the need for effective management. This explains the emergence of Crisis Management Structures, imposing to determine which are their fundamental components, their importance, how they interconnect, and their major goal. The intrinsic features will also be analyzed in the aspect that we consider to be the fundamental groundwork of a Crisis Management Structure, i.e., Negotiation itself, considering it as a kind of police intervention, where a wide range of procedures feeds a channel of dialogue, aiming at minimizing the damage resultant from an extreme action, in particular, to prevent the death of any of those involved. This is in essence the path we have chosen to develop this study, trying to find out an answer to the fundamental question: What model of Crisis Management Structure should be adopted to manage a critical event involving hostage negotiation?

At a time of global economic instability, to which Portugal is not oblivious, and aware that the main source of Portuguese State revenue relies on the collection of tribute, the National Republican Guard holds within its mission relevant assignments to the protection of the financial interests of the country, in particular, fiscal and customs. These assignments were inherited from the century - old institution Guarda Fiscal - with evidence given in this domain, which was integrated into the National Republican Guard in 1993, to adopt, a 1St model, that held a specialized unit – Brigada Fiscal, with surveillance and patrolling missions of costa and fiscal and customs supervision, throughout the national territory and maritime zone of respect. In 2009, the result of political decisions, reorganization the State's central administration, appears de 2Nd model, because the Brigada Fiscal assignments were divided by two specialized units - UAF with investigation skills, and UCC for patrolling and surveillance of the coast. Analyzed the legal spectrum of special legislation leading the criminal and transgression sector punitive (RGIT), in essence, is in the UAF that resides the role assignments from the scope of the investigation and supervision of goods in the national territory on a par with the tax authority. Tax inspection assignments, fiscal and customs of the National Republican Guard, are unmatched in the National Tribute System, constituting itself as a potentiality of this special body, in similarity of their counterparts - Spain and Italy; however, have some constraints, that urge to clarify and repair. Foreseeing the future, face the announced news of a new restructuring, on behalf of the interests of the country, and in order to raise the quality of performance of the tax inspection, fiscal and customs, the National Republican Guard shall maintain a model based on the experience already accumulated, obviously adapted to the new demands of a changing society. Despite the current model gain in efficiency, loses in effectiveness. However, the efficiency of a model, without the necessary resources, can never bring “the letter to Garcia” against any kind of infringements, criminal or transgressions. Unless better opinion, both tax structures of the National Republican Guard are valid as an instrument for the prevention and combat of these illegal types. Because they are strategic in pursuing the public interest, given the scarce resources of the country and be the National Republican Guard, the force with the means and know-how of this nature. The political power has the final word.

Purpose. The purpose of this work was to evaluate the potential of a novel custom-designed rigid gas permeable (RGP) contact lens to modify the relative peripheral refractive error in a sample of myopic patients. Methods. Fifty-two right eyes of 52 myopic patients (mean [TSD] age, 21 [T2] years) with spherical refractive errors ranging from j0.75 to j8.00 diopters (D) and refractive astigmatism of 1.00 D or less were fitted with a novel experimental RGP (ExpRGP) lens designed to create myopic defocus in the peripheral retina. A standard RGP (StdRGP) lens was used as a control in the same eye. The relative peripheral refractive error was measured without the lens and with each of two lenses (StdRGP and ExpRGP) using an open-field autorefractometer from 30 degrees nasal to 30 degrees temporal, in 5-degree steps. The effectiveness of the lens design was evaluated as the amount of relative peripheral refractive error difference induced by the ExpRGP compared with no lens and with StdRGP conditions at 30 degrees in the nasal and temporal (averaged) peripheral visual fields. Results. Experimental RGP lens induced a significant change in relative peripheral refractive error compared with the nolens condition (baseline), beyond the 10 degrees of eccentricity to the nasal and temporal side of the visual field (p G 0.05). The maximum effect was achieved at 30 degrees. Wearing the ExpRGP lens, 60% of the eyes had peripheral myopia exceeding j1.00 D, whereas none of the eyes presented with this feature at baseline. There was no significant correlation (r = 0.04; p = 0.756) between the degree of myopia induced at 30 degrees of eccentricity of the visual field with the ExpRGP lens and the baseline refractive error. Conclusions. Custom-designed RGP contact lenses can generate a significant degree of relative peripheral myopia in myopic patients regardless of their baselin spherical equivalent refractive error.
