We report the frequency of the different diarrheagenic Escherichia coli (DEC) categories isolated from children with acute endemic diarrhea in Salvador, Bahia. The E. coli isolates were investigated by colony blot hibridization whit the following genes probes: eae, EAF, bfpA, Stx1, Stx2, ST-Ih, ST-Ip, LT-I, LT-II, INV, and EAEC, as virulence markers to distinguish typical and atypical EPEC, EHEC/STEC, ETEC, EIEC, and EAEC. Seven of the eight categories of DEC were detected. The most frequently isolated was atypical EPEC (10.1%) followed by ETEC (7.5%), and EAEC (4.2%). EHEC, STEC, EIEC, and typical EPEC were each detected once. The strains of ETEC, EAEC, and atypical EPEC belonged to a wide variety of serotypes. The serotypes of the others categories were O26:H11 (EHEC), O21:H21 (STEC), O142:H34 (typical EPEC), and O?H55 (EIEC). We also present the clinical manifestations and other pathogenic species observed in children with DEC. This is the first report of EHEC and STEC in Salvador, and one of the first in Brazil.

The objectives of this work were to determine the prevalence of Babesia bovis, Babesia bigemina, and Anaplasma marginale detecting antibodies in cattle raised in the semi-arid region of the state of Bahia, Brazil, through indirect enzyme linked immunosorbent assays (ELISA) and to compare the performances of indirect enzyme-linked immunosorbent assays with crude (I-ELISA-CrAnaAg) and recombinant major surface protein-5 (I-ELISA-MSP-5Ag), as antigens to detect antibodies against A. marginale. An stable enzootic area was found in Senhor do Bonfim and Euclides da Cunha for B. bovis that showed 86 and 95.5% of prevalence, respectively, and for B. bigemina with 90.8 and 91.3%. On the other hand, Uauá and Juazeiro, were characterized as enzootically unstable areas, since prevalences were: B. bovis - 63.7 and 56.4% and B. bigemina - 53 and 54.8%, respectively. The prevalence of A. marginale in the four municipalities was above 97% with I-ELISA-CrAnaAg and 94.8% with I-ELISA-MSP-5Ag which is an indication of stable enzootic condition for the rickettsia. The I-ELISA-CrAnaAg and I-ELISA-MSP-5Ag showed a highly significant association (r = 0.977), which means that both ELISA tests are suitable for epidemiological studies of A. marginale.

La transparence de l'action gouvernementale et des administrations publiques est devenue une exigence démocratique inscrite dans de nombreux pays dans des lois sur l'accès à l'information. Or, si ces lois ont permis d'accroître l'information des citoyens, on constate toujours que de nombreuses organisations publiques cherchent à dissimuler de l'information alors qu'aucun intérêt public ou privé prépondérant ne justifie ce comportement. Ce working paper établit une typologie de ces comportements et les décrit avec notamment de nombreux exemples tirés des expériences faites aux USA, au Canada et en Suisse.

The activities described here form part of an extensive programme in place in the Região Arqueológica de Central, state of Bahia, Brazil. After malacological and socio-environmental surveys in the area, a strategy comprising formal and non-formal education with an emphasis on schistosomiasis prevention was developed, introduced, and evaluated. Interviews were conducted of 142 students and 11 teachers, totalling 11 classes at six primary schools. On the basis of those interviews, four display cases and seven panels were prepared. In addition a table was set up where students could participate directly on the subject, drawing and recognising the factors involved in the schistosomiasis cycle. The exhibition was held at the Museu Arqueológico de Central. The endeavours of this paper underline the importance of health education as well as exhibitions to disease prevention activities.

Résumé Ce travail s'intéresse à la mise en oeuvre des politiques publiques visant à résoudre les problèmes engendrés par le développement de la mobilité urbaine. Nous adoptons sur cette dernière un point de vue nouveau, à savoir que l'enjeu de la régulation du trafic est d'abord celui de la maîtrise des usages nombreux et conflictuels sur deux ressources collectives, l'air et les voies publiques. Pour comprendre comment ces usages sont régulés, nous mobilisons les deux apports théoriques de l'économie institutionnelle (Bromley 1991, Devlin et Grafton 1990, Ostrom 1990, 2000) et de l'analyse des politiques publiques (Knoepfel et al. 2001) au sein du cadre d'analyse des régimes institutionnels de ressources collectives. La première problématise la difficulté de définir des règles communes d'usage pour éviter la surexploitation des ressources alors que la seconde met en jeu notamment le problème de la coordination des politiques publiques d'exploitation et de protection de l'environnement. Sur ce socle, nous choisissons de retenir une approche « institutionnaliste centrée sur les acteurs » (Scharpf 1997), aussi thématisée par les approches néo-institutionnalistes (Hall/Taylor 1996, March/Olsen 1989) visant à expliquer le changement politique par deux types de variables explicatives, à savoir les changements dans la régulation publique (variable institutionnelle) et les changements de la configuration des acteurs en présence, à partir desquels nous bâtissons nos hypothèses de recherche. En l'espèce, l'étude mobilise la variable explicative des régimes institutionnels de l'air et du sol mobilisés par les acteurs de la mobilité pour comprendre l'évolution de la répartition des usages sur les routes urbaines. Ce processus passe par le recours à des ressources de politiques publiques comme le droit, l'argent, l'information, le consensus, le soutien politique, l'infrastructure ou le temps que les acteurs peuvent activer en fonction des règles institutionnelles en présence. On peut classer ces dernières d'abord selon leur niveau de généralité (niveaux opérationnel, des choix collectifs et constitutionnel - Ostrom 1990). L'étude établit que la régulation des usages connaît une importante gradation que rend compte le concept de résistance normative. En fonction de cette dernière, les acteurs essaient de s'imposer au moyen de deux dimensions des règles, que ce travail met en exergue, à savoir selon qu'elles régulent tantôt le mode de décision tantôt le mode d'appropriation. Ces règles décisionnelles et possessionnelles déterminent les possibilités d'accès, ainsi que la procédure d'intervention et la place qui sont réservées aux acteurs, aussi bien pour les ressources collectives physiques que de politique publique. L'étude permet ainsi à la fois d'apporter des éléments nouveaux à la théorie des changements de régimes institutionnels de ressources collectives, d'éclairer un peu plus les processus de mise en couvre de l'action publique et de contribuer au débat sur les principales propositions permettant de maîtriser les impacts négatifs du développement de la mobilité.

Triatoma juazeirensis, a new triatomine species from the state of Bahia, Northeastern Brazil, is described. The new species is found among rocks in sylvatic environment and in the peridomicile. Type specimens were deposited in the Entomological Collection of Oswaldo Cruz Institute-Fiocruz, Museum of Zoology of University of São Paulo, and Florida Museum of Natural History. T. juazeirensis can be distinguished from the other members of the T. brasiliensis species complex mainly by the overall color of the pronotum, which is dark, and by the entirely dark femora.

The analysis of genetic data for human immunodeficiency virus type 1 (HIV-1) and human T-cell lymphotropic virus type 1 (HTLV-1) is essential to improve treatment and public health strategies as well as to select strains for vaccine programs. However, the analysis of large quantities of genetic data requires collaborative efforts in bioinformatics, computer biology, molecular biology, evolution, and medical science. The objective of this study was to review and improve the molecular epidemiology of HIV-1 and HTLV-1 viruses isolated in Brazil using bioinformatic tools available in the Laboratório Avançado de Sáude Pública (Lasp) bioinformatics unit. The analysis of HIV-1 isolates confirmed a heterogeneous distribution of the viral genotypes circulating in the country. The Brazilian HIV-1 epidemic is characterized by the presence of multiple subtypes (B, F1, C) and B/F1 recombinant virus while, on the other hand, most of the HTLV-1 sequences were classified as Transcontinental subgroup of the Cosmopolitan subtype. Despite the high variation among HIV-1 subtypes, protein glycosylation and phosphorylation domains were conserved in the pol, gag, and env genes of the Brazilian HIV-1 strains suggesting constraints in the HIV-1 evolution process. As expected, the functional protein sites were highly conservative in the HTLV-1 env gene sequences. Furthermore, the presence of these functional sites in HIV-1 and HTLV-1 strains could help in the development of vaccines that pre-empt the viral escape process.

We identified different diarrheagenic (DEC) Escherichia coli pathotypes isolated from 1,207 children with and without acute endemic diarrhea in Salvador, Bahia, Brazil collected as part of a case-control study. Since the identification of DEC cannot be based on only biochemical and culture criteria, we used a multiplex polymerase chain reaction developed by combining five specific primer pairs for Enteropathogenic Escherichia coli (EPEC), Shiga toxin-producing E. coli/ Enterohaemorrhagic E. coli (STEC/EHEC), Enterotoxigenic E. coli (ETEC) and Enteroaggregative E. coli (EAEC) to detect these pathotypes simultaneously in a single-step reaction. In order to distinguish typical and atypical EPEC strains, these were tested for the presence of EAF plasmid. The prevalence of diarrheagenic E. coli in this sample of a global case-control study was 25.4% (259 patients) and 18.7% (35 patients) in the diarrhea group (1,020 patients) and the control group (187 patients), respectively. The most frequently isolated pathotype was EAEC (10.7%), followed by atypical EPEC (9.4%), ETEC (3.7%), and STEC (0.6%). Typical EPEC was detected only in one sample. The prevalence of the pathotypes studied in children with diarrhea was not significantly different from that in children without diarrhea.
