This is the thirteenth Annual report of the Cumberland River Board on information of its activities and responsibilities on river management in its area between the beginning of April 1963, to the end of March 1964. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes information on the completion of gauging stations, abstraction of water and rainfall and river flow. The section on land drainage looks at work on improvement schemes, floods and information on maintenance work carried out on rivers including Wampool, Waver, Wiza, Derwent, Cocker, Keekle, Marron, Ehen, Irt, Esk, Mite, Lowther, Eden, Caldew and Petteril. The fisheries section covers 5 districts of the River Eden, Esk, Derwent, Ellen and South West Cumberland. It includes angling information and a general report for salmon and sea trout, brown trout and freshwater fish. Fish disease and fish hatchery are also covered as well as Byelaws and fisheries protection. The fourth section on pollution deals with water quality and information on sewage and trade effluents. The River Boards preceded the Environment Agency which came into existence in 1996.

The report contains sections on British Nuclear Fuels Limited abstraction from Wastwaters, Salmon Propagation in England and Wales, and its implications for regional hatchery policy, the incomes from sale of rod and line licences for 1978, and a progress report of the Opencast Coal Workings. It also covers the report by the area fisheries officer which looks at river conditions and fishing, fish distribution and general comments for Holmwrangle hatchery, re-stocking by angling associations, predators, fish disease, Yearl Weir fish counter, work at River Ehen, poaching and a summary of prosecutions. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

The report contains sections on the minutes of the last meeting along with the minutes of the meeting of the Regional Fisheries Advisory Committee held on 12th July 1979, information on the British Nuclear Fuel Limited abstraction from Wastwater, the application to abstract water from the River Ehen by Dumfriesshire Limestone Company, and oil pollution of the Rivers Keekle and Ehen. Also included is the report by the area fisheries officer which looks at river conditions and fishing of salmon, sea trout, non migratory trout and coarse fishing, migratory fish movement, pollution incidents and fish mortalities. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.

This is the Proposed Environmental Quality Standards (EQS) for Phenol in Water prepared for the National Rivers Authority, and published by the Environment Agency in 1995. The report reviews the properties and uses of phenol, its fate, behaviour and reported concentrations in the environment and critically assesses the available data on its toxicity and bioaccumulation. The information is used to derive EQSs for the protection of fresh and saltwater life and for the abstraction of water to potable supply. Phenol is widely used as a chemical intermediate and the main sources for phenol in the environment are of anthropogenic origin. Phenol may also be formed during natural decomposition of organic material. The persistence of phenol in the aquatic environment is low with biodegradation being the main degradation process (half-lives of hours to days). Phenol is moderately toxic to aquatic organisms and its potential to bioaccumulate in aquatic organisms is low.

This is the River Ehen and Tributaries SSSI consultation Protocol for the Environment Agency with English Nature, produced in 1998. The Protocol is intended to provide for consistency of approach, to clarify responsibilities and help to streamline the statutory consultation and consenting procedures in which both organisations are involved. It provides guiding principles on the approach to management issues. Based on the operations likely to damage the special interest (OLDSI) which forms part of the SSSI notification, the protocol identified acceptable management activities which contribute to the special interest of the site and those which may adversely affect that interest. OLDSI includes activities such: land drainage consents, discharge consents, herbicides approvals, fish-stocking consents, fishing licences, abstraction and impoundment licences, consents to construct/test pump boreholes, integrated pollution Control Licences and Waste Management Licences, capital projects, flood defence maintenance works, water resources, fisheries, pollution control, ecology surveys and Recreation works.

This is the assessment of the flow requirements for upstream migration of salmonids in some rivers of North West England produced by the North West Water Authority in 1985. This report focuses on the automatic fish counters operating on the resistivity principle used for several years in North West England. This report aims to investigate the flow requirements for upstream migration of salmon and migratory trout. The data obtained confirmed that during summer months most fish movement occurs in the higher range of the available flows, but the migration flow range varied from year to year, depending on prevailing river levels. Of the other environmental variables measured, only water temperature and incident light intensity appear to have any direct association with fish movement. Information on migration flow ranges were used in conjunction with computer simulations of the effects of abstraction proposals on historical flows to assess the implications of these proposals for migratory fish.

The Directive establishes a European ecological network known as "Natura 2000". The network comprises Special Areas of Conservation (SAC) and Special Protection Areas (SPA). In the section on Stage 1 or Screening Process of the Habitat Directive, it is identified the likely impacts upon the Manchester Mosslands cSAC, Astley and Bedford Moss, Holcroft Moss and Risley Moss of a project, plan or activities, either alone or in combination with other projects, plans or activities, and considers whether these impacts are likely to be significant. In the section on Stage 2 or Appropiate Assessment of the Habitat Directive, it is considered the impact on the integrity of the Manchester Mosslands cSAC, Astley and Bedford Moss, Holcroft Moss and Risley Moss of the projects, plans or activities, either alone or in combination with other projects, plans or activities, with respect to the site’s structure and function and its conservation objectives. Additionally, where these are adverse impacts, an assessment of the potential mitigation of those impacts. The criteria used in this report to identify relevant projects, plans or activities and their impacts are water quality discharge consents, waste management licences, abstraction licences, Integration Pollution Control (IPC) and Integrated Pollution Prevention Control (IPPC) permits.
