A recent study conducted by Blocken et al. (Numerical study on the existence of the Venturi effect in passages between perpendicular buildings. Journal of Engineering Mechanics, 2008,134: 1021-1028) challenged the popular view of the existence of the ‘Venturi effect’ in building passages as the wind is exposed to an open boundary. The present research extends the work of Blocken et al. (2008a) into a more general setup with the building orientation varying from 0° to 180° using CFD simulations. Our results reveal that the passage flow is mainly determined by the combination of corner streams. It is also shown that converging passages have a higher wind-blocking effect compared to diverging passages, explained by a lower wind speed and higher drag coefficient. Fluxes on the top plane of the passage volume reverse from outflow to inflow in the cases of α=135°, 150° and 165°. A simple mathematical expression to explain the relationship between the flux ratio and the geometric parameters has been developed to aid wind design in an urban neighborhood. In addition, a converging passage with α=15° is recommended for urban wind design in cold and temperate climates since the passage flow changes smoothly and a relatively lower wind speed is expected compared with that where there are no buildings. While for the high-density urban area in (sub)tropical climates such as Hong Kong where there is a desire for more wind, a diverging passage with α=150° is a better choice to promote ventilation at the pedestrian level.

We present two-dimensional stellar and gaseous kinematics of the inner 120 x 250 pc2 of the LINER/Seyfert 1 galaxy M81, from optical spectra obtained with the Gemini Multi-Object Spectrograph (GMOS) integral field spectrograph on the Gemini-North telescope at a spatial resolution of approximate to 10 pc. The stellar velocity field shows circular rotation and, overall, is very similar to the published large-scale velocity field, but deviations are observed close to the minor axis which can be attributed to stellar motions possibly associated with a nuclear bar. The stellar velocity dispersion of the bulge is 162 +/- 15 km s-1, in good agreement with previous measurements and leading to a black hole mass of M(BH) = 5.5+3.6(-2.0) x 107 M(circle dot) based on the M(BH)-Sigma relationship. The gas kinematics is dominated by non-circular motions and the subtraction of the stellar velocity field reveals blueshifts of approximate to-100 km s-1 on the far side of the galaxy and a few redshifts on the near side. These characteristics can be interpreted in terms of streaming towards the centre if the gas is in the plane. On the basis of the observed velocities and geometry of the flow, we estimate a mass inflow rate in ionized gas of approximate to 4.0 x 10-3 M(circle dot) yr-1, which is of the order of the accretion rate necessary to power the LINER nucleus of M81. We have also applied the technique of principal component analysis (PCA) to our data, which reveals the presence of a rotating nuclear gas disc within approximate to 50 pc from the nucleus and a compact outflow, approximately perpendicular to the disc. The PCA combined with the observed gas velocity field shows that the nuclear disc is being fed by gas circulating in the galaxy plane. The presence of the outflow is supported by a compact jet seen in radio observations at a similar orientation, as well as by an enhancement of the [O i]/H alpha line ratio, probably resulting from shock excitation of the circumnuclear gas by the radio jet. With these observations we are thus resolving both the feeding - via the nuclear disc and observed gas inflow, and the feedback - via the outflow, around the low-luminosity active nucleus of M81.

We present here new results of two-dimensional hydrodynamical simulations of the eruptive events of the 1840s (the great) and the 1890s (the minor) eruptions suffered by the massive star eta Carinae (Car). The two bipolar nebulae commonly known as the Homunculus and the little Homunculus (LH) were formed from the interaction of these eruptive events with the underlying stellar wind. We assume here an interacting, non-spherical multiple-phase wind scenario to explain the shape and the kinematics of both Homunculi, but adopt a more realistic parametrization of the phases of the wind. During the 1890s eruptive event, the outflow speed decreased for a short period of time. This fact suggests that the LH is formed when the eruption ends, from the impact of the post-outburst eta Car wind (that follows the 1890s event) with the eruptive flow (rather than by the collision of the eruptive flow with the pre-outburst wind, as claimed in previous models; Gonzalez et al.). Our simulations reproduce quite well the shape and the observed expansion speed of the large Homunculus. The LH (which is embedded within the large Homunculus) becomes Rayleigh-Taylor unstable and develop filamentary structures that resemble the spatial features observed in the polar caps. In addition, we find that the interior cavity between the two Homunculi is partially filled by material that is expelled during the decades following the great eruption. This result may be connected with the observed double-shell structure in the polar lobes of the eta Car nebula. Finally, as in previous work, we find the formation of tenuous, equatorial, high-speed features that seem to be related to the observed equatorial skirt of eta Car.

We present results of a sensitive Chandra X-ray observation and Spitzer mid-infrared (mid-IR) observations of the IR cluster lying north of the NGC 2071 reflection nebula in the Orion B molecular cloud. We focus on the dense cluster core known as NGC 2071-IR, which contains at least nine IR sources within a 40 `` x 40 `` region. This region shows clear signs of active star formation including powerful molecular outflows, Herbig-Haro objects, and both OH and H(2)O masers. We use Spitzer Infrared Array Camera (IRAC) images to aid in X-ray source identification and to determine young stellar object (YSO) classes using mid-IR colors. Spitzer IRAC colors show that the luminous source IRS 1 is a class I protostar. IRS 1 is believed to be driving a powerful bipolar molecular outflow and may be an embedded B-type star or its progenitor. Its X-ray spectrum reveals a fluorescent Fe emission line at 6.4 keV, arising in cold material near the protostar. The line is present even in the absence of large flares, raising questions about the nature of the ionizing mechanism responsible for producing the 6.4 keV fluorescent line. Chandra also detects X-ray sources at or near the positions of IRS 2, IRS 3, IRS 4, and IRS 6 and a variable X-ray source coincident with the radio source VLA 1, located just 2 `` north of IRS 1. No IR data are yet available to determine a YSO classification for VLA 1, but its high X-ray absorption shows that it is even more deeply embedded than IRS 1, suggesting that it could be an even younger, less-evolved protostar.

Tyrosine hydroxylase immunoreactivity as indicator of sympathetic activity: simultaneous evaluation in different tissues of hypertensive rats. First published December 9, 2010; doi: 10.1152/ajpregu.00687.2009.-Vasomotor control by the sympathetic nervous system presents substantial heterogeneity within different tissues, providing appropriate homeostatic responses to maintain basal/stimulated cardiovascular function both at normal and pathological conditions. The availability of a reproducible technique for simultaneous measurement of sympathetic drive to different tissues is of great interest to uncover regional patterns of sympathetic nerve activity (SNA). We propose the association of tyrosine hydroxylase immunoreactivity (THir) with image analysis to quantify norepinephrine (NE) content within nerve terminals in arteries/arterioles as a good index for regional sympathetic outflow. THir was measured in fixed arterioles of kidney, heart, and skeletal muscle of WistarKyoto rats (WKY) and spontaneously hypertensive rats (SHR) (123 +/- 2 and 181 +/- 4 mmHg, 300 +/- 8 and 352 +/- 8 beats/min, respectively). There was a differential THir distribution in both groups: higher THir was observed in the kidney and skeletal muscle (similar to 3-4-fold vs. heart arterioles) of WKY; in SHR, THir was increased in the kidney and heart (2.4- and 5.3-fold vs. WKY, respectively) with no change in the skeletal muscle arterioles. Observed THir changes were confirmed by either: 1) determination of NE content (high-performance liquid chromatography) in fresh tissues (SHR vs. WKY): +34% and +17% in kidney and heart, respectively, with no change in the skeletal muscle; 2) direct recording of renal (RSNA) and lumbar SNA (LSNA) in anesthetized rats, showing increased RSNA but unchanged LSNA in SHR vs. WKY. THir in skeletal muscle arterioles, NE content in femoral artery, and LSNA were simultaneously reduced by exercise training in the WKY group. Results indicate that THir is a valuable technique to simultaneously evaluate regional patterns of sympathetic activity.

The reliable evaluation of the flood forecasting is a crucial problem for assessing flood risk and consequent damages. Different hydrological models (distributed, semi-distributed or lumped) have been proposed in order to deal with this issue. The choice of the proper model structure has been investigated by many authors and it is one of the main sources of uncertainty for a correct evaluation of the outflow hydrograph. In addition, the recent increasing of data availability makes possible to update hydrological models as response of real-time observations. For these reasons, the aim of this work it is to evaluate the effect of different structure of a semi-distributed hydrological model in the assimilation of distributed uncertain discharge observations. The study was applied to the Bacchiglione catchment, located in Italy. The first methodological step was to divide the basin in different sub-basins according to topographic characteristics. Secondly, two different structures of the semi-distributed hydrological model were implemented in order to estimate the outflow hydrograph. Then, synthetic observations of uncertain value of discharge were generated, as a function of the observed and simulated value of flow at the basin outlet, and assimilated in the semi-distributed models using a Kalman Filter. Finally, different spatial patterns of sensors location were assumed to update the model state as response of the uncertain discharge observations. The results of this work pointed out that, overall, the assimilation of uncertain observations can improve the hydrologic model performance. In particular, it was found that the model structure is an important factor, of difficult characterization, since can induce different forecasts in terms of outflow discharge. O crescimento desordenado das cidades tem gerado muitos problemas de infraestrutura e impactos ao meio ambiente. No que se refere aos recursos hídricos, problemas de abastecimento, poluição e enchentes são cada vez mais constantes. À medida que a cidade se urbaniza e se impermeabiliza, vários são os impactos que vão atuar no sentido de provocar ou agravar as enchentes urbanas. No caso da drenagem urbana é preciso repensar o que vem sendo feito, buscando soluções alternativas às atualmente apresentadas, uma vez que estas não têm se mostrado eficientes. Uma possível solução para estes problemas é a aplicação de medidas de controle do escoamento na fonte, dentre elas o microrreservatório de detenção. Baseando-se na busca de soluções para os problemas citados, este trabalho tem o objetivo geral de verificar experimentalmente o funcionamento de microrreservatórios de detenção no controle da geração do escoamento superficial. Para isso foi construído um módulo experimental nas dependências do IPH, composto por um microrreservatório de 1m3, monitorado através de linígrafos que registram as vazões de entrada e saída, recebendo contribuição de uma área de 337,5m2. O período de monitoramento iniciou em agosto de 2000 e se estendeu até janeiro de 2001. De posse dos dados coletados foi possível fazer uma análise da eficiência deste dispositivo no controle do escoamento superficial, bem como estudar a real necessidade de manutenção da estrutura. Também foi feita uma análise do impacto da presença de sedimentos (folhagens) na água de escoamento nas estruturas de descarga. O trabalho também deixa uma contribuição no que se refere a critérios de projeto e dimensionamento de estruturas desta natureza. Finalmente foi possível concluir que o sistema é eficiente no controle da vazão de pico, porém o reservatório não permitiu um aumento no tempo de resposta da bacia.

Diante da importância do tema relacionado à atividade de controle interno governamental, no cenário nacional e internacional, tendo em vista o aumento da corrupção e a ineficiência administrativa no alcance dos resultados voltados para os cidadãos e ainda, da escassez de pesquisas exploratórias acerca da atividade de controle com enfoque na efetividade em busca da melhoria do gasto público, este estudo procurou identificar práticas da gestão do controle interno governamental que repercutem efetivamente na melhoria da qualidade do gasto público. Para isso procurou conceituar a qualidade do gasto relacionada à atuação do controle interno governamental e avaliar o modelo gerencial de controle interno adotado pelo Estado de Pernambuco, diagnosticando as práticas que estão diretamente relacionadas à melhoria da qualidade na aplicação do recurso público. A escolha do órgão de controle interno governamental do Estado de Pernambuco para o objeto deste estudo deve-se ao fato deste órgão ter sido palco de grandes mudanças na sua gestão com vistas à renovação e adaptação à nova demanda da sociedade que clama pela transparência e qualidade na aplicação do recurso público. Dos resultados apresentados foi possível identificar práticas decorrentes da ação do órgão de controle interno na gestão pública que indicaram um ganho financeiro para o Estado, ficando assim o recurso disponível para a ampliação de benefícios destinados à sociedade. Salientou-se, ainda, o custo da estrutura organizacional do órgão de controle, fato que apontou para um resultado econômico positivo decorrente das ações do órgão de controle interno. O estudo concluiu pela existência de alinhamento do órgão de controle de Pernambuco com os princípios mais modernos de gestão a partir do enfoque no resultado das ações. No entanto, apesar de estar na direção certa, ficou evidente a necessidade de grandes avanços com o fim de potencializar as ações de controle na gestão pública estadual.

A elaboração do orçamento público é uma das mais importantes atribuições do Poder Legislativo nos países de regime democrático, não obstante a iniciativa das leis orçamentárias tenha se transferido para o Executivo. Atualmente, os papéis desempenhados pelos Poderes Executivo e Legislativo na elaboração do orçamento estão definidos nas constituições, onde se observa uma tendência ao equilíbrio entre os dois Poderes. A história do orçamento está intimamente associada ao poderio crescente dos parlamentos que passaram a reivindicar o direito de autorizar as receitas e dispor sobre as despesas públicas. O orçamento, introduzido primeiramente na Inglaterra, como um instrumento de controle político do Parlamento sobre a Coroa, e adotado pelos franceses e norte-americanos em suas lutas por liberdade, aos poucos, foi sendo utilizado pela maioria das nações. No Brasil, tomando-se por referência as constituições ao longo de sua história, a participação do Poder Legislativo na elaboração do orçamento caracterizou-se pela oscilação em termos do maior ou menor controle sobre as decisões orçamentárias. A Constituição Federal de 1 988 recuperou as prerrogativas do Congresso Nacional para dispor sobre matéria orçamentária que haviam sido retiradas na Constituição de 1 967. A Constituição trouxe importantes mudanças nesta área, entre elas a conclusão do processo de unificação orçamentária, a aprovação pelo Legislativo não só da lei orçamentária como dos novos instrumentos de planejamento (lei do plano plurianual e lei de diretrizes orçamentárias), a instituição de uma comissão mista permanente de Senadores e Deputados e a possibilidade de emendar os projetos de lei do Executivo. A lei de diretrizes orçamentárias, considerada uma das mais relevantes inovações introduzidas ao capítulo da Constituição que trata do orçamento público, foi concebida com o objetivo maior de permitir uma intervenção prévia do Poder Legislativo na elaboração do projeto de lei do orçamento, antecipando as decisões sobre as metas e prioridades a serem contempladas na elaboração orçamentária. Apesar dos novos instrumentos e do amplo poder de intervenção, no período de 1990 à 1995 a atuação do Legislativo no que diz respeito à definição de metas e prioridades ficou comprometida principalmente pela falta de vontade política para aprovar a Lei Complementar de Finanças Públicas e para implantar na comissão mista de orçamento uma estrutura e processos de funcionamento correspondentes ao novo papel que a Constituição reservou a esta comissão. A análise dos documentos e os depoimentos levantados mostraram que a atuação do Legislativo foi prejudicada também pela inexistência do planejamento governamental e pela deficiência dos projetos de lei do Executivo, que pouca atenção deram às metas e prioridades.

A prática de saúde no país passa por grandes e difíceis desafios. No que tange a financiamento o setor público ainda carece de um melhor dimensionamento e proposta estratégica. Já o setor privado tem sua crise pela falta de maios análise dos seus custos e suas variações. A regulação do setor suplementar ainda é muito jovem. Os grandes desafios da saúde e a busca de solução são uma constante para melhor dimensionar e gerir o processo. Vários são os fatores pressionam o modelo aumentando seus gastos e ainda em uma situação mais perversa sem nenhuma previsão. Há a necessidade urgente de se entender o modelo de gastos envolvidos e acima de tudo os fatores que mais interferem na variação desses gastos. O trabalho que segue busca entender melhor o problema de variação de custos destes serviços prestados, através da análise de três casos médicos de alta relevância: apendicectomia; histerectomia; e colecistectomia, observando a variação dos preços praticados em uma série histórica de 5 anos, comparando com índices econômicos e inflacionários como IPCA, variação dos preços dos planos de saúde pela ANS e variação dos custos médicos hospitalares. Como resultados observamos que para estes eventos clássicos e isolados eventos não há um padrão nítido de preços atrelados a qualquer destes índices, nem uma variação linear que permita uma maior e melhor análise. Ao mesmo tempo quando se aumenta o volume dos atendimentos, no mix dos três eventos passamos a observar uma relação bem próxima ao IPCA que por sua vez é muito próxima do índice de reajustes autorizado pela ANS no período. Muito há o que ser feito e estudado como forma de melhor entender este modelo de preços e custos, bem como suas variações.

The recent emerging market experiences have posed a challenge to the conventional wisdom that unsustainable fiscal deficits are the key to understanding financial crises in these countries. The health of the domestic banking system has emerged as the main driving force behind the perverse dynamics of partial reforms. The current paper shares this view and uses a model of contractual inefliciencies in the banking sector to understand the dynamics of these reforms. We find that the threat of a large exchange rate devaluation depends on the stock of international reserves relative to the stock of domestic credit that must be extended by the Central Bank in response to a large capital outflow. Moreover, if a country has a weak banking sector but high net reserve ratios, the capital flow reversal might only increase the vulnerability to a currency crisis without necessarily causing it. The results are in accordance with much of the empiricalliterature on the determinants of financiaI crises in emerging markets. Some aspectsof the recent policy debate on the introduction of capital controls are also analysed.

Spatial-temporal dynamics of zooplankton in the Caravelas river estuary (Bahia, Brazil). The survey was conducted in order to describe the zooplankton community of the estuary Caravelas (Bahia, Brazil), to quantify and relate the patterns of horizontal and vertical transport with the type of tide (neap and spring) and tidal phase (flood and ebb). Zooplankton samples were collected with the aid of a suction pump (300L), filtered in plankton nets (300μm) and fixed in saline formalin 4%. Samples were collected at a fixed point (A1), near the mouth of the estuary, with samples taken at neap tides and spring tides during the dry and rainy seasons. Samples were collected for 13 hours, at intervals of 1 hour in 3 depths: surface, middle and bottom. Simultaneous collection of biological, we measured the current velocity, temperature and salinity of the water through CTD. In the laboratory, samples were selected for analysis in estereomicroscope, with 25 groups identified, with Copepoda getting the highest number of species. The 168 samples obtained from temporal samples were subsampled and processed on equipment ZooScan, with the aid of software ZooProcess at the end were generated 458.997 vingnettes. 8 taxa were identified automatically, with 16 classified as a semi-automatic. The group Copepoda, despite the limited taxonomic refinement ZooScan, obtained 2 genera and 1 species identified automatically. Among the seasons dry and wet groups Brachyura (zoea), Chaetognatha, and the Calanoid copepods (others), Temora spp., Oithona spp. and Euterpina acutifrons were those who had higher frequency of occurrence, appearing in more than 70% of the samples. Copepoda group showed the largest percentage of relative abundance in both seasons. There was no seasonal variation of total zooplankton, with an average density of 7826±4219 org.m-3 in the dry season, and 7959±3675 org.m-3 in the rainy season, neither between the types and phases of the tides, but seasonal differences were significant recorded for the main zooplankton groups. Vertical stratification was seen for the major zooplankton groups (Brachyura, Chaetognatha, Calanoida (other), Oithona spp, Temora spp. e Euterpina acutifrons). The scale of this stratification varied with the type (square or tide) and tidal phase (flood or ebb). The instantaneous transport was more influenced by current velocity, with higher values observed in spring tides to the total zooplankton, however, there was a variation of this pattern depending on the zooplankton group. According to the data import and export of total zooplankton, the outflow of organisms of the estuary was higher than the input. The results suggest that the estuary of Caravelas may influence the dynamics of organic matter to the adjacent coast, with possible consequences in National Marine Park of Abrolhos

One of the major challenges faced nowadays by oil companies is the exploration of pre-salt basins. Thick salt layers were formed in remote ages as a consequence of the evaporation of sea water containing high concentrations of NaCl and KCl. Deep reservoirs can be found below salt formations that prevent the outflow of oil, thus improving the success in oil prospection. The slurries used in the cement operations of salt layers must be adequate to the properties of those specific formations. At the same time, their resulting properties are highly affected by the contamination of salt in the fresh state. It is t herefore important to address the effects of the presence of salt in the cement slurries in order to assure that the well sheath is able to fulfill its main role to provide zonal isolation and mechanical stability. In this scenario, the objective of the present thesis work was to evaluate the effect of the presence of NaCl and KCl premixed with cement and 40% silica flour on the behavior of cement slurries. Their effect in the presence of CO2 was also investigated. The rheological behavior of slurries containing NaCl and KCl was evaluated along with their mechanical strength. Thermal and microstructural tests were also carried out. The results revealed that the presence of NaCl and KCl affected the pozzolanic activity of silica flour, reducing the strength of the hardened slurries containing salt. Friedel´s salt was formed as a result of the bonding between free Cl- and tricalcium aluminate. The presence of CO2 also contributed to the degradation of the slurries as a result of a process of carbonation/bicarbonataion
