Geochemical parameters of sediments and water of the Black Sea, data of Cruise 8 of R/V Vityaz-2

The book presents results of comprehensive geological investigations carried out during Cruise 8 of R/V "Vityaz-2" to the western part of the Black Sea in 1984. Systematic studies in the Black Sea during about hundred years have not weakened interest in the sea. Lithological and geochemical studies of sediments in estuarine areas of the Danube and the Kyzyl-Irmak rivers, as well as in adjacent parts of the deep sea and some other areas were the main aims of the cruise. Data on morphological structures of river fans, lithologic and chemical compositions of sediments in the fans and their areal distribution, forms of occurrence of chemical elements, role of organic matter and gases in sedimentation and diagenesis are given and discussed in the book.

Horizontal profiles of longwave and shortwave radiation components over sea ice near Barrow, Alaska during the 2011 melt

An integrated instrument package for measuring and understanding the surface radiation budget of sea ice is presented, along with results from its first deployment. The setup simultaneously measures broadband fluxes of upwelling and downwelling terrestrial and solar radiation (four components separately), spectral fluxes of incident and reflected solar radiation, and supporting data such as air temperature and humidity, surface temperature, and location (GPS), in addition to photographing the sky and observed surface during each measurement. The instruments are mounted on a small sled, allowing measurements of the radiation budget to be made at many locations in the study area to see the effect of small-scale surface processes on the large-scale radiation budget. Such observations have many applications, from calibration and validation of remote sensing products to improving our understanding of surface processes that affect atmosphere-snow-ice interactions and drive feedbacks, ultimately leading to the potential to improve climate modelling of ice-covered regions of the ocean. The photographs, spectral data, and other observations allow for improved analysis of the broadband data. An example of this is shown by using the observations made during a partly cloudy day, which show erratic variations due to passing clouds, and creating a careful estimate of what the radiation budget along the observed line would have been under uniform sky conditions, clear or overcast. Other data from the setup's first deployment, in June 2011 on fast ice near Point Barrow, Alaska, are also shown; these illustrate the rapid changes of the radiation budget during a cold period that led to refreezing and new snow well into the melt season.

De libros, bibliotecas y bibliotecarios en tiempos de dictadura

La presente ponencia se propone reflexionar sobre las prácticas de censura ejercidas durante la última dictadura cívico militar en Argentina y el papel que nos cabe a bibliotecarios y docentes en el resguardo de los derechos de los lectores y escritores.

La Responsabilidad Social Empresaria en el marco de las nuevas políticas públicas

Este trabajo analiza el vínculo entre los procesos de elaboración de políticas públicas y la dinámica emergente de las prácticas de Responsabilidad Social Empresaria [RSE] en nuestro país. Para ello toma como caso de estudio el Programa de Fortalecimiento de la Sociedad Civil y Responsabilidad Empresaria, puesto en marcha en el año 2008 por el gobierno de la Provincia de Buenos Aires, y se nutre de dos fuentes de datos: información documental -elaborada por el propio Estado y las empresas- y una serie de entrevistas a informantes clave, tanto del sector estatal y del sector privado como de expertos en la materia. En base a un análisis crítico de la bibliografía relevante sobre este cruce de campos [el de las políticas públicas y el de la RSE], el trabajo argumenta que la potencial eficacia de los programas estatales de fortalecimiento de la RSE dependen no sólo de los 'contenidos' específicos sino también de la 'forma' en que se elaboran las políticas públicas. En tal sentido, procesos de elaboración de políticas que respondan a criterios de estabilidad, adaptabilidad, coherencia, calidad de la implementación, orientación hacia el interés público y eficiencia [BID, 2006], tendrán mayores capacidades de superar una serie de obstáculos observados por los actores entrevistados ['recelos', 'desconocimiento' o 'desconfianza'] en la relación entre el Estado y los actores de la sociedad civil. Para ello, será necesario que las políticas incorporen como insumos para su elaboración un preciso análisis de las dimensiones ético-culturales, sociales, gerenciales, económicas y políticas [Lozano, 1999] en el que se desenvuelve el nuevo contexto de la RSE
