Commerce in rural territories should not be considered as a needed service, but as a basic infrastructure, that impact not only existent population, but also tourism, and rural industrialization. So, the rural areas need not only agriculture but industry and services, to have a global and balanced development, including for the countryside and the population. In the work presented in this paper, we are considering the formulation of the direct relation between population and the endowment of commerce sites within a geographical territory, the ?area of commercial interactions?. These are the closer set of towns that can gravitate to each other to cover the required needs for the populations within the area. The products retailed, range from basic products for the daily lives, to all other products for industry, agriculture, and services. The econometric spatial model developed to evaluate the interactions and estimate the parameters, is based on the Spatial Error Model, which allows for other spatial hidden effects to be considered without direct interference to the commercial disposition. The data and territory used to test the model correspond to a rural area in the Spanish Palencia territory (NUTS-3 level). The parameters have dependence from population levels, local rent per head, local and regional government budgets, and particular spatial restrictions. Interesting results are emerging form the model. The more significant is that the spatial effects can replace some number of commerce sites in towns, given the right spatial distribution of the sites and the towns. This is equivalent to consider the area of commercial interactions as the unit of measurement for the basic infrastructure and not only the towns.

Microsomal ω-3 fatty acid desaturase catalyzes the conversion of 18:2 (linoleic acid) to 18:3 (α-linolenic acid) in phospholipids, which are the main constituents of extrachloroplast membranes. Transgenic tobacco (Nicotiana tabacum) plants with increased 18:3 contents (designated SIIn plants) were produced through the introduction of a construct with the tobacco microsomal ω-3 fatty acid desaturase gene under the control of the highly efficient promoter containing the E12Ω sequence. 18:3 contents in the SIIn plants were increased by about 40% in roots and by about 10% in leaves compared with the control plants. With regard to growth at 15°C and 25°C and the ability to tolerate chilling at 1°C and 5°C, there were no discernible differences between the SIIn and the control plants. Freezing tolerance in leaves and roots, which was assessed by electrolyte leakage, was almost the same between the SIIn and the control plants. The fluidity of plasma membrane from the SIIn plants was almost the same as that of the control plants. These results indicate that an increase in the 18:3 level in phospholipids is not directly involved in compensation for the diminishment in growth or membrane properties observed under low temperatures.

Due to confidentiality considerations, the microdata available from the 2011 Spanish Census have been codified at a provincial (NUTS 3) level except when the municipal (LAU 2) population exceeds 20,000 inhabitants (a requirement that is met by less than 5% of all municipalities). For the remainder of the municipalities within a given province, information is only provided for their classification in wide population intervals. These limitations, hampering territorially-focused socio-economic analyses, and more specifically, those related to the labour market, are observed in many other countries. This article proposes and demonstrates an automatic procedure aimed at delineating a set of areas that meet such population requirements and that may be used to re-codify the geographic reference in these cases, thereby increasing the territorial detail at which individual information is available. The method aggregates municipalities into clusters based on the optimisation of a relevant objective function subject to a number of statistical constraints, and is implemented using evolutionary computation techniques. Clusters are defined to fit outer boundaries at the level of labour market areas.

In the face of what looks like a real impasse of the the line of European constitutionalism, partly due to an orientation of the Court of Justice which tends to favor the protection of economic freedoms over the protection of social rights, two opposing trends occurr. The first amounts to a new "constitutional patriotism"; the second entrusts the protection of fundamental social rights no longer to a single Chart or to a single court but to a multi-level system of protection. A dialogue between the European courts that truly valorizes fundamental rights, however, might be hindered by what someone has seen as a resurgence of the dualist theories, evident in an ECJ’s decision as Kadi.
