En América Latina, y en Brasil en particular, las ocupaciones informales de la tierra urbana se tornaran un fenómeno generalizado en todas las ciudades, hecho que evidencio una serie de problemas urbanos y de ineficiencia en el proveimiento de los derechos básicos de los ciudadanos, principalmente el derecho a la morada digna, con eso, trajo la necesidad de priorización de política publicas curativas, como los programas de regularización urbana, cuyo objetivo es la inserción de las ocupaciones informales en la ciudad formal, con todos los impactos que eso genera: urbanísticos, legales, sociales y económicos. La ley federal intitulado Estatuto da Cidade (EC), reglamentada en 2001, es entendida como un avanzo jurídico por justamente intentar contrabalancear ese contexto, trayendo una serie de principios e instrumentos que buscan garantizar la función social de la propiedad y de la ciudad. Esa nueva lógica, en la teoría, tiene que ser la base de todas las políticas urbanas del país. Con eso, esa tesis tiene como objetivo evaluar si, realmente, los programas de regularización urbana desarrollados en Brasil cumplen con los dictámenes de dicha legislación. Para eso, fue elegido la metodología del estudio de caso, que fue desarrollado en la ciudad de Porto Alegre, capital del Rio Grande do Sul. Primero fue analizado el Estatuto da Cidade, para la definición de los principios de evaluación, luego, fue propuesto un sistema de evaluación, que fue aplicado en los dos casos estudiados: un anterior a la promulgación del EC, el Condominio dos Anjos, que serbio como parámetro referencial, y otro desarrollado tras la promulgación de dicha legislación, el Programa Integrado Entrada da Cidade (PIEC). Tras los análisis, se puede concluir que la legislación federal efectivamente no ha tenido el reflejo necesario, como conclusiones principales se puede citar: que la legislación municipal de Porto Alegre desde la década 90 ya tenía avances considerables, incluso algunos sirvieron de ejemplo en la elaboración del EC, luego, eso puede explicar el bajo impacto percibido; y que el principal fiscalizador y delineador de la política urbana es el financiador del programa, luego, muchas estrategias y dibujos proyectuales dependen de la línea de dicha financiación. ABSTRACT In Latin America, and Brazil in particular, informal urban land occupations pervasive be turned into all cities, a fact evidenced a series of urban problems and inefficiency to provide the basic rights of citizens, mainly the right to a decent housing, with that, brought the need for prioritization of public policy, such as urban regularization programs, aimed at the inclusion of informal occupations in the formal city, with all the impacts that generates: urban, legal, social and economic. Federal law entitled Estatuto da Cidade (EC), regulated in 2001, is understood as a legal advanced for just try to counterbalance this context, bringing a number of principles and instruments that seek to guarantee the social function of property and the city. This new logic, in theory, has to be the basis of all urban policies of the country. With that, this thesis aims to assess whether urban regularization programs developed in Brazil, actually, comply with the dictates of that legislation. For that, it was elected the methodology of the case study, which was developed in the city of Porto Alegre, capital of Rio Grande do Sul, Brazil. It was first analyzed the EC, for defining the principles for evaluation, then, was proposed an evaluation system, which was applied in two case studies: one before the promulgation of the EC, the Condominio dos Anjos, which used as a reference parameter, and another developed following the enactment of this legislation, the Program Integrate Entrada da Cidade (PIEC). After the analysis, it can be concluded that the federal legislation has not actually had the reflection necessary, main conclusions can be cited: the municipal legislation in Porto Alegre, since the early 90s, had considerable progress, including some served as an example in developing the EC, then, that may explain the low perceived impact; the principal auditor and eyeliner urban policy is the founder of the program, of course, many strategies and project drawings depend on the line of financing.

La acuicultura, el cultivo y cría de animales y plantas acuáticas, representa en la actualidad una fuente esencial de proteína animal y vegetal altamente saludable y nutritiva, proporcionando un sistema de vida y de ingresos en todo el mundo. La acuicultura además de ser un motor para el desarrollo social y económico de las áreas costeras marinas y fluviales mundiales, supone en muchas regiones subdesarrolladas una garantía de alimento de alta calidad y es clave en la seguridad alimentaria de sus poblaciones. El desarrollo de la acuicultura se ha realizado fundamentalmente en los últimos 50 años, y ha sido sobre todo en la década de los años 80, cuando la acuicultura ha experimentado un fuerte crecimiento con tasas anuales que superan el 6%. Con el estancamiento de la producción pesquera y el incremento de la población mundial, la acuicultura se presenta como la única fuente posible de suministro de proteínas (vegetales y animales) de alta calidad, ricas en aceites omega 3 (EPA y DHA) de origen acuático. En la actualidad la producción procedente de la acuicultura supera los 95 millones de toneladas anuales, siendo ligeramente superior a los 94 millones de toneladas anuales provenientes de la pesca extractiva. De este total mundial acuícola, la producción asiática representa el 89%, mientras que la europea el 4,2% Aunque el 46% de la producción mundial acuícola se concentra únicamente en solo 10 especies, una de las principales características de la acuicultura es la gran diversidad de especies cultivadas, más de 500, realizándose su cría bajo diferentes tecnologías y sistemas productivos. El ámbito de esta tesis, es únicamente la acuicultura marina que se desarrolla en las aguas del mar mediterráneo, indistintamente de los sistemas y tecnología de producción utilizados. Los principales grupos de cultivo que se realizan en las aguas del Mediterráneo son los moluscos y los peces, siendo muy escasos los cultivos de otros grupos como crustáceos y macroalgas. La piscicultura marina mediterránea está dominada por el cultivo en jaulas flotantes de dos especies, la dorada (Sparus auratus) y la lubina (Dicentrarchus labrax). Estas dos especies y tras 30 años de experiencia de cultivo, mantienen todavía una ineficiencia productiva alta (reducida selección genética, lento crecimiento hasta talla comercial, alto factor de conversón del pienso…) y además ocupan un estrecho nicho de mercado, ya que prácticamente toda la comercialización de la dorada y lubina se realiza en fresco y sin elaborar ni transformar, a una talla media de 500 g. Para dar respuesta desde la acuicultura mediterránea al alto consumo y a la creciente demanda que en la Unión Europea existe de los productos acuícolas, y en especial los productos elaborados y transformados, es necesario de manera urgente, un aumento de la producción de las especies ya cultivadas (dorada y lubina) mediante la mejora de su eficiencia productiva, al mismo tiempo que se debe iniciar la producción industrial de nuevas especies piscícolas, mediante la diversificación de los cultivos. Para llevar a cabo esta diversificación, se hace necesario el establecimiento de una metodología clara, que asegure una selección de especies apropiadas y rentables para la industria acuícola mediterránea, cuyo cultivo sostenible debiera cumplir con los desafíos que el sector tiene. Nuevas especies que complementen y cubran las demandas actuales y futuras del mercado Europeo e Internacional de productos acuícolas. Nuevas especies con parámetros productivos eficientes, que garanticen unos costes productivos competitivos. Nuevas especies que puedan ser cultivadas utilizando como base la tecnología de producción ya existente en el sector. El objetivo de esta tesis es la definición y desarrollo de una metodología sencilla para la selección de nuevas especies piscícolas marinas para su cultivo eficiente y sostenible Y bajo la aplicación de esta metodología, la selección de un grupo de especies piscícolas para su cultivo rentable a corto y medio plazo (6-8 años) en el Mediterráneo. Para ello se ha definido y aplicado una metodología con la que se han evaluado diez especies candidatas, previamente escogidas de una serie de listas previas originadas en los distintos estudios y trabajos de diversificación realizados con anterioridad por otros equipos de investigación. Estas especies candidatas han sido: Seriola dumerili. (Seriola) , Argyrosomus regius (Corvina), Polyprion americanus (Cherna), Ephinephelus marginatus (Mero), Dentex dentex (Dentón), Pagrus pagrus (Pargo), Solea senegalensis (Lenguado del Senegal), Thunnus thynnus (Atún rojo), Mugil cephalus (Lisa), Coryphaena hippurus (Lampuga). El conjunto de estas especies ocupa un amplio y variado espectro dentro de las distintas áreas de mercado, productiva, tecnológica, y medioambiental . Y en todas ellas existe una experiencia mínima en sus diferentes fases de cultivo. En el desarrollo de la metodología de selección, en esta tesis se han definido diversos parámetros de evaluación, considerados como los más significativos y sencillos de aplicar. Los parámetros se han agrupado en tres bloques, el comercial, el productivo y el medioambiental. El Bloque de Mercado, comprende aquellos criterios que están relacionados con la comercialización de la especie. Calidad de la carne del pescado. Competencia con otras especies en el mercado. Potencial de Transformado. Precio de venta del pescado. El bloque Medioambiental incluye criterios del grado de idoneidad de la especie en la región y del grado de impacto ambiental de su cultivo. Rango de temperaturas del agua óptimo para el cultivo. Potencial impacto ambiental de su cultivo. Eslabón trófico de la especie.. El bloque Productivo, engloba los criterios y parámetros relacionados con el nivel de conocimiento y control que sobre su cultivo existen ( larvario, engorde, tecnología) Grado de control de la fase larvaria. Disponibilidad de alevines en el sector Crecimiento. Factor de conversión Aprovechamiento de la capacidad productiva instalada, Coste de inversión. Previa a la evaluación se han descrito las principales características de las especies candidatas en función del estado y experiencia actual sus cultivos. En la aplicación de estos criterios se han establecido matrices de evaluación y a cada criterio se le ha asignado un valor diferente en función de sus características y propiedades selectivas. Los resultados obtenidos mediante la aplicación de la metodología de evaluación propuesta, han señalado la seriola y la corvina como especies más recomendadas para su puesta en cultivo en el Mediterráneo a corto y medio plazo. Las otras dos especies seleccionadas han sido la lisa y la lampuga. Como conclusión final podemos señalar que el cultivo de nuevas especies es fundamentalmente para el desarrollo sostenible de la acuicultura mediterránea. Esta diversificación debe basarse en la aplicación de una metodología sencilla y práctica, que garantice una selección de especies cuyo cultivo sea rentable y abarquen nuevos segmentos de mercado. ABSTRACT Aquaculture, the cultivation and breeding of aquatic animals and plants, currently represents an essential source of highly nutritious and healthy protein that provides a way of life and income all over the world. Apart from being a social and economic driver in coastal and marine areas, it also entails a guaranteed high quality nourishment in many undeveloped areas being key to the alimentary safety of their population. Aquaculture has developed mainly in the last 50 years and experienced a high growth especially during the Eighties when the annual rates were above 6%. With fishing production stagnating and the global population increasing, aquaculture emerges as the only possible animal and vegetable protein source of aquatic origin, high in quality and omega 3 oils (EPA and DHA). Here and now, aquaculture production is over 95 million tons per year, which is slightly higher than the 94 million tons per year that come from extractive fisheries. From this aquaculture total, Asiatic production represents 89% while Europe´s is only 4.2%. Even though 46% of the global aquaculture production focuses just on 10 species, one of the main characteristics of aquaculture is the wide diversity of cultivated species –over 500– using different technologies and production systems. This PhD’s scope is only marine aquaculture in Mediterranean water, regardless of the technology or systems used. The main crop groups in the Mediterranean sea are molluscs and finfish, while crustacean and macroalgae cultivations are very limited. Mediterranean fish culture is dominated by the cultivation in floating cages of two species: Bream (Sparus auratus) and Bass (Dicentrarchus labrax). After 30 years of farming, these two species still keep a high productive inefficiency –reduced genetic selection, slow growth to marketable size, high feed conversion rate– and fill a narrow niche market as practically all bream and bass is sold fresh and whole, unprocessed and untransformed, with an average size of 500 grams. To meet the high consumption and growing demand of aquaculture products, in the European Union (especially those prepared and transformed), Mediterranean aquaculture needs to urgently increase the production of the species already under cultivation (Bass and Bream) by means of improving its productive efficiency and at the same time begin initiating industrial production of new species by diversifying the cultivation. To carry out this diversification it is necessary to establish a clear methodology that ensures the selection of adapted and profitable species for the Mediterranean aquaculture industry. The sustainable farming of these new species needs to meet the challenges this sector faces: New species that complement and meet the current and future needs of the European and International markets for aquaculture products. New species with efficient production parameters that ensure competitive production costs. New species that can be cultivated using already existing production technologies. The aim of this PhD is to define and develop a simple methodology for the selection of new marine fish species for their efficient and sustainable cultivation. And by applying this methodology, to select a group of fish species for its profitable crop in the short and medium term (6-8 years) in the Mediterranean. For this, a methodology has been defined and applied evaluating ten candidate species selected from a series of lists originated from different studies and from diversification works previously conducted by other research teams. These candidate species are: Seriola dumerili. (Greater amberjack), Argyrosomus regius (Meagre), Polyprion americanus (Wreckfish), Ephinephelus marginatus (Dusky grouper), Dentex dentex (Common dentex), Pagrus pagrus (Red porgy), Solea senegalensis (Senegal sole), Thunnus thynnus (Bluefin tuna), Mugil cephalus (Grey mullet), Coryphaena hippurus (Dolphinfish). All these species occupy a broad and varied spectrum within different productive, technological and environmental market areas. There is minimal experience in their different stages of cultivation for all of them. While developing the selection methodology several evaluation parameters have been defined in this PhD, considered the most significant and simple to apply. The parameters are grouped in three blocks: commercial, productivity and environmental. Market block comprises criteria related to the marketing of the species. Exploitation of installed capacityInvestment cost Prior to the evaluation, the main characteristics of the candidate species have been described based on the current status and experience of their cultivations. When applying these criteria evaluation matrices have been established assigning to each criteria a different value depending on their characteristics and selective properties. The results obtained by applying the proposed assessment methodology have identified the Greater Amberjack and Meagre as the most recommended species for farming in the Mediterranean in the short and medium term. The other two selected species were the Grey Mullet and the Dolphinfish. In conclusion, the cultivation of new species is crucial for the sustainable development of Mediterranean aquaculture. This diversification has to be based on the application of a simple and practical methodology that guarantees a selection of species whose cultivation is profitable and covers new market segments.

Los mecanismos de crecimiento económico que permiten generar riqueza y prosperidad en las naciones, son a su vez factores determinantes para el deterioro posterior de sus economías, al venir estrechamente ligados a los retos que todo crecimiento lleva consigo. El estudio de aspectos tan diversos como las mayores necesidades de control, la ineficiencia en los procesos de toma de decisiones, o la mayor dimensión de las estructuras, entre otros, llevan a plantear que esa ganancia en complejidad derivada del crecimiento, tiene una contraprestación en términos de eficiencia, y por tanto de productividad de los recursos. El presente estudio intenta averiguar qué correlaciones existen entre dicha utilización de los recursos -entre ellos los energéticos- y los factores socioeconómicos más característicos de las Sociedades y Economías de nuestro tiempo. Las conclusiones obtenidas caracterizan los límites del crecimiento, identifican las reacciones de la economía ante los incrementos en complejidad, y ayudan a determinar las variables que colaboran en la generación de un entorno socioeconómico sostenible. ABSTRACT Mechanisms of economic growth that can generate wealth and prosperity in the nations are also crucial to the further deterioration of their economies, due to the challenges that all growth involves. The study of such diverse aspects as the control needs, the inefficiency in decision-making process, or the size of the productive structures, among others, lead to argue that the profit derived from the growth in complexity, has a counterpart in terms of efficiency and productivity of resources. This study tries to find out what correlations exist between such use of resources, and the main characteristics of the societies and economies of our time. The conclusions distinguish the limits of growth, identify the reactions of the economy to increases in complexity, and help to determine the variables that collaborate in generating a sustainable socioeconomic environment.

La expansión de la ciudad y zona conurbada de Veracruz, se encuentra en una dinámica en donde convergen el medio artificial construido por el hombre y que ha generado una ciudad fragmentada; el medio natural, en el que se encuentran importantes componentes ecosistémicos de la zona costera; las políticas y estrategias que establecen los cinco Programas de ordenamiento urbano vigentes, sujetos al patrón de acumulación de capital, favoreciendo los intereses de la iniciativa privada. Bajo este panorama encontramos un territorio complejo que se encuentra cada vez más vulnerado y en riesgo de que los sistemas humano y natural colapsen. Lo anterior se evidencia en los nuevos desarrollos urbanizados, a partir del estudio de la problemática que presentan los fraccionamientos habitacionales, donde cada vez son más vulnerables, lo que constata su ineficiencia dentro del sistema urbano. ABSTRACT The expansion of the city and metropolitan area of Veracruz, is in a dynamic where converge the artificial environment built by the man and that has generated a fragmented city; natural environment, in which there are important ecosystem components of the coastal zone; policies and strategies that establish the five existing urban planning programs, subject to the pattern of accumulation of capital, favoring the private enterprises interests. Under this scenario is found a complex area that is more vulnerable every time and at risk of human and natural systems collapse. The above mentioned is evident in the new urbanized development, from studies of the problem posed by housing developments, finding that more and more vulnerable, which finds its inefficiency within the urban system.

Este trabalho tem o objetivo de analisar, a partir de uma abordagem políticoeducacional, os elementos teórico-metodológicos contidos no projeto Hora da Leitura, considerando-se os estudos de Bakhtin, Geraldi e Isabel Solé, articulandoos com o Referencial Curricular Nacional para a Educação Infantil, com os Parâmetros Curriculares Nacionais de 1ª a 4ª séries e de 5ª a 8ª séries , com a legislação referente ao projeto e com as condições administrativo-pedagógicas em que está sendo concretizado em escolas do estado de São Paulo. Tendo sido o projeto Hora da Leitura implantado em todas as escolas da rede estadual de ensino, a partir de 2005, procurou-se verificar em que medida os primeiros resultados têm mostrado ganhos para os alunos e professores. Nesse sentido, foi aplicado um questionário aos alunos de 7ª e 8ª séries, aos professores que atuam no projeto e aos professores coordenadores de quatro escolas da rede pública de ensino estadual. O resultado da pesquisa aponta para a ineficiência do projeto, no sentido de sanar o problema da incompetência leitora, em razão de sua superficialidade e também das condições em que é operacionalizado nas escolas públicas.(AU)

Transposon mutagenesis provides a direct selection for mutants and is an extremely powerful technique to analyze genetic functions in a variety of prokaryotes. Transposon mutagenesis of Mycobacterium tuberculosis has been limited in part because of the inefficiency of the delivery systems. This report describes the development of conditionally replicating shuttle phasmids from the mycobacteriophages D29 and TM4 that enable efficient delivery of transposons into both fast- and slow-growing mycobacteria. These shuttle phasmids consist of an Escherichia coli cosmid vector containing either a mini-Tn10(kan) or Tn5367 inserted into a nonessential region of the phage genome. Thermosensitive mutations were created in the mycobacteriophage genome that allow replication at 30°C but not at 37°C (TM4) or 38.5°C (D29). Infection of mycobacteria at the nonpermissive temperature results in highly efficient transposon delivery to the entire population of mycobacterial cells. Transposition of mini-Tn10(kan) occurred in a site-specific fashion in M. smegmatis whereas Tn5367 transposed apparently randomly in M. phlei, Bacille Calmette–Guérin (BCG), and M. tuberculosis. Sequence analysis of the M. tuberculosis and BCG chromosomal regions adjacent to Tn5367 insertions, in combination with M. tuberculosis genomic sequence and physical map data, indicates that the transpositions have occurred randomly in diverse genes in every quadrant of the genome. Using this system, it has been readily possible to generate libraries containing thousands of independent mutants of M. phlei, BCG, and M. tuberculosis.

O setor supermercadista sofreu grandes alterações nos últimos anos, principalmente com o avanço das tecnologias, a competição, a concentração e algumas insuficiências em seus processos. Estes e outros fatores favoreceram ao surgimento do movimento de ECR (Resposta de Consumidor Eficiente) que procura criar um relacionamento mais forte entre indústria e varejo através de novas visões para suas estratégias operacionais. A evolução das tecnologias de informação permitiram ao setor varejista gerar uma maior volume de dados a partir, principalmente, de seus check-outs. Entretanto, estes dados nem sempre são armazenados de forma correta ou utilizados de forma a se aproveitar a plenitude das informações neles contidas. O processo de transformar os dados em informação e conhecimento vem evoluindo constantemente. Uma das atuais metodologias de trabalhar dados é o Data Mining ou Mineração de Dados, que pode ser descrito como sendo uma variedade de ferramentas e estratégias que processam dados aumentando a utilidade destes em bancos de dados. Este trabalho analisa através de um estudo multicaso exploratório na região de Ribeirão Preto, no interior de São Paulo, a avaliação da capacidade do uso da tecnologia Data Mining para o fortalecimento do movimento ECR, principalmente em pequenos e médios varejistas e indústrias alimentícias, no sentido de oferecer a estes um diferencial de negociação para formação de alianças estratégias.

Este trabalho apresenta as avaliações de desempenho, das demandas operacionais e dos fatores intervenientes no aumento da escala da unidade piloto do Reator anaeróbio Horizontal de Leito Fixo (RAHLF) no tratamento de esgoto sanitário após passagem por peneira com malha de 1 mm, durante dois anos de operação. O reator dispunha de volume total de 237,5 1, construídos com tubos comerciais de PVC de 14,5 cm de diâmetro (D), dispostos em cinco módulos horizontais em série de 2,88 m, perfazendo um comprimento total de (L) de 14,4 m e relação de total de L/D de 100. O suporte de imobilização de biomassa, espuma de poliuretano em matrizes cúbicas de 1 cm de aresta, mostrou-se adequado ao desenvolvimento do biofilme. Em partida, sem inoculação prévia, ocorreu a sua consolidação a partir de 70 dias, com predominância de morfologia semelhante a Methanosaeta sp. em relação a da Methanosarcina. Em torno de 90 dias com afluente de 350 mg/l de DQO, observe-se a melhor qualidade do efluente, com valor de 100 mg/l de DQO. Em longa operação ocorreu queda de rendimento e menor reprodutibilidade das previsões do projeto, atribuída aos constantes entupimentos e ineficácia das operações de limpeza, com o comprometimento de volume reacional verificados por estudos de hidrodinâmica. Da investigação das origens dos equipamentos observou-se tratar mais de um efeito local e qualitativamente relacionado à biomassa retida que propriamente quantitativo e extensivo ao longo de todo reator, com produção continuada de polímeros extracelulares, promovendo um efeito sinérgico com os predominantes organismos filamentosos e com os sólidos particulados retidos no leito. Diante das potencialidades desta configuração de reator apontam-se alternativas de mitigação dos entupimentos e o direcionamento dos estudos necessários para novo aumento de escala para o tratamento de esgoto sanitário.

As cooperativas de crédito são instituições financeiras que têm como finalidade principal a prestação de serviços bancários e de intermediação financeira voltando-se para a geração de benefícios ao cooperado, através de benefícios econômicos encontrados sob a forma cooperativada. Considerando o objetivo destas organizações, o presente trabalho teve por objetivo avaliar a eficiência das mesmas considerando duas vertentes: 1) a atividade de intermediação financeira; e 2) a atividade de prestação de serviços bancários, a partir de variáveis contábeis. A técnica utilizada para a avaliação da eficiência foi a Análise Envoltória de Dados e foram analisados os determinantes da eficiência por meio de regressões do tipo Tobit. A amostra é composta por 315 cooperativas singulares listadas na base de dados do Banco Central do Brasil e foram utilizados os dados dos balancetes anuais e semestrais (soma dos semestres para as contas de resultado de cada ano) apresentados para período de 2007 a 2014. Os resultados indicaram baixa eficiência das cooperativas na prestação de serviços bancários, com 73% da amostra apresentando ineficiência ao longo de todos os anos do período em análise. Na atividade de intermediação financeira 20 cooperativas foram eficientes ao longo do período completo, com as demais apresentando graus de ineficiência abaixo de 16% em todos os anos. Quanto aos determinantes da eficiência, verificou-se como principais fatores na atividade de intermediação financeira a Imobilização, a Insolvência, o Descasamento Passivo e as Despesas Administrativas, enquanto na atividade de prestação de serviços os principais determinantes foram a Captação por Floating e as Despesas Administrativas. Os resultados da eficiência na intermediação financeira indicaram baixos graus de ineficiência, enquanto os altos graus de ineficiência na prestação de serviços bancários alertaram para a pouca importância dada ao fornecimentos destes serviços e para a importância de se utilizar dois modelos distintos para a avaliação da eficiência em cooperativas de crédito, dado o comportamento desvinculado entre as duas atividades avaliadas.

The aim of this study was to explore the experience of service providers in Spain regarding their daily professional encounters with battered immigrant women and their perception of this group’s help-seeking process and the eventual abandonment of the same. Twenty-nine in-depth interviews and four focus group discussions were conducted with a total of 43 professionals involved in providing support to battered immigrant women. We interviewed social workers, psychologists, intercultural mediators, judges, lawyers, and public health professionals from Spain. Through qualitative content analysis, four categories emerged: (a) frustration with the victim’s decision to abandon the help-seeking process, (b) ambivalent positions regarding differences between immigrant and Spanish women, (c) difficulties in the migratory process that may hinder the help-seeking process, and (d) criticisms regarding the inefficiency of existing resources. The four categories were cross-cut by an overarching theme: helping immigrant women not to abandon the help-seeking process as a chronicle of anticipated failure. The main reasons that emerged for abandoning the help-seeking process involved structural factors such as economic dependence, loss of social support after leaving their country of origin, and limited knowledge about available resources. The professionals perceived their encounters with battered immigrant women to be frustrating and unproductive because they felt that they had few resources to back them up. They felt that despite the existence of public policies targeting intimate partner violence (IPV) and immigration in Spain, the resources dedicated to tackling gender-based violence were insufficient to meet battered immigrant women’s needs. Professionals should be trained both in the problem of IPV and in providing support to the immigrant population.

A Mass Customisation model is discussed as a competitive positioning strategy in the marketplace adding value to the customer’s end-use. It includes the user as part of the construction process responding to the customer’s demands and wishes. To the present day, almost all proposals for Mass Customisation have been focused on the design phase and single family houses. The reality is that the processes carried out in the work execution are so inefficient that the costs of the Mass Customisation models are assumed by the customer and they do not offer solutions that support the change management. Furthermore, this inefficiency often makes Mass Customisation unfeasible in terms of deadlines and site management. Therefore, the present proposal focuses on achieving the paradigm of Mass Customisation in the traditional residential construction complementary to the existing proposals in the design phase. All this through the proposal of a framework for the integral management in the work execution, which will address change management introduced by the users offering an efficient and productive model that reduces costs in the process. This model will focus on the synergy between different strategies, techniques and technologies currently used in the construction management (such as Lean Construction or Six Sigma), together with, other strategies and technologies that have proven to be valid solutions in other fields (such as Business Process Management, Service Oriented Architecture, etc.).

The deteriorating relationship between the United Kingdom (UK) and the rest of the EU, including the prospect of a referendum on EU membership, would have dominated the Union’s agenda had it not been for the economic/financial crisis, followed by the external crisis which we are now facing in the East. Precisely because of these crises, it is now time for the incoming European Commission to take the bull by the horns and ensure that the EU can move on from a potential referendum and its possible outcomes. The June European Council noted that “the UK raised some concerns related to the future development of the EU. These concerns will need to be addressed. In this context, the European Council noted that the concept of ever closer union allows for different paths of integration for different countries, allowing those that want to deepen integration to move ahead, while respecting the wish of those who do not want to deepen any further.” While the EU has, arguably, successfully developed at different speeds for decades, to address the UK’s (fundamental) concerns, it is now time to work out whether and how the UK can be accommodated, and what this would mean in practice. UK membership is desirable but not at any price, so the aim should be to keep the UK in, while also ensuring that the principles on which the EU is built are protected. There will need to be a modus operandi which enables the EU and in particular, the Eurozone, to continue to make progress in addressing the shortcomings of European integration and European Monetary Union (EMU) in particular, while at the same time offering a reform package that can satisfy the UK. This does not necessarily mean that all EMU reforms have to be within the EU framework: additional intergovernmental arrangements could also be a possibility. However, this could add to the complexity and inefficiency of the system, as well as sidelining the supranational element of EU governance which will be needed to make EMU function.

The macroeconomic results achieved by Belarus in 2012 laid bare the weakness and the inefficiency of its economy. Belarus’s GDP and positive trade balance were growing in the first half of last year. However, this trend was reversed when Russia blocked the scheme of extremely lucrative manipulations in the re-export of Russian petroleum products by Belarus and when the demand for potassium fertilisers fell on the global market. It became clear once again that the outdated Belarusian model of a centrally planned economy is unable to generate sustainable growth, and the Belarusian economy needs thorough structural reforms. Nevertheless, President Alyaksandr Lukashenka consistently continues to block any changes in the system and at the same time expects that the economic indicators this year will reach levels far beyond the possibilities of the Belarusian economy. Therefore, there is a risk that the Belarusian government may employ – as they used to do – instruments aimed at artificially stimulating domestic demand, including money creation. This may upset the relative stability of state finances, which the regime managed to achieve last year. The worst case scenario would see a repeat of what happened in 2011, when a serious financial crisis occurred, forcing Minsk to make concessions (including selling the national network of gas pipelines) to Moscow, its only real source of loans. It thus cannot be ruled out that also this time the only way to recover from the slump will be to receive additional loan support and energy subsidies from Russia at the expense of selling further strategic companies to Russian investors.

The reduction of Greek sovereign debt by €106 billion, agreed in the second bailout package of February 2012, is the largest in history. Nevertheless, immediately after publishing the key terms of the package, doubts arose whether it would achieve its goals: to reduce the debt-to-GDP ratio to 120.5% in 2020 and to ensure the return of Greece to market financing by 2015. This Briefing gives a timely input to the debate as it develops an analytical framework through which the expected failure of the Greek debt reduction can be assessed. It surveys the economic literature to identify three groups of factors reducing the effectiveness of sovereign debt restructuring: (1) sovereign’s fundamentals, (2) inefficiencies inherent in the restructuring process and (3) costs of restructuring; and applies them to the case of Greece. Based on this analysis, three policy implications are formulated, with relevance to Greece and the wider eurozone. Firstly, the importance of increased policy effort by Greece to enact current structural and growth-enhancing reforms is underlined. Secondly, the introduction of uniform CACs is proposed that will reduce the market participants’ uncertainty, discipline the runs on government debt and address the holdout inefficiency. Finally, sovereign debt restructuring is not recommended as a universal solution for over- indebtedness in the EU, given the direct and reputation costs of sovereign debt restructuring and the self-fulfilling nature of sovereign debt crises.
