Esta dissertação tem o objetivo geral de analisar o protagonismo que o Instituto Ayrton Senna (organização do Terceiro Setor) tem alcançado na escola pública ao funcionar como braço operativo do empresariado com responsabilidade social na difusão da concepção burguesa de mundo, num contexto histórico do Neoliberalismo da Terceira Via. Esta penetração dos valores empresariais na escola pública se dá através do consenso em torno da falência do Estado na prestação do serviço público que, por sua vez, deveria ser prestado por organizações da sociedade civil (ONGs) em função de sua suposta maior eficiência (pautada nos moldes do mercado). O objetivo específico é identificar como o Instituto Ayrton Senna (IAS), através da concepção de cidadania burguesa pode ressignificar o papel social da escola pública no município do Rio de Janeiro através do desenvolvimento do Programa Acelera Brasil (PAB). A hipótese central é que o IAS, ao aplicar o PAB, ressignifica o papel social da escola pública, atuando como operador do capital ao incorporar a lógica fabril nas escolas públicas, (identificação da qualidade na educação com certificação e treinamento para a realização de avaliações como condição de cidadania) associada a uma face mais humana do capital, introduzindo elementos da noção de capital social, que insere, entre outros, uma relação harmoniosa entre o Estado, a sociedade civil (entendida como Terceiro Setor) e o mercado.

A teoria do capital humano preconiza que o conjunto de habilidades, conhecimento e aptidões contribuem para o aumento da produtividade, que por sua vez, aumenta a renda dos indivíduos, possibilitando uma melhora no nível de qualidade de vida e nas oportunidades profissionais e sociais. Uma forma de potencializar os investimentos realizados em desenvolvimento humano é o próprio investimento em desenvolvimento infantil. Devido ao reconhecimento da importância que a educação e saúde infantil têm para o crescimento econômico dos países, a literatura que trata desses temas já é bastante ampla. Com base nesse reconhecimento, buscamos avaliar o impacto que o desenvolvimento infantil tem na educação primária. Para tanto, foram utilizados modelos de fronteira estocástica com o auxílio do programa R, no qual as variáveis independentes representam o desenvolvimento infantil, as variáveis dependentes, a educação primária e as unidades tomadoras de decisão são os Estados brasileiros.

O presente estudo propôs a identificação das determinações da avaliação da educação superior, com recorte na formação em Educação Física, utilizando-se das categorias do materialismo histórico e dialético. As ideologias do Capital Humano e do Capital Social e seus teóricos serviram como mediadoras dessa análise. Para tanto, utilizamo-nos do fenômeno da globalização e seus conseqüentes reflexos na sociedade brasileira em geral e na educação superior em particular. Os modelos de avaliação foram aqui examinados até a atualidade, bem como seus desdobramentos na formação em Educação Física e seu respectivo campo de trabalho, com algumas experiências ocorridas em nosso território. Tendo como caminho as propostas avaliativas, os aspectos históricos da constituição da Educação Física, os instrumentos de avaliação atuais, as avaliações internas produzidas na UFRJ e UFF e o aprofundamento das ideologias do CH e do CS, acreditamos ter evidenciado o fio condutor do estabelecimento de uma cultura conformadora e justificadora da exploração da população pelo capitalismo que acaba por ser abraçada por parcelas de professores de Educação Física quando se alinham de forma irrefletida aos modelos de avaliação. Apontamos a possibilidade de uma ação contra-hegemônica por um caminho politizador no interior das instituições escolares, em todos os seus níveis e com todos os seus atores, passando pelos movimentos sindicais e chegando principalmente à Universidade

A presente pesquisa objetiva identificar o estado de compatibilidade entre os instrumentos contábeis de mensuração de ativos intangíveis e aqueles utilizados para estabelecer o valor econômico de atletas de futebol. Para isso, foi realizado um estudo de caso único em uma empresa de consultoria que realiza tal avaliação de atleta, com intuito de aprofundar na pesquisa de forma exploratória. As técnicas utilizadas para dar suporte à pesquisa foram análise documental e pesquisa semiestruturada, que contribuíram com os objetivos específicos deste estudo, além da análise bibliográfica. Como resultado de pesquisa pode-se verificar um alinhamento entre os indicadores de avaliação de atletas de futebol utilizados pela empresa objeto desse estudo e aqueles utilizados pelos métodos contábeis para avaliação dos ativos intangíveis com foco no capital humano. Dessa forma, o resultado apresentou a identificação de dez indicadores de alinhamentos, evidenciando uma padronização dos métodos e contribuindo com a redução da subjetividade na forma de avaliar os ativos intangíveis de uma maneira geral.

The aim of this study is to garner comparative insights so as to aid the development of the discourse on further education (FE) conceptualisation and the relationship of FE with educational disadvantage and employability. This aim is particularly relevant in Irish education parlance amidst the historical ambiguity surrounding the functioning of FE. The study sets out to critically engage with the education/employability/economy link (eee link). This involves a critique of issues relevant to participation (which extends beyond student activity alone to social relations generally and the dialogic participation of the disadvantaged), accountability (which extends beyond performance measures alone to encompass equality of condition towards a socially just end) and human capital (which extends to both collective and individual aspects within an educational culture). As a comparative study, there is a strong focus on providing a way of conceptualising and comparatively analysing FE policy internationally. The study strikes a balance between conceptual and practical concerns. A critical comparative policy analysis is the methodology that structures the study which is informed and progressed by a genealogical method to establish the context of each of the jurisdictions of England, the United States and the European Union. Genealogy allows the use of history to diagnose the present rather than explaining how the past has caused the present. The discussion accentuates the power struggles within education policy practice using what Fairclough calls a strategic critique as well as an ideological critique. The comparative nature of the study means that there is a need to be cognizant of the diverse cultural influences on policy deliberation. The study uses the theoretical concept of paradigmatic change to critically analyse the jurisdictions. To aid with the critical analysis, a conceptual framework for legislative functions is developed so as to provide a metalanguage for educational legislation. The specific contribution of the study, while providing a manner for understanding and progressing FE policy development in a globalized Ireland, is to clear the ground for a more well-defined and critically reflexive FE sector to operate and suggests a number of issues for further deliberation.

This thesis traces a genealogy of the discourse of mathematics education reform in Ireland at the beginning of the twenty first century at a time when the hegemonic political discourse is that of neoliberalism. It draws on the work of Michel Foucault to identify the network of power relations involved in the development of a single case of curriculum reform – in this case Project Maths. It identifies the construction of an apparatus within the fields of politics, economics and education, the elements of which include institutions like the OECD and the Government, the bureaucracy, expert groups and special interest groups, the media, the school, the State, state assessment and international assessment. Five major themes in educational reform emerge from the analysis: the arrival of neoliberal governance in Ireland; the triumph of human capital theory as the hegemonic educational philosophy here; the dominant role of OECD/PISA and its values in the mathematics education discourse in Ireland; the fetishisation of western scientific knowledge and knowledge as commodity; and the formation of a new kind of subjectivity, namely the subjectivity of the young person as a form of human-capital-to-be. In particular, it provides a critical analysis of the influence of OECD/PISA on the development of mathematics education policy here – especially on Project Maths curriculum, assessment and pedagogy. It unpacks the arguments in favour of curriculum change and lays bare their ideological foundations. This discourse contextualises educational change as occurring within a rapidly changing economic environment where the concept of the State’s economic aspirations and developments in science, technology and communications are reshaping both the focus of business and the demands being put on education. Within this discourse, education is to be repurposed and its consequences measured against the paradigm of the Knowledge Economy – usually characterised as the inevitable or necessary future of a carefully defined present.

This research aims to communicate new results of empirical investigations to learn about the relationship between determination of controlling an acquired firm’s capital, assets and brand versus its capability of innovation and ex post performance of the rising Vietnamese M&A industry in the 2005-2012 period. The analysis employs a categorical data sample, consisting of 212 M&A cases reported by various information sources, and performs a number of logistic regressions with significant results as follows. Firstly, the overall relationship between pre-M&A pursuit’s determination on acquiring resources and performance of the post-M&A performance is found significant. There exist profound effects of a ‘size matters’ strategy in M&A ex post performance. When there is an overwhelming ‘resources acquiring’ strategy, the innovation factor’s explanatory power becomes negligible. Secondly, for negative performance of post-M&A operations, the emphasis on both capital base and asset size, and the brand value at the time of the M&A pursuit is the major explanation in the post-M&A period. So does the absence of innovation as a goal in the pre-M&A period. These two insights together are useful in careful M&A planning. Lastly, expensive pre-M&A expenditures tend to adversely affect the post-M&A performance. As a general conclusion, this study shows that innovation can be an important factor to pursue in M&A transitions, together with the need to emphasize and find capable and willing human capital, rather than a capital base (equity or debt) and existing values of the acquired brands.

The Bolsa Família Program goal is to promote social development and poverty reduction, through the direct transfer of conditional cash, in association with other social programs. This study aims to analyze whether Bolsa Família had an association with children’s school attendance, which is one of the educational conditions of the program. Our main hypothesis is that children living in households receiving Bolsa Família had greater chances of attending school. Data from the Ministry of Social Development and Combating Famine indicated that children living in households with Bolsa Família had greater school enrolment levels. By using data from the 2010 Demographic Census, collected by the Brazilian Institute of Geography and Statistics (IBGE), some descriptive analyzes and binary logistic regression models were performed for different thresholds of household per capita income. These estimates were made by comparing children who lived in households receiving Bolsa Família to those children not receiving the program. We took into consideration characteristics about the household, mothers, and children. The results were clustered by the municipality of residence of the child. In all income thresholds, children benefi ting from Bolsa Família were more likely to be enrolled in school, compared to children not receiving the benefi t.

La realidad del voluntariado es sumamente compleja hasta el punto de que resulta complicado definir y caracterizar el trabajo voluntario, dada la gran variedad de interpretaciones, motivaciones, variables sociodemográficas y aspectos culturales que configuran el perfil de los voluntarios. El objetivo de este trabajo es analizar la influencia conjunta de algunas variables sociodemográficas, así como de los valores culturales de índole secular o tradicional, sobre el perfil de los voluntarios en Europa. Además, se investiga qué variables orientan a los voluntarios hacia un determinado tipo de voluntariado u otro. Para ello se ha aplicado principalmente una metodología de regresión logística a partir de la información disponible en la European Value Study. Los resultados obtenidos ayudan a establecer una caracterización del voluntariado en Europa, y confirman la influencia de los valores culturales, en primer lugar, en la realización o no de trabajos de voluntariado, y en segundo lugar, en la elección que hacen estas personas del tipo de actividad con la que están comprometidos. Al analizar dos tipos de voluntariado de motivación supuestamente muy diferente, se concluye que existe un grupo de valores que influyen en ambos, aunque el sentido y la intensidad en la que lo hacen sea diferente; por otra parte, algunos valores tienen influencia o no en la realización de trabajos de voluntariado, dependiendo del tipo específico al que nos refiramos.

Cooperatives, as a kind of firms, are considered by many scholars as an remarkable alternative for overcoming the economic crisis started in 2008. Besides, there are other scholars which pointed out the important role that these firms play in the regional economic development. Nevertheless, when one examines the economic literature on cooperatives, it is detected that this kind of firms is mainly studied starting from the point of view of their own characteristics and particularities of participation and solidarity. In this sense, following a different analysis framework, this article proposes a theoretical model in order to explain the behavior of cooperatives based on the entrepreneurship theory with the aim of increasing the knowledge about this kind of firms and, more specifically, their contribution to regional economic development.

Cooperatives have a long historical experience in the Spanish economy and have demonstrated their ability to compete against traditional firms in the market. To maintain this capability, while taking advantage of the competitive advantages associated with their idiosyncrasies as social economy enterprises, they should take into consideration that the economy is increasingly globalized and increasingly knowledge-based, especially with regards to technological content. As a consequence, the innovative capacity appears to be a key aspect in order to be able to challenge competitors. This article characterizes the innovative behavior of cooperatives in the region of Castile and Leon and analyses the internal and external factors affecting their innovative performance, based on data from a survey of 581 cooperatives. The results of the empirical analysis, which is performed by multivariate binary logistic regression on various types of innovation, lead us to identify the size of the organizations, the existence of planning, the R & D activities and the human capital as the main determining factors.

Volunteer recruitment and retention is a problem that most credit unions experience. Research suggests that knowledge of volunteer motivation can inform volunteer management strategies. This paper uses a survey approach to determine whether current volunteers in credit unions in Northern Ireland are more motivated by the actual act of volunteering, by the output from the volunteering activity (including altruism) or because the volunteering activity increases their human capital value. Altruistic reasons are found to be the most influential, with the act of volunteering also scoring highly. This knowledge should inform volunteer recruitment programmes and internal appraisal processes as management can reinforce messages that provide positive feedback to volunteers on the social benefits being achieved by the credit union. This will further motivate current volunteers, ensuring retention. When motivation was analyzed by volunteer characteristics we found that older volunteers, retired volunteers and volunteers who are less educated are more motivated in their role. There was little evidence that individuals volunteer to improve their human capital worth.

Literature dealing with the history of Chinese printed books and printing is voluminous. Yet studies of how knowledge in general and utilitarian forms of knowledge in particular were generated, accumulated and circulated by printed books and their relationship with the long-term socio-economic transformation of China are rare. This paper aims to open up the subject by examining the long-term trends in the production of manuscripts and books and focusing on the connections between the generation and dissemination of useful knowledge in China and the production and circulation of printed books over the centuries and dynasties from circa 581 to 1840 compared to Europe. It connects trends in this indicator for knowledge formation and diffusion to economic growth, urbanization, changes in higher forms of education, the rise of literacy, the development of printing technologies, and changes in perceptions of the natural world. It concludes that human capital formation in China probably proceeded at a slower rate,which is relevant for narratives of the “divergence” between China and Europe.

Purpose
– The aim of this paper is to contribute to understanding the nature of specialist and generalist human capital by exploring the ways in which knowledge workers view their experience of working in specialist and generalist roles in pharmaceutical firms in Ireland and the UK.

Design/methodology/approach
– The findings are based on interviews with 55 knowledge workers employed in a range of scientific, technical and managerial positions in four Irish and two UK firms located in the pharmaceutical sector. Interviews were also conducted with nine human resource/training and development managers within these six firms.

Findings
– The findings suggest that the categorisation of human capital as either specialist or generalist is too rigid and does not take account of the fact that individuals may themselves choose to shape their careers by investing in a range of education, training and development opportunities that will enable them to move between specialist and generalist roles.

Originality/value
– The paper unpacks the concepts of specialist and generalist human capital from an employee perspective and challenges the sharp distinction that is made between specialist and generalist human capital.

We investigate the effect of slavery on the current level of income inequality across US counties. We find that a larger proportion of slaves over population in 1860 persistently increases inequality, and in particular inequality across races. We also show that a crucial
channel of transmission from slavery to racial inequality is human capital accumulation, i.e., current inequality is primarily influenced by slavery through the unequal educational attainment of blacks and whites. Finally, we provide suggestive evidence that the underlying links run through the political exclusion of former slaves and the resulting negative influence on the local provision of education.
