Cette étude de cas est issue d’un module final de formation pour les employés du service public d’une agence de l’eau. Nous explorons les résultats de plusieurs stratégies utilisées pour souligner le besoin de changement dans les comportements individuels et institutionnels en vue d’améliorer les services aux clients. En particulier, nous explorons certaines manières d’ouvrir la discussion sur les pratiques de corruption de manière non-triviale sans offenser les sensibilités ou provoquer l’indifférence. Comme point de départ, il est demandé aux participants de relever les problèmes institutionnels qu’ils caractérisent comme éthiques, même si d’autres problèmes appartiennent à d’autres catégories identifiées plus tard. Pour éviter une approche purement théorique des devoirs et obligations envers les clients, ils sont dérivés de la mission de l’agence telle que définit par la loi qui l’a créée.

Cet article étudie la sensibilité des estimations de certaines variables explicatives de la croissance économique dans des régressions en coupe transversale sur un ensemble de pays. Il applique un modèle modifié de l’analyse de sensibilité de Leamer (1983, 1985). Mes résultats confirment la conclusion de Levine and Renelt (1992), toutefois, je montre que plus de variables sont solidement corrélées à la croissance économique. Entre 1990-2010, je trouve que huit sur vingt cinq variables ont des coefficients significatifs et sont solidement corrélées à la croissance de long terme, notamment, les parts de l’investissement et des dépenses étatiques dans le PIB, la primauté du droit et une variable dichotomique pour les pays subsahariens. Je trouve aussi une preuve empirique solide de l'hypothèse de la convergence conditionnelle, ce qui est cohérent avec le modèle de croissance néoclassique.

Cette thèse traite de la supposée perte de culture politique et citoyenne que connaît le Chili de la période post-dictature. Bien qu’une telle perte soit généralement considérée comme une évidence, nous évaluons dans quelle mesure celle-ci est bien réelle en nous intéressant aux processus d’apprentissage du comportement civique de la plus jeune génération politique du pays qui a aujourd’hui atteint la vingtaine. Étant donné que les membres de cette génération étaient soit au stade de l’enfance, soit pas même nés au moment de la transition démocratique de 1990, ils ont habituellement pris connaissance des événements de répression étatique et de réconciliation démocratique par l’intermédiaire de leurs aînés. Ce phénomène est encore plus marqué dans les régions rurales du sud du pays où la majeure partie de ce que les jeunes générations savent du passé conflictuel de leur pays, incluant le colonialisme, le socialisme révolutionnaire et le fascisme, n’a pas été transmis par la communication verbale ou volontaire, mais indirectement via les habitudes et préférences culturelles qui ne manquent pas d’influencer les décisions politiques. À travers l’analyse des mécanismes de transmission inter-générationnelle de diverses perspectives d’un passé contesté, notre travail explore les processus par lesquels, à l’échelle micro, certains types de comportement politique sont diffusés au sein des familles et de petits réseaux communautaires. Ces derniers se situent souvent en tension avec les connaissances transmises dans les domaines publics, comme les écoles et certaines associations civiques. De telles tensions soulèvent d’importantes questions au sujet des inégalités de statut des membres de la communauté nationale, en particulier à une époque néolibérale où la réorganisation du fonctionnement des services sociaux et du contrôle des ressources naturelles a transformé les relations entre le monde rural pauvre et la société dominante provenant des centres urbains. Au sein de la jeune génération politique du Chili, dans quelle mesure ces perspectives situées concernant un passé pour le moins contesté, ainsi que leurs impacts sur la distribution actuelle du pouvoir dans le pays façonnent-ils des identités politiques en émergence ? Nous abordons cette question à l’aide d’une analyse ethnographique des moyens auxquels les jeunes recourent pour acquérir et exprimer des connaissances au sujet de l’histoire et de son influence latente dans la vie civique actuelle. Nos données proviennent de plus de deux années de terrain anthropologique réalisées dans trois localités du sud rural ayant été touchées par des interventions industrielles dans les rivières avoisinantes. L'une d'entre elles a été contaminée par une usine de pâte à papier tandis que les autres doivent composer avec des projets de barrage hydroélectrique qui détourneront plusieurs rivières. Ces activités industrielles composent la toile de fond pour non seulement évaluer les identités politiques, émergentes mais aussi pour identifier ce que l’apprentissage de comportement politique révèle à propos de la citoyenneté au Chili à l’heure actuelle.

Political science is both a generalizing and an anchored, nationally defined, discipline. Too often, the first perspective tends to crowd out the latter, because it appears more prestigious, objective, or scientific. Behind the international/national dichotomy, there are indeed rival conceptions of social science, and important ontological, epistemological and methodological assumptions. This article discusses these assumptions and stresses the critical contribution of idiographic, single-outcome studies, the importance of producing relevant, usable knowledge, and the distinctive implications of studying one’s own country, where a scholar is also a citizen, involved in more encompassing national conversations. The aim is not to reject the generalizing, international perspective, or even the comparative approach, but rather to reaffirm the importance of maintaining as well, and in fact celebrating, the production of social scientific knowledge directly relevant for our own times and places.

Housing is one of the primary human needs. It is second only to the need for food and clothing. From a macro perspective, housing is an industry that can prove itself to be a growth engine for a nation, particularly a developing nation like India. Housing has been one of the top priorities for the various governments in India since the seventies. The need for housing has been increasing at a phenomenal pace in India and so also the need for housing finance. Since the growth in supply of housing could not keep pace with the growth in its demand, housing shortage has been on the rise over the years. Housing finance industry which was relatively dormant till the early nineties underwent sweeping changes ever since the initiation of financial sector deregulation measures. Financial deregulation measures brought about several changes in this industry, the first and foremost being the fast growth rate in the industry coupled with cutthroat competition among the industry players. This trend has been quite prominent since the entry of commercial banks into this arena. Accordingly, there has been a surge in the growth of retail (personal) loans segment, particularly in respect of housing loans. This is evident from the fact that housing loans disbursed by banks as a percentage of their total loans has increased from just 2.79% as of end-March 1997 to as high as 12.52% as of end-March 2007. Thus, there has been an unprecedented growth rate in the disbursement of housing loans by banks, and as of 31 March 2007 the outstanding balance of housing loans by all banks in India stands at Rs.230689 Crore, as against just Rs.7946 Crore as of 31 March 1997, the growth rate being 35.82 %CAGR (for the eleven years’ period, FY 1997-‘2007). However, in spite of the impressive growth in housing finance over the years, there are growing apprehensions regarding its inclusiveness, i.e. accessibility to the common man, the underprivileged sections of the society to housing finance etc. Of late, it is widely recognized that formal housing finance system, particularly the commercial banks (CBs) – most dominant among the players – is fast becoming exclusive in operations, with nearly 90% of the total housing credit going to the rich and upper middle income group, primarily the salaried class. The case of housing finance companies (HFCs) is quite similar in this regard. The poor and other marginalized sections are often deprived of adequate credit facilities for housing purpose. Studies have revealed that urban housing poverty is much more acute than the rural probably because of the very fast process of urbanization coupled with constant rural to urban migration

The ongoing growth of the World Wide Web, catalyzed by the increasing possibility of ubiquitous access via a variety of devices, continues to strengthen its role as our prevalent information and commmunication medium. However, although tools like search engines facilitate retrieval, the task of finally making sense of Web content is still often left to human interpretation. The vision of supporting both humans and machines in such knowledge-based activities led to the development of different systems which allow to structure Web resources by metadata annotations. Interestingly, two major approaches which gained a considerable amount of attention are addressing the problem from nearly opposite directions: On the one hand, the idea of the Semantic Web suggests to formalize the knowledge within a particular domain by means of the "top-down" approach of defining ontologies. On the other hand, Social Annotation Systems as part of the so-called Web 2.0 movement implement a "bottom-up" style of categorization using arbitrary keywords. Experience as well as research in the characteristics of both systems has shown that their strengths and weaknesses seem to be inverse: While Social Annotation suffers from problems like, e. g., ambiguity or lack or precision, ontologies were especially designed to eliminate those. On the contrary, the latter suffer from a knowledge acquisition bottleneck, which is successfully overcome by the large user populations of Social Annotation Systems. Instead of being regarded as competing paradigms, the obvious potential synergies from a combination of both motivated approaches to "bridge the gap" between them. These were fostered by the evidence of emergent semantics, i. e., the self-organized evolution of implicit conceptual structures, within Social Annotation data. While several techniques to exploit the emergent patterns were proposed, a systematic analysis - especially regarding paradigms from the field of ontology learning - is still largely missing. This also includes a deeper understanding of the circumstances which affect the evolution processes. This work aims to address this gap by providing an in-depth study of methods and influencing factors to capture emergent semantics from Social Annotation Systems. We focus hereby on the acquisition of lexical semantics from the underlying networks of keywords, users and resources. Structured along different ontology learning tasks, we use a methodology of semantic grounding to characterize and evaluate the semantic relations captured by different methods. In all cases, our studies are based on datasets from several Social Annotation Systems. Specifically, we first analyze semantic relatedness among keywords, and identify measures which detect different notions of relatedness. These constitute the input of concept learning algorithms, which focus then on the discovery of synonymous and ambiguous keywords. Hereby, we assess the usefulness of various clustering techniques. As a prerequisite to induce hierarchical relationships, our next step is to study measures which quantify the level of generality of a particular keyword. We find that comparatively simple measures can approximate the generality information encoded in reference taxonomies. These insights are used to inform the final task, namely the creation of concept hierarchies. For this purpose, generality-based algorithms exhibit advantages compared to clustering approaches. In order to complement the identification of suitable methods to capture semantic structures, we analyze as a next step several factors which influence their emergence. Empirical evidence is provided that the amount of available data plays a crucial role for determining keyword meanings. From a different perspective, we examine pragmatic aspects by considering different annotation patterns among users. Based on a broad distinction between "categorizers" and "describers", we find that the latter produce more accurate results. This suggests a causal link between pragmatic and semantic aspects of keyword annotation. As a special kind of usage pattern, we then have a look at system abuse and spam. While observing a mixed picture, we suggest that an individual decision should be taken instead of disregarding spammers as a matter of principle. Finally, we discuss a set of applications which operationalize the results of our studies for enhancing both Social Annotation and semantic systems. These comprise on the one hand tools which foster the emergence of semantics, and on the one hand applications which exploit the socially induced relations to improve, e. g., searching, browsing, or user profiling facilities. In summary, the contributions of this work highlight viable methods and crucial aspects for designing enhanced knowledge-based services of a Social Semantic Web.

We have simulated the behavior of several artificial flies, interacting visually with each other. Each fly is described by a simple tracking system (Poggio and Reichardt, 1973; Land and Collett, 1974) which summarizes behavioral experiments in which individual flies fixate a target. Our main finding is that the interaction of theses implemodules gives rise to a variety of relatively complex behaviors. In particular, we observe a swarm-like behavior of a group of many artificial flies for certain reasonable ranges of our tracking system parameters.

Cerca del 10% de las parejas tiene problemas para concebir. Las técnicas de reproducción asistida (TRA) son una alternativa de tratamiento cuando otros manejos han fallado. Las TRA son todos los tratamientos o procedimientos que incluyen manejo “in vitro” de los ovocitos humanos, espermatozoides y embriones con el objetivo de obtener un embarazo. Durante el tratamiento de infertilidad es importante conocer la probabilidad de embarazo que tiene una paciente sometida a TRA teniendo en cuenta que los factores influyentes en dicho desenlace (embarazo) difieren en cada paciente. Los modelos de predicción en medicina tienen como objetivo principal encontrar el grupo de factores de riesgo que tengan la mejor capacidad predictiva de un resultado especifico. Los modelos de predicción publicados actualmente no son aplicables a pacientes sometidas a TRA en general, y además las pacientes que fueron estudiadas por estos grupos de investigación tienen características poblacionales diferentes a las nuestras.14,17,18,20. Se desarrollo un modelo de predicción de embarazo en pacientes sometidas a TRA en la Unidad de Fertilidad del Country de Bogota. La recolección de los datos se realizó en forma retrospectiva, sin intervención. Las variables independientes que en el análisis multivariado se encontraron con mayor capacidad predictiva fueron: la edad real, las unidades de gonadotropinas administradas en la inducción de la ovulación, el número de embriones transferidos y el tipo de catéter que se utilizó en la transferencia. La capacidad predictiva del modelo final se evaluó por medio del área bajo la curva ROC la cual fue de 0.6950. La sensibilidad del modelo es 36.7%, con una especificidad del 83.3%. Conclusiones: el desarrollo de un modelo de predicción para embarazo en pacientes sometidas a TRA provee una estrategia de medicina basada en evidencia para guiar a las parejas en sus probabilidades de éxito reales. Una vez corregidos el sobre ajuste “overfitting”, y validado el modelo, puede ser utilizado en las clínicas de fertilidad como herramienta valiosa de consejería.

Por medio de en un estudio realizado a dos empresas de mercado colombiano, una de ellas con visión expansiva (Pan el Country) y otra presentada como caso de éxito de internacionalización (Compañía de Galletas Noel S.A.S) y basados en diferentes teorías administrativas. Se logro percibir los diferentes medios con que Noel alcanzo su posicionamiento tanto a nivel nacional e internacional y a su vez dar estrategias comparativas y competitivas para el desarrollo productivo de Pan el Country. De este modo se identifico que Pan el country con sus estrategia expansiva y por medio de una red de comercialización que lo llevo a realizar exportaciones ocasionales a Estados Unidos, cumple de manera progresiva los estándares con las que las empresas inician sus procesos de internacionalización y avanzan notablemente en la medida que haya reconocimiento de marca, y posicionamiento en el país o región determinada. Sin duda alguna las características más sobresalientes que llevan a Noel al éxito nacional, van ligadas a la innovación de productos y las grandes investigaciones que promueven a definir estrategias para penetrar en diferentes segmentos del mercado, pasos que le dan empuje a redefinir las metas y objetivos a Pan el Country en busca de un desarrollo continuo y un futuro exitoso.

El proyecto arranca de una idea central que consiste en programar todas las clases de inglés que correspondan a los dos ciclos de la ESO, partiendo de dos realidades culturales, como son: -la isla en la que vive el alumno con sus implicaciones en la región 'I shall show you my island'. -El lugar donde se habla la lengua, objeto de aprendizaje (inglés) 'You will show me your country'. El grupo de trabajo está compuesto por 19 docentes tanto de EGB como de bachillerato, y pertenecen a la isla de La Palma todos ellos. El objetivo general que se propone es lograr desarrollar las capacidades de los alumnos en los ámbitos cognitivos, afectivos y sociales tomando como base para su logro las vivencias que el medio en que se desarrollan les son consustanciales con su propia vida. Desde un principio se propuso llevar a cabo una unidad didáctica conectada al 'proyecto general', de tal manera que fuese coherente y siguiese una línea general y espiral con el resto de las once unidades restantes que forman en su conjunto todo el proyecto de enseñanza de la ESO. La unidad didáctica como un 'todo' organizado no se ha llevado a la práctica este curso, sin embargo a medida que se iba elaborando material, se iba investigando en el aula. Además de la aportación de la asesora de inglés, este trabajo se ha apoyado en: libros de texto, revistas pedagógicas, material de reprografía, medios informáticos, etc. En cuanto a la valoración del proyecto ha sido muy positiva tanto por el propio grupo de trabajo como por el público asistente a las Jornadas de Innovación celebradas en La Palma y donde pudo presentarse la experiencia..

Several writings explore the organizational innovation and relate its effect on the organizational performance. However, few studies, on the one hand, take into account the technical innovation and the management innovation as dimensions of organizational innovation; and on the other hand, they use these dimensions to analyze its effect on the organizational performance.In this paper, the authors analyze the influence of innovation -including the twodimensions mentioned- on organizational performance. Furthermore, the authors examinethe behavior of organizational characteristics as a moderator variable of this relationship. The study was applied to service sector companies. The results indicate that innovationand technical innovation have an influence on the organization performance, while management innovation does not. This strengthens the argument that asserts companies need to improve the low perception they have about the importance of management innovation,for better performances.
