Objective. In 2003, the State of Texas instituted the Driver Responsibility Program (TDRP), a program consisting of a driving infraction point system coupled with a series of graded fines and annual surcharges for specific traffic violations such as driving while intoxicated (DWI). Approximately half of the revenues generated are earmarked to be disbursed to the state's trauma system to cover uncompensated trauma care costs. This study examined initial program implementation, the impact of trauma system funding, and initial impact on impaired driving knowledge, attitudes and behaviors. A model for targeted media campaigns to improve the program's deterrence effects was developed. ^ Methods. Data from two independent driver survey samples (conducted in 1999 and 2005), department of public safety records, state health department data and a state auditor's report were used to evaluate the program's initial implementation, impact and outcome with respect to drivers' impaired driving knowledge, attitudes and behavior (based on constructs of social cognitive theory) and hospital uncompensated trauma care funding. Survey results were used to develop a regression model of high risk drivers who should be targeted to improve program outcome with respect to deterring impaired driving. ^ Results. Low driver compliance with fee payment (28%) and program implementation problems were associated with lower surcharge revenues in the first two years ($59.5 million versus $525 million predicted). Program revenue distribution to trauma hospitals was associated with a 16% increase in designated trauma centers. Survey data demonstrated that only 28% of drivers are aware of the TDRP and that there has been no initial impact on impaired driving behavior. Logistical regression modeling suggested that target media campaigns highlighting the likelihood of DWI detection by law enforcement and the increased surcharges associated with the TDRP are required to deter impaired driving. ^ Conclusions. Although the TDRP raised nearly $60 million in surcharge revenue for the Texas trauma system over the first two years, this study did not find evidence of a change in impaired driving knowledge, attitudes or behaviors from 1999 to 2005. Further research is required to measure whether the program is associated with decreased alcohol-related traffic fatalities. ^

LEDs are substituting fluorescent and incandescent bulbs as illumination sources due to their low power consumption and long lifetime. Visible Light Communications (VLC) makes use of the LEDs short switching times to transmit information. Although LEDs switching speed is around Mbps range, higher speeds (hundred of Mbps) can be reached by using high bandwidth-efficiency modulation techniques. However, the use of these techniques requires a more complex driver which elevates drastically its power consumption. In this work an energy efficiency analysis of the different VLC modulation techniques and drivers is presented. Besides, the design of new schemes of VLC drivers is described.

This project is divided into two main parts: The first part shows the integration of an Embedded Linux operating system on a development hardware platform named Zedboard. This platform contains a Zynq-7000 System on Chip (Soc) which is composed by two dual core ARM Cortex-A9 processors and a FPGA Artix-7. The Embedded Linux is built with Linuxlink, a Timesys tool. Meanwhile, the platform hardware configuration is done with Xilinx Vivado. The system is loaded with an SD card which requires to have every files needed for the booting process and for the operation. Some of these files are generated with Xilinx SDK software. The second part starts up from the system already built to integrate a peripheral in the Zynq-7000 FPGA. Also the drivers for controlling the peripheral from the operating system are developed. Finally, a user space program is created to test both of them. RESUMEN. Este proyecto consta de dos partes: La primera muestra la integración de un sistema operativo Linux embebido en una plataforma de desarrollo hardware llamada Zedboard. Esta plataforma utiliza un System on Chip (SoC) Zynq-7000 que está formado por dos procesadores ARM Cortex-A9 de doble núcleo y una FPGA Artix-7. El Linux embebido se construye utilizando la herramienta Linuxlink de Timesys, mientras que el hardware de la plataforma de desarrollo se configura con Vivado de Xilinx. El sistema se carga en una tarjeta SD que debe tener todos los archivos necesarios para completar el arranque y hacer funcionar el sistema. Algunos de esos archivos se generan con la herramienta SDK de Xilinx. En la segunda parte se utiliza el sistema construido para integrar un periférico en la FPGA del Zynq-7000, haciendo uso de Vivado, y se desarrollan los drivers necesarios para utilizarlo mediante el sistema operativo. Para probar esta última parte se desarrolla un programa de espacio de usuario.

In recent years, the topic of car-following has experimented an increased importance in traffic engineering and safety research. This has become a very interesting topic because of the development of driverless cars (Google driverless cars, http://en.wikipedia.org/wiki/Google_driverless_car). Driving models which describe the interaction between adjacent vehicles in the same lane have a big interest in simulation modeling, such as the Quick-Thinking-Driver model. A non-linear version of it can be given using the logistic map, and then chaos appears. We show that an infinite-dimensional version of the linear model presents a chaotic behaviour using the same approach as for studying chaos of death models of cell growth.

This commentary finds that after four to five years of poor performance, final consumption of households is expected to recover significantly in 2015 and 2016. This is all the more important since final consumption of households was the main driver of economic growth during the 12 years preceding the financial crisis. Some obstacles still stand in the way, however, preventing a sustainable recovery in private consumption.

Various field experiments were conducted to examine the influence of social status on aggression in road traffic. Horn-honking response times of subjects blocked by an experimental car at traffic lights were considered to be an indicator of the degree of aggression. During an initial experiment, the status of the frustrator was varied and an inverse relation was observed between status and aggression towards the frustrator. On the other hand, in a more recent experiment higher status aggressors were found to behave more aggressively. In our study we combined the two designs, i.e., we varied the status of the frustrator and at the same time measured the status of the aggressor. Neither results of the former experiments could be replicated, but we observed a reduction in aggression when frustrator and aggressor were of similar social status.

Studies of international production acknowledge that the ability of firms to learn, upgrade and innovate in global value chains (GVCs) is influenced by knowledge flows within these global networks and by the national institutional systems in which the firms are embedded. Little is known, however, about how differences in national innovation and business systems shape the way firms and national economies insert themselves in global value chains and how this influences their upgrading trajectories. Based on a review of the existing academic literature, the chapter examines the impact of national innovation and business systems from middle-income and developing countries on learning and innovation processes in services GVCs.

Due to extensive clinical and electrophysiological overlaps, the correct diagnosis of disorders with excessive daytime sleepiness is often challenging. The aim of this study was to provide diagnostic measures that help discriminating such disorders, and to identify parameters, which don't. In this single-center study, we retrospectively identified consecutive treatment-naïve patients who suffered from excessive daytime sleepiness, and analyzed clinical and electrophysiological measures in those patients in whom a doubtless final diagnosis could be made. Of 588 patients, 287 reported subjective excessive daytime sleepiness. Obstructive sleep apnea is the only disorder that could be identified by polysomnography alone. The diagnosis of insufficient sleep syndrome relies on actigraphy as patients underestimate their sleep need and the disorder shares several clinical and electrophysiological properties with both narcolepsy type 1 and idiopathic hypersomnia. Sleep stage sequencing on MSLT appears helpful to discriminate between insufficient sleep syndrome and narcolepsy. Sleep inertia is a strong indicator for idiopathic hypersomnia. There are no distinctive electrophysiological findings for the diagnosis of restless legs syndrome. Altogether, EDS disorders are common in neurological sleep laboratories, but usually cannot be diagnosed based on PSG and MSLT findings alone. The diagnostic value of actigraphy recordings can hardly be overestimated.
