If the profession of social work is to have a future we must know where it came from, and the series of portraits of our pioneers is one of the paths into the origins of that profession. I feel grateful to the publishers for this online-journal and also honoured to be asked to continue the series on pioneers in social work. I gladly comply because, in connection with my research on Alice Salomon and other social workers who were expelled from Germany and other Nazi-occupied territories (Wieler1989 and 1995) I had the pleasure and privilege of meeting and interviewing Walter Friedländer shortly before he passed away. It is years ago that I visited him in his home among stacks of books and piles of papers. My memories are vivid. I still see his sparkling eyes and hear his soft voice with a very heavy German accent. I was most impressed by his memory of historical events and people which, it seemed, only a large hard-drive could retain these days. Now, I wish I had asked more questions but instead, we will have to rely largely on primary and secondary literature and box upon box of archival materials. I draw heavily on the comprehensive German and Jewish Intellectual Emigré Collection (http://library.albany.edu/speccoll/findaids/ger003.htm) which consists of nearly 50 cubic feet and another collection of the German Central Institute („Deutsches Zentralinstitut für Soziale Fragen-DZI“) in Berlin (www.dzi.de). Some of the more current archival materials were lost in a flood, and much of Friedländer’s early memorabilia up to 1933 was lost in Germany. There are also internet resources with widely differing information. I hope that I will not have overlooked too much in order to do justice to this remarkable pioneer and colleague. In order to appreciate and pay tribute to Walter Friedländer and his contributions we will have to reconsider the historical and international context of more than the 93 years of his life span: the German Monarchy, the Weimar Republic, Nazi-Fascism, Swiss, French and American exile and numerous visits to other countries.

This contribution addresses the substantial tax privilege for businesses introduced by the German Inheritance Tax Act 2009. Advocates of the vast or even entire tax exemption for businesses stress the potential damage of the inheritance tax on businesses, as those often lack liquidity to meet tax liability. This submission tackles this issue empirically based on data of the German Inheritance Tax Statistics and the SOEP. The results indicate that former German inheritance tax law has not endangered transferred businesses. Hence, there is no need for the tremendous tax privilege for businesses in current German inheritance tax law. An alternative flat inheritance tax without tax privileges, which meets revenue neutrality per tax class according to current tax law, provokes in some cases relative high tax loads which might trouble businesses.

A new examination of the textile fragments found in the Merovingian burials in the basilica of Saint Denis, near Paris, has recently underscored the diversity of fabrics used to make garments in which members of the royal court were buried. Among them, some woolens of fine quality had been dyed with indigotin. The most astonishing fibre found belongs to a mixed textile (not skin) with beaver fibers and wool. Silks contained shellfish purple and in one case kermes? Two dyestuffs associated with royalty and privilege. Along with this was large number of gold threads, probably produced locally and that were used in tablet-woven borders or for embroideries. In addition, several figured silks, of oriental origin, testify to the importance of this "foreign" material and the taste for textiles woven with complex techniques and probably what had originally had beautiful designs. Although none of these designs have been preserved and many colors have been greatly damaged, the technical characteristics of the remnants indicate proveniences as far as Byzantium, Sassanid Persia and the Chinese court. Such precious textiles show the high social status and political power of the Merovingian court, a testament to their ability to access such luxurious and costly textiles through diplomacy and/or trade with other powerful empires. The examination of these rare textiles along with other fine silks and luxury objects from the same period found in France expand our view of the fundamental role of textiles in the political sphere of this early period of European history.

In this paper, we expand previous research on the psychological foundations of attitudes towards immigrants by evaluating the role of the Big Five personality traits with regard to the formation of political tolerance. Following the literature, we elaborate tolerance as a sequential concept of rejection and acceptance to uncover differentiating effects of personality on both immigrant-specific prejudices as well as on the assignment of the right to vote as a pivotal political privilege to this group. Using a representative sample of the Swiss population, with its distinctive history related to the immigration issue, our two-step Heckman selection models reveal that extroverts and people who score low in agreeableness exhibit negative attitudes towards immigrants. At the same time, only openness to experience is significantly connected to the likeliness of granting immigrants the right to vote.

An evolutionary model of human behavior should privilege emotions: essential, phylogenetically ancient behaviors that learning and decision making only subserve. Infants and non-mammals lack advanced cognitive powers but still survive. Decision making is only a means to emotional ends, which organize and prioritize behavior. The emotion of pride/shame, or dominance striving, bridges the social and biological sciences via internalization of cultural norms.

Increasing attention has been given to the problem of medical errors over the past decade. Included within that focused attention has been a strong interest in reducing the occurrence of healthcare-associated infections (HAIs). Acting concurrently with federal initiatives, the majority of U.S. states have statutorily required reporting and public disclosure of HAI data. Although the occurrence of these state statutory enactments and other state initiatives represent a recognition of the strong concern pertaining to HAIs, vast differences in each state’s HAI reporting and public disclosure requirements creates a varied and unequal response to what has become a national problem.^ The purpose of this research was to explore the variations in state HAI legal requirements and other state mandates. State actions, including statutory enactments, regulations, and other initiatives related to state reporting and public disclosure mechanisms were compared, discussed, and analyzed in an effort to illustrate the impact of the lack of uniformity as a public health concern.^ The HAI statutes, administrative requirements, and other mandates of each state and two U.S. territories were reviewed to answer the following seven research questions: How far has the state progressed in its HAI initiative? If the state has a HAI reporting requirement, is it mandatory or voluntary? What healthcare entities are subject to the reporting requirements? What data collection system is utilized? What measures are required to be reported? What is the public disclosure mechanism? How is the underlying reported information protected from public disclosure or other legal release?^ Secondary publicly available data, including state statutes, administrative rules, and other initiatives, were utilized to examine the current HAI-related legislative and administrative activity of the study subjects. The information was reviewed and analyzed to determine variations in HAI reporting and public disclosure laws. Particular attention was given to the seven key research questions.^ The research revealed that considerable progress has been achieved in state HAI initiatives since 2004. Despite this progress, however, when reviewing the state laws and HAI programs comparatively, considerable variations were found to exist with regards to the type of reporting requirements, healthcare facilities subject to the reporting laws, data collection systems utilized, reportable measures, public disclosure requirements, and confidentiality and privilege provisions. The wide variations in state statutes, administrative rules, and other agency directives create a fragmented and inconsistent approach to addressing the nationwide occurrence of HAIs in the U.S. healthcare system. ^

En la década del noventa comienzan a evidenciarse profundas transformaciones en el complejo vitivinícola de Mendoza. La caída del consumo y los cambios en el perfil de la demanda a favor de los vinos finos y espumantes y en detrimento de los comunes determinaron el progresivo abandono de criterios tecnoproductivos basados en la masividad para privilegiar la calidad que permitiera la inserción en mercados internacionales. En este esquema arriban a nuestro complejo sectorial nuevos actores que determinan formas de articulación propias entre los eslabones.

Orfeo aparece en múltiples fuentes como fundador de las teletai, esto es, del tipo de ritos a los que pertenecen claramente los Eleusinios, y como autor de poesía religiosa relacionada con ellos. Sin embargo, nadie a´Çü rma que los Misterios Eleusinos sean "ór´Çücos". Por otra parte, varias fuentes consideran a Eumolpo el fundador de los ritos. El artículo trata de explicar esta contradicción. Para ello se examinan los testimonios que relacionan a Orfeo con Eleusis o las teletai en general y los restos de la poesía ór´Çü ca sobre Deméter y Perséfone. Puede concluirse que había dos puntos de vista que coexistían sin solaparse: desde el punto de vista Eleusinio, Eumolpo aparece destacado y los Eumólpidas tienen el privilegio exclusivo de ser hierofantes. Desde el punto de vista ateniense, el prestigio de Orfeo es más "internacional" y sirve mucho mejor sus intereses políticos.

Este artículo analiza a la fuerza social contrarrevolucionaria de la Buenos Aires tardo colonial. Toma como observables a dos de sus principales dirigentes: los comerciantes monopolistas españoles Diego de Agüero y Miguel Fernández de Agüero. Los Agüero poseían una estrategia política definida: oponerse al proceso revolucionario y defender el orden colonial. Dicho programa fue construyéndose a lo largo de más de treinta años, en los que pasan de una alianza reformista a enfrentarse política y militarmente contra los revolucionarios. En este recorrido, resultan una bisagra los enfrentamientos en torno al tráfico de cueros con naciones extranjeras, en el que defienden el comercio legal por la vía de Cádiz, argumentando que se trata de uno de los bastiones de la Monarquía. Dicho programa se vincula con su reproducción social, basada en un privilegio político otorgado por el Estado colonial. Su destrucción, por acción de la Revolución, producirá su derrota comercial, política y militar

Durante las últimas tres décadas, los métodos de la investigación histórica de las sociedades de la antigua Palestina han experimentado un considerable progreso desde los días en que la Biblia era tomada como fuente primaria y principal de reconstrucción histórica. Las nuevas perspectivas privilegian el aporte de múltiples disciplinas sociales, entre otras, la antropología, la sociología, la etnografía. En la presente comunicación hacemos uso de la información del registro etnográfico contemporáneo junto con perspectivas de la teoría antropológica para tratar de resolver la cuestión de la organización social de Palestina en la antigüedad así como de la práctica del poder político en las sociedades "tribales" de Medio Oriente. La integración de esta información junto con el análisis de fuentes históricas antiguas nos indica que las relaciones de parentesco y, fundamentalmente, las de patronazgo fueron las prácticas sociopolíticas dominantes en estas sociedades. Como resultado, el predominio de estas prácticas constituyó un obstáculo considerable para la aparición de una práctica estatal indígena en esta región. En consecuencia, una aceptación de la primacía analítica del concepto de "sociedades de patronazgo" por sobre el de "sociedades estatales" o "sociedades de clase" nos puede conducir a un mejor entendimiento de la dinámica sociopolítica en la antigua Palestina.
