In recent years, progress in the area of mobile telecommunications has changed our way of life, in the private as well as the business domain. Mobile and wireless networks have ever increasing bit rates, mobile network operators provide more and more services, and at the same time costs for the usage of mobile services and bit rates are decreasing. However, mobile services today still lack functions that seamlessly integrate into users’ everyday life. That is, service attributes such as context-awareness and personalisation are often either proprietary, limited or not available at all. In order to overcome this deficiency, telecommunications companies are heavily engaged in the research and development of service platforms for networks beyond 3G for the provisioning of innovative mobile services. These service platforms are to support such service attributes. Service platforms are to provide basic service-independent functions such as billing, identity management, context management, user profile management, etc. Instead of developing own solutions, developers of end-user services such as innovative messaging services or location-based services can utilise the platform-side functions for their own purposes. In doing so, the platform-side support for such functions takes away complexity, development time and development costs from service developers. Context-awareness and personalisation are two of the most important aspects of service platforms in telecommunications environments. The combination of context-awareness and personalisation features can also be described as situation-dependent personalisation of services. The support for this feature requires several processing steps. The focus of this doctoral thesis is on the processing step, in which the user’s current context is matched against situation-dependent user preferences to find the matching user preferences for the current user’s situation. However, to achieve this, a user profile management system and corresponding functionality is required. These parts are also covered by this thesis. Altogether, this thesis provides the following contributions: The first part of the contribution is mainly architecture-oriented. First and foremost, we provide a user profile management system that addresses the specific requirements of service platforms in telecommunications environments. In particular, the user profile management system has to deal with situation-specific user preferences and with user information for various services. In order to structure the user information, we also propose a user profile structure and the corresponding user profile ontology as part of an ontology infrastructure in a service platform. The second part of the contribution is the selection mechanism for finding matching situation-dependent user preferences for the personalisation of services. This functionality is provided as a sub-module of the user profile management system. Contrary to existing solutions, our selection mechanism is based on ontology reasoning. This mechanism is evaluated in terms of runtime performance and in terms of supported functionality compared to other approaches. The results of the evaluation show the benefits and the drawbacks of ontology modelling and ontology reasoning in practical applications.

Dada la necesidad de la Agencia Andaluza de la Energía de mantener el callejero del Inventario de Instalaciones Energéticas Municipales (INVIEM) se plantea la necesidad de utilizar un visor web de edición cartográfica con capacidad de edición para poder realizar las actuaciones oportunas sobre la información espacial, para ello se decide la utilización del estándar WFS/T (Web Feature Service Transactional) y la utilización de software libre en todos los niveles del sistema a implementar. Este desarrollo será el comienzo de una migración completa de todo el sistema actual a una plataforma integrada por completo con productos de software libre

Se recopilan páginas web susceptibles de ser utilizadas para la enseñanza y aprendizaje de la lengua francesa. La página web está estructurada en diecinueve apartados (vocabulario, diccionarios, civilización y cultura francesa, lectura y litertura, etc.), dentro de cada uno de ellos se ordenan las páginas alfabéticamente por tema, para un acceso más cómodo y rápido. El material seleccionado presenta varias características: es un material ya utilizado en clase, no incluye valoraciones de las páginas, se incluyen direcciones propias del aprendizaje y enseñanza del idioma y sitios con caracter educativo y otras páginas que pueden servir en la clase de francés pero que no han sido concebidas para ser utilizadas en la enseñanza, de esta forma se ofrece un material real y actual tal como los franceses y francófonos lo encuentran, por último muchos de los materiales son multilingües, esto permite comparar la lengua materna con otras lenguas extranjeras.

La incorporación Software Libre para Geomática (FOSS4G), para la explotación de Información Geoespacial en Sistemas de Información (SI) empresariales es una tendencia inexorable. Aunque estas tecnologías se están difundiendo con rapidez en entornos de empresas especializadas, Universidades, Administraciones Públicas y Centros Tecnológicos, todavía es algo incipiente en grandes empresas, especialmente en aquellas no directamente relacionadas con las tecnologías de los SIG. El objetivo de esta presentación será mostrar cómo se está consiguiendo introducir el software de SIG libre en el mundo empresarial, con tres casos de éxito. El primero es un desarrollo tradicional para una compañía tipo ‘utility’ donde el cliente define una funcionalidad y contrata su desarrollo. El segundo es un modelo de contratación de servicios. La tercera es una aplicación para la administración pública. En los tres casos, el uso de software libre ha permitido ofrecer soluciones exitosas para los requerimientos de los clientes (tanto funcionales como de rendimiento), y óptimas en coste

Learning Objects offer flexibility and adaptability for users to request personalised information for learning. There are standards to guide the development of learning objects. However, individual developers may customise these standards for serving different purposes when defining, describing, managing and providing learning objects, which are normally stored in heterogeneous repositories. Barriers to interoperability hinder sharing of learning services and subsequently affect quality of instructional design as learners expect to be able to receive their personalised learning content. All these impose difficulties to the users in getting the right information from the right sources. This paper investigates the interoperability issues in eLearning services management and provision and presents an approach to resolve interoperability at three levels.

User interfaces have the primary role of enabling access to information meeting individual users' needs. However, the user-systems interaction is still rigid, especially in support of complex environments where various types of users are involved. Among the approaches for improving user interface agility, we present a normative approach to the design interfaces of web applications, which allow delivering users personalized services according to parameters extracted from the simulation of norms in the social context. A case study in an e-Government context is used to illustrate the implications of the approach.

As part of a large European coastal operational oceanography project (ECOOP), we have developed a web portal for the display and comparison of model and in situ marine data. The distributed model and in situ datasets are accessed via an Open Geospatial Consortium Web Map Service (WMS) and Web Feature Service (WFS) respectively. These services were developed independently and readily integrated for the purposes of the ECOOP project, illustrating the ease of interoperability resulting from adherence to international standards. The key feature of the portal is the ability to display co-plotted timeseries of the in situ and model data and the quantification of misfits between the two. By using standards-based web technology we allow the user to quickly and easily explore over twenty model data feeds and compare these with dozens of in situ data feeds without being concerned with the low level details of differing file formats or the physical location of the data. Scientific and operational benefits to this work include model validation, quality control of observations, data assimilation and decision support in near real time. In these areas it is essential to be able to bring different data streams together from often disparate locations.

In recent years, life event approach has been widely used by governments all over the world for designing and providing web services to citizens through their e-government portals. Despite the wide usage of this approach, there is still a challenge of how to use this approach to design e-government portals in order to automatically provide personalised services to citizens. We propose a conceptual framework for e-government service provision based on life event approach and the use of citizen profile to capture the citizen needs, since the process of finding Web services from a government-to-citizen (G2C) system involves understanding the citizens’ needs and demands, selecting the relevant services, and delivering services that matches the requirements. The proposed framework that incorporates the citizen profile is based on three components that complement each other, namely, anticipatory life events, non-anticipatory life events and recurring services.
