El medio Ambiente es el espacio donde el ser humano se desarrolla y por medio del cual sustenta su vida. Por tanto de su conservación depende el bienestar del hombre y demás seres vivos que habitan la tierra. Sin embargo la actividad humana está ejerciendo un impacto negativo ambiental. Por ésta razón los distintos gobiernos están tomando medidas para tratar de llevar a cabo políticas que estén en armonía con un desarrollo económico, ecológico y sustentable, de tal manera que se pueda satisfacer las necesidades de la generación presente sin comprometer las necesidades de las generaciones futuras, para atender sus propias necesidades.Razón por la que se crea La agenda ambiental andina ya que la subregión andina es una de las zonas con más riqueza natural y cultural en el mundo.

Problem structuring methods or PSMs are widely applied across a range of variable but generally small-scale organizational contexts. However, it has been argued that they are seen and experienced less often in areas of wide ranging and highly complex human activity-specifically those relating to sustainability, environment, democracy and conflict (or SEDC). In an attempt to plan, track and influence human activity in SEDC contexts, the authors in this paper make the theoretical case for a PSM, derived from various existing approaches. They show how it could make a contribution in a specific practical context-within sustainable coastal development projects around the Mediterranean which have utilized systemic and prospective sustainability analysis or, as it is now known, Imagine. The latter is itself a PSM but one which is 'bounded' within the limits of the project to help deliver the required 'deliverables' set out in the project blueprint. The authors argue that sustainable development projects would benefit from a deconstruction of process by those engaged in the project and suggest one approach that could be taken-a breakout from a project-bounded PSM to an analysis that embraces the project itself. The paper begins with an introduction to the sustainable development context and literature and then goes on to illustrate the issues by grounding the debate within a set of projects facilitated by Blue Plan for Mediterranean coastal zones. The paper goes on to show how the analytical framework could be applied and what insights might be generated.

The concept of sustainable development forms the basis for a wide variety of international and national policy making. World population continues to expand at about 80 M people per year, while the demand for natural resources continues to escalate. Important policies, treaties and goals underpin the notion of sustainable development. In this paper, we discuss and evaluate a range of scientific literature pertaining to the use of transgenic crops in meeting sustainable development goals. It is concluded that a considerable body of evidence has accrued since the first commercial growing of transgenic crops, which suggests that they can contribute in all three traditional pillars of sustainability, i.e. economically, environmentally and socially. Management of herbicide-tolerant and insect-resistant transgenic crops to minimize the risk of weeds and pests developing resistance is discussed, together with the associated concern about the risk of loss of biodiversity. As the world population continues to rise, the evidence reviewed here suggests it would be unwise to ignore transgenic crops as one of the tools that can help meet aspirations for increasingly sustainable global development.

With increasing emphasis being placed on concentrating development in urban areas and improving the quality of life in British cities and towns, the importance of accommodating necessary development without compromising the valued heritage and architectural quality of urban areas is now becoming central to sustainable urban development. Urban conservation policy and practice has the potential to contribute to this and other aspects of sustainability. This paper explores this contribution and develops an analytical framework which draws out the key linkages between conservation area policy and sustainable development. The framework is then used to research the potential and actual contribution of urban conservation policy and practice in England, using a selective survey and two case studies (i.e. Winchester and Basingstoke). The main conclusions from the research are that: Conservation area policy can make a significant contribution to the principles of sustainable development; Most local planning authorities in England have not fully woken-up to this potential and have not developed policies or practices to address it; and Urban conservation policy needs to develop a more proactive approach in which local planning authorities actively guide and encourage new development with regard to use, design, layout, methods of construction, materials and energy efficiency.

This paper reports the proceedings of a conference held at Reading University in 1993 which addressed the issues of new technological developments at the regional and sub-regional levels in Britain and France. These new technological clusters - the `Technopoles' - are investigated in a series of papers in both English and French which examines their spatial, sectoral and economic aspects to determine what lessons can be learned from their development and what their future economic significance is likely to be. Two recurring themes are of particular significance in the papers - the link between R& D and regional development, and the different forms which innovation assumes within the various technopoles under scrutiny.

It is verified worldwide an increasing concern with the protection of natural resources in the planet, a fact that became relevant in Brazil since the promulgation of the Constitution of 1988, based on the viewpoint of sustainable development, which seeks to promote economic activities in the country according to the need for conservation and preservation of natural resources for the use of present and future generations. In addition, we seek to reduce the differences that occur in our society by determining as a fundamental objective to be persecuted by the Federative Republic of Brazil the reduction of social and regional inequalities. A value that should also be observed in the context of economic activities developed here, since it is a general principle of financial and economic order of the country. Therefore, considering the exhaustion of world s reserves of fossil fuels, as well as the impacts on the environment, especially for the large emission of greenhouse effect gases, the debate about the need to change the global energy matrix increases while alternative energy sources appears as a bet to fulfill the contemporary aspirations for sustainability, and Brazil emerges in a very favorable position, because it has the essential natural conditions to allow this sector s full development. In this perspective, the work has the scope to analyze how the production of alternative energy sources may act in the search for concretization of constitutional values, to promote sustainable development for present and future generations, and to reduce regional and social inequalities in an attempt to improve the quality of life of the population. It will also be observed the current regulatory framework of alternative energy sources in the national laws to verify the existence of legal and institutional security, which is necessary to guarantee the full development of the sector in the country. And to investigate the expected results, it will be observed through the concrete evaluation of specific practices adopted in the industry, analyzing their actual compliance with the constitutional provisions under analysis, based on the examination of the possibility of using renewable biomass sources for biofuel production, promoting development to the country, indicating the opening lines about how this important sector can act to solve the energy challenge today

The information here represents a compilation of existing and ongoing regional and national climate modelling studies that could be useful in the execution of the regional project The Economics of Climate Change in Caribbean. The report is mainly focused on the sustainable regional efforts that represent opportunities for further developments in climate change scenarios. It describes the different techniques that have been used to model changes in temperature and precipitation in the Caribbean and compares the outputs of these models. Essentially, temperatures are expected to increase while precipitation may increase for countries in the more southerly latitudes, but decrease for more northerly countries (Bahamas, Cuba and Hispaniola) resulting in drought. These changes would present tremendous challenges for the Caribbean subregion and, despite significant progress made in recent years, there is a need for continuous development of climate research and modelling in the subregion, to produce more relevant information for regional and national studies and to overcome the limitations of existing results. This may well be realized through coordination of activities between the Caribbean Community Climate Change Centre (CCCCC), the Institute of Meteorology (INSMET) in Cuba and the University of the West Indies (UWI). These activities will address the implementation of further analyses using available information to generate best practices and to produce useful results. There are also new opportunities for climate research in the region with Coordinated Regional Downscaling Experiment (CORDEX) which is planned to start early next year. It is expected that the participation of various Caribbean institutions like INSMET, UWI, CCCC and the Caribbean Institute for Meteorology and Hydrology in this global project will allow the generation of new and more abundant information.

A relação entre crescimento econômico e desenvolvimento sustentável é a problemática deste estudo que propõe analisar esta por meio do uso do Índice de Desenvolvimento Sustentável Local. Nesse sentido, a categoria de análise usada foi à região que é definida como um sistema formado por e a partir da conjunção de elementos internos e externos. O objeto de análise selecionado foi a região do Araguaia paraense que se localiza no Estado do Pará – Brasil, essa escolha ocorreu porque, ao longo dos últimos 40 anos, essa região tem assumido expressão econômica nesse estado e, ao mesmo tempo, tem sido foco de questionamentos quanto ao modelo de desenvolvimento econômico empregado no passado e os seus resultados no presente. O objetivo central deste estudo é analisar, por meio dos elementos internos e externos de uma região considerada como fronteira de recursos, se o cenário de crescimento econômico contribuiu para o desenvolvimento sustentável. A seleção de um estudo de caso foi à estratégia de investigação e os instrumentos de levantamento de dados foram: a aplicação de questionários, a análise da evolução de dados secundários e a construção de um Índice de Desenvolvimento Sustentável (IDLS) que foi usado para dimensionar de forma integrada o desempenho social, ambiental, econômico e institucional da região pesquisada em relação ao contexto regional paraense. O principal resultado, deste estudo, foi à constatação de que crescimento econômico das regiões paraenses até a atualidade não mediou processos favoráveis ao desenvolvimento na perspectiva da sustentabilidade. Observou-se que a região do Araguaia, encontra-se em estado de alerta no IDLS, seguindo a mesma tendência de outros espaços regionais que cresceram economicamente no Estado do Pará. Para cada região do Estado do Pará, uma dimensão diferente comprometeu a sustentabilidade regional, no caso da Região do Araguaia a dimensão ambiental foi a que mais comprometeu o seu IDSL. Tal resultado comprova vários estudos que afirmaram que os impactos ambientais comprometem o desenvolvimento sustentável dessa região. Apesar disso, essa região obteve o terceiro melhor desempenho na dimensão social da sustentabilidade, dado mais importante para o desenvolvimento sustentável que este estudo se propôs medir. Por conseguinte, duas conclusões principais podem ser apontadas. A primeira é que atualmente houve uma melhora no padrão social das regiões paraense como um todo, em alguns casos as áreas centrais dos grandes investimentos superaram o desempenho social de outras regiões que não foram focos dos investimentos promovidos nas décadas anteriores. Apesar de alguns estudos apontarem que os investimentos governamentais não se revestiram em benefícios sociais. A segunda é que os elementos externos às regiões contribuíram para a mudança do quadro social descrito, mas não para alteração do quadro ambiental regional, pois criou institucionalidades que direcionassem as forças internas na produção dos resultados do quadro econômico, social, institucional e ambiental. Portanto, tanto a elevação do padrão social quanto a piora do quadro ambiental da região do Araguaia paraense são o resultado de um conjunto de políticas nacionais que, provavelmente, se somaram aos cenários de ação e decisão dos atores locais.
